CRIME IN THE SAN DIEGO REGION MID-YEAR 2016 STATISTICS

INTRODUCTION

Since 1980, SANDAG has been compiling and reporting regional crime statistics for San Diego County and remains the only local source for regional statistics not available at the national level. This summary presents information regarding how many and what types of Part I crimes were reported to local law enforcement in the first half of 2016 and how these numbers compare to prior years. These data are useful to local law enforcement agencies as they track the effectiveness of their prevention and response efforts on jurisdictional and regional crime rates.

In interpreting these mid-year figures, it is important to note that in 2015, California law enforcement agencies began to use the new and broader Uniform Crime Reporting (UCR) definition of rape that includes male victims, sodomy, penetration with any body part or objects, and no longer requires force. As a result of this change, some Part I crimes that previously would have been aggravated assaults are now rapes and some Part II crimes that previously would not have been captured in these statistics are now Part I crimes. Additional discussion of how the number of rapes reported across the region has changed are included later in this bulletin.

In addition, with the passage of Assembly Bill 109 (Public Safety Realignment) in October 2011 and Proposition 47 in November 2014, there has been speculation regarding the effect on crime rates, both in the short- and long-term. While definitive conclusions are not possible based on the crime data presented here, a discussion of how crime rates compare over time is provided as stakeholders continue to strive to maintain public safety and reduce recidivism for ex-offenders.

VIOLENT CRIME

• A total of 5,409 Part I violent crimes werereported to local law enforcement agencies inthe region between January and June 2016(Tables 1 and 6), an average of 30 per day,about one more per day than the first half of2015 (not shown). Part I violent crimes includehomicide, rape, robbery, and aggravatedassault. As noted earlier, the total number ofviolent crimes now includes incidents thatwould have previously been categorized asPart II prior to the change in how rape isdefined.

• Of the 16 jurisdictions with violent crimenumbers that were able to be compared, 8 hada higher violent crime rate in the firstsix months of 2016 compared to 2015, and 8had a lower one (Table 3).

• There were 49 homicides in the first half of2016, an increase of 14 percent frommid-year 2015 when 43 occurred(Tables 1 and 8).

HIGHLIGHTS

Compared to mid-year 2015, there were a greater number of homicides (14% increase),

rapes (9% increase), and robberies (4% increase), but the number of aggravated assaults was down 1 percent at mid-year

2016, which could be related in part to the change in how rapes were defined. The

number of domestic violence incidents was also down 3 percent.

Across the property crime categories, burglaries were up during the first six months of 2016 by 6 percent, larcenies were up by

1 percent, and motor vehicle thefts by 16 percent.

• There were 558 rapes reported to lawenforcement in San Diego County in the firsthalf of 2016 using the new UCR definition,compared to 511 in the first half of 2015(Table 1).

• The number of robberies reported across theregion increased 4 percent from mid-year 2015(1,337) to 2016 (1,396) (Tables 1 and 8).

• The 3,406 aggravated assaults reported duringthe first six months of the year represented a1 percent decrease from the prior year(Tables 1 and 8), a change that is related atleast in part to the change in the rapedefinition, previously described. However, therewere 8,374 domestic violence incidentsreported, which include aggravated assaultsand other offenses (both violent and property),a decrease of 3 percent from the 8,633reported in the first half of 2015 (not shown).

PROPERTY CRIME

• A total of 31,799 property crimes werereported to local law enforcement agencies inthe first half of 2016 (Tables 1 and 7).Sixty-six percent (66%) were larcenies,17 percent burglaries, and 17 percent motorvehicle thefts (not shown).

• Of the 25 jurisdictions with property crimenumbers that were able to be compared,14 had a higher property crime rate in the firstsix months of 2016 compared to 2015, and11 had a lower one (Table 4).

• The 5,291 burglaries reported in theSan Diego region in the first half of 2016represented an increase of 6 percent from thefirst half of 2015 (when there were 5,012).Both residential and non-residential burglariesincreased (7% and 3%, respectively).Sixty-four percent (64%) of burglaries in thefirst half of 2016 were residential(Tables 1 and 8).

• The number of larcenies reported in theregion at mid-year 2016 (20,957) representeda 1 percent increase from mid-year 2015.Petty theft (estimated value of items stolen$400 and under) decreased by 2 percent andgrand theft increased by 6 percent(Tables 1 and 8).

• Across the seven types of larcenies, therewere decreases in five of the categories(ranging from -7% to -19%), but increases inthefts from motor vehicles (15%) andbuildings (6%) (not shown).

• Motor vehicle theft increased frommid-year 2015 to 2016. The jump from4,778 vehicles stolen at mid-year 2015 to5,551 at mid-year 2016 represented a16 percent increase (Tables 1 and 8).

• There were 224 arsons reported by lawenforcement in the first half of 2016, up from195 the first half of 2015, an increase of15 percent (Tables 10 and 11).

SUMMARY

• During the first half of 2016, the San Diego region saw increases in each of the five crime categories that were not affected by recent changes in how crimes are coded, including a one-year increase of 14 percent in the number of homicides, 4 percent for robberies, 6 percent for burglaries, 1 percent for larcenies, and 16 percent for motor vehicle thefts.

• However, despite these recent increases, it is important to note that crime numbers are still at historic lows, with fewer crimes reported in 2016 in each of the categories, compared to 2006.

BACKGROUND

The ability for SANDAG to analyze data and produce reports on crime trends for the region relies upon a cooperative agreement with each local law enforcement agency. SANDAG obtains crime data from every agency on a monthly basis, allowing the presentation of regional crime data in a timely manner.

Crimes are categorized according to the FBI’s standardized UCR guidelines for law enforcement agencies across the country. Reported crimes are tallied in ARJIS according to the date of data entry, which may or may not reflect the day of occurrence. It should be noted that while local law enforcement agencies strive to tabulate their statistics in a timely fashion, data entry delays sometimes occur, which may affect statistics.

The mid-year crime rates per 1,000 residents are estimated by multiplying the number of crimes reported between January and June by two and dividing that number by the population which has been divided by 1,000.

The statistics presented in this CJ Bulletin include crime rates and numbers for San Diego County and individual jurisdictions for the first half of 2016. Comparisons are made to prior years. The number and type of crimes that are reported can be influenced by several factors, including the degree of opportunity to commit crimes in a given jurisdiction, which can be related to the amount of commercial land use and ease of access to the area.
