Russell L Davis, owner of R L Davis Construction regret-tably passed away December 16th at the age of 89. As a California native Russ was raised in Modesto, California and honorably served in the United States Army. He earned a Bachelors Degree in Engineering from The California Insti-tute of Technology, and a Master's Degree from The Univer-sity of Southern California. Russ enjoyed his career of over 60 years in General Engineering Construction. He worked at Keiwit early in his career and later formed Pentaco inc with his partners AI Galbraith and Lonnie Lawlor in the late 50's. In the mid 70's Russ formed R L Davis Construc-tion which he operated until the present day. Russ married Patricia A. Davis in 1949 and they had three sons, Richard, Greg, and Ken. They were happily married for 60 years until Patty's passing in 2009. Russ is survived by two sons, six grand children, and four great grandchildren. He was an accomplished engineer, builder, and contractor. Russ was also an amazing husband, father, grandfather, great grandfa-ther, and friend. He will be deeply missed. He often said he enjoyed the work; building, construction and contracting, but his favorite memories were of the special relationships he developed with the many people he worked with over the years. We ask all those who had the pleasure of meeting Russ and wish to attend a Memorial celebrating his life on March 19th 2016 call 510-673-6171.

Several issues have come up this week that we wanted to pass along:

Is a Social Security Number Required to Obtain A Con-tractor’s License?We were asked this week if a social security number is still required on a perspective licensee’s application. Although all the CSLB forms state that a social security number is mandatory, this has now changed. Either a social security number OR a Federal Employment Identifi-cation Number (FEIN) can be used to obtain a contractor’s license. The CSLB is working to update this information on all of their applications.

Is a Driver’s License Required to Obtain a Contractor’s License?This is another question that we’ve been repeatedly asked. Again, the answer is NO, a driver’s license is not required; however, the question has been raised - if you don’t have a driver’s license, how can you move around to different job sites? Again, while it may look suspect, this cannot be used against an applicant applying for a contractor’s license.

What Documentation Do I Need to Provide for Work Experience on My Application?Admittedly, it is now harder than ever to obtain a contrac-tor’s license based upon experience only. Although the board is required by law to verify at least 3% of all appli-cations to prove that the experience claimed is legitimate, it appears that virtually all applications are now being more closely scrutinized. In a future update we will delve into this topic much more deeply; however, the purpose of discussing this today is to strongly warn you to be pre-

Are Waivers Granted from Taking the Exam?If an applicant has possessed the license within the past 5 years a waiver will be granted for that classification only. There is also a family emergency waiver due to the death of the qualifier if it can be documented that the IMMEDI-ATE family member has been actively working in the busi-ness for 5 of the last 7 years; but, even this waiver is only at the discretion of the registrar. Other than the afore-mentioned, plan on taking the test, assuming that your application ‘passes muster’ through the review process.

January 11, 2016 CAN STOCKS REGAIN THEIR FOOTING THIS WEEK? Investors hope so after a very rough start to 2016. Declining oil prices and disappointing manufacturing data in both the U.S. and China helped trigger a global selloff: the major equity indices in Europe and Asia fell between 5-9% last week with our benchmarks following suit. The Dow Jones Industrial Average lost 6.19% in five days to 16,346.45, paralleled by a 6.13% fall for the S&P 500 to 1,922.03 and a 7.27% descent for the Nasdaq Composite to 4,643.60. The week ended with the S&P 9.8% below its May 2015 peak, and with Wall Street hoping for some stability and a decent Q4 earnings season.1,2

292,000 NEW HIRES IN DECEMBER The Labor Department’s latest employment report affirmed the durability of the U.S. economy. Last month’s impressive payroll growth was complemented by upward revisions to hiring totals for October (307,000) and November (252,000). Economists surveyed by the Wall Street Journal had expected 210,000 new jobs in December. The U-3 and U-6 jobless rates remained at 5.0% and 9.9% last month. Year-over-year wage growth rose to 2.5%.3

FACTORY SECTOR CONTRACTS FOR ANOTHER MONTH In December, the Institute for Supply Management’s manufacturing PMI remained under 50, slipping 0.4 points lower to a reading of 48.2. ISM’s service sector PMI declined 0.6 points last month, but still showed strong sector growth at 55.3.4

GOLD PRICES CLIMB, OIL PRICES SLIDE Rallying in the flight to safety that occurred last week, COMEX gold settled Friday at 1,097.90. The yellow metal gained 3.6% in five trading days. NYMEX crude ended the week at its lowest close since 2005 – just $33.16, a price resulting from a 10.0% five-day decline.5

THIS WEEK: Earnings season starts Monday evening with Q4 results from Alcoa. Nothing major is slated for Tuesday. Wednesday, a new Federal Reserve Beige Book appears, plus Q4 results from SuperValu. Earnings from Intel, JPMorgan Chase, and Rocky Mountain Chocolate Factory arrive Thursday. Friday offers earnings from BlackRock, Citigroup, Fastenal, PNC Financial Services, Wells Fargo, Regions Financial, and U.S. Bancorp, the initial January University of Michigan household sentiment index, the December PPI, and reports on December industrial production and retail sales.

tion when filing. If you had more than one employer or a combination of group and Individual coverages, you may need several 1095s , one from each source of coverage.

The government will be using this form to assess whether each person had coverage during each sepa-rate month of 2015. If they had health insurance the whole year, all is well. You just need the form to file with your return.

If any one person in the family went without coverage for any total accumulation of 90 days or more in 2015, the fine can be assessed. For 2015 it is $696 or2% of the household tax payer’s “Adjusted Gross Income” (whichever is greater) as calculated on the return itself. The fine can be a pro-rated amount depending on how many months and how many people in the family went without coverage.

On the other end, tax preparers are going to be inun-dated with all those who usually file Feb-March, now needing to file in the last 2 weeks of the filing period, because they just got their 1095s on March 31st. And those that usually wait until the very end, could find it even more impossible to get in to see their tax pre-parer.

You may want to contact your company’s HR dept. and find out when they are planning on getting the 1095s out. If you have a smaller employer or Individual cov-erage, you may want to call the carrier. But if you did not have any coverage, there is no need to wait if you are expecting enough of a return to cover the fine. If not, waiting to file, knowing you will have to pay, may be the avenue of choice. Contact your tax specialist early for direction and guidance to take care of your tax preparation this year in the most efficient way.

When filing your personal income tax return, you anx-iously await those W-2s and 1099s, yearend notices from banks, IRAs & 401Ks, etc. by January 31st. You can then get in to your tax preparer on Feb.1st and hopefully get that return in electronically, so maybe this year you’ll get a big flat screen for the Super Bowl, payoff Christmas or just pay bills. Maybe not this year, Obamacare strikes again.

There is a new form that must be filed with your taxes this year, a 1095. The deadline of January 31st was originally set for this new form, 1095 A, B or C, to be sent out to each person, as a new required part in fil-ing tax returns. Each family member on the tax return must be accounted for, with or without, health care coverage. This 1095 would come from either the Em-ployer, the Carrier, the State (Covered CA) or federal government. The deadline has now been extended to March 31st.

Employers with over 50 EEs and self-funded compa-nies have just been given an extra 2 months to get out the new ‘required’ tax pages (depending on the kind of employer they are) to their employees. This form states what healthcare coverage each employee and their dependents had for 2015.

Employers with less than 50 EEs will not be sending this out, as the Carriers covering those employees, will send them directly to the employees. The Carriers should be ready to get those out by the original due date of January 31st, but with the extension, they may or may not get them out in January.

Those enrolled in an Individual plan, off exchange, will receive the 1095 from the Carrier. Those enrolled in Covered CA, on exchange, will receive them from the State of California. Those on County assistance may get them from either the County or Carrier. Those on Medicare, VA, etc should receive a 1095 from those entities.

The construction project is comprised constructing four buildings totaling 49,500 sq-ft; 170,000 sq-ft of 10-inch thick reinforced concrete paving; 90,000 sq-ft of asphalt paving; five acres of landscaping; and furniture for 50 offices, five conference rooms, and a board room. The construction project will construct interior and exterior lighting that use 100% LED

fixtures. The Administration and Operations Building that will be constructed is a 17,935 sq-ft single-story wood frame structure enclosed Request for Pre-Qualification of Bidders Page 4 of 6 with fiber cement panels. The Maintenance Building that will be constructed is 24,330 sq-ft comprised of a steel structure enclosed with masonry block up to 7’-4” and fiber cement board on metal studs above. The maintenance building that will be constructed is a one story building with a high ceiling to accommodate eight bus service bays and a 3,000 sq-ft mezzanine for parts storage. The Fuel Building that will be constructed, 2,105 sq-ft, and Bus Wash Building that will be constructed, 5,163 sq-ft, are load bearing masonry wall structures. The washing and fueling lanes that will be constructed are covered by a metal deck canopy supported by a steel structure. Adjacent to fueling that will be constructed is a compressed natural gas (CNG) fueling system that will be constructed with three 850 scfm natural gas compressors with associated storage, piping, and appurtenances.

Steel framing is often used as an economical and green alternative to traditional wood framing. While similar to wood framing, steel framing and its uses in construction is different enough that you should get training on the proper use of these innovative materials.

Wear the same personal protective equipment that you would wear for any construction job. Sturdy work gloves protect your hands from cuts, scrapes and punctures, because steel frame members may have sharp edges. Wear a hard hat and safety glasses to protect your head and eyes. Sturdy work boots with a heel and slip resistant sole protect your feet and help you safely climb ladders.

Steel framing tools are similar to wood construction tools. They include tin snips, a screw gun, nibblers, and a circular or chop saw. Fasten-ers used include self-drilling screws and self-tapping fasteners. With fewer nails used in the construction and the addition of more screws, workers should use screw guns that are lightweight and fit comfortably in the hand to prevent fatigue and overuse injuries.

Steel frame members weigh as much as 60% less than their wood frame counterparts, but ergonomic work positioning is still important on the job. Use good lifting techniques by lifting with your legs, not your back. Load materials using a mechanical lifting device or team lift when you can. Make sure that loads are secure before you lift them. Tie loose items together to stabilize loads.

Steel frame members can come in longer lengths than wood frame pieces, so construction may span longer distances and ceilings and roofing may be taller. Make sure to use ladders safely on the job. Properly guard roof, wall, and floor holes to prevent accidental falls. When working on roofing surfaces, evaluate the height and pitch to determine what fall prevention and protection may be required.

Speedy construction is one of the selling points for steel framing, but don’t take shortcuts when it comes to safety. The basic principles of worksite safety still apply. Maintain good housekeeping throughout the work day by cleaning up periodically during your shift. Keep tools and equipment in proper working order through routine maintenance and inspections.
