AKSHAY KUMAR, Former Press secretary, President of India.

Shri Akshey Kumar retired in December 2006 as a S.A.G. (Joint Sec.) level officer of the Indian Information

Service, Government of India, is one of the top media management and communications experts of the India.

He has a rare distinction of handling media for the high offices including those of the President of India, Vice

President of India, and the Prime Minister of India besides important Ministries like External Affairs, Railways,

Agriculture, Human Resource Development, Rural Development, Culture and Tourism etc.

He was nominated as Leader of the Indian Delegation at the SAARC Expert Group meeting held in New Delhi in

2004. He was also a member of Indian Delegation at the SAARC Editors and Journalists Conference at Maldives

in 2006.

SANJAY GARG, Social & political Activist

Mr Sanjay Garg, is a young & dynamic social and political activist is recognised as a recourse on Political and

Voluntary sectors. A Minister of State Rank government functionary in UP Government, Mr Sanjay Garg has

been in the helm of political scenario of Uttar Pradesh for last 25 years.

He has been associated with All India students federations, IPTA (Indian people theatre association) and co-

founded and presided several NGOs and community organisations such as Disha and Vikalp in Uttar Pradesh

to improvise the life of landless and marginalised sections of society. Shri Sanjay Garg was elected MLA from

Saharanpur Constituency in 1996. In 1997-98 he was made a member of the Sales Tax standing Committee and

also of Tourism Standing Committee. He is a life member of Commonwealth Parliament Association, U.P.

Branch.

BIJENDER GOEL, Public Affairs Expert

A young and dynamic political & social worker Mr Bijender Goel is known as a resource on public affairs, sports,

labour and IT enable services sectors. Born to a humble Aggrwal family of Haryana, a qualified mechanical

engineer, Mr Goel started his public career as president of student’s Union in 1984 from Haryana and expended

his political clout and networking in Andhra Pradesh, Jharkhand, Bihar and Delhi to made a mark at national

level politics.

He was appointed as Special Representative (Minister of State rank), Government of Jharkhand at New Delhi

during the period of UPA Government in 2007-2008. Previously he has been advisor to Hon’ble Union Labour

and Employment Minister, Government of India, New Delhi during UPA Government in 2006-2007.

VIJAY KUMAR, Secretary MEA, Government of India( Retd.)

Shri Vijay Kumar retired as Secretary to the Government of India, Ministry of External Affairs and held coveted

positions such as High Commissioner of India to Mauritius (2001-2003) and Trade Commissioner/Consul

General of India to Sydney, Australia during his career spanning over 35 years in Indian foreign services.

Mr Vijay Kumar is a well respected resource on Indian Diaspora, International Trade & economy and foreign

policy related issues. Mr Vijay kumar has been at the core of several high profile evens such as Commonwealth

Parliamentary Association Conference in Delhi in 1992, G-15 Summit in Delhi in 1993 and brings with him

unparallel experience, domain knowledge and networking with international leaders across the globe. He was

also involved in the organization of the Sydney Olympics in September 2000 as a member of the Sydney

Olympic Organizing Committee. He adds multiple value, decisive insights and advisory inputs to TMPL’s

GOVIND SWARUP, Add. Chief Secretary, Goverment of Maharashtra (Retd.)

An IAS officer of 1972 batches, who has been at the helm of Department of Culture in Maharashtra for over 10

years as principal Secretary and chairman of Mumbai film city, Mr Swarup is a distinguish resource on Indian

film industry and Maharashtra. A prolific author and accomplish photographer, Mr Swarup is well respected in

Mumbai film industry for his creative pursuits and deep rooted concerns for the welfare of cine workers. He has

been instrumental in setting up various institutions, film festivals and other cultural organisations with captions

of Indian film industry.

Mr Swarup has held various coveted positions ranging from the municipal commissar to secretary of various

departments such as urban development, slum rehabilitation, Housing, Industries and civil aviation in

Maharashtra govt. during his administrative career.
