This is to advise you of the intent of the Bay Valley District to utilize the provisions of Article 12.5.C.5 of the National Agreement to involuntarily reassign one (1) full-time Building Equipment Mechanic (BEM) employee from the craft and/or installation at the Concord bid cluster (Event 42483). The basis for this event is a staffing & scheduling review based on eWHEP.

The impacted employees will be notified of their involuntary reassignments by separate letter. Based upon the availability of residual/withheld assignments, it may be necessary to utilize the provisions of Article 7.2.B of the National Agreement to detail some of the impacted employees in order to provide them with a work opportunity until sufficient residual/withheld assignments can be identified for their placement.

Area Maintenance has completed a review of your most recent Maintenance Staffing Packages for FY-

2011 to include aU recent adjustments for FSS sites.

Please review the attached spreadsheets for the authorized complement and complement mix.

The staffing levels conform to the criteria and guidelines set forth by the MS-47 and eWHEP.

Please note that your 3B Staffing Packages need to accurately reflect your 3B inventory and workload for

atlLDC's.

Additionally, you have facilities that qualify for subcontracting of cleaning services but, are staffed with a full

time custodian. These facilities need to be monitored through your complement committee and

maintenance staff and converted to contract cleaning services when vacated.
