    Who May Qualify/Eligibility. To qualify for the

    congressional scholarship program, the student must

    satisfy the following:

    Must be a Catandunganon (proof of residence will be

    required);

    Must be an undergraduate student at the CSC and/or its

    extension campus at Panganiban, Catanduanes.

    How to Apply/Application. The following are the steps in applying for the

    scholarship:

    Fill up application forms available at the Congressional District Office;

    Submit duly accomplished form to the Congressional District Office for

    evaluation together with the following required attachments or

    documents:

    1.Latest Income Tax Return of Parents for tax payers

    2.BIR Tax Exempt Certification of Parents for non-tax payers

    3.Proof of Residence (which may be in the form of Barangay

    Certificate, CTC, Birth Certificate, Billing Receipts, etc.)

    4.Form 138 (Report Card)

    5.Latest picture of any size

    Deadline for submission of applications, assessment period and the

    publication of qualified scholars shall be determined and announced by

    the Program.

    Scholarship and Assistance Coverage/Brackets. The Scholarship Program will cover for the

    tuition fee and assessed miscellaneous fee of qualified students per semester.

    Under the following annual income brackets of families, scholarship/assistance or benefit is

    pegged, viz:

    Bracket 1 under P10,000 to 100% of Assessed Tuition Fee

    P100,000.00 and Miscellaneous Fee

    Bracket 2 P100,001.00 to 75% of Assessed Tuition FeeP200,000.00 and Miscellaneous Fee

    Bracket 3 P200,001.00 & 50% of Assessed Tuition Fee

    Above and Miscellaneous Fee

    However, in case of siblings qualifying for the scholarship grant, the Program will onlyaccommodate no more than two (2) for the grant, with the benefit pegged at no more than

    75% of assessed tuition and miscellaneous fees for each grantee/scholar.

    A scholarship program founded in two campuses of

    Catanduanes State Colleges (Virac & Panganiban) that

    primarily aims on helping poor but deserving students

    avail college education.

    The CESAR Program provides incentives through cash

    rewards, medals and certificates to scholars who, after theend of each semester, have obtained certain outstandingaverages that qualify them either to the Presidents Listand Deans List of Academic Scholarship of the CSC. Additionally, the CESAR Program also recognizes and

    rewards CESAR Scholars who graduate with honor or ascum laude, magna cum laude or summa cum laude asnamed by the CSC.

    Amounts of Rewards. The following shall be the amounts of

    cash incentives from the CESAR Program:

    1.A Cesar Scholar who has made it to the Presidents List

    after a semester shall receive Three Thousand Pesos

    (P3,000.00);

    2.A CESAR Scholar who has made it to the Deans List after a

    semester shall receive Two Thousand Pesos (P2,000.00);

    3.A CESAR Scholar who graduates cum laude shall receive aCongressional Award of Gold Medal for Academic

    Excellence and Leadership, a certificate of recognition and

    cash reward ofFive Thousand Pesos (P5,000.00);

    4.A CESAR Scholar who graduates magna cum laude shall

    receive a Congressional Award of Gold Medal for Academic

    Excellence and Leadership, a certificate of recognition and

    cash reward of Seven Thousand Pesos (P7,000.00);

    5.A CESAR Scholar who graduates summa cum laude shall

    receive a Congressional Award of Gold Medal for Academic

    Excellence and Leadership, a certificate of recognition and

    cash reward of Ten Thousand Pesos (P10,000.00);

    Twelve CESAR scholars whograduated cum laude have

    received Achievement Reward

    worth of P 5,000.00 each.

    Maintenance/Re-Qualification.For a student to

    continuously avail of the Congressional Scholarship orqualify for the next/following semester, the

    requirements are:

    Must have no failed grade/mark for any of thesubjects/courses taken during the previous semester;

    Must not have dropped more than one subject or

    course;

    Must have passed at least 75% of regular units takenduring the previous semester if he/she had Incomplete

    mark or grade obtained for any of the subjects/courses

    taken.
