As a reminder from the CSLB:

SACRAMENTO — California law (Business and Professions Code Section 7071.6) requires all contractors to have either a contractor’s bond or cash deposit filed with the Contractors State License Board (CSLB). The bond or cash deposit is filed for the benefit of consumers who may be damaged as a result of defective construction or other license law violations, and for the benefit of employees who have not been paid wages that are due to them.

On January 1, 2016, the amount of the bond is increas-ing from $12,500 to $15,000. CSLB urges all contractors to make sure they’ve got their new bond or cash deposit in-place by that date.

Contractors who don’t meet the deadline risk having their license suspended.

If you haven’t been informed about the new $15,000 limit by your bond company, it’s important that you contact them immediately, so you can comply with the new law.

Note that the bond of qualifying individuals will remain at $12,500.

Recently passed legislation (Senate Bill 467) raised the contractor bond required of all licensees from $12,500 to $15,000 at the start of the new year. The legislation also eliminated the requirement that contractor applicants prove they have $2,500 in working capital as a condition of obtaining a CSLB license.

November 30, 2015 CONSUMER CONFIDENCE TRENDS DOWN November saw the Conference Board consumer confidence index plummet. It dropped 8.7 points from its revised October mark of 99.1 to 90.4; economists polled by Briefing.com assumed it would rise slightly to 99.6. The CB attributed November’s poor reading (the lowest since September 2014) to declining expectations of job and wage growth in the next few months. November’s final University of Michigan consumer sentiment index also declined to 91.3 from its preliminary reading of 93.1.1,2

CONSUMER SPENDING NUDGES UP Personal spending improved just 0.1% in October, but the Commerce Department’s latest report also revealed that personal incomes rose by 0.4% last month. In news related to consumer spending, October saw a 3.0% gain in capital goods orders (0.5% minus transportation orders), and the Bureau of Economic Analysis put Q3 GDP at 2.1% in its second estimate, 0.6% higher than in its first.1

A LEAP FOR NEW HOME SALES IN OCTOBER New home buying increased 10.7% last month according to the Census Bureau, resulting in a 4.9% annualized gain. Resales declined 3.4% in October, the National Association of Realtors noted, citing declining inventory as a major factor.3

AN ADVANCE FOR THE BIG THREE The Nasdaq led the way among the major U.S. equity indices last week, rising 1.06% to a November 27 close of 5,127.53. Next was the Dow, gaining 0.37% in the shortened trading week to settle at 17,798.49 Friday. The S&P 500 eked out an 0.04% advance from Monday through Friday to close the week at 2,090.11.4

THIS WEEK: NAR’s October pending home sales index appears Monday. Tuesday sees the release of the November ISM manufacturing PMI and Q3 earnings from Bob Evans. Wednesday, Federal Reserve chair Janet Yellen speaks on the outlook for the economy in Washington, D.C.; the Fed releases a new Beige Book, a new ADP employment change report comes out, and Wall Street also considers earnings from Aeropostale and American Eagle Outfitters. Thursday, Janet Yellen testifies on the economic outlook in the Senate; October’s Challenger job-cut report, November’s ISM services PMI, a new initial claims report and earnings from Barnes & Noble, Dollar General, Express, Five Below, Kroger, Land’s End, Sears Holdings and Toro also arrive. The Labor Department’s November jobs report arrives Friday, plus earnings from Big Lots! and Hovnanian.

Regular site safety inspections using site-specific checklists keep the work-place safe by identifying and correcting hazards in the workplace. Inspection frequency depends on the hazard level of the workplace; sites may need checks at every shift, daily, quarterly or annually. Document the inspection observations, identified hazards, and the corrective actions taken.

Focus on the administrative records and postings at the workplace. Safety Data Sheet (SDS) binders, safety programs, procedures, trainings, and records need to be up to date and accurate. Critical procedures (e.g. spill cleanup, evacuation) should be posted in prominent locations. Required employer postings (e.g. Cal/OSHA, Workers Compensation, and labor law) must be “likely to be seen” by employees. Floor surfaces should be clean and free of slip hazards such as dirt, granular substances, equipment parts, water, or oil. Wet surfaces should be covered with non-slip materials. Holes in the floor, sidewalk, carpet, or other walking surface should be repaired properly, covered, or made safe.

For good housekeeping, items and debris should be kept up off floors and out of walkways. Stored items need to be stacked properly on shelving units firm-ly attached to the wall; heavier items should be on the bottom, lighter items stored on top shelves. Items stored on tops shelves require 18” clearance from fire sprinkler systems. Unsecured stacks on floors should not exceed 72” in height. Ensure areas under desks and tables are accessible to allow proper ergonomic seating and access in case of an earthquake.

Electric panels should have 36” clearance in front. Power cords to equipment should be intact; repair or replace frayed cords. Check that extension cords do not cross walkways and are used only temporarily. Additional power outlets should be installed if extension cords are necessary on a permanent basis or there are “daisy chained” power strips. Ground Fault Circuit Interrupter (GFCI) outlets should be installed around wet areas.

Aisles and walkways need 36” clearance in an office and 44” in a shipping area. Clearly mark emergency exits so they can be seen from any point in the facility. Keep exits clear of stacked material and other impediments. Label doors that are not exits to avoid confusion. Fire doors should not be propped open.

Ensure equipment and tools are in good working order; place defective equip-ment out of service. Check that equipment guards and protective coverings are in place. Store chemicals within their compatible classes; flammables should be kept in a secured flammable cabinet. Personal protective equip-ment should be clean and accessible with available areas and materials for decontamination and storage.

Test fire alarms and sprinkler systems annually. Fire extinguishers should be checked for charge monthly and recharged annually. Inspect first aid kits periodically and replenish or replace supplies when needed.

Site safety inspections keep the workplace safe; a hazard left uncorrected can lead to accidents and injuries.
