The Unemployment Compensation for Federal Employees (UCFE) program provides unemployment compensation benefits to former Federal civilian employees who qualify

The State Agencies through an agreement with the Department of Labor (DOL) determine eligibility for UCFE benefits based on the applicable State UC law.


The UCFE Subsystem allows for the exchange of information between the States and Federal Agencies

Features of the UCFE Subsystem include:

Data entry and viewing of: ETA 931 931A and 934 Requests

Viewing of ETA 931 931A and 934 Responses Viewing updating and adding to the Directory of

Federal Agencies


The Directory of Federal Agencies is arranged by a 3-digit Federal Identification Code (FIC) and a 4-digit Destination Code.

States are allowed to Add a new Federal Agency or Change an existing Federal Agency address

All Adds/Changes must be approved by USDOL

Once approved updates are distributed nationally via IB13’s

Each State must process incoming IB13’s to update the Directory of Federal Agencies


The Directory includes; • A Delivery indicator - electronic or mail

All Federal civilian requests must be entered and transmitted electronically to the ICON HUB

Participating Federal agencies pick up their requests and return responses electronically

Non-participating Federal Agency requests are printed (in State) to be mailed to the Federal Agencies


How the UCFE system interacts with other UI-ICON systems

Each time a new Initial claim for benefits is filed and it involves Federal Civilian wages a record must be sent to the

Federal Claims Control Center (FCCC) Type 1 Request must be sent to Federal Claims Control Center (FCCC) This is the only way to find out if the Federal wages have already been assigned (ie) a claim exists

Every request sent to FCCC will receive a response from FCCC

FCCC Responses must be reviewed before a benefit year is established

There has been an ongoing issue of where to assign UCFE wages for FEMA reservists.

FEMA reservists attempt to file in states where they last worked.

Standard form (SF)-50 designates the employees last duty station.

The Federal employer determines the last duty station, not the state agencies.


If the claimant disputes the last duty station information on his/her SF-50 only FEMA can modify it.

States cannot make this decision, even if the claimant provides proof of employment that is inconsistent with information on the SF-50 or from FEMA.


If there is no SF-50 available and the State takes assignment of UCFE wages via the affidavit process, the State must correct the claim according to the information supplied by the employer as to the last duty station (and resulting wage assignment), if needed.


It appears you have been provided unclear information as to the Federal Civilian process for Unemployment Benefits. Please note as an employee with FEMA you must provide your local Unemployment Office with your latest SF-50 (Personnel Action) and the SF-8 to indicate your official duty station. Note although you are temporarily deployed to travel and work in various states intermittently your official work station remains the same reflected on your SF-50. Please note as a Federal employee you are being paid per diem due to the fact that you are in temporary travel status outside of your duty station. Therefore this is not the last placed worked. You are working for the same Agency and the same location that is reflected on your SF-50 unless the Agency deemed that you are permanently reassigned to another duty station (deployments [TDY status] are not included. Note when you indicate on your Unemployment application that your last placed worked in another state they will automatically deny your benefits and refer you to that state. Please refrain from indicating this information on your form as this is incorrect unless you have worked for another Federal Agency, State or private sector. I recommend you continue to work with the local Unemployment Office per the state that is reflected on your SF-50. Also if you require a completed SF-8, I can provide a copy to assist you if needed. SF-50’s can be obtained through your EOPF (electronic personnel file) or through your local Human Resources Office.


Unemployment Insurance Program Letter 07-13 Question #4, specifically addresses FEMA Reservists

Question: Do the Federal civilian service and Federal wage assignment rules in 20 CFR 609.8(b) apply to Federal employees of the Federal Emergency Management Agency who work on an on-call, intermittent basis, and are know as Disaster Assistance Employees (DEAs or Reservists)?


Answer: Yes. State agencies must assign Federal civilian

service and Federal wages for DEAs to the state in which they had their last official station before filing a first claim (or the state designated under “name and location of employing office” on the SF-50 or designated as the individual’s place of employment on an equivalent form), and may only assign the Federal civilian service and Federal wages of DEAs to their state of residence if their last official station was outside of the United State or they had subsequent covered non-Federal employment.


Claimant has filed a Montana UCFE claim effective 10/11/2015.

His only employment was with the Forest Service (Federal Employer) in the State of Idaho.

The ES931 is returned by the Federal employer indicating Idaho as the duty station.

What do you do with the Federal Wages? Why?


The claimant has no MT wages in the base period.

Wages should be returned to the Federal Agency and the claimant notified he needs to file in the State of ID.


Claimant has filed a Montana Claim effective 10/11/2015.

He last worked for the Butte Country Club from 04/15/2015-10/10/2015.

His base period earnings from this employer are:

$5245 in the 2nd quarter 2015.

He also worked for the National Park Service (Federal Employer) in Arizona from 05/01/2014-10/30/2014.

He has never filed a claim before.

The ES931 is returned by the Federal employer indicating AZ as the duty station.

His base period wages are 3rd quarter 2014 $6629 & 4th quarter 2014 $3256.

What do you do with the Federal Wages? Why?


Wages are assignable to MT due to the subsequent employment.

Wages should be added to the claim.


Claimant has filed a Montana claim effective 10/11/2015.

He worked for the Dept of Interior (Federal Employer) in Missoula MT from 03/23/2015-10/07/2015.

Prior to this employment he worked for Dept of Agriculture (Federal Employer) in Jackson Hole WY from 04/02/2014-10/31/2014.

He last filed a claim in Wyoming in October of 2014.

What State(s) are the Federal wages assigned to? Why? What steps do you need to take?


Dept of Interior wages are assigned to MT and could be added to the claim.

Dept of Agriculture wages are assigned to the State of WY due to claimant filing a claim in WY last year. 2014 Federal Wages should be requested from WY via an IB4 request.
