(4) FRANCE: COMMENTARY According to the most recent figures from the Motion Picture Association of America, France – at $1.8 billion – is the third largest foreign theatrical market in the world, after China ($4.8 billion) and Japan ($2 billion) and ahead of the UK and India (both $1.7 billion), South Korea ($1.6 billion) and Germany ($1.3 billion). More pertinently from the point of view of this study, it is also the premium market for films from sources other than Hollywood, with an average of 94 films from various European countries released there over the past five years. With 5,653 screens – one for every 11,215 members of the population – France has the best theatrical infrastructure in Europe: Germany, with a 30% larger population, has 4,617 screens, or one for 17,717 people. France also has a multitude of boutique distributors: 184 different companies released 2014’s slate of 791 films (itself the highest total of any of the countries mapped for this study), averaging just over four titles each. Indeed, while the emergence of boutique distributors has been a notable trend internationally over the past decade, the situation in France is nonetheless distinctive, in that 100+ companies appear to have developed a sustainable business model handling four or less ‘difficult’ films each year. Perhaps the simplest way of characterising the French film economy is to compare it to gastronomy. France invented the Hypermarket, bulk-selling pre-prepared foodstuffs; and yet specialist suppliers of all kinds of food still flourish. Thus, much as junk food and haute cuisine seem to co-exist happily, so too do Hollywood movies and more demanding festival and arthouse fare. Some of this has to do with culture – the French invented (and are alone in using) the term ‘seventh art’ to describe the cinema – and some of it has to do with government support. The Centre National du Cinéma et de l’Image Animée (as it is now called) has operated according to the same basic principles of cultural support for 60 years, a situation unique in the world, let alone Europe, and has numerous measures in place designed to support the production and distribution of films that might not be made or seen if it was left to the market. And, while a complex web of legislation and regulation is one of the by-products of the CNC’s intervention, making France the most regulated country in Europe when it comes to cinema, the upshot is that films are as likely to be released in France because of their cultural value as for their commercial potential – a criterion which applies at best patchily in the rest of Europe. The charts in Section (5), while drawing only on figures for German films, reflect the wider picture: there is still a strong appetite in France for blockbusters, but the combined market share of domestic and other international films outpace Hollywood films at a ratio of 2:1. DVD sales peaked in 2012 and have been in decline ever since, while the corresponding increase in demand for Blu-Ray has now levelled off. But France seems otherwise to have weathered the advent of VOD, whose arrival – particularly in the shape of Netflix, which launched in France in the autumn of 2014 – was causing major concern at the time of our last report (early 2014). Now, however, clearly spotting the market potential, a number of VOD platforms have sprung up, many of them heavily specialised (e.g. Japanese manga titles), in a way that mimics the boutique distributors on the theatrical market. The result is that French VOD platforms – see the example of Universciné above – offer home-viewers what is almost certainly the broadest choice of titles anywhere in Europe, with the home-entertainment market thus echoing the theatrical one.


(5) GERMAN FILMS IN FRANCE A lot of what is said above about France’s openness to European films in general also applies to German titles, which are the third biggest group of films to open in France, after the UK and Italy. France released by far the largest selection of German titles launched onto any market, with 86 opening in the five-year period surveyed. Box office revenue, at a total of EUR 43.3 million, although fluctuating from year to year – a high of EUR 16 million in 2011; a low of EUR 5.2 million in 2010 – is likewise the highest for any non-German-speaking territory. Of particular interest are two things: the fact that no less than 18 ‘German stories’ (films made primarily for German audiences rather for the festival circuit) were released in the period in question, although only ZWEI LEBEN sold more than 100,000 tickets; and that festival and arthouse releases totalling 2.1 million admissions (grossing around EUR 13.5 million) outperformed both children’s films (1.7 million admissions) and English-language titles (1.4 million). Thus France as a market seems to be open to ‘ordinary’ German films – even FACK JU GOEHTE, which drew just under 60,000 admissions – and a distribution deal is not necessarily dependent on the imprimatur of a festival prize, let alone the presence of major English-language stars. The big money, however, still went to the usual suspects (see Top 10 above), even if such arthouse favourites as SOUL KITCHEN (2010), BARBARA (2012) and HANNAH ARENDT (2013) recorded their best performances outside the German-speaking territories. Sophie Dulac Distribution and partner company Happiness Distribution were the most consistent acquirers of German arthouse titles in the period surveyed, with Jour2Fête not far behind. And Metropolitan Filmexport – which has output deals with several of the larger US indies – handled the most German-produced English-language titles. Our analysis of the VOD market suggests a similarly strong core of arthouse enthusiasts even if, as usual, this conclusion is based on what is available to download rather than what is actually downloaded (which, of course, is not revealed). Worth noticing is the strong showing on the home entertainment lists of German genre and niche titles, predominantly horror and gay films. Films from the ‘New German Cinema’ era, especially those directed then and since by Wim Wenders, also feature strongly. The charts on the following page show numbers of releases and box office revenue for the key groups identified in the introduction to this Report.
