MCS
• Dedicated MCS platform too expensive• KEARSARGE (LHD) was ideal ship-of-opportunity
– Deck spots for squadron of MH-53s– Outstanding connectivity (comms, MEDAL, intel)– No big decks available during OIF
• CLEVELAND, PONCE and GUNSTON HALL(LPD)– Only 3 deck spots– Inadequate comms for MIW command ship
• Force flow an issue without dedicated MCS– Inadequate and unreliable C5s
High Speed Vessel (HSV)• HSV
– Test platform for organic and unmanned systems– Transition to LCS– Expeditionary Strike Group support– C2 & Light Weight Punch Through– Support OMCM Integration– Test Modularity
• Contract Awarded – 23 Oct 02– Construction 75 % complete– Sea Trials JUL 03– Deploy AUG 03
HSVcon’tcon’t
• Crews– Two 40-man Crews
• 3 Line Officers, 2 CWOs, 1 Supply Officer
– Ingleside & Little Creek– O-5 Commanding Officers
• Designated as:– Experimental Naval Vessel “SWIFT”– “Service Craft” vice commissioned
HSVC2C2
• COMINEWARCOM is ISIC– East & West Coast Exercises– Fleet Operations– Navy & USMC Experimentation– Deploy 6th, 5th & 7th Fleet AORs
• Issue: Modifying IDTC for dual-crewed ship with high optempo
Littoral Combat Ship (LCS)
• 3 Primary Missions– MIW
– ASW
– ASUW to counter swarming small boats
• CMWC participates in Flag IPT – 06 Level Participation in N76 LCS Offsite
Meetings
– CMWC Developed MIW Mission Packages

LCS not an MCM
• Some think that LCS will replace dedicated
• Long term goal to get men out of minefield
• BUT, LCS has:– No sonar– No sweep capability– Not designed for low magnetic signature
MIW in Sea Power 21
• Today: 19 independent strike groups– 12 Carrier Battle Groups– 12 Amphibious Ready Groups– 7 Mid-East Force Surface Action Groups
• Sea Power 21: 37 independent strike groups– 12 Carrier Strike Groups– 12 Expeditionary Strike Groups (amphibs+surface
combatants+SSN)– 9 Strike/TBMD Surface Action Groups– 4 SSGN/SOF Strike Forces
• WHERE DO WE PUT MIW ASSETS?

Study Recommendations
• Continue development of next generation AMCM systems
• If MH-60S / future AMCM systems meet schedule and capability requirements, plan for transition of DAMCM to MH-60S
• If MH-60S and next generation systems do not meet schedule and capability requirements be prepared to fund and execute MH-53E SLEP
CMWC and Homeland Security
• Coast Guard Supported CDR
• MH-53Es For Minehunting in Port Approaches and Deep Waters.
• EOD Detachment for Conventional & WMD Response
• MCM or MHC Ships To Support MCM OPS in CONUS
Mainstreaming MIW
• MIW staff and forces included in 9 CVBG/ARG exercises during FY02/03.
• MCM forces have participated in both East & West coast JTFEXs.
• MCM Squadron commanders are integrating with BG staffs and SOOT teams as part of BG workup training.
• Deploying BG are sending staffs to the MWTC MCM BG COI’s
