    I would like to express my sincere congratulations to all involved in the significant holding of the Fifth Asian-Pacific Landfill Symposium in Sapporo, and to extend a warm welcome on behalf of myself and the citizens of Sapporo to those taking part in the event from Japan, other Asian Pacific nations and many countries across the world.

    The earth now faces a crisis that is unprecedented in the history of mankind, including increased temperatures, unusual weather conditions involving floods and droughts, desertification as a result of deforestation, and sea level rises caused by melting glaciers and polar ice. The earth may not survive without solving these problems. In Sapporo, we place measures against these global environmental issues as a top-priority challenge, and are working to increase citizens’ environmental awareness through a range of projects. With the aim of becoming an internationally recognized environmentally advanced city, Sapporo issued the Sapporo Eco-Capital Declaration on July 25, 2008, pledging that Sapporo residents would strive to conserve the global environment more than ever, and sent this message to the world. We currently use goods whose production involves variable resources and energy, and dispose of garbage using the same energy resources. To break this cycle and move toward an environmentally sound material-cycle society, I believe that each and every one of us must realize the extent of the environmental burden we generate in everyday living and take action to reduce it. The City of Sapporo has actively promoted a number of projects including the Eco Life 100,000 Person Promotion Campaign and the Eco-Citizen Movement. These initiatives specifically encourage individual Sapporo residents to enjoy environmentally friendly lifestyles, as more than 30% of CO2 emissions come from households.

    The reduction and recycling of waste also form an important part of global environmental protection, as waste treatment not only consumes large amounts of energy but also emits greenhouse gases. For this reason, we have put together a new general waste management basic plan called the Slim City Sapporo Program, and aspire to become the leading city both domestically and worldwide in terms of the 3Rs (reduce, reuse and recycle) and appropriate waste treatment.

    It is therefore a great pleasure for us to provide the venue for the APLAS Sapporo 2008 and to have the opportunity to share technologies, theories and experiences presented by experts in waste management fields from all over the world. In concluding my greeting, I hope that this major international Sapporo conference will contribute greatly to combating waste issues in the Asia-Pacific region and conserving the natural environment, and that it will leave a message to the next generation regarding global-level environmental conservation.

    I would like to express my sincere gratitude to many people from a number of organizations including the Sapporo Municipal Government and the Hokkaido Government for their great contribution to the holding of the fifth meeting of this prestigious Asia-Pacific Landfill Symposium in Sapporo. I am also pleased to share with all participants the pleasure of this opportunity for researchers,

    engineers, government officials and many other specialists involved in tackling waste problems faced by Asia-Pacific countries to assemble and exchange their latest research results and experiences.

    The APLAS Symposium has become a major international meeting of the Asia-Pacific region for the discussion of overall waste issues at research level. This indicates the need to expand our view of global environmental issues in relation to waste management instead of focusing on landfill alone.

    Japan formulated a vision named "Becoming a Leading Environmental Nation in the 21st Century", in which the country recognizes the importance of integral development for measures toward a sound material-cycle society, low-carbon society, and society in harmony with nature to achieve a sustainable society. As an example, when discussing biomass utilization, we must address the subject comprehensively in relation to the three viewpoints of waste (i.e., the environment), energy, and food. In other words, the formation of a sound material-cycle society is necessary to solve waste problems, the formation of a low-carbon society is expected to deal with energy problems, and the formation of a society in harmony with nature is needed to resolve food problems. To establish a society that fulfills these three needs, we must follow sustainable lifestyles. In the relationship between energy and food (including animal feed), for instance, the misuse of human food as fuel for machines is a serious problem. It is important to continuously generate bioenergy from food at its production sites (farmland, forest land and fishing grounds) in balanced and sustainable ways to be used for humans, animals, machines, etc. With the relationship between energy and waste materials, our challenge lies in the development of recycling methods for waste and unused biomass (based on appropriate treatment) into biogas, ethanol, BDF, wood pellets, etc. In terms of the relationship between food and waste materials, it is necessary to consider the reduction and utilization of food waste and improvements in dietary education. These problems are also related to the issues of food self-sufficiency and safety.

    In addition, issues related to final landfill sites, which were the original theme of the APLAS Symposium, are also a hot topic of discussion. With the transition of the concept of final landfill sites, there is now a particular need for transparency in waste treatment processes from generation to landfill in order to eliminate anxiety over the construction of final landfill sites; this means in particular the disclosure of information based on quantitative evaluation of the process and risk assessment of hazardous substances. The transparency of final landfill sites as a technical dimension to control the waste management process (improving safety), information disclosure as a social dimension and community development involving local residents (developing a sense of reliability and reassurance) are key points. The difference that should be highlighted here is that conventional discussions on treatment facilities have revolved around the facilities themselves, whereas the concepts of “material flow” and “social systems” toward a sound material-cycle society will be included in future discussions. Many recyclable waste materials can be found at inappropriate final landfill sites mixed in with hazardous substances. To guide overall terminal treatment systems in the right direction, it is important to establish a structure for treating or mitigating the effects of hazardous waste and recycling useful waste. This will enable the regeneration of final landfill sites for use over a longer time frame.

    As already mentioned, APLAS Sapporo 2008 involves a wide range of discussions on issues related to waste. I strongly believe that the outcome will help to resolve the waste problems faced by many countries in the Asia-Pacific region and around the world, as well as providing insights toward the resolution of global environmental issues. Lastly, I hope for the success of this symposium with the cooperation of all participants, and for the continued development of the APLAS Symposium in the future.

    札幌市長

    第5回アジア太平洋埋立国際会議が札幌を舞台に盛大に開催されますことを心からお祝い申し上げま

    すとともに、国内はもとより、アジア太平洋諸国をはじめ多くの国々からお越しの皆さんを札幌市民と

    ともに心から歓迎いたします。 今、地球は、気温の上昇、洪水や干ばつなどの異常気象、森林伐採による砂漠化、氷河や極地の氷が

    溶け出すことによる海水面の上昇など、人類史上かつてないほどの危機に面しており、この問題の解決

    なしに地球の未来はないと言えるでしょう。札幌市では、このような”地球環境問題への対応”を市政

    の最重要課題の一つとして位置付け、様々な事業を通じて市民の環境意識が高まるよう働きかけてきま

    した。そして、市民一人一人がこれまで以上に地球環境保全に取り組んでいく決意をし、2008 年 6 月 25日に、世界に誇れる環境都市を目指す「環境首都・札幌」を宣言し、世界へ発信したところです。 私

    たちは、貴重な資源やエネルギーを費やして生産された製品を使い、さらに、エネルギーを費やして、

    ごみの処理を行っています。この流れを変え、循環型社会へ向かうためには、札幌市では、特に市内の

    CO2排出量の30%以上が家庭生活によるものであることから、これまでも「エコライフ10万人宣言」、「さっぽろエコ市民運動」など、一人一人が環境に配慮した生活が送れるような取り組みを積極的に展

    開しております。 新たな一般廃棄物処理基本計画「スリムシティさっぽろ計画」を策定したところであり、3R(リデュース、リユース、リサイクル)や適正な処理について日本国内だけでなく、世界のトップレベルを目指

    しているところであります。 このような時期に、札幌市で「第5回アジア太平洋埋立国際会議(APLAS)札幌2008」が開

    催され、世界各国の廃棄物の埋立及び再資源化分野の専門家が集い、それぞれの有する技術、理論又は

    経験を共有する機会を得ることは、非常に喜ばしいものであります。 この札幌市で開催される有意義な国際会議が、アジア太平洋地域の廃棄物問題の解決と環境保全に大

    いに寄与するものであること、さらに地球レベルの環境保全に対する次世代へのメッセージになること

    を祈念いたしまして、ご挨拶とさせていただきます。

    栄誉あるアジア太平洋埋立国際会議(APLAS シンポジウム)の第5回を、日本の札幌で開催すること

    ができたのは、札幌市、北海道をはじめ多くの関係者の皆様の多大なるご尽力のおかげと、心より感謝申し上げます。また、アジア・太平洋諸国の廃棄物問題解決に携わっておられる研究者、技術者、行政担当者等が、一堂に会して研究発表の場を持つことができましたことを、ご参加頂きました皆様と共に慶びたいと存じます。

    APLAS シンポジウムは、研究レベルで廃棄物全般にわたって議論される、アジア太平洋地域を代表する国際シンポジウムに育って参りました。このことは、議論の対象を埋立だけでなく、廃棄物に関連して地球環境問題にまで視野を広める必要性を示しています。

    持続可能な社会の実現に向け、循環型社会と低炭素社会、自然共生社会に向けた取り組みを統合的に展開することの重要性を、日本では21世紀環境立国戦略として提示されています。例えば、バイオマスの利活用の観点から考えるとき、廃棄物(環境)、エネルギーと食物の3つの視点の関係から総合的にとらえる必要があります。つまり、廃棄物問題の解決として循環型社会の形成が、エネルギー問題の解決には低炭素社会の形成が、そして食物問題の解決には自然共生社会の形成が必要です。これらの3つの社会をつくり上げるためには、われわれ人類は、持続可能な生活を営まなければなりません。例えば、エネルギーと食物(飼料含)の関係では、機械が人間の食料を奪う問題は深刻です。重要なことは、生産の場である農地、林地、漁場から、人間、動物、そして機械等のためのバイオエネルギーを、食物からバランス良く持続可能な形で生み出し続けることです。また、エネルギーと廃棄物の関係では、廃棄物系および未利用系バイオマスからバイオガス、エタノール、BDF、木質ペレット等を適正な処理を踏まえて再生利用することが重要です。さらに、食物と廃棄物の関係では、食品廃棄物の発生抑制・利活用と食育の問題も考える必要があり、食の自給率と安全性にも関連してきます。 さらに、APLAS シンポジウムの原点であった最終処分場の問題が議論されます。最終処分場のコンセ

    プトの変遷の中で、最終処分場建設に対する不安を取り除くためには、廃棄物の発生から最終処分までのプロセスの透明化、つまり流れの定量的把握と質のリスク評価をし、情報公開していくことが昨今特に求められています。最終処分場の透明化、つまり技術的側面としてのコントロール(安全性の向上)と、社会的側面としての情報公開、住民参加等によるコミュニティ(信頼性(安心)の確保)とが必要です。そのポイントは、今までの処分場は「場における容器」の議論でしたが、これからはさらに循環型社会の「物流」と「社会システム」の概念が加わってきます。また、不適正な最終処分場には、有害物質も含まれるが、資源物も多く存在するので、最終処分システム全体を適正な方向に導くためには、有害なものは処理・修復し、資源となるものは資源化することが必要であり、その結果最終処分場が再生し永く使えるようになります。 以上のように、今回の APLAS シンポジウムで多様な廃棄物問題が議論されることにより、アジア・太

    平洋地域および世界の多くの国の廃棄物問題、引いては地球環境問題の解決に貢献できるものと確信致します。最後に、APLAS シンポジウムにご参加頂きました皆様と共に、今回のシンポジウムを成功させ、APLAS シンポジウムが未来に向け益々発展していくことを心より願っております。
