President’s overview: Bob started by remembering Nancy Murphy. She passed away this summer. Nancy was a current member and secretary or our board; was a former president of our board; and has served on many committees. She made numerous contributions to Bouchelle and we shall miss her. He asked everyone to join him in standing for a moment of silence in memory of our Board Colleague and friend, in recognition of her many gifts to the Bouchelle Island Community.

has been working hard this summer to plan a variety of social events for this year. I urge all of you to check out the events and plan to attend. For the culinary pros, you need to submit some recipes for the new cookbook. Also there will be a Flu Shot clinic on September 22nd from 9am- 10am here at the clubhouse put on by Walgreens.

Public Announcements: Carol Renfro, Chair of the Activities Committee,Made an announcement that the Boatyard Picnic is to be held on October 1st from noon to 4pm. There will be dancing to live music, hot dogs, hamburgers, sausages and soft drinks provided. So bring a covered dish to share and come join the fun.Also BINGO will be starting again October 25th at 7pm and continue every 4th Tuesday of the month.

Special Presentation:Commander Bob Elliot, Division 4, 7th District, US Coastguard Auxiliary, presented 3 awards. He started out by saying that he is involved in 5 Auxiliaries: Palm Coast, Daytona Beach, Sanford, Lake County and New Smyrna Beach, but none have a flotilla like this one. He felt we were very important to the work they do. He read a letter to the CSA thanking them for all of their assistance. He then presented an award to John Clapp for his many years of assistance. He then gave an award to the CAM Debbie Kreinest for her hard work and assistance. Then another award went to the CSA Board as a whole for all their efforts.

New Business:Consideration of New Wet Slip Bids.

The discussion was as follows:Ed and Debbie K said that the revenue from the slips would pay back the estimated cost of replacing all in 3 years.Debbie K gave out specs to 3 vendors and offered it to several more who weren’t interested. One declined to bid and 2 others gave bids. They were within $1000 dollars of each other.Board Comments:Joe – Dave Grunderman, Jim Branch and I walked the docks last night and several of them were replaced capped and wrapped about 6 years ago so they wouldn’t need replacing. So I think that would cut the bid down about considerably.

After much discussion it was decided that the manager would get a third party to inspect the piers to see which ones actually need replacing. Then the bids would be revised with this information and resubmitted to the board for approval at the next meeting.Bill St. James made a motion as such and Joe seconded.

Consider replacing the 2 board positions:Bob Dunham: Nancy Murphy, secretary passed away and Tony Romano resigned. Should we fill those positions now or wait until the annual meeting in March and let the community vote.

Walt – Leave vacant until March. We have 7 members and that would still be legal. Bill St. James – Yes, even 5 members would still work.

Bill St. James made a motion that we leave the positions vacant until the annual meeting. Joe seconded.

Rule Enforcement:Bob – The mission of the CSA Board of Directors is to provide leadership to effectively ensure the safety, harmony, tranquility and peace of mind for all residents and visitors of Bouchelle Island. In the event of an alleged violation of the Declaration, the Articles, the By-Laws or the Rules and Regulations, the Board has the responsibility to address it. Following a discussion with our legal attorney there are two options for enforcement with the goal of discouraging violations rather than penalizing owners. Option 1 is a fining method. Option 2 is an injunction method. Our legal counsel recommends option 2. Two flow charts were presented to illustrate these options.

The motion passed.The board also agreed to have the president pursue, with our attorney, the revision of our documents.

Additional Security:Deb K – I have spoken to the police on many occasions and ask their ideas for better security. One suggestion was more guards and the other was more cameras.The problem with more guards is the enormous cost of hiring enough people to cover the property.I have gotten bids on 4 new high definition cameras to cover the in and out of Harbor and Bouchelle. Of course we would have to set them off the street past the easement because the streets belong to New Smyrna. That is the reason we cannot put up a gate and guards because they are public streets maintained by New Smyrna.Walt made a motion to appoint a task force consisting of 1 board member, CAM and 2 residents to research camera options and report back their findings.Ed seconded.

Consider additional pool monitor:There have been numerous complaints from one person in particular about problems at the pool stating we are too lax and that children are always not following the rules and that we need security at the pool every weekend.Bob – I have calculated the cost of added monitoring of the pool and just to have someone at the large pool would be an added $37000.00 per year and double that if you add the small pool. This would cause a large increase in quarterly assessments in order to cover the cost of such a venture.Board discussion:Joe – this person needs to be in a 55 and over community of which we are not.After discussion it was decided that the board would not pursue the matter of addition staff monitoring the pool.

Proposed Budget items for 2017:

Ed presented the proposed items. This will give everyone time to review and discuss in detail at the October meeting. Then at the November meeting we will do the approval process.

Joe – wanted to discuss approaching Dimucci to be a member of the Board.Bob – Yes as owners they can run for the board. We plan to make a pitch for new board members, so we will send them the information.

With no further business to discuss Bill St. James made a motion to adjourn. Joe seconded.The meeting was adjourned at 12:06pm.
