Central High School Auditorium and Swimming Pool Project - May 14, 2013

My question is more about scope for the pool. Will there be 6 or 8 lanes? Will there be a diving well? How much spectator seating will there be? I would like to see the stands closer to the pool. I think we need around 300 seats.

Are there any pools that you have built in this region? (We have done pools in Indiana, Florida and other states. We will bring some examples to show you. The pool consultant that we use designed the pool for the Olympic trials in Omaha.)

A question many of us have how will you get this all to fit with the limited space that we have on this site. Is this already planned or in process? (Right now it is all in process. We are testing the site to determine how it might best fit. We do have some diagrams, but the whole design will begin to unfold throughout the workshop. Workshop three is when you will begin to see options.)

I’ve had two students go through here and have two more to come. I have officiated at NCAA events. I have been at lots of pools. Should I wait to voice concerns now or wait. One concern is to never have glass at the end of the pool so swimmers don’t get sun in their eyes. (Much of this will come up as we talk about quality. We would love to take advantage of your expertise and input.

Stakeholder Questions, Suggestions and Concerns Workshop #1 - April 16, 2013

Central High School Auditorium and Swimming Pool Project - May 14, 2013

Will this pool be an 8 lane pool? (That is currently the plan, but that will be

affected as we work to balance the project’s scope, quality and cost.) That leads me to a question. I heard rumors about the new gym. I heard there

were problems with the foundations that resulted in cost over runs. Since these costs weren’t covered in the budget, there aren’t new bleachers in the gym. Working within the budget is great, but we need to have 100% good, not 85% good. Will corners have to get cut? What will we have to give up if we find there are some issues that come up? ((My understanding is that the new gym was never going to be a competitive gym and bleachers really weren’t planned. Sprinkling was cut, but that has been fixed at this point. The footing issues caused more of a site issue than a cost issue. The project came in over bid and that’s why we had to cut things from it. Site is without question the most challenging part of this project. We will spend some time testing the site and presenting the information)

A 50 yard pool is not the answer. We swim 25 yards. Parking is already bad here. Is that a third component? (Definitely)

Stakeholder Questions, Suggestions and Concerns Workshop #1 - April 16, 2013

Central High School Auditorium and Swimming Pool Project - May 14, 2013

I swam here as a student and my daughter swims here. The district is trying to rebrand itself as a district of distinction. I look at this as an opportunity for the whole district to improve. This is our chance to do it right and be the school and the district that everyone wants to be. We should be smart about the budget, but we need this to be a WOW. (Thank you. These are monumental parts of the building and they can be architecturally significant for the building. It’s also most important that they work well!)

Orchestra Director—I appreciate swimming although I’m not a swimmer. Going off of your comment about the district of distinction. I served on a committee that talked about creating a small performing arts school downtown. I gave them ideas about what might make that possible, but it seemed that people were interested in getting artists getting out of the schools rather than keeping a wonderful mix of students in the schools. I think this project gives this the opportunity to return Central to its Heyday. Students need a home that showcases where they perform. I appreciate this opportunity and, if successful, we won’t need to have a separate facility that pulls kids out of the existing high school.

Stakeholder Questions, Suggestions and Concerns Workshop #1 - April 16, 2013

Central High School Auditorium and Swimming Pool Project - May 14, 2013

I just wanted to thank the administrators who have been involved in this project. We have been waiting a long time. I appreciate the opportunity to provide input. We want to be as involved as possible. Both facilities are old and we may not have another opportunity for a long time to make these kinds of improvements. We want to make sure everything is right. Thanks for providing us with the opportunity.

This is the single largest amount of money spent on the district schools in a long time. We want to make sure we do it right. That’s why we have gone through the detailed process we have to select the design team and why we are coordinating the Community Outreach and Input Workshop Process. The more people we can get to attend, the better. The more people you can encourage to come to the workshops, the better the project will be.

Can you be sure to include the things that happened at the front part of the meeting along with the stakeholder comments? (Yes. The PowerPoints will all be included on the website as well.)

Stakeholder Questions, Suggestions and Concerns Workshop #1 - April 16, 2013

Central High School Auditorium and Swimming Pool Project - May 14, 2013

There will be a feedback portion of the webpage that will allow people to

respond, or comments can be sent directly to Scott Martin at [email protected] The presentation and the comments will be posted on the high school web site.

Stakeholder Questions, Suggestions and Concerns Workshop #2 - April 30, 2013

Please explain what you mean by conceptual options. (Concept designs generally show shape and site. They include several different options and show what the position on the site may be and what shape the building may take. The options will be within the scope identified.)

Do you have any rough idea of how much of the parking lot will disappear? (It will be quite a bit. We spent a great deal of time talking about how we need to give the programs the space they need, while at the same time provide parking. We have to meet with the city to find out how much parking is required by code.)

When we had 2,500 students in the old building, we parked in the streets. The neighbors didn’t like and I don’t want to see the students have to park in the street. If the lower field had parking and a sodded roof, you could still have green space. (We have talked about what could be done with the sloped area on the site as well. We are not taking any option off the table. We are going to look at everything.)

Central High School Auditorium and Swimming Pool Project - May 14, 2013

Stakeholder Questions, Suggestions and Concerns Workshop #2 - April 30, 2013

Where did the number of seats come from for the auditorium? I think it is very low. The Davenport Central music program is larger than the other schools. There could easily be 300 – 400 students in one performance and there may not be room for families with only 850 seats. (800 – 900 seats is right between the size of the auditoriums at West and North. I don’t think that we will be able to afford a 1,200 seat auditorium. One of our goals for the 29th is to sort through these things and take them to the board. They will make the final determination on these issues. )

Wouldn’t it be better to have more square footage now and have a lower quality sound system that you can improve later? (Equipment can always be added to or changed. Performing Arts Centers for students are the most difficult ones to do so that they serve the students well. One of the reasons that there is an 800 number is that royalties for shows change when you have over 799 seats in the performance space.)

Is there any benefit to look at the music programs at all three schools? (The music numbers will be higher at Central.)

Central High School Auditorium and Swimming Pool Project - May 14, 2013

Stakeholder Questions, Suggestions and Concerns Workshop #2 - April 30, 2013

Principal Scott has asked for an increase over the 800 so that he can put two classes in the auditorium.

Was there any discussion of a cool down lane for the pool? (We are still going to look at the possibility of a cool down pool like Betterndorf.)

Are you planning a deeper of shallow pool? (We are looking to have a deep end of the pool for diving and a shallow end at the turn that will be 3.5’ so that PE classes and swim club can also be accommodated. That is fairly common is high school pools. We want to maximize pool use for different groups.)

Will you have a spray for diving? (Yes)

Why won’t there be a 3 meter diving board? (High School does not compete at the 3meter level.)

Cool down lanes cannot be used at state meets.

Central High School Auditorium and Swimming Pool Project - May 14, 2013

Stakeholder Questions, Suggestions and Concerns Workshop #2 - April 30, 2013

Cool down lanes are used at almost all of the other meets. Swimmers hurt themselves if they cannot cool down. (We are discussing some options with a bulkhead that might be able to be used as a cool down.)

What happens to the old pool? (It goes away and the space will be repurposed for something else. It could be used for classrooms. The cost of doing that is not included in this project, but is accounted for in future projects. We will also do something similar with the existing auditorium.)

Is there a reason why we would want to keep the smokestack? (There has been lots of discussion around the smokestack that includes the fact that some people feel it has cultural and historical significance. Some people see it as an icon and some people see it as an eyesore. We are going to do a study of it to see how sound it is.)

Jim Schellinger asked the group how they felt about the smokestack? The consensus of the group was to tear it down. Another suggestion was to use the bricks from the smokestack for a walkway in the front.

Central High School Auditorium and Swimming Pool Project - May 14, 2013

Stakeholder Questions, Suggestions and Concerns Workshop #2 - April 30, 2013

Is the Colorado timing system included in to pool? (Yes that is included in the program.)

Will the tile on the end of the pool be non-slip? (Yes)

So all of the things we are talking about seem to come back to budget. Do we really have enough money in the budget to build the facilities we want? Will it be a great project or just mediocre? Somehow all I hear is budget and I am concerned about getting what we want for our children? (The budget you have will meet your needs, but may not meet all of the wants that people have.)

Since this is coming out of the penny sales tax, let’s buy everything we can.

The budget for the auditorium was based on an auditorium house of 850.

The most expensive part of the auditorium is the audience chamber.

Central High School Auditorium and Swimming Pool Project - May 14, 2013

Stakeholder Questions, Suggestions and Concerns Workshop #2 - April 30, 2013

If the auditorium was built a little taller, could it be built so that there could be another tier of seating built at a later date. (That’s possible, but it rarely happens because they can’t afford to shut down the facility for the time it takes for construction.)

Where did the $21 million figure come from? (The school district worked with CSO to come up with options that would be supported by the Board. It also fits within the long-range plan for district facilities.)

What does it cost to reinforce soil? If that is a really high number, will we need to look at shifting the site? (We will explore all options. The soil issue is prevalent in this area. Generally it means that you have to drill deeper to support the building. We will work together to determine the best solution. We should be able to report back on that in a few weeks.)

Central High School Auditorium and Swimming Pool Project - May 14, 2013

Stakeholder Questions, Suggestions and Concerns Workshop #2 - April 30, 2013

Will we be able to find out if the price is for a 6 lane or an 8 lane? (The program currently calls for an 8 lane) Is it possible to find out how much extra a cool down pool would be? (We will bring that information to you.)

Has there ever been any consideration of using the land on the other side of Harrison? (We actually talked about that today. It is a long way for students to go and will be difficult to comply with ADA. It would be hard to provide supervision as well.)

Where can you find this information on the website? (We have had some issues getting the link set up.) There will be a link on the district website that connects to the high school site
