Finally, solar systems con- serve conventional fuel for other, more valuable uses. The summer seems to have come and almost gone with not too many sunny hot days for our vacationers to enjoy, but the cooler, wetter weather we've had has been kind to our gardens and our water supplies.

As we roll into September, the gardeners are confronted with a new rotation of chores and timely activities. With so much to do this month, we had better get right to work on the list.

Cleaning up your annuals and perennials will greatly en­hance the appearance of the garden at this time of year. It helps to reduce disease and insect problems, and also should allow the plants to redirect their energies into producing more flowers before season's end. Pick off the spent blooms and seed heads, then fertilize with 20-20-20 or Mor-Bloom to give them a little boost.

If you have hollyhocks and snapdragons which are infected with rust, you should remove the infected foliage by picking, pruning or even pulling out the whole plant. Bury it or burn it so that no spores are released into the atmosphere to re-infect any other plants. There is no real risk of infecting plants of other species as each rust is very specific to its host.

Prune to about six inches in height Spray the foliage with garden sulphur, or if you must, Zineb

as per recommended label rates and timings (please read the instructions carefully.) After the plants finish blooming, prune them back hard to about six inches in height and apply a mulch around the crowns to ensure their survival through the winter, for a floral show next year.

Once the glads finish blooming, and the foliage starts to turn brown, label them as to variety, then lift them and hang them in bunches in a dry, well-ventilated place, to allow them to cure and dry for a few weeks. Remove the dried foliage, soil and roots later in the fall, and if you've had problems with thrips over the past season, use mothballs, naphthalene flakes or a bulb dust to control them, as they try to overwinter on your stored corms.

September is a good time for doing a tidying, clean-up pruning of stray, rank growth on evergreens, lavender, sum­mer-blooming heathers, boxwood, and santolina, but do it with care as there won't be much corrective regrowth for the next six to eight months. Refrain from pruning spring-blooming shrubs at this time of year, as you will only be cutting off the wood which will be bearing next year's floral show.

Remove short lateral shoots You can still prune your climbing roses this month by

removing the short lateral shoots which bore blooms this year, and then tying the new 1988-grown canes over into a horizon­tal position to stimulate blooming laterals to form for next year.

Refrain from giving any nitrogen-containing fertilizer to your shrubs, trees or vines at this time, but do continue to give them water. For your more tender broad-leaved evergreens and deciduous shrubs slow down the waterings, but for the needled evergreens, keep up with the deep soakings.

Your overcrowded bearded irises and dwarf rockery irises should be lifted and separated with a sharp knife or pruners. The divisions should then be planted out, set one inch deep, into a rich soil with four ounces of bonemeal mixed into each square yard of soil surface. Trim the leaves back to six inches and water them in well to settle the soil around the roots.

Use bonemeal for blooming success Plant the eyes (divisions of root crowns) in a sunny loca­

tion, one inch below the soil surface, in a well-drained soil which is rich in organic matter. Add in several shovelfuls of rotted manure, working it in to a depth of 18 inches, but take care to keep the manure from directly contacting the sensitive roots and crowns. Mix in a handful of bonemeal at planting time to encourage future blooming success.

As spaces fall vacant in your vegetable gardens or annual plantings, you should sow down a fall cover crop to improve the soil's organic matter content, reduce winter erosion from runoff, and also to help in suppressing weed growth.

For cold weather cover crops try fall rye, vetch, winter wheat, winter peas, or any combination thereof, sowing at a rate of one pound per 125 square feet. These may all be turned under next spring when the soil is workable. If your garden is in a location which gets sun in the fall and winter, you might consider putting in a few brassicas such as sprouting broccoli, cauliflowers, cabbage, and brussels sprouts, along with some lettuces such as buttercrunch, endive, and romaine. You can also sow out some com salad, radishes, cress, spinach, and Swiss chard.

There is still more to come for September's chores but we'll save them for next week.

Feeding geese is pleasant summer pastime on island beach

Watch for children on road, RCMP advise motorists

As September and back-to-school time draws closer, ICBC and local RCMP are requesting that motorists take special care on the road.

This year, police will continue with traditional stepped-up enforcement during the back-to-school period. Special atten­tion will be placed on motorists who ex­ceed the speed limit in school zones.

A speeding ticket now means an auto­matic $75 fine, plus driver penalty points.

Back-to-school time often leaves children nervous and excited. They fre­quently forget to practise pedestrian safety when walking to and from school. Although efforts are made in schools to

educate children on good safety habits, motorists should be aware of this situation and drive accordingly.

Parents of children starting school, should consider walking with them on their first day, teaching them to walk and not run and showing them how to stop, look and listen, before crossing the street. Dressing children in easily seen clothing is another recommended precautionary step.

Motorists are requested to slow done in school zones, watch for children get­ting in and out of vehicles, and to stop for school buses when their red lights are flashing.

"Minister of Regional Development Elwood Veitch and Cariboo MLA Neil Vant today announced $10,000 in funding for the Quesnel and District Chamber of Commerce to improve its Business Infor­mation Centre."

Swaan Bros. Feeds of Quesnel will receive a $50,000 loan guarantee under the Regional Seed Capital Program, Regional Development Minister Elwood Veitch announced today."

"Cariboo MLA Neil Vant today handed out a cheque for $3,500 to ad­ministrators of the city of Quesnel as the first instalment towards funding for a promotional 'brag board."'

"The Likely Communications Society will receive a grant of up to $98,500 from the British Columbia Program for Educa­tional and Entertainment Television Ser­vices, Cariboo MLA Neil Vant and Regional Development Minister Elwood Veitch announced today."

Well, you get the idea It's great for the folks in Cariboo, but the rate at which the government is trying to bribe voters in that riding is a httle embarrassing.

Mackenzie Cultural Centre A $111,899 provincial grant will help

get plans for a multi-purpose cultural centre and community park in Mackenzie off the ground. Plans call for the conver­sion of an old hospital building to house the Mackenzie Arts Council, the museum, the chamber of commerce, a crafts shop and meeting rooms.

Flying Phil likes it Phil Gaglardi may not be plugged in to

God any more, a claim he made during his days as cabinet minister under W.A.C. Bennett, but he still values financial con­nections to the present provincial govern­ment. The mayor of Kamloops was pleased as punch when the provincial government allocated $329,399 last week to a new $5 million community forestry program.

Most of the money will be used to prune trees on 600 hectares of crown land, but some funds will go to the development of trails.

Ambulance service backed A review by Chief Coroner Vince Cain

recommends that the B.C. Ambulance Service be the province's sole provider of ambulance services. The review contains 41 recommendations on how to enhance the delivery of emergency medical ser­vices throughout the province. The study considered all aspects of pre-hospital care, including the agencies currently providing emergency medical services.

Use sunscreen when tanning, dermatologists warn youngsters

In spite of warnings, young people are continuing to tan in droves, der­matologists say.

"We are seeing more and more people in their 20s and 30s with malignant melanoma and other less deadly forms of skin cancer," says Vancouver der­matologist Dr. Roberta Ongley.

"In general, young people give two reasons for continuing to sunbathe un­protected, despite the warnings," says Ongley. "These are that it 'feels good' and that a tan adds to their attractiveness. What dermatologists are advocating is the use of a good sunscreen with a SPF of 15 or higher, combined with an artificial tan­ning agent if a tan is desired."

There are two kinds of artificial tanner on the market — chemical tanning agents and bronzers, Ongley says. Chemical tan­ning agents rely upon the harmless reac­tion of a dye called dihydroxyacetone with the skin. Although they do not produce exactly the same colour as a true suntan, they provide a safer way to get the look of a tan without damaging the skin.

People who use artificial tanners will not all turn the same colour: "The colour achieved depends on the underlying skin colour," Ongley says. There are several different self-tanning products on the market, and she suggests shopping around to find one that is suitable.

A tan will appear four to six hours after using the product. Since the colour fades away as the skin naturally sloughs off, to maintain a "tan" the lotion should be applied every two or three days.

"When applying an artificial tanner, you should be careful to avoid a heavy application on the knees and elbows, and wash your hands thoroughly after each application," Ongley says. "Skin on the elbows and knees tends to be thicker and will colour more intensely.

"It's important that people realize an artificial tan provides no protection against the sun's harmful rays. A sunscreen with an SPF of 15 or higher should be used whenever you are outside, even when a tan is present, since a natural tan offers protection equal to an SPF of only two."

The second type of artificial tanning product is the bronzer. Bronzers contain a pigment which is applied to the skin's surface and washes off with soap and water.

Previously, dermatologists have not advocated the use of artificial tanning agents, leaving this up to the manufac­turers. "But for people who continue to disregard the warnings and want a tan at any cost, we are saying fake it — it's bet­ter for your health," Ongley says.

Delicacy in Japan

Snap, crackle, pop: B.C. herring are special By BARRY BROADFOOT There is probably no fishery like it in

the world, hundreds of boats poised over several hundreds of acres of the Gulf of Georgia between Vancouver Island and the Mainland containing up to 100 mil­lion fish — and in 15 minutes the annual quota for that area has been caught and enormous profits made.

The fish are mature herring, up to nine years old, four to a pound, and the target is the female's roe — her eggs — scorned by Canadians as food, but prized as a delicacy by the Japanese who buy up every pound.

Imagine a typical quota area which has been designated by the biologists at the Pacific Biological Station in Nanaimo as having 15,000 tons of herring on the verge of spawning. A ton of herring con­tains 7,000 fish, 50 million females and 50 million males.

This is fishing on a scale difficult to comprehend and when the pre-determined quota of the swarming hordes is caught, all fishing ceases.

In 1987 the gillnetters, manned by two men and the skiffs fishing the shallow waters and the huge deep-sea seiners, manned by up to eight crewmen, caught 38,790 tons of herring in the Gulf and were paid $91,330,000, at a rate of $2,350 a ton for all fish landed. In 1988, the allo­cated Gulf catch was 30,786 tons and the fleet's landed value was $77,000,000 valued at about $2,500 a ton.

This spring the catch was more than 40,000 tons, with a landed value to be determined through negotiations with the Japanese buyers.

The herring catches also provide months of work for hundreds of cannery workers who "shuck" the females of their sacks of roe, and gives profits to the can­neries which sell to the Japanese market

Fifteen minutes of frenzied fishing — highly organized chaos — as it has been described, will probably remain an all-time record for one area, but taking the total quota rarely takes more than a few hours.

The herring allocated for the fabulous roe fishery are not the resident fish in the gulf, but the uncountable scores of mil­lions which are spawned in the gulf and then mature in three years off the west coast of Vancouver Island, eating up to 20 per cent of their body weight in a day. They are plump and about 20 per cent of the female's body weight is her eggs (before spawning begins).

Timing is everything for the marine biologists and fishermen who gather days before at the fishing grounds. The biologists monitor the fish until the roe is just right for the tastes of the discriminat­ing Japanese buyers.

"The Japanese buyers are very tough, very thorough. They'll pay top dollar for the best, but we have to give it to them," said Doug Hay, one of the Pacific Biological Station biologists involved in the study and monitoring of the fishery.

"The guys at the station — the Depart­ment of Fisheries and Oceans — they know their job," said one fisherman. "We rely on them. We'd like to catch more but we have to have the stocks next year, and the year after. We always figure if we do well with the roe fishery, this is kind of make or break for us for the rest, halibut, salmon, cod, and others. It gives us a good leg up for the season."

There has always been a herring fishery on the B.C. coast, with catches as high as 165,000 tons decades ago, but it was not considered an eating fish, and still isn't The huge catches were reduced to fish meal, fertilizer and oil, and prices to the fishermen were very low. Between 1966 and 1970 the biologists closed the fishery because their research and monitoring showed a drop in spawning activity. However, as the female matures at three years, the stocks bounced back.

Then the Japanese discovered the delights of herring roe and a whole new segment of B.C.'s huge coastal fishery was born. The market went mad and during violent price oscillations, the value per landed ton of herring reached an in­credible $5,000. Everyone jumped back in and the canneries were swamped; the roe in processed fish failed to meet high standards, and more regulations were put on the fishery.

Now the average price per ton is be­tween $2,100 and $2,500. The small gillnetters netting about a ton an hour, get high prices, while the seiners capable of taking huge tonnage in quick sets get a much lower rate. Not everyone is happy with the price balancing act, but again, every fisherman prospers; company boats, the independents, and the crewmen who work on a share-the -catch basis.

B.C. roe is preferred to the California and Alaska product for reasons not quite known to the scientists, but Doug Hay says, "Ours has a special snap, crackle and pop, something like caviar, I guess. Cold, fresh and salted, it is very good."

He said, "It is absolutely vital to har­vest at exactly the right time, just before they get the spawning urge. When they move into the gulf in winter, when they move to the spawning grounds, the shal­lows and the bays, the testing must go on. Like most fish we do not know every­thing about them but we've learned a great deal in a few years and when we say 'go,' we know that is exactly the right time. The Japanese are very careful buyers and so quality control is absolutely vital. We produce high quality, and they know it"

About 20 per cent of the ocean-feeding fish are allowed to be caught from several designated areas, depending on the studies. •

When they spawn, the females deposit their eggs by the trillions and the males swim through them fertilizing their eggs. In ideal conditions, fertilization can be 100 per cent Then the battle for survival begins, with every element against them. A high tide and an offshore wind can deposit windrows 20 feet wide and some­

times almost a foot deep and hundreds of yards long up on the beaches and the mor­tality rate is enormous.

Also, tens of thousands of sea birds feast on the floating roe and those that survive the larval stage are fair game to every fish in the sea, as well as seals and sea lions and whales. Sometimes if the small fish become packed into a shallow bay millions will die from lack of oxygen.

"For every 10,000 fertilized eggs, we hope that one mature fish will return to spawn. A good thing is that unlike the sal­mon which dies after spawning, the fish mature at three and they can keep coming back for four or five more years."

Three thousand years ago the people of what is now Denmark ate herring, and Captain George Vancouver, exploring the B.C. coast in 1792, bought them from the natives and marvelled at their good taste.

"In Canada, here in B.C., we fish for salmon using herring bait but we don't eat herring itself. I'm not sure you can buy fresh herring in the fish stores. That is too bad," said Hay.

Implications I write, for the first time, on a subject

dealing with Canadian culture and heritage. I write with request that this letter be pub­lished as presented or not at all. In most cases with the press, the essential message is lost due to editing by those who do not know the issue or edited due to space re­quirements.

We have just had the privilege of having the RCMP Musical Ride here in Nanaimo. Will we see it again in its present form? Consider the subject. A remarkable decision was recently made in Ottawa allowing Sikhs to wear turbans, beards and carry ceremonial swords whilst officers in the RCMP.

The far-reaching implications of this decision are beyond comprehension. I do not object to Sikhs or other minority groups becoming police officers, but I strongly resent the long and proud traditional dress of the RCMP altered to pacify a minority group. I do not, like others, try to bring my religious beliefs into the workplace, I do not attempt to bring a native dress into the workplace of a country which has given me livelihood and identity.

My message is short and simple, do we maintain some degree of Canadian identity or do we passively allow the erosion of our heritage. Is our next Musical Ride to consist of six horses, six elephants and six camels? I have seen both elephants and camels and I can assure you, they will be out of "step" in this musical ride.

Perhaps anticipating future changes to accommodate others, we should also include six asses. I would suggest, however, that said asses be imported from the United Arab Republic rather than using those from Ot­tawa where we appear to have an over­abundance. Those from the UAR are noted for their intelligence.

I have petitions available to present to Parliament. I am a Canadian, my forefathers helped build this country. Indeed, a fort still stands, however weakly, in Alberta which was commanded by one of my ancestors, Captain Ethier, of the 65 Mount Royal Rifles, this during the Riel Rebellion of 1885.1 have served my country both in war and peace and resent any intrusion upon our heritage. Wouldn't it be great for tradesmen's families, if they worked 48 hours a week in­stead of 60 and 70. And if you could have some work done a little sooner? Wouldn't it be great to digest our growth property for the sake of impact assessment? Other com­munities are legislating three per cent growth and doing very well.

The third point — self-government — places the responsibilities of all facts of needs in local elected islanders. Granted there are frightening scenarios, however, we would clause in recall by citizenry when the mandate is not being acted upon, or if infor­mation becomes the basis for making deals. Out they go.

New schedule Island Transit Service has now been in

operation for six months and is very pleased to announce that due to the very generous support of many individuals and organiza­tions alike, we are gearing up for our next six months.

Subject to the approval of the Motor Car­rier Commission, we hope to introduce our new fall bus schedule by September 5, which will serve the public needs more ef­fectively and in a manner that many of you have requested.

The transit service began with 98 riders on its first 12 days in March and increased to 306 riders on the same 12 days in July. That is a 312 per cent increase!

We still do not have a bus loading zone in Ganges — a situation becoming increas­ingly more hazardous as the months pass by. The problem, to date, is the highways department, who say that, in their eyes, we are not a public bus service as we are not part of, and therefore subsidized by, B.C. Transit, and paid for out of the taxpayers' pockets.

I say hogwash!! We most definitely are a public bus service and just because B.C. Transit is not involved, does not mean that the people of Salt Spring are any less deserving of having a designated loading zone in Ganges where they can safely load and unload from their bus. We would ap­preciate the support of anyone who is like-minded on this matter and believes we should have a proper bus loading zone, and ask that you show your support by signing our petition which you can find on the bus.

When the new bus schedule comes into effect, the service will operate five days per week, Tuesday through Saturday and will run from one end of the island (Beaver Point) directly to the other (Vesuvius) three times per day, plus Long Harbour midday arrivals and afternoon departures. Also, every Tuesday and Thursday the bus will take two runs each day from Ganges to Walker Hook and Femwood via Robinson Road, returning via Femwood Road and North End Road, past St. Mary Lake.

The bus is powered by propane, which, unlike vehicles powered by pollutants such as diesel and gasoline, does not pollute the at­mosphere. The by-products of burning propane are water vapour and carbon dioxide.

Most of us would like to believe that we are living in an idyllic island paradise which will remain untouched by numerous pol­lutants and destructive forces. The sad reality is that each and every one of us must do his or her part in today's society to en­sure that our environment is not destroyed even further than it already has been. Sup­porting public transportation (especially propane powered) is one very positive way to do your part to keep Salt Spring a clean air community.

Spikes As the campaign to save VIA Rail rolls

into high gear, perhaps your readers may wish to view the issue in its full political context — and the real reason VIA is so vulnerable to the cuts about to be made by the Conservative government.

VIA was created by a Liberal govern­ment as a means of bailing out Canadian National and Canadian Pacific Railways, thereby allowing CN and CP to concentrate on more profitable freight services.

The first spike contributing to VIA's death was due to the Liberals forcing VIA to pay between $70 and $80 million to CN and CP for their dilapidated rolling stock. No company could survive on its own with that degree of debt.

The second Liberal spike was their refusal to introduce legislation giving VIA the power to control its own destiny. They remain captive to the scheduling and costing decisions of CN and CP.

The third Liberal spike was their refusal to provide VIA the necessary funds to re-equip its passenger fleet in order to properly serve the Canadian traveller.

The fourth Liberal spike was the 1981 unilateral decision by then-Minister of Transport Jean Luc Pepin to cut 19% of VIA's services — without holding public hearings. As a result of these cuts, VIA's deficit increased $27 million since rail costs are relatively fixed while revenue will change according to ridership.

This is now where the VIA story takes a bizarre twist

After the 1981 Liberal cuts the Opposi­tion Conservatives conducted a cross-Canada tour to save VIA Rail. In 1981 they campaigned on a platform to replace the routes cut by the Liberals, to purchase new rolling stock and to enhance VIA's opera­tion.

Once elected the Tories did re-establish the routes eliminated by the Liberals but that's where it stopped.

In spite of ongoing insistence by the NDP transport critics, the PCs reneged on their promise to provide new passenger cars and failed to follow through with VIA Rail legislation.

Now, the most bizarre twist of all. In the name of deficit reduction VIA is to be dis­mantled, leaving only a few unconnected routes in place.

In 1981, the PCs were outraged by the Liberal tactics of using cabinet decree to make their cuts. Now, in 1989, the Conser­vatives are going to make their decisions in secret and not allow any public hearings either.

It is clear that the Conservatives are in an ideal position of attempting to dismantle VIA. Past neglect and deliberate policies of the former Liberal government have ensured this.

As the Opposition Liberals hold VIA hearings in a few major cities in this country your readers should ask themselves if the Liberals can really be trusted to save our passenger rail system any more than the Conservatives could.

Thirty years ago The Gulf Islands Ferry Company

received word from the deputy minister of highways that present summer scheduling — with only one minor alteration — would be extended until October 5. The announcement was made following a meeting between a joint Gulf Island delegation, the deputy minister and the Hon. Earle C. Westwood.

The Salt Spring Island Trading Com­pany would have the official opening of its new, modern meat department on Sep­tember 8. Festivities would include door prizes, favours for the children and coffee for the adults. The Trading Company first opened its doors in 1912.

A Chamber of Commerce meeting was called to discuss ferry schedules and the development of park sites on Salt Spring Island.

The campaign by various candidates for the Nanaimo-Gulf Islands riding swung into high gear with hopefuls arriv­ing on Salt Spring to discuss local issues with islanders.

Twenty-five years ago The Ganges telephone operator since

1943, Josephine Overend, retired from her position when telephones on Salt Spring went automatic. The chief operator since 1959, Overend had arrived on Salt Spring from Manitoba in 1939.

The Canadian centennial would be marked in 1967 and organizers of local celebrations were looking for ideas from the community. One recommendation from Fulford was to utilize the Indian Reserve for either a public or marine park

Local MLA Dave Stupich opened the Mayne Island Fall Fair, where more than 600 people streamed through the grounds. Big winner in the exhibits competition was Sylvia Alderidge, who took home four of the nine trophies.

A driver who lost control of his vehicle on Fulford-Ganges Road on Salt Spring was treated for four cracked ribs after his car spun off the road and landed in a nearby field.

The St. Mary's Guild summer garden fete was rained out and moved indoors, however the ladies still collected $247 from the sale of tea and goodies.

Twenty years ago High winds and heavy seas resulted in

the loss of two scows, previously secured

in Cooks Cove. The scows were being used by divers working on the Hydro line being laid underwater from the Mainland to Galiano Island. Efforts to move the scows when the storm first struck proved unsuccessful: the scows sank near Gossip Island and were later located for salvage.

Large B.C. ferries cruising quickly through Active Pass were creating havoc to boats anchored in Miners Bay at Mayne Island. When the ferries hit a speed of 18 knots on a seven-knot tide, the waves hit the shore at up to 30 knots. Damage had been sustained by boats and shoreline property. Pleas for speed con­trols through the pass were being ignored by both federal and provincial officials.

Schools throughout the Gulf Islands were preparing to open their doors for another year of education. Children were expected to attend classes for half a day on the first day back, however the schedule would return to full days of clas­ses on day two.

Fifteen years ago

The Bowen Queen ran aground on Clive Island as it travelled from Fulford Harbour to Swartz Bay. Thick fog hampered visibility and the ferry waited on the rock until high tide before floating off. Damage was sustained by the vessel's drive shaft and several plates were buckled. The Salt Spring Queen would fill in on the route for two weeks while the Bowen underwent repairs in Van­couver.

More than 40 people gathered at Peaceful Valley Ranch on Galiano Island to celebrate Archie Georgeson's 80th birthday. The huge cake was made for him by his great-niece Sylvia Head.

Salt Spring Island volunteer firefighters were called to attend a grass fire on Sky Valley Road. The firefighters responded quickly and no damage was reported. The blaze was blamed on care­less campers.

Members of the Galiano Hall Club met to discuss when and if the hall should be repaired. President Basil Benger chaired the meeting which also offered praise to Beth Beach for her work on the arts and crafts show.

Ten years ago The Gulf Islands School Board was

looking at water taxi service as a means of bringing Outer Islands high school stu­dents to Salt Spring. A committee was struck to look into the various aspects of the idea.

A salmon bake and boat-in was in the planning stages by the Mayne Island Lions Club for the Labour Day long weekend. The event would be staged at the Mayne Inn grounds at Bennett Bay.

The North Salt Spring Waterworks District (NSSWD) was looking at lottery grant dollars as a possible means of fund­ing improvements to service. Islands MLA Hugh Curtis made the an­nouncement, but said no decision on use of the money had been made.

Crowds of people enjoyed the Pender Island Fall Fair. The fair site had shifted from Hope Bay to the school grounds three years before, but organizers were again concerned about the location due to the growing number of people attending the annual event Top winner at the fair was Joyce Jones.

Five years ago The capital budget of the Gulf Islands

School Board was tentatively set at $568,387 for the 1985/86 school year. Of this total, $25,000 would be spent on a ventilation system for Gulf Islands Secon­dary School.

There would be no dye test of the out­

fall in Ganges Harbour. Proponents of the test learned that the dye would not offer a direct similarity to the effect of effluent leaving the outfall. The effluent is ab­sorbed into the surrounding water and the dye is not The regional board decided not to spend the necessary $22,000 on the dye test

The Mayne Island heliport received the blessings of the Capital Regional Board, when directors approved an ap­plication to the ministry of transportation and highways for its licensing.

Artcraft 84 was doing as well as in previous years, with the annual art and craft show attracting visitors from every continent except Antarctica.
