Comprehensive Parnassus Heights Plan
UCSF is reimagining its oldest and largest campus more than 120 years after opening its first building in the heart of San Francisco
The University is partnering with the community to design a 21st
century health sciences campus that enhances the surrounding neighborhood and enables us to better serve the public with world-class research, education and patient care
The Comprehensive Parnassus Heights Plan (CPHP) presents a bold vision for the future of the campus to modernize its facilities and build a new hospital, complement and enhance the neighborhood, and add hundreds of units of housing, significantly more open space and other benefits to the community and UCSF

aTHE “BIG IDEAS”
Create the “campus heart”Can we design a campus heart that sparks conversations, collaboration and engagement?
Form complementary districtsCan we redefine long-term campus relationships and provide opportunities for convergence of the missions?
Emphasize connections for convergenceCan we create multi-purpose, cross-disciplinary spaces that answer need for collaboration and social gathering?
Park-to-Peak , a vertical campusCan we design interventions that take advantage of the topography and improve the public perception of UCSF?
Parnassus Ave. is the campus “main street”Can Parnassus Ave. be designed for a comfortable pedestrian experience, while allowing local access?
Irving St. connects to the community Can UCSF better welcome visitors, patients and the public into the campus?

CEQA Environmental Review Process
CPHP EIR Scoping Meeting24
UCSF Comprehensive Parnassus Heights Plan
CEQA Overview & EIR Scoping
Requires an analysis of potential physical environmental impacts
UCSF has determined that an Environmental Impact Report (EIR) is the level of CEQA review required
Where feasible, mitigation measures will be included to address any significant environmental impacts identified in the EIR
The EIR does not make a recommendation, and is intended as an objective review of potential environmental impacts
Once complete, the EIR will be presented to the UC Regents and will be used to inform their decision about the project
California Environmental Quality Act (CEQA)
CPHP EIR Scoping Meeting26
EIRs and the EIR process are intended to inform the public and include opportunities for public comments
