Conference organized by: Union for the Mediterranean High Level Conference on the financing of the future Trans-Mediterranean Transport Network (TMN-T) 'Porto di Roma' (Civitavecchia), 10 December 2014 Union pour la Mditerrane Confrence haut niveau sur le financement du futur Rseau Trans-Mditerranen de Transport (RTM-T) 'Porto di Roma' (Civitavecchia), 10 dcembre 2014 Conference organized by: The experience related to the Trans-European Network on Transport (TEN-T) and Connecting Europe Facility (CEF) Ms. Patricia Fontaine European Commission Directorate General for Mobility and Transport 3 European framework for transport infrastructure and its financing Treaty on the Functioning of the European Union (Articles ) The Union shall contribute to the establishment and development of trans- European networks in the areas of transport, telecommunications and energy infrastructures Define guidelines, objectives and priorities Possibility to support projects of common interest supported by Member States Possibility to cooperate with third countries to promote projects of mutual interest and to ensure the interoperability of networks The European budget is multiannual: 7 years financial framework 2014 2020 The Connecting Europe Facility is an innovative element 4 The new infrastructure policy linked to the revision of the TEN-T Support the implementation of this objective of the Treaty through new infrastructure policy including: Dual layer approach based on an objective methodology: core and comprehensive network Ambitious standards for all infrastructures Common deadlines to achieve network (2030/2050) Corridors and coordinators for implementation 5 The infrastructure policy is at the center of the European strategies The objective of the Europe 2020 Strategy is to transform the European transport system into a competitive and resource efficient system, which will contribute to employment and growth. The European Investment Plan of November 2014 as a priority of the President of the Commission Mr. Juncker aims at strengthening the competitiveness of Europe and stimulating investments for creating employment. These additional investments should be mainly directed towards infrastructure, in particular in transport infrastructure. 6 Revision of TEN-T Guidelines / Maps A core and comprehensive network based on an objective methodology Comprehensive network to ensure accessibility to all regions Core network focusing on strategically most important parts Delegated acts to adapt comprehensive network according to traffic flows (inclusion/exclusion of nodes) 7 CEF is a central element for an agenda of European growth The infrastructure is a mean for growth and for short-, medium- and long-term, sustainable, non- delocalisables employment. They strengthen the interior market and the competitiveness of the EU. 8 What are the priorities financed by CEF? CEF aims at creating a trans-European network Priority for cross-border sections Priority for missing links Priority for bottlenecks Priority for rail and inland waterways Priority for inter-modal platforms and connections Priority for traffic management systems Priority for new technologies and energy alternatives deployment 9 CEF: Eligibility 80 85 % of budget for following priorities : 4 horizontal priorities including: the system "SESAR" (Single European Sky), telematic applications (ERTMS, VTMS, etc.), Ports and Motorways of the Sea and new transport technologies and innovations Preselected projects within the 9 corridors of the "core network", Projects within other sections of the core network 15 20 % for other projects of the core and comprehensive networks 10 Coordinators and Core Network Corridors Support the implementation of the core network Synchronise investments in order to optimise network benefits Multimodal, involving at least 3 Member States Flexible governance structures Involvement of stakeholders Coordinators for ERTMS and Motorways of the Sea 9 TEN-T Corridors 11 12 Linking TEN-T core cities 13 External Dimension of the TEN-T Establishment of the future Trans-Mediterranean Transport Network (TMN-T), and its connection with the Trans-European Transport Network (TEN-T) is a strategic vision Reflected in EU Regulation on Union guidelines for the development of the Trans-European Transport Network EU Regulation establishing the Connecting Europe Facility 1. Northern Dimension Partnership on Transport and Logistics (Northern Axis) 2. Central Axis 3. Western Balkan Regional Network 4. Turkey TINA (Transport Infrastructure Needs Assessment) 5. TRACECA (Transport Corridor Europe- Caucasus-Asia) 6. Mediterranean Axes In continuation of the approach of extending the priority axes of the TEN-T to neighbouring countries (Connecting the neighbours Communication) 15 The MIE/ CEF and the Neighbouring countries Neighbouring countries could be concerned by the priorities linked to crosscutting or horizontal projects (mainly linked to information technologies), like SESAR (the technological dimension of the air traffic management in the framework of Single European Sky) and ERTMS (European Rail Traffic Management System). T he motorways of the sea, the maritime component of the TEN-T will also be covered by this priority., 16 The TEN-T and TMN-T The objective of the EuroMed Transport Cooperation is to achieve the finalization of the mutually agreed map of the future Trans- Mediterranean Network (TMN-T). This TMN-T map aims to be included in the EU Regulation on Union guidelines for the development of the trans-European transport network.
