The purpose of this memorandum is to request approval of the attached Corps of Cadets Facilities and Programming Study.

The Office of the Commandant commissioned Ayers St. Gross (ASG) Architects to develop this plan for the next phase of facility construction and renovation to support our growing student population in the Corps of Cadets. ASG worked this project concurrently with their development of the new Campus Master Plan (CMP), and we believe the Corps plan ties seamlessly into the CMP and supports its goals and objectives.

The process for the development of this document included input from a cross-section of the campus community including students and the other units with interests in the south side of campus such as Residence Life, Recreational Sports, Transportation Services, Chartwells, Veterans Services, Office of the Vice President for Student Affairs, and the University Architect.

Corps Facilities and Programming Plan On April 12, 2017 the Design Review sub-council reviewed the Corps of Cadets Facilities and Programming Plan as presented by representatives from the Corps of Cadets and Ayers Saint Gross. With the adoption of the 2017 Campus Master Plan, this plan is proposed to guide the facilities and program for the Corps area. This plan would set the precedent for future facility and programming plans from other colleges and entities. The plan focuses on the programmatic needs of the Corps, how that translates into physical facility needs, and how these needs tie into the Campus Master Plan (CMP). The 2017 CMP is the guiding document in terms of land use, design guidelines, and all other elements as described within the master plan. The Facility and Programming Plan builds off of the 2012 Corps District Plan in terms of physical building needs. The Corps currently has approximately 2,600 cadets and is assigned to approximately 850,000 gsf. Corps enrollment is projected to grow to about 3,000 cadets by 2020. Guiding principles of the plan are to accommodate growth, repurpose and reorganize existing facilities, and renovate key program areas to improve daily life of the cadets. The Corps of Cadets program falls within the Southside character zone of the CMP. This zone currently has about 1.7 million gsf, and the CMP notes there is potential to add an additional 2.6 million gsf. The plan is in alignment with the Campus Development Plan as projects demonstrate synergies and intermixing of program uses, open space is reinforced by creating new spaces in between buildings, existing and new pedestrian connections are reinforced, and view corridors are maintained. The site and context development shows an increase in density, creation of quads and courtyards, an increase in connectivity between buildings, and matching building massing to the appropriate context. A plan for facility demolition and growth identifies a total of 213,500 gsf for demolition, and 640,000 gsf for new construction. This plan is outlined to help the Corps determine how to move forward with new buildings and determine priorities for fundraising. Planned projects that are included as part of the Corps plan are:

• Commons/Corps Transition. Improve edge conditions with a separate bicycle lane, enhancement of green spaces, and improvements to the entrances.

• Trigon Parking Lot. Remove surface parking lot, create a new connection from Lubbock Street to Rudder Tower, improve landscaping, screen bike parking areas.

• Trigon Addition. Demolish the existing addition and replace with a 4-story addition of 40,000+ gsf for offices and classrooms that adheres to heritage conservation guidelines.

• Dorm Connections. Complete the vision for living/learning spaces. Addition of an LLC, Officers Club, and additional housing capacity.

• Duncan Dining Hall (Expansion). Historic brick façade would remain, but the rest of building would be demolished and replaced with a two-story expansion for dining and meeting space.

• Corps Service Center. Demolish Military Property Warehouse and Adams Band Hall. Phase 1: Relocate military property warehouse on lot 40A with service entrance off Spence Street. Not intended for long-term ware house storage but as a uniform distribution center which has daily interaction with cadets. Phase 2: Long-term plan is to construct a service center which would include a barber shop, officers club, meeting space, etc. Haney Drill Field would remain as an open space with addition of a track for use by the campus community. Addition of a leadership reaction course.

• Simpson Drill Field Stands. Relocate stands to north side, add built-in seating, paving and shade structures for 1,000+ seats total. Add standing room on west end. Improve drainage issues and plant trees on perimeter as necessary.

Other planned projects related to the Corps and in collaboration with other entities are: • Satellite Recreation Center. In collaboration with Rec Sports and Residence Life. New facility to

be located east of Bizzell Street at edge of golf course. Purpose for interdisciplinary use, serving southside residents, faculty and staff, and cadets. Intent is not to be viewed as only for the Corps. This is identified as a top priority for Corps and recreation services and ties into the President’s wellness initiatives.

• Music Activities Center (MAC). • Aggie Band Dormitory. • Lewis Street. Removal of small surface lots, convert roadway to limited access, reduce width of

road, screen service areas, add green space. At southwest corner of Lewis and Coke Street, create a Corps-specific gateway or other identifying element intended to define the entry into the Corps dorm area similar to the arch plaza on the north end. This would relate to the edge condition established at the MAC.

• Nagle Street. Continuation of pedestrian walkway into Corps Quad, remove roadway and surface parking, enhance greenspace at Peterson building, resize to allow for large groups of pedestrians and service vehicles, maintain fire, safety, and service access.

New housing and parking structures are identified within the 2017 CMP as long-term future development. Representatives from the Corps noted that over the past six years cadet enrollment has grown from 1,800 to 2,600. The President has approved the Corps’ new goal to grow to 3,000. In addition to this growth, the Corps has seen great improvements in its academic performance, and they believe the new facilities have played a large role in that. This plan will allow the Corps to build on that momentum.

DRsc members noted that this plan reinforces the 2017 Campus Master Plan from a connectivity perspective and in building placements. The data in this report was presented in a way that illustrates the plans integration with the CMP and is a good template for future plans by other entities. Recommendation The DRsc voted to recommend approval of the Corps Facilities and Programming Plan with the following caveats:

• All comments noted within the attached draft plan dated April 2017 should be incorporated into the final report. Comments mainly address that the 2017 Campus Master Plan is intended to be the primary document in regards to land use and design guidelines. Per the 2017 CMP, Facilities and Programming Plans are meant to address programmatic facility needs. They will acknowledge and at times address development of physical connections, but are different in principle and intent from the previously used District Plans which set land use boundaries.

• Approval of the plan is limited to use as a guide for prioritizing and fundraising efforts to help set a plan for future growth.

• As funding becomes available and projects are ready to proceed with implementation, they need to be submitted to the CBE for review and approval.

The FUPsc has considered the request by the Commandant of Cadets to approve the Corps of Cadets Facilities Programming Study. As noted in the attached memorandum, the architecture firm of Ayers St. Gross was commissioned to develop a “plan for the next phase of facility construction and renovation” for the Corps of Cadets. The same firm is currently developing the new Campus Master Plan (CMP) so the Corps plan should align with CMP goals and objectives.

RECOMMENDATION The Council for the Built Environment’s (CBE) Facilities Utilization and Planning sub-council (FUPsc) recommends that the CBE support the request to approve the Corps of Cadets Facilities Programming Study.

SUBJECT: CBE TRsc Recommendation: Corps Facilities and Programming Plan

On May 15, 2017, Will Schrank, Assistant Commandant-Logistics presented to the CBE's Technical

Review Sub-council on the proposed Corps Facilities and Programming plan to develop the next phase of

facility construction and renovation to support our growing student population in the Corps of Cadets.

Recommendation

The Technical Review Sub-council supports the proposed Corps Facilities and Programming plan and

recommends approval, provided the following issues/concerns are addressed and funded.

EH&S: Campus lighting standards must be met for exterior sidewalks and gathering areas.

We recommend that high quality, outdoor surveillance cameras be considered throughout the area.

Facility Services:

The design team needs to ensure that the project does not increase the rate of storm runoff into local

creeks.

The project team should coordinate with Grounds Management for landscaping and irrigation concerns.

The project team should ensure that the facility is designed to minimize, as much as practical, the effort

needed for future maintenance. It is preferred that items requiring maintenance be easy to service, be

easily accessible from ground or floor level, have generous clearances and be easy to isolate from

energy sources with minimal impact to the rest of the facility. Elevated items requiring maintenance

that are difficult to service by ladder or lift should have permanent maintenance access platforms with

permanent stairs or ladders, built-in fall prevention, and davits for hoisting parts and tools.

Utilities and Energy Services: TAMU UESiooks forward to working closely with the project and design team to ensure that all campus requirements are met and that the project is successful.

The TAMU UES will need to work closely with the corps planning to develop a realistic time line for these improvements to be made, so that we can plan our utility infrastructure needs in step with the proposed growth.
