    Public Participation:

    Leah Gill, Acting as Tenant Representative for Butter Brook Hill Apartments,requested the Commission to look over and take possible action on items of concern, seeattachments submitted by L.     Minutes of the Advisory Board

    G.O. Reynolds thanked the Advisory Board for their time and dedication.C.M. Haglund stated that at the Advisory Board's Special Meeting on October 27,

    2011 the Board voted to take over the Wheels Program from the Red Cross. The Board willresearch the insurance issues and speak with an attorney regarding logistics. They are hopingto be in place by February 2012.

    G.O. Reynolds stated that she would like to have the Wheels Program on next month'sAgenda.

    Reports:

    Program Coordinator'sA motion was made to accept the Program Coordinator'sreport for September and October 2011: M.J. Lundgren. Second: R. Lathrope. Acceptedwithout objection.

    J. Wonsey spoke about all of the successful programs held in September and October.Flu Clinic went well. Living Will & Power ofAttorney will be back in January 2012.

    Senior Services Counselors' A motion was made to accept the Senior ServicesCounselors' report for September and October 2011: M.J. Lundgren. Second: R. Lathrope.Accepted without objection.

  • N. Cronin stated that Energy Assistance is off and running and going well. KimberlyClark's insurance is changing and had several seniors confused, we were able to advise withseveral plans. Received several calls from VNA for home referrals.

    L. Kelley stated that Med -D has changed enrollment dates to Oct 15 thru Dec 7. Wedo have volunteers helping. Energy benefits are lower this year, Operation Fuel got Statefunding, Community Fuel Bank minimum delivery of 100 gallons.

    C.M. Haglund stated a fund raising Walk- a -Thon will be held on January 8, 2012 forthe Community Fuel Bank ofNew Milford — Goal $20,000.

    Director's Report A motion was made to accept the Director's report for Septemberand October 2011: M.J. Lundgren. Second: R. Lathrope. Accepted without objection.

    C.M. Haglund stated that she is working with the Advisory Board on the WheelsProgram.

    Have been meeting with Mayor regarding the power outage in New Milford. We aredoing well checks, Youth Agency, MAXX is cooking, several seniors have been using theshelter.

    G.O. Reynolds stated that Joe's Salon is offering free hair washing.Goals and Objectives — G.O. Reynolds stated that she would like the Commission to

    take the Goals and Objectives home and review for the next meeting. See attached.Meeting Dates for 2012 - C.M. Haglund requested the Commission to approve a

    meeting date change from the First Thursday of each Month to the Second Thursday of eachMonth. See attached. A motion was made to accept the meeting dates for the SecondThursday of each Month in 2012. M.J. Lundgren. Second: R. Lathrope

    Re: The Residential Experience at Butter Brook Hill Apartments

    This report is a request for action on the lack of transparency in the operation, financialmanagement, accountability, performance and communication by the New MilfordInterfaith Housing (NMIH) Board of Directors, the administrator and maintenancesuperintendent of Butter Brook Hill Apartments (BBHA).

    We request your investigation of issues raised here - the BBHA residents' experienceand decline of the BBHA community

    Foremost, we request you convene a meeting of the clergy of St. John's EpiscopalChurch, St. Francis Xavier Roman Catholic Church, the United Methodist Church of NewMilford and Temple Shalom. The First Congregational Church of New Milford chartereda board of directors with the four congregations. The New Milford Interfaith HousingInc. is a CT non - profit 501 [c]3 corporation organized in 1970. Exhibit

    Experience to Action=

    The catalyst for my concern was a simple inquiry to Carol Staib, NMIH President,regarding the non - profit tax status. The shocking response came July 29 from PatRedmond as I was going to my car. Aggressively rushing toward me, she demandedstop, I need to talk to you now, go to my office ". Puzzled and wary, I asked why.Seriously upset, she scolded me "you must only speak with me, no -one else, you're atroublemaker, we don't want you here, you don't know what you're doing ".

    I replied as she worked for DeMarco Management Exhibit I left the brief. voicemail forCarol Staib, Board President. I spoke with no one else. ,Pat Redmond carried on, fistsclenched at her side and literally in my face said, "you'll be out of here fast, we don'twant troublemakers like you ". Again she demanded I go to her office, I declined andagreed to meet her Monday morning. I saw onlookers at the bus stop and a neighborleft her car and commented on what she overheard.

  • Why would my simple inquiry on NMIHnonprofit tax statuscause Carol Staib and Pat Redmond such alarm?

    Monday morning August 11 met Pat Redmond at the office and requested, as allowed,information on the anticipated real estate taxes. Exhibit ( Note: unless renegotiated,the Town's property tax exemption expires July 2014.1 Before she handed me a paperfrom her desk Pat told Linda, her assistant, to "lock the door and put the closed signout ". As this tax "Certification" reluctantly handed me was important, I hurriedly madea copy and left.

    Pat Redmond made two serious efforts to intimidate me with threats, by demeanor andgestures. Not one to be intimidated I sensed an underlying reason for the demonstratedalarm. Word of my encounter circulated quickly and enough residents related theirexperiences and concerns to prompt my assuming the role as Acting Temporary TenantRepresentative.

    Your Support

    We wish to be very clear - the purpose of this report is to inform community leadersand request investigation of resident concerns and management.

    We believe you haven't toured the BBHA property in some time, unannounced. Haveyou shown interest in meeting residents and viewing their apartments? Residentsshouldn't have a collective sense of neglect from community leaders.

    New Milford is a small community and our request may pose a dilemma - NMIH

    Board, clergy and organization members may be your friends, acquaintances,congregants or business associates. If in your leadership and community activities youhave been aware of BBHA issues, perhaps you inadvertently overlooked or dismissedthe information. As members of the Commission on Aging you, of all residents, shouldbe involved for any number of reasons, especially as our town, state and federal taxescontribute to the support this senior residential community.

    Operating funds have been and are expected to be limited - underscoring the need for aserious examination of NMIH and BBHA operations. Residents are concerned that NMIHBoard's and the administrator's lack of transparency and accountability is inappropriatefor a government subsidized faith -based non - profit.

    The public image portrayed by BBHA administrator Pat Redmond is misleading.Her administrative position on the NMIH board and absolute authority at BBHA is

    obscured by DeMarco Property Management. It appears that DeMarco PropertyManagement services are illusory, unlike the transparent management servicesthe same DeMarco provides the local Chestnut Grove board and residents.

  • While ostensibly a DeMarco employee, Pat Redmond is administrator on theNMIH board. Does this not conflict with Connecticut General Statutes,Corporations: "Material relationship" ---means a familial, financial, professional oremployment relationship that would reasonably be expected to impair theobjectivity of the director'sjudgment when participating in the action to betaken • • • " yet

    Pat Redmond appears to be the absolute authority in all BBHA matters -business, resident, management and more.

    The NMIH Board and BBHA administrator Pat Redmond turned down a grant of200,000. The grant required (maintenance ?) management records be submitted.The grant was declined and subsequently the funds were used for Townsidewalks.

    Residents frequently report being subjected to the dismissive, imperious attitude,lack of interest, deliberate misinformation and denials, centralized control by theBBHA administrator, Pat Redmond. She refuses to provide a signed or initialedreceipt of resident complaints or give written permission for resident requests -enabling her to deny or create issues as suit her purpose. There is no e-mailprovided to document resident complaints or issues.

    Resident interest and participation in the BBHA Association has seriouslydeclined to irrelevant as residents' share a collective understanding that

    management and board overtly discourage Association initiatives. There is noforum and officers deliberately limit focus to social activities. On Sept 12Association officers, urged by Carol Staib and Pat Redmond, declined my requestand closed comment on a Tenant Representative position.

    Board president Carol Staib and Pat Redmond attended this September 12meeting. This entire meeting was tape - recorded but has not been transcribedand distributed as is customary.

    Residents want these September minutes published per to By -Laws as theydocument our need for an open resident forum. Association meetings onlydiscuss and vote on parties and social events, not BBHA issues of interest orconcern. The October minutes were distributed though. Exhibit Fact is, theAssociation is not independent, it is an extension of the BBHA administrator andthe NMIH board.

    Example: The May 4, 2006 $24,721.09bequest from Agnes Armstrong Exhibitto the Butter Brook Program to support resident activities" is controlled by the

    NMIH board, not the Association. After approval by Association vote theadministrator approves and processes disbursements. The funds are in a NMIHaccount.

  • In 2006 the BBHA bulletin boards, shuffleboard, bocce, horseshoes and craftarea/storage were removed but not replaced. Why? Was it by Association vote ?.

    All HUD required postings and communications were removed at the same time.Here again are examples of the administrator and board's limiting communicationby and among residents, their rights and contacts.

    New Milford Interfaith Housing Inc. is a 501c -3 faith -based non - profit CTcorporation organized in 1970 Exhibit

    In 2006 a private NMIH Corporation was formed under the same name Exhibi asa property management firm according to Dun & Bradstreet, Moody's, Standard

    Poors and Hoovers background and financial reports.

    This private NMIH has annual revenues of $774,917 (2010) and employs 12.Who are the employees, what are job descriptions, responsibilities and where dothey work? Is this a non - profit too?

    Did my inquiry on the non profit tax status ofBBHA relate to this?

    Does this private company provide revenue - generating services to propertiesother than BBHA? How are revenues taxed? Pat Redmond is a NMIH board

    administrator and ostensibly employed by DeMarco Property Management. Isshe paid as board administrator, BBHA administrator and/or as the DeMarcoBBHA administrator?

    Why is DeMarco Property Management contracted for BBHA when the privateNMIH, owning BBHA, publicly declares itself a property management firm? Whydoesn't a DeMarco employee, perhaps V. Boothroyd, ever communicate or signcorrespondence. Just what does DeMarco Property Management do for BBHAresidents?

    According to CT Statutes, §20 -450 to 20 -462, all property management firmsand community association managers must be registered with the State. NeitherNMIH, its board members nor Pat Redmond have applied or are licensedaccording to current state records.

    There are reports that the HUD- supported recent renovation funds wereinsufficient. Serious concern continues over many safety issues not begun orincomplete (fire code violations, railings, steps, stairs, doors and more).Lack of financial and construction oversight, the apparent casual inspections andapparent blueprint issues resulted in the expenses of re -doing deck footingsafter the decks were built, re -doing deck stairs and railings to comply with codeand more.

  • Why was the dangerous main staircases not replaced at the start of therenovations Despite the serious safety issues, it was replaced in mid October.Exhibit

    It appears there is no maintenance accountability - timecards, scheduled work,equipment maintenance, etc. On -site apartment is provided to this singlemaintenance superintendent. His hours are M -F, 7 -3.

    A timely and thorough walking inspection throughout the BBHA is necessary.Dated photos are available to support our maintenance claims.

    Our Community House generator went missing years ago but has not beenreplaced. We believe it is necessary in case of emergency.

    Why is there no bus shelter?

    Why are there no secured resident storage units? Why are there no assignedstorage units? Why were 4 storage units framed out some years ago but notenclosed (Bldg A), not completed? Building materials, 2x4's, fencing, etc remain.

    Existing storage is a single large room with boilers/water heaters /plumbing -residents are on their own to find space, it is not assigned. Residents must stackitems, they cannot be secured or locked up. Otherwise locked, the StorageRooms are only open Wednesdays 7a -3p. Anyone can enter during this time.

    Why is there no sign - in/out procedure to protect residents? Aides, visitors,vendors, anyone - is free to roam about. Why no cameras strategically placed?

    Furnishings, miscellaneous household goods, window treatments, air conditionersetc. are often donated to the Association when apartments are vacated. They gomissing. Some are antiques and many items are in fine condition. There are norecords or pictures nor receipts given.

    Apartments are vacant for weeks, even months = lost revenues.

    How long does it take to prepare an apartment?

    What are the NMIH, board, its membership and employees' relationships withvendors and installers? What independent expertise and recommendations areacknowledged? Are purchases /labor price compared? Are bids sought?

    On December 27, 2010 New Milford Police and the ambulance reports documenta delayed emergency transfer to the hospital. Exhibit The fire lane was not

  • passable and help was called in to clear the snow. During the wait the residentrequired CPR and on arrival was admitted to ICU. He passed.

    The delay may not have affected the outcome, but why were the fire lane andwalk not adequately cleared? The apartment is at the bottom of thefire lane. The GlenAyre drive was plowed and walks cleared. Our residentmaintenance man wasn't available and no effort was made to be sure it was

    plowed and clear. Weather records indicate 8" snowfall that day but the recordsnowfalls began days later.

    In late August ambulance crew could not locate a resident as there are no

    apartment numbers outside each unit as required by fire code: The resident wasadmitted to the ICU and remained hospitalized for weeks. All siding wascomplete six months ago — why this delay?

    There are other concerns not included here but available and supported bydocuments and dated photos.

    On behalf of the State of Connecticut, it is a pleasure to extendgreetings and congratulations as you celebrate the 25th anniversary ofButter Brook Hill Apartments on May 15, 1998.

    Founded at the initiation of the First Congregational Church, with acharter board of directors that represented four other worshippingcongregations, you held your opening dedication ceremonies onDecember 30, 1973.

    For twenty -five years, elderly residents of New Milford have found aspecial home at Butter Brook Hill -- and ten of the current 116residents have been here all of those years.

    In recognition of the singular vision of the Rev. A. Russell Ayre, and thededication of all who helped bring his dream to reality and who havekept it alive for a quarter - century, I salute you on this memorableoccasion.

    The New Milford Senior Citizen Advisory Board, Inc. is a not for profit, tax exempt organizationthat serves in an advisory capacity to the New Milford. Senior Center staff providingrecommendations for and support ofprograms to benefit the senior cibzens.ofNew Milford.

    Specifically, this group will work with the Director and/or Program Coordinator to:

    1. plan and coordinate a variety of special events, enlisting the assistance of other seniorcitizens and community groups;

    2. plan and coordinate programs for the enrichment ofarea senior citizens. A majorfunction ofthe group is initiating and assessing new programs;

    3. offer a variety of opportunities for senior citizens to contribute time and talent to theSenior Center and the community ofNew Mi ford. Contacts will be made withcommunity agencies to determine need;

    4. provide direct financial support for programs or activities through fundraising orcontributions given by organizations and/or individuals.

    The Senior Citizen Advisory Board provided funds for and served as hosts for two special eventsin 2009. Both the Newcomers Event and the 90 Plus Birthday Party were very successful. Duringthe year members assisted with other celebrations, the annual flu clinic and Health and Wellnesspromotions. A new sign was planed at the front ofthe Richmond Center identifying the Healthand Wellness Center. In May the group sponsored a 25 Anniversary Celebration of the SeniorCenter presence in the Richmond Center.

    Examples of direct financial support include the purchase of food for the Thanksgiving mealprogram for shut Ans, the provision of scholarships for Senior Center classes, as well ascontributions to the Social Services Department and the United Way for specific projects.Advisory Board members also approve the allocation of fiords to low-income elders who may beexperiencing temporary financial difficulty. These fiords are made available through thegenerosity of a former Advisory Board member, Mary Miller, the CT Community Foundationand the Thrift Mart ofNew Milford.

    Supervisor Role

    Available in person or reachable by phone or email on Mondays thru Thursdays duringprogram hours with in- person presence some mornings and some afternoons (hours /week) to maintain contact with office and driver volunteers (Volunteers answerphones and schedule clients /drivers. Currently, 3 office volunteers are usually in from 8:30a.m. to 12:00 p.m. on Monday - Thursday mornings.)Supervise as well as interview, select, and train new office and driver volunteers includingdoing routine background screenings

    Interact in a positive, effective manner with all volunteers, clients, and new agencyresponsible for program

    o Assure that daily drive schedules are complete, correct, doable, and copied for driverclipboards after initial preparation by office volunteers (Supervisor needs adequatecomputer knowledge and understanding of various driving times.)

    This Special Meeting is for the Wheels Program, should the Advisory Boardoperate the Program. Some of the logistics need to be worked out. A committee should beformed to help assist with the transfer. Some of the logistics to be discussed include, carinsurance, gas, maintenance and repairs, office space and equipment, etc. previousfunding has come from various sources that would be explored once the Advisory Boardtakes over. The Wheels Program will have to be a separate fund. Cheryl Bakewell will beat the November 10, 2011 meeting, and Carolyn Critelli and Carolyn Haglund can discussdetails of finances with her then. Red Cross has 15 drivers, and the schedule coordinatorswill stay on for at least 6 months. Carolyn asked for a separate committee to help with thisundertaking, members are to let her know at the next meeting their intention. A motionwas made to take over the operation of the Wheels Program from the Red Cross. SamDeLuca. Second: Carolyn Critelli.   • REPORT OF MUNICIPAL AGENT /SENIOR SERVICES COUNSELORSTO THE COMMISSION ON AGING

    In the month of September we have observed some interesting developments. We areprocessing a very steady flow of energy assistance applications. This past week, wereceived notice of the Energy Assistance Plan FFY 2012 and how it will be implementedin the state of Connecticut. This year's plan will substantially cut benefits to utilityheated customers. State law prohibits utility companies from shutting off services duringwinter months. Therefore, clients who heat with deliverable fuels are considered themost vulnerable. All other eligible households will see some cut in assistance over lastyear's award. We have applied for a grant though the Connecticut CommunityFoundation. The money from this grant will be used for weatherization projects. Thiswill help clients conserve fuel so that their fuel supply will last a little longer.

    Several Kimberly Clark retirees have met with us to discuss their health insurance whichwill be changing in the new year. Kimberly Clark has contracted with a health insurancemanagement company called Extend Health. These retirees will need to elect aprescription drug company as well as a company for medigap insurance or they canchoose a Medicare Advantage plan. These retirees also have the option of enrolling indental and vision plans. Then, depending on each retiree's annual benefit earned throughemployment with Kimberly Clark they will be able to be reimbursed for premiums,deductibles and co- pays.

    Another trend we have seen is that we are receiving several referrals coming from theNew Milford Visiting Nurses Association. The VNA has received a grant to promoteadult health. As a result they have identified individuals in our community who may beeligible for services they did not even know existed. These services include theMedicare Savings Program and the Connecticut Home Care Program for Elders.

  • REPORT OF MUNICIPAL AGENT/SENIOR SERVICES COUNSELORS

    TO THE COMMISSION _0-N ACING

    This October has a different feel to it as compared to previous Octobers. Some of thereasons for that is that the Medicare D and Medicare Advantage Plans open enrollmentperiod was moved up from November 15 through December 31 to October 15through December 7 For the last two years we have seen a decline in the number ofMedicare D re- enrollments /enrollments. It seems that some people are becoming tired ofhaving to review and change their prescription plans every year and if their plans haveworked for them this year, they decide to keep them for next. That being said, wecontinue to see many people who prefer to keep up with getting the best deal each year.

    Another change for this fall is that the Energy Assistance Program will not begin untilNovember 15 as compared to November 1St in previous years. This has created a slighthardship for those who depend on fuel at this time each year, but most are hoping thatthey still have enough in their tanks to hold them over for two more weeks. The difficulttime will be after their assistance run out because this year's awards are around $500 lessthan they were last year. We are working on building our community fuel bank to try tomake up at least some of the financial burden that these families will experience.

    Goal 1: Programming to bring in the younger "baby boomer" seniors, targeting male members

    1. Objectives

    SpringOpen House Showcase for the senior center and draw in new and younger seniors.

    Funding would come from the sustainable programs and Advisory Board as a partnered host.

    Goal 2: Counselors Offer three Roundtable Discussions

    Objectives:1. Navigating the Probate System — invite the Housatonic Probate Judge to explain and guide

    people through the probate process, winter 2011 -12.2. Employment: Preparing for and Landing a Job — An interactive discussion of needs and

    concerns about obtaining and maintaining employment, spring 2012.3. Transitioning into housing and a Lifestyle that meets your needs - An interactive discussion

    about learning how to deal with change and transition in later life and strategies for movingforward, spring 2012.

    Goal 3: Overall agency services: Increase capacity of agency services, chore service and transportation.

    Objectives:

    1. Seek financial support from Western CT Area on Aging, and CT Community Foundation2. Establish annual application/referral process for grants, fall 2011, and spring 2012.3. Hire, train and incorporate substitute driver to decrease interruption of services, fall 2011.4. Develop guidelines and logistics for chore service, winter 2011 -2012.

    Goal 4. Office to offer Notary Public Services:

    Objectives:

    1. Linda to complete course work, spring 2012.
