licence, or by related ratings, are not exercised unless
the holder maintains competency and meets the

9.3 FLIGHT CREW MEMBER TRAINING
PROGRAMMES
9.3.1 The operator shall establish and maintain a
ground and flight training programme, approved by the
State of the Operator, which ensures that all flight crew
members are adequately trained to perform their
assigned duties. The training programme shall:
a) include ground and flight training facilities and
properly qualified instructors as determined by
the State of the Operator;
b) consist of ground and flight training in the
type(s) of aeroplane on which the flight crew
member serves;
c) include proper flight crew coordination and
training in all types of emergency and
abnormal situations or procedures caused by
engine, airframe or systems malfunctions, fire
or other abnormalities;
d) include upset prevention and recovery
training;
e) include training in knowledge and skills related
to visual and instrument flight procedures for
the intended area of operation, charting,
human performance including threat and error
management and in the transport of dangerous
goods;
f) ensure that all flight crew members know the
functions for which they are responsible and
the relation of these functions to the functions
of other crew members, particularly in regard to
abnormal or emergency procedures; and

2.4 Production approval
2.4.1 When approving production of an aircraft,
engine, propeller or associated part, the Contracting
State having jurisdiction over the organization

2.4 Production approval
2.4.1 When approving production of an aircraft,
engine, propeller or associated part, the Contracting
State having jurisdiction over the organization

1.2.9.6 Recommendation.— Until 2 November
2022, the language proficiency of aeroplane, airship,
helicopter and powered-lift pilots, flight navigators
required to use the radiotelephone aboard an aircraft,
air traffic controllers and aeronautical station
operators who demonstrate proficiency below the
Expert Level (Level 6) should be formally evaluated at
intervals in accordance with an individual’s
demonstrated proficiency level, as follows:
a) those demonstrating language proficiency at
the Operational Level (Level 4) should be evaluated at
least once every three years; and
b) those demonstrating language proficiency at
the Extended Level (Level 5) should be evaluated at
least once every six years.
Note 1.— Formal evaluation is not required for
applicants who demonstrate expert language
proficiency, e.g. native and very proficient non-native
speakers with a dialect or accent intelligible to the
international aeronautical community.
Note 2.— The provisions of 1.2.9 refer to Annex
10, Volume II, Chapter 5, whereby the language used
for radiotelephony communications may be the
language normally used by the station on the ground
or English. In practice, therefore, there will be
situations whereby flight crew members will only need
to speak the language normally used by the station on
the ground.
