Certificate of Conformity for Exports to the Kurdistan Region With immediate effect, exporters and importers trading with the Kurdistan region need to

comply with the requirements of Kurdistan’s Consignment Based Conformity Assessment

(CBCA) service which mandates that shipments require an Certificate of Conformity in order

to clear customs. Failure to do so can result in severe delays in goods clearance, penalties, or

even shipments being returned.

CBCA verifies the conformity of products being shipped to the Kurdistan region against

approved international/national standards. Shipments must comply with these standards in

order to receive the Certificate of Conformity (CoC) to clear customs, thus giving Kurdistan's

consumers the assurance they need in the quality and safety of goods being imported and

helping to protect their environment. The subsequent pages of this report outlines more

details on how to obtain such certification as well as the list of Regulated products by the

Kurdistan Region of Iraq.

Intertek have been appointed by the Kurdistan authorities to issue this CoC. Intertek is the

sole Certification Body authorized to issue the Certificates of Conformity required for

Customs clearance for goods exported to Kurdistan. The evaluation process for the issuance

of CoC includes:

Review of submitted conformity documents,

Physical verification to review the markings & labelling,

Assessment of the conformity of the products

Verification of inspected products with the shipping and/or transaction documents.

The Conformity Assessment programme verifies the conformity of regulated products which are; Toys, Electrical and Electronic Appliances, Vehicles & Vehicle Spare Parts, Construction Products, Household Hardware, Kitchenwares, Household Cooking Appliances, Stationery, Measurement Equipment, Baby Care Items, Jewellery (precious metals except gold and silver, imitation) and Medical Equipment in the respective exporting countries.

The Programme focuses primarily on safety and quality standards giving Kurdistan consumers the assurance they need in the quality and safety of goods being imported and helping to protect their environment.

The requirements for Kurdistan are:• Every consignment of imported goods

which contains regulated products must be accompanied by a Certificate of Conformity (CoC) issued by your local Intertek Country Office prior to shipment. Contact your local Intertek office, details can be found at www.intertek.com/government

• The Certificate of Conformity is required to ensure smooth Customs clearance of shipments in Kurdistan.

• The Certificate of Conformity confirms that the products comply with the relevant Kurdistan technical regulations and approved standards.

• The authorities in Kurdistan may take random samples from imported consignments to verify compliance.

Intertek has been appointed as the sole Certification Body authorised to issue Certificates of Conformity for the Consignment Based Conformity Assessment (CBCA) Programme for Kurdistan. This verifies the conformity of all ‘Regulated Products’ from the respective exporting countries, to ensure that they comply with applicable Kurdistan technical regulations and mandatory standards.

The implementation of this programme would require all Regulated Products imported to Kurdistan (via Ibrahim Al Khalil Port) to have a Certificate of Conformity (CoC) for Customs clearance. Each consignment of products shall be required to have satisfactory conformity supporting documents which shall cover the essential requirements and demonstrate that the product in question complies with the relevant national, international standards and any extant technical regulations.

Intertek offers services in the evaluation of products according to the requirements mandated by the Kurdistan Authorities.

The evaluation process includes the following:

• Physical inspection of goods which includes verification of the product labeling, instruction manuals, packaging, and other necessary markings and physical requirements mandated by the Kurdistan standards and technical regulations.

• Testing samples from each product type to the applicable safety standard or technical regulation by an accredited laboratory such as Intertek.
