MEET OUR TEAM

Kirk Fisher earned his MBA at Louisiana State University and has more than 20 years of senior executive level experience. Fisher has successfully orchestrated turnarounds, managed large organizations and complex business models, and identified business opportunities and expense mitigation strategies centered around measurable process improvement. Kirk is accomplished in identifying financial opportunities and implementing strategies to capture those opportunities. Among his many accomplishments, he directed all facets of business operations for the Deepwater Horizon Economic and Property Damage Settlement Program while managing the distribution of the $20B trust set aside to compensate victims of the oil spill. He currently serves as an Adjunct Professor in the LSU Flores MBA Program, where he also worked collaboratively in the development and launch of the Management Consulting Specialization Program in the LSU E.J. Ourso College of Business.

Over the past 30 years Paul Rainwater has served in numerous government roles, worked with governors and mayors from across the country, and distinguished himself as one of the most experienced professionals in disaster recovery funding. Paul is a certified Local Government Manager and a veteran who served as Legislative Director for U.S. Senator Mary Landrieu’s office, Chief of Staff for Louisiana Governor Jindal’s administration, and Executive Director of the Louisiana Recovery Authority (LRA). Through successful congressional testimony, he was responsible for the appropriation of more than $14B in FEMA and HUD programs approved for the State of Louisiana after Hurricanes Katrina, Rita, Gustav, and Ike. He also played a significant role in the settlements and negotiations surrounding the BP oil spill and many other projects. He continues to lead successful initiatives in emergency management for the City of New Orleans’ Sewerage & Water Board, the Restore Louisiana Program, and The Louisiana Watershed Initiative. Paul is a sought-after thought leader on CDBG disaster recovery funding and policies who served as a panelist for the National Academy of Sciences for Engineering and speaks frequently at disaster recovery symposiums.

David Odom has more than 29 years of experience managing large, multidisciplinary projects and a substantial background in grant management, disaster recovery, engineering, and energy and regulatory consulting. David has been able to solve complex problems for his clients on multi-billion-dollar projects. He has extensive experience serving on some of the largest programs in U.S. history, including the Louisiana Road Home Program resulting from Hurricanes Katrina and Rita and the Deepwater Horizon Economic & Property Damage Settlement Program resulting from the BP oil rig explosion and oil spill. His experience also includes other federally declared disasters in Texas, Louisiana, New York, Missouri, South Carolina, U.S. Virgin Islands and Puerto Rico as well as other economic opportunities that provide affordable, sustainable housing to local, national, and international areas impacted by natural or man-made disasters.

DERRICK STENSRUD

Derrick Stensrud has more than 18 years of management experience, with 15 of those years providing various leadership roles in government housing programs using federal funds and technology divisions of a first-class disaster recovery firm. Derrick has participated in nearly every major disaster recovery program since Hurricane Katrina in 2005. Some of those projects include the Road Home Program, the Texas Housing Assistance Program, the Galveston County Housing Assistance Program, the NJ RREM Program, the New York Build-It-Back Program, the Deepwater Horizon Oil Spill and the Louisiana Hazard Mitigation Grant Program. Throughout those programs, his services and leadership in areas such as Case Management, Damage Assessments, QA/QC, Call Center, Document Management, Applicant Intake and processing, Business Intelligence/Reporting and Data/Systems Management have resulted in higher quality, lowered costs and on-time delivery.

Eric Kuntz is a subject matter expert on federal policy and procedure for all FEMA-related projects. He has 24 years of public and private experience, including 20 years of honorable military experience and 21 years of emergency management. He previously served as the State Coordinator of Recovery for the Texas Division of Emergency Management (TDEM) managing $5.2B in federal disaster funds for 17 declared disasters, and closing seven disasters and 55 Fire Management Assistance Grants. Prior to TDEM, he served as the FEMA Region VI Planning Chief for the Louisiana Recovery Office. He served in the US Navy for six years (Operations First Class) and is a retired commissioned officer from the Louisiana Army National Guard with assignments to the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP). His major disaster experience includes Hurricanes Katrina, Rita, Gustav, Ike, Harvey, Maria and Irma as well as numerous flooding and severe weather events. Eric’s other noteworthy assignments have included the space shuttle disaster, 9/11 response, Deepwater Horizon Oil Spill, dignitary and significant sporting events coordination.

Bill Doran, a retired Louisiana Air National Guard colonel, is subject matter expert on FEMA programs and policy with more than 30 years of public and private experience. For seven years, Bill served as a FEMA Federal Coordinating Officer for FEMA Region VI overseeing many large-scale, multi-jurisdictional federally declared disasters around the country, coordinating efforts for nine states, and directly influencing federal policy for disaster response and recovery initiatives. He also served as the Interim Louisiana Recovery Office Director for Hurricanes Katrina and Rita, and subsequently as the Response Division Director for Region VI. Bill was the principal presidential appointee for 25 federally declared disasters including individual assistance, public assistance, mitigation, long-term recovery planning and implementation programs. His disaster experience includes hurricanes Katrina, Rita, Gustav, Ike; the Moore, Oklahoma tornado, the Colorado floods of 2013, Hurricane Isaac, the Texas floods of 2015, the Louisiana floods of 2016 and Hurricane Harvey.

Keith Cranford, a retired major from the Louisiana Army National Guard, has more than 30 years of experience leading public safety and government programs in emergency management, fire, emergency medical and law enforcement. As Assistant Director of the East Baton Rouge Office of Homeland Security and Emergency Preparedness, he managed multiple federal, state, and local grant programs. Keith has managed some of the largest mitigation programs in Louisiana and the United States, – both pre- and post-Katrina – with more than $1 billion in funding for elevation and reconstruction of homes. He served as the program manager with more than $1 billion in CDBG-DR funding each for Louisiana (Katrina) and New York Governor’s Office of Storm Recovery (Sandy) infrastructure programs. Keith also supported New York Rising’s $1 billion housing recovery program and managed more than $100 million in hazard mitigation and public assistance funding supporting the coastal parishes of Louisiana.

Her expertise includes planning and implementation of disaster response and recovery initiatives, and executive management of diverse, legacy-scale programs in conformance with federal, state, and local laws. As a result of hurricanes Katrina and Rita, Lara was responsible for designing and managing the elevation of 11,000 homes in Louisiana jointly funded by HUD and FEMA. She was also responsible for the CDBG-DR program that assisted 131,000 homeowners with more than $10 billion in funds. Prior to joining Plexos, Lara was the Director for the State of Louisiana Office of Community Development Disaster Recovery Unit (OCD-DRU).

FEMA EMERGENCY HOME REPAIRS (STEP) PROGRAMThe U.S. Virgin Islands experienced significant damage from Hurricanes Irma and Maria which pummeled the islands in September 2017. Plexos provided supportive services to the U.S. Virgin Islands Housing Finance Authority under the Emergency Home Repairs (STEP) program funded by FEMA. Plexos provided Call Center, Intake, Case Management, Inspection, Quality Control and IT services/PlexoSoft (system of record) for the EHRVI program covering properties in St. Croix, St. Thomas, St. John, Water Island, and Hassel Island. Plexos established and maintained the program website, fraud prevention and detection team, reporting and analytics deliverables, and inventory management system.

USVI Emergency Home Repair (EHRVI) STEP Program

FEMA STEP PROGRAMNorth Carolina experienced significant damage from Hurricane Florence which devastated 12 counties in September 2018. Plexos provided supportive services to the North Carolina Division of Emergency Management under the STEP program funded by FEMA. Among the many services Plexos provided, we set up an all-encompassing call center with full capabilities, including scalability, multiple facility support and work-from-home metrics. Our case management covered all functions from registration through close out, along with quality control, damage assessments, a robust reporting and business intelligence platform and a project website.

FEMA PA STRIKE & CLOSEOUTPlexos assists the State of Louisiana in managing “high-risk subrecipients” for open disasters in the area of closeout assistance and technical expertise for Stafford Act Recovery Programs. Plexos’ staff works jointly with the State’s Grants Management and Closeout divisions as well as subrecipients across Louisiana’s Gulf coast to identify and resolve various technical problems and assist with expediting legacy projects through the state’s comprehensive, strategic closeout initiative. This includes locating incomplete or missing project documentation, assessing compliance with federal procurement requirements as well as issue tracking and reporting. HUD CDBG-DR HOUSING PROGRAMPlexos provided advisory support to the city of New York’s HUD/CDBG-DR housing initiatives in the capacity of IT/CDBG-DR reporting and policy lead for administration of $1.4 billion in Hurricane Sandy funding for the Build-It-Back Program. We conducted a 30-day program assessment that served as the foundation for the development of a risk analysis and QA/ QC plan. The QA/ QC Plan was designed to monitor program performance, HUD compliance, and construction contractors.

CDBG-DR R3 PROGRAMPlexos is providing program management and advisory support services to PRDOH’s Home Repair, Reconstruction, and Recovery (R3) Program to deliver $2.18 billion in assistance to storm survivors of Hurricanes Irma and Maria. Our team is providing CDBG-DR Subject Matter Expertise (SME) and case management and damage assessment services in the Puerto Caribe Region of Puerto Rico. Our multi-lingual staff has been instrumental in the recent launch of this program, intake and eligibility determinations on applications for assistance, and meeting damage assessment metrics established by the PRDOH. Our CDBG-DR SME has developed policies and procedures for the implementation of program services in compliance with the Uniform Relocation Assistance and Real Property Acquisition Action of 1970, as amended (URA). Plexos will continue to support our client in building capacity and streamlining program processes and procedures to maximize assistance to program applicants.

Recovery (R3) Program

HUD CDBG-DR PROGRAMNorth Carolina’s Office of Recovery and Resiliency (NCORR) was formed to utilize funds for the thousands of victims of Hurricanes Matthew and Florence. With focus on those affected by Hurricane Matthew, the program is addressing the needs of about 1,000 residents in 20 different counties. It is anticipated the number of properties will greatly increase once the Action Plan for Hurricane Florence is approved and recovery continues through the performance period.

RREM AND LMI PROGRAMSPlexos is currently providing construction monitoring and inspection services for $1.34 billion in funding for the RREM and LMI Programs in order to accelerate the close-out of applicant files in these programs.
