Water Quality ViolationsSec. 26-82. Best management practices—Generally.A discharge of stormwater runoff from disturbed areas where best management practices have not been properly
designed, installed and maintained shall constitute a separate violation of any land disturbing permit issued by a local issuing authority or by the division or of any general permit for construction activities issued by the division pursuant to O.C.G.A.
§ 12-5-30(f) for each day on which

Original Goalsfrom December 2011
SRWA offer to photograph installation of stormwater features and
implementation of a model erosion and sediment control plan.
Because the stormwater practices implemented at this site are extremely novel and will be the first time they are installed at a facility in Habersham County we would like to take advantage of the opportunity to educate the public on exactly what is behind the design, engineering and installation of these systems, why they are important, and
what they will accomplish. The SRWA would like to volunteer to photograph, shoot video and create other documentation of the installation that would enhance our ability to educate the general public on the value of these specific practices.
This project also creates a great opportunity to demonstrate well-
designed sediment and erosion control practices. By highlighting
these designed practices from the outset it may provide a proactive
way to hold up the contractor as a model for best practices,
ensuring minimal short-term erosion losses, and raising the bar for
land disturbance practices in the county. A record of these practices will
likewise provide an educational resource for future projects, and for grading contractors in general.
Responsible Parties
• Habersham County Commissioners
• Pond and Co. (contractors)
• NOVA (E&S reporting contractor)
• City of Clarkesville (inspection staff)
• GA EPD
• Soque River Watershed Association
• County Planning Office?
• Others?
Proposed Solution
Unfortunately we have to admit we’re not
very good at Erosion and Sediment Control
Management
Invite experts in E&S (UGA and UNC
Extension) to help us host a Public Workshop
on
• what went wrong
• how to fix it and
• how to avoid it in the future
