Foreword

In numerous conversations with our colleagues from India, it was suggestedthat we help to institute a series of symposia in India similar in nature to thosethat have been conducted by our Latin American colleagues for more than 10years. We were fortunate to have with us in Oak Ridge Dr. Niyogi and Dr. Mitrafrom Indian universities. Their close ties with the Bose Institute in Calcutta andthe resultant correspondence with the Institute Director, Dr. S. M. Sircar,provided the stimulus for organization of this first Indian symposium, which washeld in Calcutta. Under the direction of Dr. Sircar, Dr. B. B. Biswas did anoutstanding job of organizing this conference.

Financial support was arranged through Dr. R. R. Ronkin of the UnitedStates National Science Foundation, who smoothed the way for the use of PL480 funds which were approved by the Indian Government for the organizationand running of this most valuable symposium.

The many Indian scientists who contributed papers and enthusiastically andvigorously entered into the discussions demonstrated the strength of modernscience in India. The topic, Control of Transcription, is a timely one, andconsiderable activity in this area is going on all over the world. The success ofthis symposium speaks well for the future of these Indian conferences andworkshops being planned for the next few years.

Again, the worldwide "community of science" is clearly manifested by theclose cooperation we have observed in this fruitful and successful symposium.

Introduction

In recent .years, a revolution has occurred in biology-a revolution yieldingbreakthroughs in many fields. The breakthroughs commenced when biologistsactually concentrated their attention on cells or cell organelles rather than onwhole organisms. Studies at the molecular level yielded much information on thebasic reactions of cells, and now studies are turning to the more complicatedsystems of differentiation and development. Certainly, a more unified molecularconcept in biology has developed, and the barrier between physics and chemistryand biology has gradually become lessened, a situation foreseen by J. C. Bose,the founder of this Institute more than 50 years ago.

Several years ago, plans were initiated to hold an international symposiumon modern biology at Bose Institute, Calcutta, India. In 1971, Drs. S. K. Niyogiand S. Mitra, who are at present working in the Oak Ridge National Laboratory,U.S.A., suggested to Professor A. Hollaender of the Oak Ridge National Labora­tory and The University of Tennessee that meetings be held in India similar tothose he so successfully organized in Latin America. Thereupon, Dr. S. M. Sircar,the Director of Bose Institute, contacted Professor Hollaender, who respondedso quickly that in I year's time the Symposium on Control of Transcription washeld in Calcutta (February 12-15, 1973). Professor Hollaender's untiring effortsand his experiences with the series of symposia in Latin America helped theorganization of this symposium immeasurably. The National Science Founda­tion, U.S.A., was contacted for financing the symposium through the Depart­ment of Science and Technology, Government of India. Both the governmentswere agreeable to allocate money from tied-up United States funds in India.

A number of international symposia on different subjects had already beenheld in this country, but most of them were of wider interest and thus exchangeof ideas between the scientists was rather limited. The specific aim of thismeeting was to discuss a more narrow topic so that a number of Indian scientistsfrom various disciplines could interact profitably. The purpose of the meeting

was also to attract a large number of the young scientists who will be responsiblefor developing modern biological trends in India as well as in other countries.The topic, Control of Transcription, was chosen with special consideration ofthe work going on in this Institute.

DNA-dependent RNA polymerase, the enzyme involved in transcription, i.e.,the copying of DNA molecules to yield RNA, was discovered more than adecade ago. Subsequent work showed many features of the reaction. However,when initiation and termination of specific RNA chains were looked into,additional protein factors were found to be involved. The mode of action andthe precise control exerted by these factors on RNA synthesis are being studiedat this time, and the overall process is certainly more complex than wasenvisaged. Studies of the role of transcription in DNA replication and the reversetranscriptase studies are also very exciting. The objective of arranging a Sympo­sium on Control of Transcription and including topics on (a) viral transcription,both DNA and RNA dependent, (b) prokaryotic RNA polymerases with theircontrolling factors, (c) transcription in eukaryotic systems, and (d) transcrip­tional control of DNA replication was to discuss the present status and thefuture development of the field. The outcome of this discussion is embodied inthis volume, prepared under the active advice of Drs. A. Hollaender, W. E. Cohn,A. Stevens, R. K. MandaI, and S. Ghosh.

The meeting left an excellent impression on the participants from India aswell as on those from other countries. I am sure that new ideas on the process oftranscription will evolve as a result of the meeting. It has been of tremendousvalue to the younger scientists from India who had never had a chance to attendthe same kind of meeting elsewhere. The symposium also has had an effect onthe public, because through the press and the radio the importance of transcrip­tion to medical and allied fields was emphasized. If symposia of this type areheld in India every 2 years, it will surely strengthen science in this country andestablish better human and scientific communication among scientists from allcountries.

Lastly, I want to acknowledge the help of Professors Hollaender and Sircar,the National Science Foundation, U.S.A., the Government of India, and allmembers of the organizing committee as well as the participants in making thesymposium a grand success. Plenum Publishing Corporation deserves specialthanks for processing the publication so efficiently.
