Dear Readers,
Starting out 28 years ago with a group of highly passionate people, our company Roketsan continues with the same passiontoday, employing over 2,000 personnel, creating indigenous products and highly advanced technologies and thus becoming a
respected brand name amongst the giants of the defence industrial world.
We take pride in signing many cooperation agreements with the leading companies of the global defence industry sector.During the International Defence Industry Fair DSEI, we signed a technical assistance agreement with Lockheed Martin
towards integrating the New Generation Air-to-surface Stand-off Missile ‘SOM-J’ into the internal weapons bay of the newgeneration F-35 fighter. We believe the integration of our ‘SOM-J’ Missile on the F-35 fighter will create significantopportunities for the export of this missile to friendly and allied countries. We are also excited about our cooperation
agreement with Thales UK on the joint-marketing of the laser proximity sensor that will be used on Roketsan’s Low andMedium Altitude Air Defence Missiles ‘HİSAR’ to international markets. Similarly, during the International Defence Industry
Fair MSPO, we reached an agreement was inked with the Polish company Mesko on the manufacturing of precision guidedsystems, while another agreement with WZL1, also a Polish company, towards the integration of the 2.75” Laser Guided
Missile ‘CİRİT’ and the Long Range Anti-Tank Missile ‘UMTAS’ systems on various platforms currently in the service of thePolish Armed Forces. We believe that these agreements that have been realised with globally established companies will
further enhance the acceptance of our indigenous products and designs, which are already gaining global respect.
We are also delighted to see that Roketsan is now a company of choice in career planning, according to a survey published inthe Harvard Business Review Turkey magazine on ‘Ideal Employers of Turkey 2015 for the Y-Generation’, where Roketsan
was listed tenth among 100 leading companies of the world, a list that included Google, Microsoft and Samsung, in thecategory of ‘Ideal Employers of Turkey, 2015 According to Students’ for the Engineering/IT sector.
As we welcome a new year following a very busy but equally successful year, I would like to wish you all a healthy, peacefuland happy new year, in the belief that the new year will lead to even bigger achievements for our company.

It is with great respect and yearning that we commemorate our Great Leader Mustafa Kemal ATATÜRK, who entrusted uswith our modern Republic, in the 77th year of his passing.
In this first issue of the English version of our Roketsan magazine, we have dedicated one of the main features to the LiveFiring Tests of Dual Pulse Motors, a pioneering technology in the world for solid propellant rocket motors. International tradefairs create important opportunities towards enhancing our innovative strength and 2015 has witnessed several newcooperation agreements. At MSPO, a leading trade fair organised in Poland, we signed agreements with the Polish companiesWZL1 and Mesko. Similarly we signed agreements with Lockheed Martin and Thales UK at the DSEI Fair in London,England and have proudly presented our products and systems at numerous international trade fairs organised in countries likethe United Arab Emirates (UAE), the United States of America (USA) and South Korea. We are delighted to say that ourproducts and systems have been the centre of attention of both local and international media.

HİSAR Missiles, designed to meetthe low and medium altitude airdefence requirements of the
Turkish Armed Forces (TAF), will beequipped with dual pulse motortechnology that is quite rare in theworld. It involves two separate rocketmotors that can be ignitedindependently, encased in a single motorhousing.
Air defence missiles loose theireffectiveness considerably (particularlyin terms of velocity and maneuverability)as they approach the limits of theireffective range, thus providing airthreats a greater potential for evasion.With use of dual-pulse thrust capabilityand smart algorithms, the ‘HİSAR’Missiles ignite their secondary motor asthey approach their target, thus allowing
for increased effectiveness during theend game.
‘HİSAR’ Missiles are distinguished fromtheir counterparts not only as a result ofthis complex dual pulse motortechnology but also the resulting rarityof application. Under the ‘HİSAR’projects, the development of theinnovative and complex dual pulse motortechnology and the task of implementingthis on an air defence missile are beingrealised together.
During the live firing tests conducted byRoketsan in June 2015, the first everdual pulse motor missile of Turkey,‘HİSAR-A’ successfully separated fromthe launcher following ignition of thefirst pulse motor. The mid-flight ignitionof the second pulse motor and the pre-
programmed maneuvers under thecontrol of its on-board autopilot wereperformed successfully.
The tests mark a major milestone forTurkey, as the country now joins theranks of a handful of nations capable ofproducing this technology. The aim is toensure that when series production ofthe national air defence missiles withdual pulse motor capabilities start in2021, they are one of the most advancedair defence systems in the world.
Approaching its future with certainty,Roketsan is concentrating all of itsabilities towards continuation ofsuccessful accomplishments.
Dual Pulse Motor Live Firing TestsSuccessfully CompletedRoketsan successfully launched the Ballistic Test Missile of the‘HİSAR-A’, the National Low Altitude Air Defence Missile, poweredby a dual pulse motor, at the Aksaray Test Range, in June 2015. Withthis test, design and development of indigenous ‘HİSAR’ Missilescontinues in line with the programme milestones.

Laboratories seeking accreditationmust comply with standardsdefined in the ISO/IEC 17025
“General Requirements for theCompetence of Testing and CalibrationLaboratories”. This particular standardoutlines the general requirements for alaboratory’s quality managementsystem and technical competence.
Accreditation in Turkey
The responsibility of the accreditationof laboratories has been assigned to theTurkish Accreditation Agency(TÜRKAK) under Law No. 4457.TÜRKAK began deliveringaccreditation services in 2001 andbecame a full member of the European
Accreditation (EA) Union, theInternational Accreditation Forum(IAF) and the International LaboratoryAccreditation Cooperation (ILAC) in2008.
TÜRKAK periodically inspectslaboratories accredited with theISO/17025 standard and determineswhether their accreditation shouldcontinue.
Laboratories, seeking to maintain theiraccreditation, must participate in inter-laboratory comparison and proficiencytesting programmes on their scope ofaccreditation and score a successfulresult.
Why Accreditation?
Accreditation guarantees that testresults are mutually acceptable betweendifferent governmental and regulatoryorganizations on national andinternational levels and that these testresults meet the same minimumstandards for quality. Laboratories needaccreditation so that the results of theirtests and analyses can be reliably usedby third parties and institutions.Accreditation is a voluntary process,although in some cases states orcompetent authorities may requirelaboratories operating in critical fieldsto be accredited.
Requirements for the ISO 17025Standard
Requirements for the ISO 17025accreditation consist of two sections:system competency and technicalcompetency.
Requirements for the systemcompetency are much like the ISO9001 quality management systemstandards but adapted for laboratoryconditions.
Technical requirements address thecompetence of staff, methodology,test/calibration equipment and the testmethods. Technical requisites for thisstandard covers method validation,calculation of measurement uncertaintyand traceability.
Roketsan and Accreditation
Accreditation is a quality assurance infrastructure set up to support the reliability and validity ofcertificates of conformance, ranging from experimental and inspection reports to certification ofcalibration and documentation of the management system, product and personnel, etc., issued byconformity assessment bodies following due tests and processes.
What are the Benefits of Accreditation?
• Laboratories with provencompetencies in specific test fieldsare officially recognised,
• Repetitive tests and duplicatedassessments of laboratories areminimised or completely eliminated,
• Standards and status of testlaboratories are kept up-to-date,
• Test results of accredited laboratoriesare recognised both in domestic andinternational markets,
• Accreditation helps to remove non-tariff barriers in mutual recognitionagreements,
• It has a positive impact on capacity;• It provides prestige and commercial
superiority,• It ensures that the laboratory
undergoes a single inspection becauseit is recognised by a third party.Furthermore, it prevents unnecessaryduplicate inspections,
• It enhances the quality ofexperiments,
• It provides a disciplined method toensure the sustainability andreliability of quality,
• It increases reliability,• It increases customer satisfaction,• It increases the technical competence
of the staff,
• It provides continuous maintenanceand control for the instruments andthe equipment,
• It leads the way for environmentfriendly activities,
• It identifies the powers andresponsibilities for each member ofstaff.
Accreditation at Roketsan
In 2012, accreditation began atRoketsan in collaboration with theLaboratories and CalibrationDepartment, Test EngineeringDepartment and Quality SystemManagement Department operatingunder the Directorate of Product andProcess Quality. Since then, Roketsanhas obtained accreditation for thefollowing fields:
First, Roketsan’s Test EngineeringDepartment was accredited forVibration Tests according to the MIL-STD-810F/G Environmental TestMethod Standards in 2013. Since thenRoketsan has provided accreditedtesting services to clients locally andaround the world. Additionally, thecompany undergoes a surveillance auditeach year of the four-year accreditationperiod.
In 2014, Roketsan’s Laboratories andCalibration Department receivedaccreditation for its Calibration Unitfor caliper, micrometer and thread pluggauges. This unit also undergoes asurveillance audit each year of the four-year accreditation period.
In between August 20-21, 2015,besides vibration tests under MIL-STD-810F/G standard, EnvironmentalConditions Test Centre completed asuccessful major scope expansion auditfor climatic tests, low pressure tests,salt fog tests, icing tests andmechanical shock tests according toMIL-STD-810F/G standard, vibrationand air condition tests according toMIL-STD-331C standard and vibrationtest according to MIL-STD-167.
Furthermore, the Test Laboratory of theLaboratories and CalibrationDepartment was audited successfully byTÜRKAK between August 20-21, 2015and accredited according to the TS ENISO 6892-1 standard in tensile testingof metallic materials.
The Test Engineering Department’sBallistic Protection Test Laboratorywas audited by TÜRKAK as perAttachment-A of MIL-DTL-12560,MIL-DTL-46100 and MIL-DTL-46027specifications on November 26-27,2015 was deemed successful.

Introduction
Roketsan has been conducting flighttests of rocket, missile and weaponsystems during all phases of design,development, validation, qualificationand production for more than 20 yearsand is not only a pioneer but also aleader in its field. Roketsan hassuccessfully completed flight testing ofmore than 4,000 munitions of varyingtypes and calibres, to date. From astrategical standpoint, it is vitallyimportant to be able to meet theincreasing requirements of flight testsboth in content and in numbers with thelatest technology and resourcesavailable. Data obtained from thesetime and effort consuming tests guidesdesign and development process.
In a move to be able to conduct moreprecise and reliable flight testing ofmunitions, weapon systems andassociated platforms developed locallyin Turkey, the ‘Firing Test andEvaluation Centre (ATDM)’ Project waslaunched by the Ministry of NationalDefence (MoND), NATO Support andProcurement Agency (NSPA) and

Roketsan in 2011. In this context andin keeping with the aspirations ofTurkey to develop rocket and missiletechnologies, the ATDM has beendesigned to meet the flight testingrequirements of not only Roketsan, butalso other local and internationaldefence industrial entities. Situated inKarapınar, Konya the Test Centre wasinaugurated by Prime Minister Prof. Dr.Ahmet DAVUTOĞLU and the thenCommander of the Turkish Land ForcesGeneral Hulusi AKAR on March 24,2015 at a high level event hosted by the
Minister of National Defence. With theATDM, now fully operational, Turkeyhas attained world standards inconducting highly precise measurementsin flight safety and data collection,assessment and security by means oflatest methods and techniques.
Equipped with firing platforms, acommand and control system with anintegrated data collection and analysescentre (TRCC), a fiber-opticcommunications infrastructure, mobilelong range tracking radar systems and

optical tracking systems in addition tovarious auxiliary equipment necessaryto support flight testing as well as alogistical infrastructure, the ATDM inKarapınar is capable of carrying outthree different kinds of flight testingsimultaneously.
Furthermore, the ATDM is to becomplemented additionally with amobile command and control centre,telemetry ground stations andmicrowave as well as satellitecommunication systems in the nearfuture.
Technical Characteristics and Capabilities of ATDM Systems
Command and Control Centre (TRCC):
The Test Range Command & Control(TRCC) Centre has capabilities of realtime communications with trackingequipment via firing platforms, creatingguidance/orientation information bydata fusion, instant viewing andrecording of all data, firing simulationas well as data analyses and reporting.In cases of loss of tracking during flighttesting, data provided by the TRCC stillallows the systems to be guided, thusminimising data loss. All data receivedduring flight tests are collected andarchived at a single site. Furthermore,all data and images collected frommonitoring equipment are broadcastlive to select observers on giant screenson the viewing floor of the centralbuilding.
Flight simulations are conducted at the
TRCC Centre before actual tests in amove to determine the positioning of thetest safety bands and the measurementequipment. Figure 4 shows a sampleflight simulation.
The ATDM is able to conductsimultaneous flight testing bycommunicating with the three separatetests platforms. As a result of thiscapability, the ATDM is able to respondspeedily to the flight testingrequirements of different projectsand/or institutions. Figure 5 depictsdata collected from three different livefiring tests conducted simultaneously.
Data Fusion at the TRCC Centre:
Ballistic information produced bytracking equipment (i.e. time, position,speed, acceleration, angle, etc.) arerelayed to the TRCC Centre on a real-time basis. Using data fusion andfiltering methods, the TRCC Centreproduces the most accurate trajectoryinformation and dispatches it to thetracking equipment as guidanceinformation when necessary.
The operator of tracking equipmentwho, for any reason, loses track of thesystem, activates the guidance steeringmode to receive the guidance
information produced by the TRCCCentre, enters the location of the targetinto the system and continues trackingafter getting back on the target. All thistakes less than 10 ms, thus preventingany potential data loss and maximizingeffectivity of the test equipment.
Test Measurement Equipment:
The ATDM is equipped with cuttingedge technology systems such as:
• Tracking Radar Systems,• Multi-Sensor Platform (Integrated
Radar and Optical Tracker Systems),• Electro-Optical Tracking Systems,• High Speed Camera Systems,• Ground Meteorological Systems,• Low Altitude Meteorological Systems,• High Altitude Meteorological System,• Live Video and Audio Transmission
System,• Muzzle Velocity Radar,• Laser Range and Angle Finder
Systems,• Portable Conditioning Chamber,• D-GPS.
The measuring equipment has beenactivated to operate simultaneously withthe TRCC. With the commissioning ofadditional measuring equipmentexpected soon, the testing andmeasurement capability of the ATDMwill increase further. All test equipmentare transportable and can be operatedeither independently or integrated withthe command and control centre. Figure7 shows the lay-out of the equipment asset up for the Karapınar Firing Test andEvaluation Group (FTEG/ATDG)Command.

ATDM Practices
The testing equipment and the testinfrastructure implemented for theATDM were introduced an internationalaudience during the IDEF ‘15 DefenceIndustry Fair as per the request of theTurkish Ministry of National Defence(MoND). In line with requests fromnational and international official andprivate agencies, discussions arecurrently underway towards theoptimum utilization of the Centre’scapabilities to provide flight testservices. The ATDM infrastructure hassuccessfully been used in the flight
testing of low/medium altitude airdefence missile design (‘HİSAR’Projects) and surface-to-surface guidedmissile, enabling valuable datacollection. Separately, additionalrequests have been received towards thefeasibility of utilizing the resources andcapabilities of the ATDM for the firingtraining of the Turkish Armed Forces(TAF) as well as testing of newordnance designs.
The Turkish Armed Forces, from time totime, conduct firing training at varioustest ranges abroad to meet the trainingrequirements of certain ordnance intheir inventory. With the ATDM testing
infrastructure fully operational, it isnow possible to meet such requirementsof the Turkish Armed Forces throughlocal means. One such case, under thecoordination and organisation of theTurkish MoND, was witness to both theTurkish Naval and Air Forces,conducting live-fire training utilising thetest equipment capability and means ofthe ATDM in September, 2015.
During the live firing training of theTurkish Navy, tracking radar Systems,radar-optronic and electro-opticaltracking systems and high speedcameras recorded ballistic data on theposition, time, speed and acceleration

as well as visual info on the infrared(IR) and visible wavelengths for boththe missile and the target platform.Thus, the utilization of the TurkishATDM infrastructure means andcapabilities, has not only led toconsiderable savings in time, costs andrisk factors, but has also provided addedvalue. From now on, it will be possibleto utilise the means and capabilities ofthe ATDM towards the training andflight testing of different munitions andweapon systems in the inventory of theTurkish Navy, which has hitherto notbeen possible as a result of theinadequacy of local capabilities.
In a move to better understand thecapabilities of the ATDM, Roketsanundertook the flight testing of a newmunition currently in the design phase.
In September 2015, several missile livefirings were realised from varyingaircraft and along with ballistic dataincluding position, time, speed andacceleration, visual information in IRand visible wavelengths were alsorecorded.
This demonstration has successfullyproven that the testing infrastructure ofthe ATDM will be able to carry out theflight testing of future generation air-to-air munitions. In this way, live firingtraining and testing requirements ofmunitions to be developed for orcurrently existing in the inventory of theTurkish Air Forces can easily andreliably be met via accumulation of allthe necessary data by the ATDM.
As a result, testing equipment already
procured or yet to be procured under theATDM programmes will actively beused in the flight testing of indigenousproducts currently in development or tobe developed by the Turkish DefenceIndustry.

At the DSEI ‘15 Show in London,Roketsan and Lockheed Martin signed acooperation agreement towards theintegration of the New Generation Air-to-surface Stand-off Missile ‘SOM-J’ onthe new generation F-35 aircraft’sinternal weapons bay.
The contract enables the companies tomove forward with their TechnicalAssistance Agreement, thus making theNew Generation Air-to-surface Stand-off
Missile ‘SOM-J’ available tointernational customers flying the F-35.‘SOM-J’ integration on the F-35 isscheduled for the Block 4 configuration.In the first phase, flight testing will beconducted on F-16 aircraft of theTurkish Air Forces.
Speaking at the ceremony, Frank St.JOHN, Vice President of LockheedMartin Missiles and Fire Control (LMMFC) underlined that the ‘SOM-J’
integration on the F-35 will enable pilotsin operational flights to engage targetsfrom extended ranges while maintainingthe stealth capabilities of the aircraft.
Speaking on behalf of Roketsan,Chairman of the Board Emin ALPMAN,pointed out that the contract signing andsubsequent approval of the TechnicalAssistance Agreement will furtherstrengthen cooperation between the twocompanies. ALPMAN also noted thatthe ‘SOM-J’ integration on the F-35 willsignificantly increase the exportpotential of the missile to friendly andallied countries.
Development of the ‘SOM’ missile beganin 2006 which then entered service withthe Turkish Air Forces in 2011. The‘SOM-J’ is a new version of the subsonic‘SOM’ Missile Family, with a 500lbwarhead and range of over 100 nm. The‘SOM-J’ missile uses the globalpositioning system as its primaryguidance and is aided by inertial,terrain-referenced and image-basednavigation systems, in addition to itsimaging infrared seeker.

with its own instructor trainers who willdeliver this training or further improvethe competency of those alreadyexisting.
Given the importance of this issue,Roketsan introduced one of its firsttraining programmes called ‘Trainingthe Trainer’. Since 2006, Roketsan hasoffered such courses to staff membersseeking to become training instructors.According to a recent survey, theefficiency of the in-house programmeshas increased by 80 percent.
Since instructors, particularly those in-house, are well aware of companydynamics and the work load, they knowthat delivering a training course is notan easy task.
There are many circumstances thatmight impact in-house instructors, for
instance:• Training sessions conducted with fewer
than 10 people. This number can beenough for some training sessions butin general it is low for costeffectiveness,
• Training sessions that are monotonousand boring, both for the instructorsand the trainees, because thecompetencies of the in-houseinstructors are not yet sufficient,
• Participants drop out of the coursesbecause of urgent duty calls.
Additionally, feedback from trainers onthese circumstances and courses providea valuable insight. It helps theinstitution increase the efficiency ofthese courses and take the necessarymeasures in shaping the ‘Training theTrainer’ courses.
What Do These Programmes GenerallyTarget?
These programmes generally aim to
develop participants’ skills andcompetencies through an applied coursesystem and allow them to make the bestof these courses. These skills andcompetencies normally include:•Characteristics of adult learning,•Key points of an effective and
convincing presentation,•Effective communication skills,•Being assertive, interesting and
inspiring when delivering a trainingcourse,
•Keeping the participants’ attentionalive and convincing them,
•Methods of ensuring effectiveparticipation in the training andmotivating participants,
•Effective use of voice, body language,gestures and mimics during thetraining,
•Effective use of the training venue,visual materials and technology,
•Ways of handling difficult participantsand challenging questions,
•Ways of evaluating the efficiency andimportance of the course.
Using these programmes, Roketsanaligns the contents of its in-housetraining activities with its institutionalrequirements and supports theseactivities with real life examples in orderto expand its institutional culture andknow-how while learning from mistakesand success stories by passing on thelessons learnt.
Among the activities carried out byRoketsan’s Department of Training,‘Training the Trainer’ programme isconsidered one of the most valuecreating programmes. Therefore, thecompany continues its efforts to makethe ‘Training the Trainer’ programmes,its number of trainers and trainerselection and support methods a brandname in the future. It will also bestructured in a more liberal way tointegrate into existing processes and bemore effective.
Our Instructors Are Our FutureFrom the stand-point of the field it is involved in and the sector it operates under, it is vitally importantfor Roketsan to preserve its know-how and further enhance it by way of transfer.
Although I did nothave much expectations from Training
the Trainer programme, I think theexperience I had in those three days wasinvaluable. Thanks to these programmes,in-house instructors at Roketsan will beable to develop their competencies as a
trainer very quickly.
Training the Trainerprogrammes offered different
training methods and presentationtechniques, which kept the
participants’ attention on thecourse and helped them learn
faster.
Although very intense andchallenging the programme was
very productive. I think all in-houseinstructors must be assessed on the
basis of this programme.
It was relying on practicesrather than theoretical
information, which was veryuseful to me. Although the
training itself was very intense,it was not uncomfortable.
