SUBJECT: BIDDING AUTHORIZATION - Sewer Relining and Rehabilitation Project

RECOMMENDATION: That City Council authorizes bidding of the Sewer Relining and Rehabilitation Project at a cost not to exceed $2,800,000.

BACKGROUND The 2014 budget includes $2,000,000 for work identified as sewer line re-grouting and relining. There are two separate segments of this project, both of which have been designed in-house. As a result of the design being completed, the scope of the project identified, and quantities known, the City Engineer estimates a cost of $2,800,000 for the Sewer Relining and Rehabilitation Project. The two segments of the project are:

Southwest Interceptor Project - Relining pipe and manholes on about 9,000 lineal feet of sewer lines that extend from the Hawk's Nest Subdivision and ending at CR25A at the Southview Subdivision. This is an interceptor sewer line and ranges in size from 24" to 36". The engineering estimate on this segment of the project is $1 ,800,000.

Northeast Sewer Project - Relining pipe and manholes on about 15,000 lineal feet of 8" and 1 O" pipe and associated manholes in the northeast side of the city, bounded by Staunton Road and N. Market Street. The engineering estimate on this segment of the project is $1 ,000,000.

The intent is that the expenditure be authorization from the Sewer Fund balance, to be repaid into the fund from bond proceeds later this year. The additional cost has been reviewed with the City Auditor, who advises that he can support the funding of the additional cost from the current Sewer Fund balance at this time with the understanding that the bond proceeds will replenish the fund balance. Depending on other expenditures from the Sewer Fund, a reappropriation may be needed prior to year end.

REQUESTED ACTION It would be appreciated if you would assign to a Committee of Council authorizing the Director of Public Service and Safety to advertise for bids and enter into a contract for the Sewer Relining and Rehabilitation Project at a cost not to exceed $2,800,000.

SUBJECT: BIDDING AUTHOR/IA TION - SIDEWALK REPAIR PROGRAM PHASE 8

RECOMMENDATION: That City Council authorizes bidding of the Sidewalk Repair Program Phase 8.

BACKGROUND Following Council's approval of the Resolution of Necessity regarding the repair/replacement for Phase 8 of the Sidewalk Repair Program, property owners received notice that the City would contract for the repairs not made by April 4. Of the 134 parcels in Phase 8, the owners of about 120 parcels did not obtain permits. Phase 8 has been identified as the area east of the spur railroad, north of Main Street, west of Mulberry and south of the river.

The City Engineer estimates that the current work to be performed under the City's contract will not exceed $232,000, which is less than the $250,000 budgeted. The contract also includes replacing/ establishing handicap ramps at intersections within the area.

PROCEDURE FOR SIDEWALK PROGRAM Following the bidding/contracting/completion of the sidewalk repair program, property owners may pay the City for their share of the project. For those that do not make payment, the work will be assessed to the taxes as necessary to be paid over a five-year period.

REQUESTED ACTION It would be appreciated if you would assign to a Committee of Council authorizing bidding for Phase 8 of the Sidewalk Repair Program at a total cost not to exceed $232,000.

SUBJECT: Sidewalk Repair Program Round 8 Authorization for Bidding

DATE: April 14, 2014

Property owners had until April 4, 2014 to obtain permits for the sidewalk repair program. Very few of the property owners have pulled the necessary permits.

The budget includes a total of $250,000 in 441.881.5651 for the Annual Sidewalk Program. We are expecting the cost of work to be less than $232,000

Staff is requesting authorization for bidding Sidewalk Repair Program 8 at a cost not to exceed $232,000. This will provide adequate funds to replace the sidewalk that was not completed by the property owners.

I will be available to answer any additional questions on this program.
