• Define terms of reference/guiding principles that would be applicable to any development/initiative proposed for the Waterfront 

• Within the general guidelines of the 1999 Saint John Waterfront Strategic Plan, actively promote and prioritize the development of public and private initiatives on the Waterfront 

• Enhance opportunities for civic pride and public enjoyment of the Waterfront

• Encourage and facilitate participation in the Waterfront development process by the public and private sectors (including community groups)
