The City of Colorado Springs is submitting an application for a project that will create a trailhead parking area, 2.4 miles of new trail, 2 pedestrian bridges, and will result in the closure of unsustainable trail routes and restoration of the surrounding area. The Parks, Recreation and Advisory Board, appointed by the elected members of the Colorado Springs City Council, proudly supports the Daniel’s Pass trail project. As representatives and residents for the citizens of this community, we feel it is important to continue to expand and enhance our recreational opportunities and support this grant application. The Board commits that the property will be under the control of the City for a minimum of the next 25 years, as provided by the terms of the grant award. The project is located in a newly acquired section of North Cheyenne Canon Park, one of the most popular parks in the region for residents and visitors, which also lies adjacent to Pike National Forest. The recent master plan for the park identified the Daniel’s Pass trail as a medium-high priority project with the goal of rerouting the current trail to create a sustainable trail, reduce erosion, and bridge the creek crossing. We appreciate your highest consideration of our grant application. This project will provide essential linkages throughout the community and improves upon our mountain trail system by offering additional trail opportunities in a heavily populated area with high user rates. Maintenance and Operations Plan for Daniel’s Pass Trail – North Cheyenne Canyon Park

Daniel’s Pass Trail is designated to be built inside the boundaries of North Cheyenne Canyon Park (NCCP) in southwest Colorado Springs. The trail will comprise mostly single track on a north facing aspect slope. The trail will function like all other trails inside the park and may see consistent use during the spring, summer and fall depending on moisture and snow cover. Colorado Springs Parks, Recreation and Cultural Services Department will rely on two full time employees who are based out of the park and will be responsible for all maintenance of the trail post construction. NCCP also has a very involved volunteer group, Friends of Cheyenne Canon, who will also play a role in light duty maintenance as needed. Our Park Rangers will always be taking a lead role in project scope and approvals. We forecast general maintenance of this trail to happen no less than 3 times per year. General maintenance may include trail corridor clearing, back slope rehabilitation, de-berming, tread improvements and water/erosion controls. Staff and Friends Group volunteers regularly hike and assess trails in the park to determine needs and address immediate issues that arise.

ADDITIONAL PROJECT HIGHLIGHTS

Youth Corps will be used on the project:

As part of the GOCO Stewardship Grant for North Cheyenne Canon Park, the Regional Parks, Trails and Open Space Division will pilot a youth corps program dedicated to engaging under-served high school youth. This youth corps, comprised of up to 6 local youth, will assist with restoration projects in the park.

Volunteers will be utilized on the project:

Rocky Mountain Field Institute will utilize volunteers as part of their work days in the park, which is funded through the GOCO Stewardship Grant. Additionally, the all-volunteer led Friends of Cheyenne Canon will solicit their volunteers to assist with trail closure and restoration needs.

September 20, 2019 Colorado State Trails Committee Colorado Parks and Wildlife 13787 S Highway 85 Littleton, CO 80125 Dear Colorado State Trails Committee, The Friends of Cheyenne Cañon is excited to support this opportunity to expand the trail network in North Cheyenne Cañon Park. The Friends of Cheyenne Cañon with the City of Colorado Springs and our stakeholders preserve the natural resources of North Cheyenne Cañon Park. We raise funds and sponsor park improvements, enrichment programs, community events, and opportunities for citizen and visitor involvement. For over 25 years, FOCC has funded and participated in nature, environmental and interpretive programs, annual clean-up events, aiding in park operations and assisting with park stewardship needs. Funding for these efforts comes from fundraising efforts, donations, grants, and membership dues. Additionally, our organization regularly coordinates trail maintenance work days, recognizing the importance of the trails in the park and the need for continual stewardship due to extensive use. The trail network compels people to visit North Cheyenne Cañon Park, which like many places, cannot accommodate the demand. People frequently bypass trailheads due to lack of parking and regularly comment on the need for an extended trail network in the park. The recently added acreage to park provides an ideal opportunity to add the Daniels Pass Trail. This new trail would provide needed connection to the new parcel and beyond. Our group fully supports this needed amenity in the park and look forward to the opportunity it provides to disperse trail users further. We are further committed to assisting with trail maintenance and natural resource stewardship in this newly acquired parcel. We routinely host trail work days and have recently invested in crew leader training in order to bolster the skills of our volunteers so that they can tackle the advanced trail needs in the park. To Whom ft May Concern,

As an avid park user and advocate, I offer this letter of support for the proposal by the City of

Colorado Springs Parks, Recreation and Cultural Services Department, concerning the

development of trails in the Daniels Pass area of North Cheyenne Canon Park.

I have been a Colorado Springs resident for over 28 years, I lead group hikes and write an

“Outdoors” column for the Colorado Springs Independent newspaper. I’ve also authored a

hiking guidebook for the Pikes Peak region, and host and produce a podcast covering topics

related to outdoor recreation. My love of our local outdoors has led me to volunteer as a

member of the Colorado Springs Parks, Recreation and Cultural Services TOPS Working

Committee and as Chairperson of the El Paso County Parks Advisory Board. I am also a Past-

President of the Board of Directors for the Friends of Cheyenne Canon Park. Additionally, I took

part in the master plan process for North Cheyenne Canon Park, where the Daniels Pass

development plan came into being. Needless to say, I am in touch with outdoor recreation from

several fronts, including as a user, a citizen representative and as the former leader of a non

profit organization.

As a longtime user of the park, I can attest to the need for additional trail opportunities there.

During my tenure as board president, we worked with the parks department to rebuild and re

route the Mt Muscoco Trail, which like the current trail in the Daniels Pass area, was hard to

access, little known by the general public, and due to poor design, not a positive user

experience. Since the project was completed, Mt Muscoco has become a popular — and safe —

place for park users to visit. Development of the trails in the Daniels Pass area of the park will

September 24, 2019 Colorado State Trails Committee Colorado Parks and Wildlife 13787 South Highway 85 Littleton, CO 80125 Dear State Trails Committee: I am pleased to provide this letter of recommendation on behalf of the Rocky Mountain Field Institute (RMFI) in support of the City of Colorado Springs Parks, Recreation and Cultural Service Department’s application to construct the Daniel’s Pass Trail. If awarded, the grant will support the creation of a critical trail connector in North Cheyenne Cañon Park. Currently, RMFI is committed to closing several of the rogue social trails in the area of Daniel’s Pass and we recognize the importance of creating a sustainable trail in this new area of a very popular park. RMFI and the City of Colorado Springs have partnered together for more than two decades on a variety of highly impactful trail and restoration projects in City parks and open spaces throughout Colorado Springs including projects within North Cheyenne Cañon Park. Throughout the course of the partnership, we have observed historic and growing use of our City’s beloved public parks and open spaces, places that attract millions of residents and visitors each year who want to experience the many recreational, ecological, and health benefits these special places provide. North Cheyenne Cañon Park is no exception; it continues to grow in popularity due to its rich history, remote feel, higher elevation, and proximity to town. The Park enjoys an active Friends group and avid supporters, and also a new Master and Management Plan to help guide and prioritize outdoor recreation, stewardship, and interpretive objectives in the coming years. In addition, the proposed project would build on RMFI’s previous trail and restoration projects completed in North Cheyenne Cañon and neighboring Stratton Open Space.
