I would like to bring to your notice a neVJS item of official sources of September 18, 1973 circulated by P.r.I., Patna and published by Times of India. New Del hi on 19th September 173 (Page 2 col umn 6th) and Amrita Bazar Patri ka, Calcutta 20th September 173 (Page 1 column 1), The news item is not only a down right falsehood but also circulated with a political and malafide motive with the intention of humiliating me before the public. In the nevIS item it has been said that -- The condition of the jailed leader of the Ananda Marga, Mr. P.R. Sarkar is "Not as bad as it has been alleged in the statementsll• The fact in this connection is that I have not been medically examined for a period of about three months so it is neither' pos sible for the 1I0fficial sourcesll nor for even the physicians to say whether my condition is gooa or bad, better or worse.

The news item further states that -- He has al so been hav; ng his "Constit­utional" for half an hour everyday. In reply I am to say that almost everybody in Bankipore Central Jail, Patna knows that from Bth SeDt. '73 (And the news item is of 18th Sept. '73) I can not move without the assistance of a second person. Regarding the reason of my undergoing the fasting what has been said in the news item is another intentional distortion of fact.

In view of the precedings. I would request you to please issue an official contradiction to the defective news item and take suitable steps against the immoral "official sources" as this distortion of facts has not only defamed me but also damaged my interest. Such a contradiction is also extremely necessary for the sake of veracity and also for maintaining the sanctity and dignity of the word "Satyameva Jayatell•

In the 1 ast week of May '73 a defecti ve news item regarding the 1 iquoj d that I used to take at that time \.,ras published in the Searchlight, Patna from official sources with a similar ma1afide motive. Then and there, I brought it to the not­ice of the Superintendent, Bankipore Central Jail, patna, requesting him to issue an official contradiction. But, as ill luck would have it, no official contra­diction has been issued within this long period of about four months. Under the ci rcumstan ces, shoul d I think that the Government is in the habit of taki ng refuge in falsehood in order to conceal its weakness and misdeeds and chant the incantation of "Satyameva Jayate"ok as a suprapsychic ostentation jus t to befool the general public! This time I hope the Government will be prompt in issuing the contradic­tion without adhering to further red-tape-ism.

I have not received any reply to my letter dated 5.3.73 requesting for a judicial probe. Does your Government want to avoid the unpleasant task of facing the world of veracity. facts and figures?

Why Wichita?

I have heard this question asked about the location of the Sectorial Office time and time and time again. It is not just the fact that I was born and raised in Wichita that al­ways made me wonder, but I never could figure out what might be the matter with Wichita, Kansas. To me, Wichita is a centrally located, clean and fast grovling city vJith a lot of spiritual potential. \.,Iell , that is my ode to \4ichita.

Why Wichita wi 11 not have to be asked by the first of next year. The Sectorial Office has purchased a beautiful, old mansion in the cen­ter of Denver, just blocks away from the center of the city, The house is an all-stone structure which was bui It in 1894 and it was rea 1 1 y b u i I t we I 1 . I t is a three story house with a full basement for a total of 4,600 square feet of livable and workable space, This is almost three times the space of the office in Wichita!

The house has been kept in very good repair by its previous owners and therefore many of the features based on the Victorian era are stil I intact. The front door is made out

of sol id oak and measures about four feet across. Immediately upon entering, a person finds another identical door which separates the entry. On the fir"st floor, the library and spacious 1 iving room have fireplaces with delicately cut mirrors on the mantle and beauti­ful Danish tiles, illustrating

a landing, daylit by high Victor­ian detal led windows, and the rail­ing is a mastercraft of well-pol­ished I ight oak. All together we have twenty separate rooms for working and living space, six bath­rooms, six fireplaces and a two­car detached garage.

To give you an idea of the util­ization of our new office, we will have a printing room, mailing room, and Crimson Dawn layout tables in the basement, The main floor will have a library, a large Dharmacakra room, a reception area and the kit­chen and dining room. The second fioor will serve as office rooms for the Sectorial Secretary, President, Dharma Pracar, Finance, Society Sui lding and we wil I see what else.

Why Denver? Well, yes, it is true, Denver does have smog, but it also has beautiful mountains nearby. Denver has an international ai rport, a U,S, Immigration office, a pop­ulation of 1,000,,000 and it is still p;'ctty well centrally located. There IS no question about the spiritual potential of the cosmopol itan soc­iety in Denver. Denver does have its advantages.

So, in a short time, there will be no more tension created in your meditation and asana classes as you wai,t for the fi rst person to ask where your headquarters is located. Wichita. Wichita? Why Wichita?

The retreat is scheduled for December 27-January 1. Du� to the ever-rising costs of retreat sites, food and materials, the fee will be $40. The pre-regis­tration rate, however. will be only $35; so mail in your registration now"and save. Canadians will be charged the regular fee, but the fee for Alaskan and Hawaiian r�argiis will be only $20 due to transportation difficulties. Other for­eign Margiis will be asked to pay only $15.

For those wishing to share their Ba'ba' flow in the form of a workshop, the deadline is December 1. We will need a clear and complete description of how the workshop will be conducted and what information it will cover. We have received so many letters from all of you asking about our ac­tivities here in Thailand, so here is a report of our latest activities. It seems that Ba'ba' wants us to in­crease our communication on a world­wide scale so this wi 1 1 be followed by more newsletters in the future. INTENSIVE PROGRAM TO INTEREST THAIS

Dada Pinaka Pani i gave a lecture on Tantra Yoga at Chulalunkorn Uni­versity (one of the larger univer­sities in Bangkok) and 50 people attended • . . they were all so inter­ested that the lecture lasted over 3 hours, and some of the students came to the Jagrti afterward s. Thii is the beginning of our intensive program to interest the Thai people

in Ananda Marga. Maharaj Krishnan (one of the wholetimers), has been passing out leaflets around all the universities in Bangkok and will also tour other parts of Thailand to set up lectures for Dada.

We are taking dail y lessons in the Thai language from a teacher who comes to the Jagrti. Thai is really important because most of the Thais are not able to speak En-gl ish at all. Ba'ba' has shown us that this is a basic step in estab­lishing A nanda Marga here in Thailand.

Al l of our pracar material for the Thais must be translated and printed in the Thai script • . • so it is basic that these translations must be correct and according to Ananda Marga philosophy, We found in the past that some of our pracar material, when translated by non­Margi is was not following the mean­ing that we had intended, and in ef­fect was creating 3nti�pracar.

The solution is to help the peo­ple understand Ananda Marga philoso­phy before they undertake any trans-

Dada Pinaka Panii has formulated a course of introduction to Ananda Marga aimed at interesting the Thais. The format is as follows: l/two introductory lectures

a)the first one only about Ba'ba' l)the qual ities of Guru 2}the qual ities of Ba'ba'

b)explanation of Yama and Niyama 2/a series of Asana classes consist­ing of 10 5-day sessions. The first session covers the basic Asanas, 1 6 points and how to meditate on Ba'ba' Nam Keva 1 am.

After the first 5-day session the person will be given Nama Mantra if they can pass a test on Yama and Ni­yama. 3/a person wi 1 1 be given Ishta Mantra if:a)he has come regularly to Dharma

Cakra b)has been vegetarian at least 3 months c)satisfies toe Acarya in sincer­ity, concentration, etc. This program is meant to give a

more structured approach for the people--they always want to know what to expect from Yoga and Ananda Marga -- this way we can give them a program that they must follow. We are asking for 10 Baht (50.; U.S.) for each Asana Session for those who can afford it. Initiation is the birthright of every human being.

PROTESTS--we have participated in "al I the world-wide protests of Ba'ba's case.

June 29 we fasted, sat in front of the Indian Embassy, passed out leaflets in Thai, and put up posters in Thai and Engl ish. We also gave letters of appeal to the Ambassador. The publicity was very good. We got photos and good stories in the two largest newspapers in Bangkok.

July 24-we received a letter from Central Office that Ba!ba! was very critical and to do whatever we could to help the situation. So we went to thel�dian Embassy on July 24

for an interview with the Ambassa­dor. We talked with him for about 10 minutes and he was very diploma­tic •.• we also showed him a scrap­book of publicity on Ba'ba's case and gave him a letter with Ba'ba's four demands. After the interview we went to the office of the Nation (another Engl ish language newspaper) and got a very good interview. The story came out the next day wi th a photograph, the headline was, "Dis­ciples Plead For Imprisoned Guru."

SOCIAL SERVICE-Bahn Rajawithi Orphan­age isrLii1"'5Y"the Thai government, but the chi ldren need Ba'ba' very much, .,so I;.le go once a week usually singing Ba'ba' Nam Kevalam kiirtan and dancing. The chi ldren are res­ponding really thay all know how to sing (very loudly) and they feel Ba'ba!s vibration' veri strongly. The kids are very young (about 3 -6) and some are retarded, but all of them are unhealthy with vitamin deficiency. We were able to give them some vitamin capsules donated by a loca I pharmacy.

Soi 8 Drug Rehabilitation Center is � house operated on funds from the U.S. government primari ly for foreign teenagers (American, Austra­lian, Korean, etc.) This is for kids who want to get off of drugs, and also to get away from bad home sit­uations. We gave an opening talk on Ananda Marga and Yoga, then med­itated after singing Ba'ba' Nam Ke­valam--the vibration was very strong, so the kids realized that there was something to all of it. After the initial session we started going twice a week for kiirtan, meditation, and counsel lng,

all nationalities (Canadian, -American, Chinese, British). \1e started with basic Asanas and simple meditation on Ba'ba' Nam Kevalam, and'in the fi rst four months they have ad vanced a lot . . • and are becoming interested in the Ananda Marga phi losophy. YMCA--this was a six-week session, with Asanas, Ba'ba' Nam Kevalam ki i r­tan and meditation, and talks about Ananda Marga philosophy and Ba1ba' .,. another six-week session will be start­ed in the future. Strangely enough, most of the members of the YMCA class were women. Classes will begin soon at the YWCA and the Ame r i can Homen I s Club.

U.S. MILITARY BASES IN THAILAND--Dada­had been in contact with and visited the mil itary bases for the past mon­ths, but only for short times. Bro. Karun Kumar then got a job selling encyclopedias on the bases and was able to stay on the base for 1-2 weeks at a time. He got the peoples' inter­est durin g the day and then held class­es at night. A iour was set up for the wholetimers (during Dada's absence), and upon Dada's return another tour was set up, so now we try to visit each base once a month.

The response has been very good, especially at Takhli, where six peo ­ple have been initiated into Nama Mantra. They have also establ ished a center on the base. This is a very good experience for us to see the in­side of the Air Force bases, and talk to the Gis. Many feel that they are put in a position where they must do their job and they know it is contri­buting to the war effort. We also get close-up views of the F-lll, 8-52 and F-4s all flyin g over Cambodia (now finished). So Ba'ba' is giving us good experience.

DHARMA CAKRA--is held twice a week, Thursday and Sunday nights. We are encouraging more and more Thais to come.

We have found from our experience

here in Thailand that the Ananda Mar­ga philosophy is actually against many of the principles of Hinayana Buddhism as practiced here. So it is impossible for us to approach the Thais with philosophy, The only way to reach them is through Bhakti and Karma Yoga. So what we need are any stories you may have about Ba'ba', your personal experiences, his demon­stration, etc. and please add all de­tails. Also send any newsletters, pracar material, etc. if you can-­this is very helpful for us to get new inspiration. We always want to know what Ba'ba' is doing in other parts of the world. Printed liter­ature (books, pamphlets, etc.) are also very useful, bu� we cannot yet afford to pay the costs, so if you can send them as a donation we �ould appreciate it.

We hope this newsletter will help you understand Ba'ba's mission in Thai­land, so we are awaiting your reply.

My name is James P. Basi I e, and at the present time i am one of the n um­bered souls d oing his Karma at the M arion Federal Prison. With the Grace of Baba, i should be with all the brothers and sisters of Ananda Marga some time in July or August of 174.

M y education has been a formid­able one, t o say the least. I have a Doctorate in theolog y and i am vJorking f or a M.A. in Psychology.

I was exposed to Ananda Marga one year ago this month by our dear brother Kenny Foster - Keshava Dass, who brought me to a Dharma Cakra. Since that fl rst Dharma Calra, i have done dai ly Sa'dhail3. Through the practice of Sa�hana, my l:f2 has been illuminated and Iy Drarma e 1 uc i dated ....

I cannot sing the praises of do­ing regular De votion and the 01 iss one gets from S a'd:lana. Dai ly dev­otion to Sadhana has enl ightened me t o my Dh'Fma. Which is to spr­ead the word of Ba I ba' th rough writing and teaching.

The Crimson Dawn has given me an outlet for the written word. How­ever, this only takes care of half the Dharma. I can only hope that these words, as inadequ:te as they are, wi 1 1 inspire our brothers and sisters to go out among the people and do the selflESS duty of spread­ing the mission Gf Ba'ba'.

I was really ful I of tension, hate, self pity and violence. My life had no meaning at all. I felt like i was in a living hell. That is probably true for alot of Margiis outside too • • • before they got onto the spiritual path.

BAIBA' sort of took control of me and made a big decision for me almost two years ago. \lithout know­ing why, i suddenly found myself sitting 1 istening to some far out dude dressed in orange. Dadaji Vati ishvarananda! He kind of stun­ned me because i felt really high just listening to him talk. I had never been to a dharmacakra or even knew what it was. I fe I t so hi gh after his talk that i decided to go in and see him alone (BABAI??). don't really know what happened, but as Dadaji initiated me, i got really di zzy and scared for some reason. I forgot the Mantra he gave me and did­nit even try to meditate unti I a cou­ple of months later when i stumbled into a dharmacakra. I didn't get serious until i sav.! Dadaji again. don't know what happened; but as I meditated i started getting some real peace. My nerves settled down and i lost alot of that mean tension. I noticed that my feel ings for others started to change alot. I started to really care about others. Soon, i found myself open to love and less open to hate. Often i would cry dur­ing my Sa'dhana and what a high that was for someone who hadn't cried since childhood. My 1 ife really be­gan to mel low out and i started to see that BAIBA' really is in everyone. BAIBA' is life, Love, Joy""and Bliss as we 11 as pa in and sadness. \.Je have to experience it all.

I'm sti I I in prison and i sure­ly want physical freedom. But i have Just really (earned for the first

time in my life how to live. wasn't living all those years i had that needle in my arm. It only made my heart and mind numb to the beauty of L ife and L ove. I see nov.! that i was just a slave to that white pow­der. Dadaji Vatiishvarananda gave me a Sanskrit name after i had been meditating seriously for about a year. The name is Keshava Dass wh i ch means liThe S I ave of The Lord". Once again I'm a slave but, this time, a very happy and loving slave. When the time is rig ht, BA'BAI wil I see to it that 11m released from this prison and doing HIS work out­s i de. I t took th is pri son to open me up to BA'BA' and HIS will.

Justice

The import of the word 'justice' is - a distinctive way of mental appl ication to ascertain the truth. Although man1s action is dependent on relative principle, yet whatever appears to be the truth in this world of relativity is justice in the concept of the society. The greatest gain emanating from its right and proper appl ication is the permanence of the endless mil itant state between things - aus­picious and inauspicious, good and evil - which affords the human intellect greater opportunity to select the path of virtue and godliness. Judgment may be correct at all times. Flaws may lurk, oftener than not, in the determination of the cri­terion of justice: or the mental faculty or the way of thinking of the judge may not always be conducive to his being adjudged an ideal man in the eyes of the people. Does this behoove, then, to do away with the system of imparting justice? No, certainly not. No particular standard has ever been, nor shall ever be, accept­ed as the eternal c riterion in respect of intellectual progress. Still, in every sphere, an effort must always be there to progress from imperfection to perfection. This effort shall indirectly make the victorious path of ' all-round good easily accessible t o the h uman race.

The progress of judgment conc ludes with the decision arrived at on some sub­ject and so judgment is not an all-comprehensive or self-sufficient entity by <

itself. � condition is fulfilled only when the ends of justice are given effect to, I n other words, the utility of justice in social life is felt only when some penal or, better sti 1 1 , some reformatory measure has been taken in respect of an individual or a body of individuals as per decision arrived at. Personally, I think that when some flaws and errors must unavoidably be there, no matter how excellent the judicial procedure be; it may be safely inferred that it is not naturels desire that man should penalize man.

Both from social and human standpoint all have the right to take Corrective Measures against all. This, in fact, is every man's birth-right. No logician can dispute the right of the other people of the society to correct the short­comings of those that come in contact with them for some reason or other. The re­cognition of this right is unavoidable for the healthy well-being of the society.

So, we see that the corrective measure is complementary to justice - which pre­·cludes the possibil ity of any furiously severe penal code.

From the moral standpoint also, it is obvious that for the preservation of social purity and integrity, man can only take corrective measures, not penal. The Divine system that controls every pulsation of human existence alone has the right to penal ize man and no other, Sti 1 1 , if man could full-throatedly and con­fidently declare that his judgment vvas absolutely free from any blemish; or, if he could prove that his penal law was legitimate, there could have been something to talk about. But man is incapable of doing even that. So, f or the preservation of society, if a .man wants to adopt any measure against man, that measure has to be reformative, not penal. Even if this system of imparting justice be faulty, there is no possibility of any harm to anybody,

Before applying any greater thought to the mode of justice, trial or Corrective Measure, it is necessary that the standard of the dispensee of justice be main­tained properly. The one whom we have al lowed to sit on the 'j�dgment.seat· as the sole dispenser of human justice with povlers for inflicting extreme penalty of law, must all along be kept under critical vigilance, whether his intell igence, power of judgment and moral character have undergone ani decay; and, for this reason, if need be, occasional reports for or against his integrity or character may be sent for from some popular representative bodies, The judge who himself is a habitual drunkard, a debauch or is associated with one or the other anti-social activity, forthwith forfeits the right of sitting in judgment over the evils of others. The reason why I am giving special stress on the standard of judgeship is that justice is such as shall give priority to the consideration of time, place, or person as the prime factor over the ar ticle of legal code. In event of a clash between the criminal or the moral codes, the moral code alone shall have the preference. Having sat to pass judgment when one is mainly required, with-out prejudice to the man under trial, to consider whether any crime at all has been committed by him and if yes, what Ivere the conditions that led to the com­mission of it or whether he has committed the crime of his own vol ition, or at somebody·s bidding as his cat·s paw - then, surely, the one on whom the society bestows the solemn office of justiciary responsibi 1 ity has got to be a man of higher stratum and cal ibre than the average.

To faci litate proper analysis of the merits and demerits of a criminal, whether his acts were committed at his own behest or at somebody else·s, we may classify the criminals and their crimes in the following manner:

1 , CR IM INAL BY INSTINCT By reason of heredity, some men and women have a sort of distorted or ab­

normal mental ity. The causes of their mental distortions lie imbedded in thei r glandular abnormal ities, which again sub-divides them into t\vO main groups:

(a) There are people that are very quiet by nature, but truthfulness and doing good to others are contrary to their natural characteristics. They get a devi I ish kind of pleasure in the travesty of truth and in acts of malevolence. Generally speaking, they are a little dull-witted in worldly matters; good or bad - both are beyond their comprehension,

(b) The second variety of these born criminals is still more dangerous. Provocation or no provocation, these people simply revel in the display of cruelty in every walk of life. In the society of criminals, these people are generally regarded as high-pedigreed criminals. From their ways and way of thinking, it seems as though they came to this world only for the perpetration of crimes. To them, compassion and compunction are nothing but frailities, -which are indeed Greek to them. However dul I-edged thei r intellect may be in so many aspects of the world, they are, however, no fools. These criminals are certainly the most irksome liability of our society. These criminals come to

this world in human bodies indeed, but frrnl the mental standpoint, they are sub­human beings. It is the bounden duty of the civilized human society to cure the ills of these criminals.

The treatment of the mental disease, whose constant victims are these born criminals, cannot be tackled by the psychologists alone. For this, the cooper­ation of the sociologists and physicians is also necessary. The psychologist wi 1 1 diagnose the mental disease and enlighten us on the causes of its advent. He wi 1 1 also try as far as practicable to help in the cure of the disease. Then comes the doctor, "'Iho through medical treatment and surgery, \'�il1 put right those functional disorders and defects of the physical organisms which are responsible for such a disease. Thereafter, the sociologist wi II take up the case and make arrangements for his social rehabilitation.

2. CRIMINAL BY HABIT Where the moral strength is on the wane, or where no effort has been made

to vitalize the power of the mind, or where social governance is deplorably lax, there man does not hesitate to choose the unbridled path of his passional faculties. The average man tries to keep his passions in check by dint of moral reasoning and 'thereby keeps himself from anti-social acts. Inspite of having the sense of moral fty, the one who is imbeci Ie in mind ta�es to anti-social pursuits

'often consciously, 1 ike an automa ton to some extent. One who has the sense of morality, keeps onels momentary mental excitement in check out of fear of the society. As a, result, the well being of the society as vJell as the purity of individual 1 ife' remains intact. Laxity in any of these three checks against "'licked proclivities tempts man to iniquities and, in the absense of fear of these checks, he gradually gets more and more addicted to them. In this \'iay, he becomes quite used to anti-social activities and turns out to be a past master in them. Thei I' diseases are not congenital and so, for thei r treatment, a physician is not of much consequence. Adequate moral education, process of acquiring moral strength and a I ittle rigid social envi ronment are dll that is requi red for their easy cure.

3. CRIMINAL BY ENVIRONMENT There are many people in the world whom neither physiological nor hereditary

causes could make criminally inclined - who neither have'got nor"do get invo,lved themselves in criminality, goaded by the evil pretension of the mind, or due to want of education or social c ontrol. Given proper envi ronment, they could have been regarded as ideal men or saintly character; yet, today they are objects of scoff and scorn in the clvi lized society, because they are criminals. They are the glaring examples of honest people turning dishonest under the influence of envi ronment.

No prominence shall be given to the penal Acts during the trials of those environment-made criminals, ""ho have not actually turned into criminals by nature. The moment it is known through proper investigation that for such and such causes, or under the influence of so and so persons, the offenders, regardless of their ages, were engaged in anti-social offences, it becomes incumbent on the trying judge to extricate such offenders fonn those vicious circles or conditions through the hel� of sociologists and psychologists.

4. CRIMINAL BY NECESSITY Except for countries where the minimum necessities of 1 ife are met on the whole,

most of the crimes all over the world are committed due to want. However strong the sense of moral ity be, most of the pe ople try to attack the extant social struc­ture when want threatens thei r very existence. In such a ci rcumstance, the reason­ing that they adduce; or, if they do so, in defence of their acts, I can hardly

discard in the name of h umanism, They demand only the minimum right to live and on this bare human right depends the well-being of the society - the justification of its existence.

Failing to keep up their mental.equil Ibrium for the time being under pressure of want, men of integrity and charactel- who hate immorality from the cores of their hearts, also at times fall victim t o criminality purely for the sake of self-preser­vation. What will be the effect in such circumstances; should the Judge take only their crimes into account or show even a bit of cal"lousness towards the principle of causality? Such offenders - most of whon are more hon est than the so-called well­fed, well-d��ssed h onest man - are thrown behind the bars as criminals only due to society1s disparity of production and distribution.

It is doubtful if the Providence , hot to spe ak cf man, has got the right to pass penal decrees against sins and crimes committed in the vicious grip of want. Still, from moral standpoint, I cannot support such crimes. Rather, I would sug� gest t hat those that are on the verge of corrmitting such crimes, had better take to revolution instead.

As for corrective. measures for the ,'Iant- Hen criminals, I do not know any other way open to an honest man than to exhort them with the message of rev­olution. In this respect, the position of a judge 13 justiike that of the hand­less man (dummy), who has neither anyth i ng to tel! nor anything to do. The scope of the psychologists and th� sociologists is also very 1 !mlted. The path that lies befor� them is extremely narro�. Its solution wholly de pends on the strong, econ­omic foundation of the state concerned and that of the whole u1iverse. For this, if anybody has to be blamed, we wi II h ave t o blame eve ry State leader of the world. Those who make a beast of a man be making h im a victim 0f circumstances are, to my mind, the very people to stand trial, if one is to be tried and judged at all.

5. C RIM I N AL BY SNAP-VOLiTION

There is yet another type of offence, noticeable in the society once in a while. This is a tem porary criminal urge, a type of mental ailment, which temporari Iy heaves up in a particular enviromnent and them again subsides after a 1 ittle whi Ie . Kl ep tomania is tha t type of mental disease.

A question may perforce arise i n the mind of every INell-wisher of the hunan society as to the val ue of the Corrective 1'1easUt"ss proposed to be taken against those who, for whatever reasons, could not turn into criminals by nature or be­hind whose offences, not even a single instance of the sense of criminality on their parts exists; or those new offenders, in \"hose cases no circumstantial pressures of any kind are in evidence or against "iliom there is no cause, physi­cal or psychological, to de cla re them mentally diseased. Under such circum­stances, the e xperienced judge or the society's well-vJisher would, of course, take penal instead of corrective measures, With the penal Law having an import­ant p lace within the scope of the Cor"rective r"1easure, people will flinch, a t least out of fear o f being pen alized , from making an all-out bid for the gratif­ication of their baser faculties. As a resul t of this, some evil-doers will be compelled to be good due to circumstantial p res s u re to some extent.

POLITICAL CRIMINALS

Slander, jealousy, party politics, 'I e t. ha rgy , grandiloquence etc., are the various kinds of social evi Is, wh i ch , given the r ope, make great criminals of men . These evi Is are very much in evidence among men in the modern world and the reason for this is thei r pol itical bias. Lust of pO\"er governs the present, service­bereft pol itles of the world . This race for the loathsome pol itical aspiration will not relax its grip over the society. unless the human mind is substantially
