‘High risk’ rail crossing in Cornwall could one day get overpassTodd [email protected]

CORNWALL, Ontario - Cornwall has one of the most, if not the most, dangerous railway crossings in all of Canada, according to a detailed CBC News report.

The national media organization filed a story last week which suggests the CN Rail crossing at Boundary Road is the most danger-ous in the country.

The reason? A Transport Canada software

system that uses accident data, train speeds, traffic volumes and sight lines at crossings to calculate potential risks says so.

The CBC story also lambastes Transport Canada for not sharing the information with municipalities.

Just last week two women in southern Ontario were killed when their vehicle was struck by a Via train. That crossing was ranked fourth highest in Canada, said CBC.

Norm Levac, Cornwall’s chief administrative officer, said the Boundary Road crossing has

been “on the radar screen” of municipal offi-cials for some time and could one day get an overpass to alleviate traffic dangers.

But just when an overpass could be built is anyone’s guess - and it won’t come cheap.

“It will cost millions,” said Levac.Right now the city is mulling when to pro-

ceed with an environmental assessment of the crossing, to see just how an overpass could be erected.

“It’s been on the books for a while now,” said Levac. “There will probably be some land

issues.”Levac pointed out some work has been

done to mitigate concerns on Boundary Road, including the removal of the Tenth Street extension intersection, which brought cars out directly adjacent to the crossing.

The Boundary Road crossing isn’t the only area crossing to make the list obtained by CBC.

Tollgate Road (183), Power Dam Drive (203), Summerstown Road (489) and Main Street in Lancaster (42) also made the list of 500 crossings.

‘we neeD HeLP’: Fire destroys Ingleside couple’s farm, kills livestockToDD [email protected]

INGLESIDE, Ontario – If Bob and Kathleen Scott didn’t have bad luck, they’d have none at all.

The Ingleside-area couple is grappling with the second fire-borne tragedy in five years, as their barn with dozens of chickens, goats and cows went up in flames early Thursday morning. The terrible news comes on the heels of another fire, in the summer of 2011, when the home they had just bought on Dafoe Road (they had only been living in it for three weeks) burned to the ground. That fire was electrical in nature.

“This was supposed to be for her,” Robert said, looking at his wife. “Now all of her dreams have

gone up in smoke.” It’s unclear what started the fire, but at about 4 a.m. Thursday neighbours were pounding on the Scott’s front door, alerting them to the blaze.

The casualties include 35 goats, 30 chickens, two cows, a pair of calves (one just a week old) and a horse. The Scott’s are understandably devastated.

“We need help,” said Robert, who is unsure if insurance will be enough to cover the losses. Having to rebuild their home just five years ago has put a hefty financial burden on the couple. “We’re just overwhelmed. Everything is running through our minds. It’s going to be tough. “They were our babies.”

Firefighters arrived at the Scott home to extin-guish the flames, but plenty of dry wood and stored hay kept the fire roaring until the entire structure was consumed. “Poor John was out there with a fire extinguisher,” lamented Kathleen of her neighbour who tried to fight the flames.

As a military man Robert moved all over the place, but the couple had hoped to spend their retirement years living in South Stormont and enjoying a small hobby farm. “I really feel badly for my wife,” he said. “This is really letting her down.

“It’s almost like two steps forward, 10 back.”An online fundraiser has been set up for the

Shawn Fowler is not a comedian, but the Lancaster bakery owner is a stand-up guy in the funny business of comedy.

The third edition of the Cornwall Comedy Festival (CCF) takes place in Williamstown, Cornwall, and Martintown from Friday (April 22) to Sunday (April 24).

“The festival aims to bring the best in Canadian comedy to Cornwall and the surround-ing area,” said Fowler, festival producer and co-owner of Sweet Tooth Bakery in Lancaster.

There is a show at Jack’s Pub in Williamstown on Friday (sold out), performances at Cornwall’s Aultsville Theatre ($30-$32) and Jet Set Pub ($32) on Saturday, and a show at the Martintown Community Centre ($25) on Sunday.

WomaN arreSTedA Cornwall woman, 26, has been charged

with assault after an alleged attack on her 27-year-old sister.

The Cornwall Community Police Service said the woman punched her sister in the face and pulled her hair during a heated argument on Thursday (April 9).

The accused, who is not being named to pro-tect the victim’s identity, was arrested, taken into custody, and released to appear in a Cornwall courthouse on May 10.

distributing 2,000 free white spruce seedlings on Saturday.

Thanks to RBC’s Blue Water Project, ten con-ifer seedlings per family will be given to two hun-dred local residents who would like to beautify their home as well as contribute to the environment.

“We have 2,000 white spruce seedlings avail-able this year and as always, we look forward to meeting with the public and answering any tree planting questions they may have,” said Normand Génier, RRCA forestry specialist.

Due to the high demand in previous years, they will be distributed on a ‘first come - first serve’ basis. Tree seedlings are limited to 10 per family.

Square.The association’s spring exhibition, which was

located in the mall’s second level near the food court, featured 96 pieces of art from over 40 local artists.

“Shoppers came into see what’s going on to let their mind go free, while looking at all this beautiful work,” said two-year Focus Art member Beatrice Dumbreck.

The free exhibition included a selection of paintings in watercolour, oil, acrylic, and mixed-media. Many are for sale.

CORNWALL, Ontario – Property owners in Cornwall will have to pay if the city fire service has to install a smoke or carbon monoxide detector in homes.

The new rules will target all homeowners, but Cornwall fire chief Pierre Voisin said taking on landlords who don’t live in the city and have ignored previous requests to install working alarms is a priority.

“We don’t want to waste our time dealing with these kinds of people,” he said.

City council approved a bylaw last Tuesday night that allows the Cornwall Fire Department to charge a service fee if they find that such a detector is missing in a home and must be pro-

vided by the municipality.The cost could range from $66 to $110 per

unit, depending on the type of detector/alarm that is being installed, the fire chief said.

The new program will be cost-neutral, and will only cover the cost of replenishing the detec-tors and batteries, as well as completing some advocacy on the importance of having such devices installed.

When fire crews respond to a 9-1-1 call in a dwelling unit, or, when a fire prevention officer inspects a dwelling unit, an examination of the premises is performed to ensure that the build-ing is in compliance with smoke and carbon monoxide alarm requirements.

Previously, Cornwall Fire Services personnel installed a city-paid smoke and/or carbon mon-oxide alarm in order to ensure that the building

is in compliance before leaving. This loaner could be collected later, if the homeowner installed a working unit.

But Voisin said on many occasions landlords who do not live in the city would ignore requests

to install their own detectors.“That’s a bit of a problem and it sucks up so

much time,” he said. “It’s not up to the tenant to pay for these.

“Now we will just bill the landlord.”

CORNWALL, Ontario - A plan to make money off trees infected with a parasitic insect have been scuttled.

There was some hope at city hall that trees infected with the Emerald Ash Borer, an insect that is spreading like wild fire across this part of the country, could be chopped up and sold for firewood.

But a report going to city hall Monday night suggests splitting and drying the wood would actually cost more in the long run.

“The Parks and Landscape Department cur-rently does not have the equipment to split the infected ash wood, nor does it have a secure area to store the wood until such time that it can be sold,” Jamie Fawthrop, parks and rec man-ager, said in his report to council. “Municipalities that had experience with this disposal method advised city staff that their costs to process the infected ash wood to make it suitable for sale as firewood exceeded the revenue that was gener-ated by its sale.”

During the 1998 ice storm downed trees were chopped up and wood was sold, generat-

ing nearly $50,000 for the local United Way.But Fawthrop points out that the federal

government covered the labour costs associat-ed with the clearing of the trees by way of an emergency grant.

“Had the costs to process the wood not been covered by this federal grant, this method of disposal would not have generated a profit,” he added.

Instead, the contractor who is removing infected city-owned trees is responsible to cut the trees into 14- to 16-inch lengths and deliver the cut wood into a designated bin located at

Optimist Park where residents may obtain the cut wood for no charge.

All ash tree removals, stumping, replace-ment planting, and treatment injections are being completed by contractors retained through the city’s tendering processes. In 2015, under this management program 468 ash trees were treated, 550 trees were removed, 258 stumps were removed, 330 replacement trees were planted.

The emerald ash borer lays its eggs within ash trees, and the larvae feeds on tree nutrients, eventually leading to death.

CORNWALL, Ont. – Six teams, 12 hours, 12,000 cans – Canstruction is not your typical food drive.

The inaugural ‘Canstruction’ Cornwall com-petition is underway at the Benson Centre.

“We’re really excited to bring this inter-national event to Cornwall,” said Kendra Smith, fund development and communications officer at Agape Centre and member of the Canstruction Cornwall planning committee.

Organizers said over 12,000 cans and non-perishable food items will be donated to the food bank/community kitchen/thrift store as a result of the event, in addition to sponsorship support and donations from people’s choice award voting.

The Agape centre provides food and cloth-ing to more than 1,000 people each month.

The unique fundraiser challenges teams to design and build giant structures made entirely from full cans of food, non-perishable food items, and a few props to complete the look. At the close of the competition all of the food is donated to the Agape.

“It’s a fun way to raise some food for the shelves at a time of year when typically dona-tions run low,” said Smith.

Teams will be building through the night to have their structures – which can be as large as 10 ft x 10 ft x 10 ft – ready for judging Saturday morning.

The colossal art pieces will be on public dis-play for two weeks, beginning 8:00 a.m. on Saturday (April 16) through to April 30.

Six groups have committed to the challenge: Bourgon Construction, Cornwall Kinsmen Club, Professional Engineers Ontario, Rotary Interact Club, Agape Centre, and WSP/Architecture49

Inc.Teams are contending for a title in five cat-

egories: Structural Ingenuity, Best Meal, Best Use of Labels, Jurors Favorite, and People’s Choice. The local winners will move on to the international competition.

Community partners include Seaway Express, Baxtrom’s Your Independent Grocer, National Grocer, and No Frills.

Starbucks being planned for Brookdale Avenue in CornwallTodd [email protected]

CORNWALL, Ontario – Coffee drinkers will love this – a Starbucks is being planned for Brookdale Avenue in Cornwall, the city’s first.

The city’s planning advisory committee met Monday night to learn some of the details con-cerning the Starbucks that could be built in the same plaza that currently holds Shoppers Drug Mart and Boston Pizza on Brookdale near the Thirteenth Street intersection.

A numbered company, 7178298 Canada Inc., has filed an application with the city for a $4,900

grant to help with some of the site plan work at the location.

The numbered company is also known as Harden Management, with an address in Hawkesbury.

Marc-Andre Berube of Harden Management confirmed construction is likely to begin later this year.

“It will depend on city approval. When we receive the permits we will begin,” said Berube, adding building permits are in the midst of being filed. “There will be places to sit (at the coffee house) and a drive-thru.”

An announcement that the world-famous coffee brewers are opening up shop in Cornwall has not been made by the company, but the way one city councillor was talking the news will be welcomed in Cornwall.

“We’re definitely a coffee-drinking town,” said Coun. Elaine MacDonald, who added she supports providing the grant money to get the planning work at the site completed. “That whole lot was a brownfield lot. Piece by piece we have helped people in negotiating to get things done there.

“I would support that wholeheartedly. That’s

the only way we will fill infield in an inner city.”A representative of Starbucks was not

immediately available for comment.Documents filed with city hall suggest the

facility will be situated on the east side of the property, facing into the parking lot.

Coun. Maurice Dupelle, who is also the plan-ning advisory committee chair, said construc-tion of the Starbucks has been discussed among city officials previously as part of other commit-tee work.

While he could not provide specifics, Dupelle suggested construction might begin this fall.

Trench Town Oddities and Toronto-based The Cardboard Crowns have announced a co-head-lining spring tour, with shows across New York and eastern Ontario.

Both bands are heading out in support of their latest releases - T.T.O.’s ‘Bonk!’ and Cardboard Crowns’ ‘Hold On.’

“This will be the show that all your friends will be talking about the day after,” said T.T.O. frontman Sean Harley. “Our fans will be treated to some new material, which we’ve been working on over the winter, and the Cardboard Crowns will definitely blow people away. I personal was in awe when I first saw them.”

Area speedways ready for fast action this summerCORNWALL, Ontario - A new season of dirt

track racing in Cornwall brings with it a new look for the Cornwall Motor Speedway.

The local oval has finished a complete over-haul of its grandstand, said spokesperson

Martin Belanger, which means the thousands of race fans that enjoy racing every Sunday night will have some new seats to break-in.

Both the Cornwall track and the Mohawk International Raceway (MIR) joined forces

Thursday night in the Seaway City to help kick off the 2016 racing schedule at the Cornwall Square.

Officials from both tracks, a pair of cars and

drivers were on-hand to showcase the looming season.

Belanger said race fans in Cornwall are sure to notice the change in grand stand, which cost more than $500,000 to finish.

Cornwall (May 15) and Mohawk (May 13) will begin the summer schedule next month.

MIR starts with a Modified Twin 20 program to begin the season. The track also has a test and tuner day, on May 7, from noon to 4 p.m.

In Cornwall it’s a 100-lap feature for the Sportsman class that dominates a full racing program. A test and tune session goes May 10, at 6:30 p.m., with all racers invited to come out to the track and practice.

The St. Lawrence College (SLC) Athletics & Student Life department recognized student-athletes, coaches, staff, and volunteers at the annual Sharks Athletics Banquet at the Ramada Inn & Conference Centre on Wednesday (April

6).This year’s Athletes of the Year are Christian

Léger (men’s hockey and indoor soccer) and Josée Daze (women’s hockey and cross country).

“I really can’t thank my coaches (Graham Midgley, Sean Boulerice, and Mike Pettinella) enough. They’re all been a huge support for me this year,” said Léger. “I’m grateful for having been given this opportunity. Both teams I played for were amazing and were a lot of fun.”

Dazé added: “I definitely wasn’t expecting to win female athlete of the year.” “As Katharine [referring to Katharine Wattie, SLC Athletics & Student Life officer] was describing the winner, the more I started to realize that she was describing me and I couldn’t really believe it.

“I really need to thank my coaches. I was so happy to be named assistant captain for the Sharks hockey team by Sean and Mike. Tanya was the main reason I was successful as she really helped me regain my form in cross coun-

try running,” sheadded.With a 3.9 GPA, second-year Sharks cross

country runner and indoor soccer player, Stephanie Chapman and first-year Sharks men’s indoor soccer player, Nathan Myers, with a perfect 4.0 GPA, were named female and male Academic & Athletic Excellence Award winners.

A total of 13 student-athletes received OCAA All-Academic awards, for achieving a GPA of 3.5 or higher in their first semester.

noTiCES SoUTH STormoNT CoNfirmS 2016 mUNiCipal BUdgETAt its Committee of the Whole meeting on Monday, April 4, 2016, Council of the Township of South Stormont confirmed the 2016 budget. The confirmation of a 3.48% increase follows two in depth budget meetings held January 18 and February 8, 2016. Based on the average residential assessment increase from 199,000 to 208,800, which facilitated a reduction in the township’s tax rate, the average resident will still pay an additional $29.35 on the township portion of their tax bill. The Township continues to plan for the future while maintaining Reserves; the financial position will be presented by the municipal auditors at the regular meeting of Council on April 13, 2016. Finalized budget documents and the approved tax rate by-law will be available on the South Stormont website next month.

CORNWALL, Ontario – A popular summertime retreat for Cornwall and area children is celebrating a milestone this summer.

Camp Kagama, which was originally located on Sheik’s Island before moving to Morrison Island fol-lowing the construction of the St. Lawrence Seaway, will turn 80 years old this year.

A celebration is being planned for June, but Camp Kagama board secretary Sue Brown said work is already being planned now to get the facil-ity ready for another summer of young people.

“What we’re looking for really is physical help,” said Brown. “It’s quite a large camp…it’s about four acres. And there are a lot trees and branches have to be cleaned up.”

Also, some general maintenance on camp buildings needs to be completed, including some painting.

Even the sand at the beach, which has shifted with the water currents, needs to be refilled.

A cleanup day is scheduled for May 14.“We’re going to have the head of our mainten-

ance crew on that day,” said Brown. “We will direct people and tell them what has to be done.”

Editor:Regarding the column in the Seaway News

April 14 by Todd Lihou: ‘Time to put Fluoride question to voters’

I would like to suggest that the consterna-tion over Fluoride consumption via our water supply has too many questions and suggestions to even come close to being applied to our water sources, including how it can or may cause serious life threatening diseases to it’s city workers handling and storing. That alone

should cause city council to cease and desist with this program.

There is little to no value added use in our water. Years ago as you know Akwesasne won a major suit against Alcan for dumping via air effluent of toxins including Fluorides over their Island community. Years of this destroyed their farming planting and animal uses. It was found that even the St. Lawrence north shore bottom was badly contaminated as well.

If we extend that argument further to the north one would conclude the possibility of

Cornwall location lands and water would also have high levels that would question whether we should be using our backyard gardens as well. Air flows over us too, just as Domtar stacks did (mostly at night so it wouldn’t be as notice-able I think). The two plant may have a double whammy to us for eons to come.

A few years ago I suggested a pool be con-sidered at the minor peninsula below the RCAF Wing and was roundly told due to contaminants as one of the reasons that it was not possible.

Whether or not, I would think common

sense would say NO to local gardens (similar to our friends across the St. Lawerence River. Prove to us first that it is safe and has a purpose over and above Fluoride toothpaste. It then is not a necessary additive to our drinking water is it.

Plain and simple, JUST SAY NO and put this plan to bed forever so our citizens will not have to worry and lose sleep over it any more. No need to blow a bundle on a referendum now is it.

If there’s one thing everyone should do for at least a few weeks in their life, it’s work at a grocery store.

The great melting pot, the unequaled equal-izer in small cities has to be the grocery store. It’s where we bump into old friends, learn the latest gossip and gather provisions for the coming week.

Everyone, invariably, visits the grocery store.For six glorious years in the 1990s I worked at

Loeb, a massive grocery store on Vincent Massey Drive that has undergone more than a few name changes since I last filled the milk racks in the dairy cooler.

Today it is known as Metro, and next month (maybe even sooner) it is closing. With its closure will go the memories and stories that only I and dozens (hundreds?) of others know about work-ing in a place where you could hide, joke, work hard and learn.

We had a ball. As a young person I couldn’t understand why my friends would want to go work at a hamburger joint where one is stapled to a grill, or cash register, for hours on end. Working in a grocery store allowed just enough freedom to stretch your legs, meet people and learn about responsibility.

Loeb was where I became known for announ-cing the ‘three stars’ over the PA system at the end of nearly every shift I worked. As a young hockey fan I thought it would be fun to jokingly announce the names of fellow workers a few minutes after

the final customer left the store at 10 p.m.The practice lasted for most of the six years I

was employed there, and when I visit the store today people that I worked with more than 20 (gasp) years ago still bring it up.

At the time the store was owned by Bill Willis and his wife Betty. Very nice people. It was also the first time my teenage brain clued into the fact that being an adult wasn’t easy.

A fellow by the name of Pete Laperle, my first real boss, tore into me one day early in my career as a grocery packer because I had become notori-ous for talking and joking when I should have been working at filling bags for harried customers. He told me, in no uncertain terms, that if I didn’t shape up I would soon be shipped out.

It was then that I realized this wasn’t school – it was a job. These people didn’t have to keep me because it was the law…I was only there for as long as THEY deemed it necessary.

As young people we also learned about responsibility and how to deal with people. As a grocery clerk I laboured for a man named Tom Wilson, who taught me about a hard day’s work before I even knew what the phrase meant. Tom respected people and their work ethic. He went to bat for many of us more often than we knew.

His wife Anne still works at the store…for now.This column could easily be considered an

obituary – it sure feels like one while writing it, because in many ways it is.

When you live in a city long enough, eventu-ally you will see things start to change. Just the

other day my wife and I were looking at photos of the ‘old’ Seaway International Bridge. The photos were taken just a couple of years ago, but the bridge that stood over our city for decades is all but demolished.

Domtar is gone too…so is the Fifth Wheel Truck Stop and Memorial Park Public School.

Of course things are progressing here in Fun City. The Cotton Mill District is quickly becoming a jewel in east-end Cornwall, Bridgewood Public School is set to open its doors at the corner of Marleau Avenue and Nick Kaneb Drive this fall and this summer paperwork will finally be signed that will allow the city and Akwesasne to assume stew-ardship of the harbour lands.

(Prime Minister Justin Trudeau, it is hoped, might even show up to help usher in the changes on the waterfront.)

But amidst all the hope we have for future developments in Cornwall, often the changes we seek come with a cost.

For me the cost will be to further push back memories of my teenage years when the most dif-ficult decision I had on the way to work was what radio station to listen to.

For others who today rely on that grocery store to put food on the table the costs will be much more. Here’s hoping that, eventually, those people will come to remember that grocery store with fondness too.

Use less, pay more.That is the new math used by Hydro One.The utility is jacking up monthly bills (again)

because its customers didn`t use enough power over the mild winter, although Wiarton Willy blew it on the early spring forecast.

Thus, the company needs the unscheduled price gouge to recover the “full cost of serving customers.”

Anytime there is an increase, the company offers customers tips on how to cut their bills .... by using less power.

Kid you not. After hiking rates to cover a short-fall caused by a drop in power consumption, the utility offers tips on how to save electricity.

A lot of frustrated, irate, unhappy, fed-up cus-tomers are not holding back on their solutions to the rising cost of hydro. A sampling of on-line comments on the CBC website:

“Move to Quebec (or anywhere else).”“Layer up with wool skin. Build fires to cook.

Take laundry to river.”“Buy an extension cord that can reach your

neighbour`s outside outlet.”“Start supper at midnight and do the laundry

right after.”“Build an igloo.”Unfortunately for many financially-challenged

customers, it is no joke.*******The passage of time hasn’t erased the memory

of the horrific accident scene Robert Leger came upon on his way back to Cornwall from a job site near Brockville.

“I’ll never forget it,” said the 82-year-old Leger.

It was one of Canada’s deadliest bus accidents. The date was July 31, 1953.

Last week’s column on the accident in which 20 of the 37 passengers drowned after it rammed a broken down panel truck parked on the side of Highway 2 and rolled down a 20-foot embank-ment and into the Williamsburg Canal rekindled the memory.

Leger was part of the 2,200 person construc-tion crew building the huge chemical plant at Maitland, just east of Brockville. He was on his way home after the night shift.

“Some of the dead were service men,” he said. “It was just terrible.”

The panel truck driver was convicted of man-slaughter in a Cornwall courtroom. He was sen-tenced to one-year in jail and banned from driving for life.

THIS AND THAT Recent trivia item caught the attention of Hubert Miron who informs us that planks from the Athletic Grounds grandstand destroyed in a wind storm in 1950 were used to build two Second Street East homes, one of which is his home. It was built by Oscar Laframboise. The other home was built by a contractor from St. Isidore. ... Quebec police are asking anyone with information about the attempted murder of a high-ranking Hells Angels member shot on the weekend in Lachute to contact them. Ya, sure. ... If there is life after death, coming back as a United States TV evangelist with a mega-church wouldn’t be bad gig. ... The gun-play in Chicago continues. There were 900 shootings in the first 100 days of 2016.

IN THE REAR-VIEW MIRROR Before govern-ment health care plans, most folks didn’t go to the doctor unless they were really sick. And if they couldn’t make it to the doctor’s office, chances are the doctor came to them, after his regular office hours. Everyone who wanted one had a family doctor who carried the tools of his trade in a black bag. ... Home-made remedies were used for every-thing from colic to warts. Some believed that rub-bing a freshly-picked dandelion on warts three times during the night would make them dis-appear. ... Castor oil was used to treat constipation

and bronchitis. ... A kid held his nose while swal-lowing a spoonful of cod liver oil in the morning before heading off to school. Camphor, petroleum jelly (aka Vaseline) and prunes were popular rem-edies. Sore throats were treated with salt water gargles. Some swore that wrapping a wool sock around your neck before going to bed cured a soar throat. ... Calamine lotion was spread over burns. Some folks used baking soda to clean their teeth. ... Dentures were soaked in salt water overnight. ... Folks ate home-made chicken noodle soup to cure a cold. Honey and lemon were mixed with water for soar throats. ... SPORTS STUFF Cornwall came close to being one of the steps on the hockey ladder for retired Ottawa Senators general manager Bryan Murray. In 1978 the Royals were looking for a coach. Murray, a Shawville resident, applied. It came down to Murray and Cornwall native Doug Carpenter who got the job and guided the club to a Memorial Cup victory in 1980. Murray found his way to Regina as head coach of the Western Hockey League Pats who faced the Royals in the Memorial Cup tournament

CORNWALL, Ont. – Your Credit Union has opened its third location in the Seaway City.

“It’s a real success story for the City of Cornwall,” said Mayor Leslie O’Shaughnessy to a standing-room only crowd at the ribbon-cut-ting event on Tuesday (April 12).

The new branch is located in the Glengarry Square commercial plaza on Second Street, adjacent to the LCBO. The east-end location joins the original branch at 321 Second Street West, and a new kiosk in the Cornwall Community Hospital.

These expansions have helped the company add three full time positions in Cornwall. In total, Y.C.U. locally employs 23 part-time and full-time staff.

“This is another milestone in Your Credit Union’s history in the city – from where we start-ed 63 years ago, we’ve come a long a way,” said Doug MacMillan, director of retail services at Y.C.U. “As Cornwall grows, Your Credit Union will be there to support local individuals, families and companies.”

The new branch is open Monday to Wednesday, from 9 a.m. to 4 p.m. and Thursday and Friday from 9 a.m. to 6:30 p.m.

“With staffing, I think we’re going to keep growing. At some point we’re going to be chal-lenged, and we’ll open up a second floor on Second Street West,” said Y.C.U. CEO Joel Lalonde.

In 2012, Y.C.U. completed a $1-million facelift to its downtown Cornwall headquarters at 321 Second Street West.

“There’s so much pride linked to that site,” said Lalonde.

Y.C.U. has been a fixture in Cornwall for over 60 years, originally starting out as the Howard Smith Credit Union serving employees of the former Domtar paper mill. Since that time, the credit unions for employees of the City of Cornwall and the two former hospitals have joined Y.C.U.

Until a few decades ago, industrial waste discharged directly into the St. Lawrence River. These contaminants

settled and built up in high concentrations in the sediment along the Cornwall waterfront. The chief contaminant in this sediment is mercury, a toxic substance that stays in the River environment for years. With the closure of several industries and stricter environmental regulations, cleaner sediment has begun to settle slowly over areas of contamination, and a natural cap has been created. To manage the areas of contamination, the Cornwall Sediment Strategy Administrative Controls have been established to ensure contaminated sediment deposits located in 3 zones along the Cornwall waterfront be left in place, undisturbed, to allow a natural recovery process to occur over time.

Currently, historically contaminated sediments in these zones are stable and covered with a cleaner layer of sediment and therefore, do not pose a significant ecological risk.

However, any proposed development activities requiring dredging, filling, covering, piling, or scouring may have potential to disturb, expose or re-suspend these deeper more contaminated sediments. This is why partners in long

term protection have made a commitment to collaborate on safeguarding these sensitive zones along Cornwall’s waterfront.

To protect the environment the partners have developed a set of controls to prevent disturbance of the natural cap that has settled over the contaminated sediment. Under the controls, any new or modified docks need to be pre-approved before being constructed.

Approval is free of charge from Raisin Region Conservation Authority (RRCA) and allows for minor changes in the size or method of dock construction, design changes to be made before installation. It is also important to submit documentation on docks that have been installed after 2005. Owners who have installed a dock already, are asked to fill out a survey providing information on dock design and other basic information. This co-operation from Cornwall’s waterfront homeowners assists in protecting the health of the River. For more information and to see a detailed map visit www.rrca.on.ca. Pollinators are essential to Ontario’s agricultural sector. Without pollinators, much of the food we eat and the fields of flowers and trees we enjoy would not exist.

The ecological value of pollination includes food and shelter for wildlife and people, fuel and biomass, temperature moderation and the production of oxygen. Pollinators contribute approximately $992 million worth of economic activity annually to Ontario’s economy. Their decline is a serious problem that requires immediate action to ensure that Ontario’s food system and natural environment are protected.

That is why in an effort to improve the health of bees and other pollinators, the Province of Ontario has implemented a new Pollinator Health Strategy.

The Strategy has three components: a pesticide regulation, beekeeper financial assistance and an action plan. By implementing these components, the Province is confident it can move closer to an 80 per cent reduction in acres planted with neonicotinoid-treated corn and soybean seed by 2017, and a 15 per cent over-winter honey bee mortality rate by 2020.

A new pesticide regulation restricting use of corn and soybean seeds treated with neonicotinoid pesticides was introduced in 2015 as well as a permanent, self-sustaining insurance plan. Earlier this year, the Province presented its proposed Pollinator Health Action Plan.

A component of the proposed Plan includes the protection and restoration of pollinator habitat. Habitat loss is thought to be an important factor contributing to wild bee declines and most likely all pollinator declines.

Mixed and pollen-diverse habitat on farmland in close proximity to pollinator-dependent crops (e.g., buffer strips and hedgerows) or within cropped fields (e.g., wildflower strips) can improve pollination and potentially increase yields on some commodities. Establishing these areas may not require taking productive land out of service.Information on Ontario’s Pollinator Health Strategy is available at: www.omafra.gov.on.ca.

Great Lakes Great River St. Lawrence River RAP Update

The St. Lawrence is one of the longest rivers in the world, thus the reference o f “Big River” given to it in Mohawk. As an international waterway the River has suffered significant environmental stressors. Impacts delivered by industrial pollution, storm water, agricultural run-off, shipping, as well as large scale development have taken a toll over the decades. In 1984 Cornwall was listed as an Area of Concern (AOC) by the International Joint Commission.

Since then, significant local research and restoration efforts have been underway to identify and address the major issues. Today, as a result, we are beginning to see some improvement. However, there are always new concerns coming down the pipe. Problems such as marine spills, invasive species, microplastics, failing waste water infrastructure, chemicals, storm water, climate

change, as well as pharmaceuticals present new challenges.

A new international group based in Cornwall, The Upper St. Lawrence River Protection Network, brings together those groups, organizations, agencies, and individuals who are invested in the protection of this Great River so that our waters can be drinkable, fishable, swimmable, and sustainable for many generations to come. Upcoming projects for 2016 include several community-wide St. Lawrence River clean-ups, River information forums, and Riverkeeper Volunteer Training.

The Buzz on Pollinator Health

The Great Lakes play an important role in the lives of Ontarians. Ontario has 10,000 kilometres of Great Lakes and St. Lawrence shoreline, the longest freshwater coastline in the world. The Great Lakes contain nearly 20 per cent of the planet’s fresh surface water and are a primary source of drinking water, leisure, and also electricity for many communities.

Since 2007, Ontario has invested more than $140 million into 1,000 Great Lakes protection projects that have dramatically reduced the most harmful pollutants, restored some of the most contaminated areas, and engaged hundreds of partners and community groups to protect and restore the health of the Great Lakes.

In 2012, the Province of Ontario introduced the Great Lakes Strategy to map out how the Government of Ontario will support the vision of healthy Great that continue to be drinkable, swimmable and fishable. Ontario’s Great Lakes Strategy includes a commitment to reporting on progress after three years. In March 2016, the Province released the first progress report outlining some of the key accomplishments and new scientific findings during the first three years of Ontario’s Great Lakes Strategy.

The Ontario Great Lakes Protection Act was passed in November 2015. This new law reflects the goals and principles of Ontario’s Great Lakes Strategy, setting out detailed requirements for Strategy contents, reporting, as well as review.

The Act is designed to help address the significant environmental challenges facing the Great Lakes and St. Lawrence River Basin, including a changing climate. It identifies some initial priorities for immediate action, such as reducing harmful algal blooms. At the same time, this legislation enables public bodies to identify and target actions on priority issues and geographic areas. The Act provides new tools, including a forum to help improve collaboration among Ontario’s Great Lakes partners. It gives the authority to set targets along with action plans.

Geographically-focused initiatives will enable communities and governments to focus on actions on local or regional problems as well as establish or maintain monitoring programs on key ecological issues.

Même s’il est présente son premier album en carrière, la chanteuse Mélissa Ouimet est loin d’en être à ses premières armes musicales. La franco-ontarienne originaire de St-Albert a enfin réalisé le rêve qu’elle caressait depuis son enfance. «Je l’aurais sortie plus tôt, mais le parcours s’est dessi-né comme cela», note-t-elle d’abord. Mais ces quelques années passées ne la dérange pas outre-mesure.

De cette manière, elle a appris à se connaître sur scène, découvrir ses forces, mais surtout

savoir ce qu’elle avait envie de dire. «Je pense que je n’aurais pas sortie le même album à 20 ans que je sors maintenant», croit Mélissa Ouimet.

Un premier opus sur lequel elle a été bien entourée avec notamment Gautier Marinof (Marc Dupré, Jérôme Couture) à la réalisation et Luc Tellier au mixage. «Je voulais rassembler le talent de plein de monde», explique celle qui aime miser sur le travail d’équipe.

Elle a aussi collaboré aux textes pour quelques chansons, puis elle a collaboré sur la

plupart des mélodies. Sans vouloir tout con-trôler, elle a voulu être présente dans le proces-sus en studio. «C’est comme créer une robe que tu vas porter, il faut que tu l’assumes», image-t-elle.

Puis, le tout a été fait en français, d’un bout à l’autre. «Pour moi c’est important aussi parce que c’est ma première langue. (…) Je le crie haut et fort que je suis franco-ontarienne.»

Rappelons par ailleurs que la franco-ontar-ienne a signé un contrat avec l’étiquette

Musicor pour ce premier album éponyme.Lors de la troisième saison de La Voix,

Mélissa Ouimet avait pris part aux auditions à l’aveugle. Même si son aventure s’était à cette étape, elle dit ne pas regretter ce bref passage sur la scène de la populaire émission télévisée. «Je ne regrette pas d’avoir fait cela, c’est une expérience de vie qui est positive», estime-t-elle.

Ce premier album, elle entend bien le pré-senter sur scène en Ontario et au Québec

L’école Rose des Vents se transforme en muséeLe jeudi 7 avril dernier l’école Rose des Vents a

préparé une foire d’exposition de tous les beaux projets faits durant les modules de recherche du Baccalauréat International.

Fermez vos yeux, je vais vous faire visiter le musée avec mes mots. Tout commence au gymnase. Les élèves du jardin ont fait de superbes peintures avec diverses techniques dont celle du pointillisme. Les élèves de la maternelle nous ont fait vivre de belles émotions avec leur boîte à émotions, leurs clowns émotifs et leurs chansons.

Les amis de 1ère année ont étudié le vent et l’électricité. Ils nous avaient fabriqué de beaux moulins à vent. Les élèves de 2ème année nous ont fait voyager dans plusieurs pays du monde. On a bu du thé du Maroc, dégusté des biscuits de l’Angleterre, mangé des algues séchées et plusieurs autres mets succulents. Les 3ème années nous ont préparé pour la saison du jardin en nous partageant leurs connaissances sur la terre, le terreau, le sable et l’argile.

Les élèves de la 4ème année, nous ont partagé l’histoire des civilisations grecques et égyptiennes. Ils étaient vraiment des spécialistes! Tandis que nos élèves de 5ème, nous ont replongé dans l’histoire des autochtones en nous démontrant leurs totems et on a eu le privilège de lire leurs fables.

Le tour des 6ème années aura lieu le 16 juin. Ils nous renseigneront sur la voie maritime. Nous invitons toute la communauté de Cornwall à venir visiter cette

exposition. À la prochaine, de la part de notre école.

Les maires d’Ottawa et Gatineau officiellement sur le C.A. de la CCNLes maires de Gatineau et d’Ottawa pourront

assister à la prochaine séance du conseil d’administration de la Commission de la capitale nationale (CCN) comme membre sans droit de vote.

Annoncée il y a quelques semaines, l’arrivée des deux maires sur le conseil d’administration a été officialisée lundi matin par la signature d’une déclaration en présence de la ministre Mélanie Joly, responsable de l’organisme parapublic.

Cette présence était demandée depuis des années par le maire d’Ottawa, Jim Watson et le maire Maxime Pedneaud-Jobin s’est joint à cette croisade depuis son élection. C’était une des demandes principales des deux maires lors de la dernière campagne électorale.

Même s’ils ne pourront pas voter, les deux maires estiment pouvoir influencer les décisions de la CCN en étant sur place. Jim Watson souligne qu’il travaillera pour obtenir un consen-sus de la part des membres du conseil

d’administration. «C’est meilleur pour les déci-sions d’avoir un consensus.» «L’essentiel pour l’instant est d’être à la table et de pouvoir s’exprimer», a indiqué pour sa part Maxime Pedneaud-Jobin.

DossiersJim Watson espère que cette arrivée à la CCN

permettra aux deux organisations de travailler mieux ensemble et d’avoir plus de communica-tions. Ce sera notamment important dans des projets comme le train léger et le développe-ment des plaines LeBreton, indique-t-il.

Pour sa part, Maxime Pedneaud-Jobin espère que l’ajout de Gatineau au sein du conseil d’administration mettra fin à une décennie de relation qui a connu des hauts et des bas.

Le maire de Gatineau cible entre autres le développement des rives comme dossier important. Non seulement pour la rivière des Outaouais, mais pour le ruisseau de la Brasserie aussi. «Il y a des plus petits dossiers que je vais suivre de plus près comme Kruger»,

ajoute-t-il.Si les deux maires peuvent participer aux

discussions du conseil d’administration de la CCN, il reste encore certains éléments à régler, notamment comme l’information pourra être partagée aux autres élus et à la population.

«On a déjà eu des discussions avec la CCN et M. Watson, mentionne Maxime Pedneaud-Jobin. Qu’est-ce qui est confidentiel, qu’est-ce qui ne l’est pas? À quel moment on a le droit de transmettre ça aux élus? Je ne parlerai pas de mécanique pour l’instant, mais c’est une des préoccupations qu’on a. Comment cet échange d’information se fait dans le respect des règles de la CCN et dans la volonté des deux maires de faire les choses de façon transparente?»

Les maires de Gatineau et d’Ottawa pourront assister à la prochaine séance du conseil d’administration de la Commission de la capitale nationale (CCN) comme membre sans droit de vote.

Ingredients1 tablespoon yellow cornmeal2 (8-ounce) pieces of homemade or purchased pizza dough, recipe follows 6 teaspoons extra-virgin olive oil

1 1/3 cups, grated pasteurized mozzarella 2 Roma tomatoes, cut crosswise into 1/4-inch-thick slices 1/4 cup grated Parmesan 1 large garlic clove, minced, optional 6 fresh basil leaves, plus extra for garnish 1/2 teaspoon salt

Pizza Dough: 1/2 cup warm water (105 to 110˚F) 2 teaspoons dry yeast 2 cups all-purpose flour 1 teaspoon salt 3 tablespoons olive oil

Directions Mix the warm water and yeast in a small bowl

to blend. Let stand until the yeast dissolves, about 5 minutes.

Mix the flour and salt in a food processor to blend. Blend in the oil. With the machine running, add the yeast mixture and blend just until the dough forms.

Turn the dough out onto lightly floured sur-face and knead until smooth, about 1 minute.

Transfer the dough to a large oiled bowl and turn the dough to coat with the oil. Cover the bowl with plastic wrap and set aside in a warm draft-free area until the dough doubles in vol-ume, about 1 hour. Punch the down dough and divide into 2 equal balls. (The dough can be used immediately or stored airtight in the refrigerator for 1 day.)

Position 1 oven rack in the center and the second rack on the bottom of the oven and pre-heat to 450 degrees F. Sprinkle the cornmeal over 2 rimless baking sheets. Roll out each piece of pizza dough into a 10 to 11-inch-diameter round. Transfer 1 dough to each prepared baking sheet.

Drizzle 2 teaspoons of oil over each pizza dough. Sprinkle the mozzarella over the pizza dough, dividing equaling and leaving a 1-inch border around each pizza. Arrange the tomato

slices in a single layer over the cheese. Sprinkle with the Parmesan. Arrange basil leaves on top, drizzle with a little more olive oil and sprinkle gar-lic all over. Bake the pizzas until the crusts are crisp and brown on the bottom and the cheese is melted on top, about 15 minutes. Drizzle 1 tea-spoon of oil over each pizza. Sprinkle with basil for garnish and salt. Cut the pizza into wedges and serve immediately.

suddenly and tragically taken from us too soon on April 12, 2016. Beloved husband of Lisa (Bissonnette). Father of Dana and Niki Provost. Stepfather to Ryan and Emily Sabourin. Step Grandparent to Chloe. Son of Raymond Provost and June Frost. Brother of Danny, Doug and Andrew. Born in Montreal on May 3, 1959. He spent most of his life in Laval West, but most recently resided in Lunenburg. Dave was extremely popular with all who were blessed to know him. His constant humour and infectious smile will be missed by many. Dave loved riding his Harley and hanging out with family and friends.
