WELCOME TO THE NOVEMBER 2015 CTA GLBT ISSUES CONFERENCE

Welcome to the seventh annual CTA Gay, Lesbian, Bisexual, Transgender Issues Conference! CTA is proud to present this exciting conference that is designed to assist the membership in addressing issues affecting GLBT youth, colleagues, parents and the community. Friday night begins our stimulating schedule with an opportunity for participants to network in a social environment while dining and dancing. Saturday continues with an exciting presentation from comedian Marga Gomez. Marga Gomez, comedian, writer, performer is a triple winner of SF Bay Guardian’s “Best Comedian” award and received Theatre LA’s Ovation. Marga got her comedy start in San Francisco where she honed her high energy, proudly Latina, openly gay, slightly dorky, tragically sexy, laugh getting act. Her television credits include HBO's "Comic Relief", Showtime's "Latino Laugh Festival" and LOGO’s "One Night Stand Up. Marga is also the author/ performer of nine solo plays which have been produced nationally, internationally and Off Broadway. Her latest show “Not Getting Any Younger,” received the SF Chronicle’s highest rating in 2011 and ran at the SF Marsh through June 2012. To cap off Saturday evening, please join us for a showing of the movie, Paris is Burning. This documentary focuses on drag queens living in New York City and their "house" culture, which provides a sense of community and support for the flamboyant and often socially shunned performers. Groups from each house compete in elaborate balls that take cues from the world of fashion. Also touching on issues of racism and poverty, the film features interviews with a number of renowned drag queens, including Willi Ninja, Pepper LaBeija and Dorian Corey. Sunday morning begins with the fourth and last workshop session of the conference and it concludes with a keynote address from CTA President Eric C. Heins. Take time to visit the exhibitor area. Exhibits will showcase many organizations that address GLBT issues including many CTA services and resources. Your participation is an essential component to the success of this conference. DOWNLOAD CTA Go! To enhance your conference experience, CTA will be offering the entire GLBT Issues Conference program on a mobile conference app – CTA Go! The app is available now from iTunes and the Google Play store or text CTAGo to 99000 to get the app. Use the app to access all the conference information, agenda, electives, materials, maps and evaluations. Create your own personal conference calendar with CTA Go! by favoriting elective sessions, preview session handouts and post directly to Facebook through the app. NAME BADGES Wear your name badge during the conference. It is your entry into the workshops and for the meals that are provided. Your name badge will contain your chapter and directorial district. MEALS & DRINK TICKETS CTA will host a buffet dinner and reception on Friday, breakfast and lunch on Saturday and a brunch on Sunday. For the Friday evening reception, there are two drink tickets in your badge that are required for alcoholic beverages only. Soft drinks and water are complimentary. All other meals are the responsibility of the chapter, Service Center Council or individual. Guest meal passes can be purchased at the registration desk.

Coffee service will be provided Sunday morning at 7:15 am. If you prefer a more substantial meal before brunch, which is served at 10:30 am, there is a restaurant in the hotel and room service is available. WORKSHOP ATTENDANCE Arrive early at your workshop of choice. Some of the rooms have limited seating. If there is a sign on the door that indicates a workshop is full, please honor that and go to your alternate workshop. If you are using a seat to hold your belongings or saving a seat for a colleague, be prepared to release it when the workshop starts. QUESTIONS Planning Committee Members will be available to assist with any questions you may have. Please look for them in yellow polo shirts throughout the weekend. EVALUATIONS Evaluations will be generated online. After the conference you will be sent an email with a link to complete the conference evaluation. Responses are anonymous and completely confidential. Also, please use CTA Go! to provide in-session feedback and comments during the conference. GENDER NEUTRAL BATHROOM To foster an environment of inclusion, the CTA GLBT Issues Conference has gender neutral bathrooms located in the South Tower foyer on the conference level. As some of the participants may not identify themselves as either male or female, others may not identify themselves as only one gender and some are harassed due to a perceived gender. Gender neutral bathrooms ensure that all participants feel welcomed in all restrooms. If you are uncomfortable with using a gender neutral bathroom, please use gender-specific bathrooms in the other areas of the hotel. MEDICAL INFORMATION Please complete the necessary medical information on the back of your name badge. For a medical emergency, please pick up a house phone, which will connect you to the operator who can assist you with the emergency.

Creating a Safe Space: Legal Obligations in Today's Classrooms This workshop will explore best practices and strategies for implementing the California Student Safety & Violence Prevention Act of 2000 (AB537), Seth’s Law, AB1266, Title IX and Opt IN/OUT obligations. Participants will have the opportunity to explore and discuss specific laws that define the role of educators when working with all protected classes and GLBT students and staff. All grade levels welcome.

This session presents a very easy way to support what the law says MUST happen in our classrooms. In addition, it outlines what teachers can and can't do with DIVERSITY education that is embedded in social science and health curricula.

As increasing numbers of transgender and gender-expansive young people live authentically in their self-identified gender, K-12 schools can foster a positive learning environment by protecting the safety and well-being of these students and creating systems that support them to get an education like everyone else. Students with trans parents and caregivers also need support, as well as trans colleagues who need to live as their full selves without fear of discrimination. Conducted by the author of Born on the Edge of Race and Gender: A Voice for Cultural Competency, this interactive workshop will explore the breadth of identities associated with trans and gender-expansive populations, culturally appropriate language and behavior and best practices for addressing gender-specific settings, transition plans, privacy, community resistance and student records in K-12 schools.

Gay, Lesbian, Bisexual & Transgender Youth: Breaking the Silence (101) As students struggle to deal with gay, lesbian, bisexual and transgender issues, educators need factual information and resources to support them on campus. This training will provide participants with strategies for reducing hostilities towards gay, lesbian, bisexual and transgender students and ways to create a safe learning environment for all students.

This workshop will provide a safe space for educators and staff to share experiences advising Gay Straight Alliance (GSA) student groups. The educational code protects both student groups and staff, whether out or closeted. The presenters have many years teaching experience at the secondary level and have worked with staff and students, in classes, clubs and in GSA specifically. A review of anti-bullying/discrimination policies and resources, this session should particularly benefit educators wishing to promote a culture of respect and acceptance at their site.

Gay Straight Alliance Ideas, Dates, Topics

This session should particularly benefit anyone actively involved in facilitating a Gay Straight Alliance on their campus or who may be considering beginning a group. Often one is overwhelmed by the thought of "what will we do" and "why do we exist?" If you could benefit from some ideas or have ideas to share and would like to begin to plan a year full of events, come to this workshop!

The discrimination faced by the LGBTQIAP+ community is becoming common knowledge. As a society, we are accepting the reality of discrimination toward sexual and gender minorities. Paris Is Burning Movie

Paris Is Burning is a 1990 American documentary film directed by Jennie Livingston. Filmed in the mid-to-late 1980s, it chronicles the ball culture of New York City and the African-American, Latino, gay and transgender communities involved in it. Some critics consider the film to be an invaluable documentary of the end of the "Golden Age" of New York City drag balls and a thoughtful exploration of race, class, gender and sexuality in America. Others have criticized it as exploitive and fetishizing towards trans people of color.

BISEXUAL: A person who is romantically, sexually and/or emotionally attracted to males and females (i.e., a person who can be attracted to men and women). BIOLOGICAL SEX: The physiological and anatomical characteristics that lead to labels of “female,” “male” and for some individuals, “intersexual.” GAY: A person (usually referring to a male) who is romantically, sexually and/or emotionally attracted to persons of the same sex (i.e., a man who is attracted to other men). GENDER IDENTIFICATION: A person’s psychological sense of being male, female, somewhere in between or somewhere outside of these gender categories (i.e., a person’s feeling or understanding of whether they are male, female or neither).

INTERSEXUAL: A person whose biological sex is neither strictly female nor strictly male because of ambiguous anatomy and/or chromosomes, previously labeled as hermaphrodite. LESBIAN: A female who is romantically, sexually and/or emotionally attracted to other females (i.e., a woman who is attracted to other women). SEXUAL ORIENTATION: The basis of a person’s romantic, sexual and/or emotional attractions (i.e., a person’s status as straight, gay/lesbian or bisexual).

STRAIGHT/HETEROSEXUAL: A person who is romantically, sexually and/or emotionally attracted to persons of a different sex (i.e., a man who is attracted to women or vice versa). TRANSSEXUAL: A person whose gender identity does not match their biological sex (i.e., a person identified as male at birth but who identifies as a female or vice versa). TRANSGENDER: A person who does not conform to society’s expectation of how that person should express his/her gender (such as a girl who does not act or dress and play in feminine ways). A transgender may or may not be transsexual and may or may not be gay. Terms related to bias: HETEROSEXISM: The privileging of heterosexuality (such as when heterosexuals receive benefits because that is the only sexual orientation considered to be natural, normal or acceptable). HOMOPHOBIA/BIPHOBIA/TRANSPHOBIA: The marginalizing of different sexual orientations or gender identifications. Taken from the root “phobia” meaning “fear of,” these terms can manifest as fear, hatred or intolerance of GLBT people and of oneself, as well as of behaviors attributed to GLBT people. Also called anti-gay bias or anti-GLBT bias.

There are various gender classifications of people at CTA meetings and conferences. To be inclusive and improve the quality of life for all here, please read and act according to the following: Please do not assume anyone’s gender, even people you may have met in the past. A person’s external appearance may not match their internal gender identity. You cannot know the gender or sex of someone by their physical body, voice, appearance or mannerisms. Pay attention to a person’s purposeful gender expression. We consider it polite to ask: “What pronoun do you prefer?” or “How do you identify?” before using pronouns or gendered words for anyone. When you are unsure of a person’s gender identity and you don’t have an opportunity to ask someone what words they prefer, try using that person’s name or gender neutral phrases like “the person in the red shirt,” instead of “that woman or man.” One way of acknowledging the needs of all people is to designate restrooms as gender neutral. In bathrooms, many people face harassment that can lead from anything from deep discomfort to arrest or death. Regardless of what bathroom you are in, please let everyone pee in peace. Each of us can decide for ourselves which bathroom we belong in. Please listen to all people’s needs and stories when they are volunteered; yet please respect people’s privacy and boundaries and do not ask unnecessary questions. Educate yourself through books, web sites and workshops. Then please join the many hardworking allies who are working to respond appropriately to trans phobic situations. Respectful allies, who learn from and with everyone and then educate others, are important for successful gender liberation.

More than two decades of advocacy for the education profession at the local, state and national levels has prepared CTA President Eric C. Heins for his current leadership team role. His passion for union work shows. He believes in connecting core union values with the power of the 325,000 members CTA gained through organizing, negotiating and advocating to create a stronger teaching profession and a stronger union. Skilled in dealing with the media, Heins has done numerous interviews, TV news shows and editorial board meetings in recent years as part of various CTA

campaigns against education cuts, pink slips and larger class sizes, among other battles. He was elected President directly from his previous position as Vice President. Prior to that, Eric was a member of the CTA Board of Directors, where he served about four years, representing thousands of educators and education support professionals in all of Contra Costa County and most of Alameda County. A 23-year teaching veteran, his advocacy for at-risk students runs deep. He chaired the CTA Quality Education Investment Act Workgroup, charged with monitoring the progress of the CTA-sponsored QEIA, the landmark 2006 reform law. This program provides nearly $3 billion for proven intervention reforms at about 500 of our schools of greatest need over eight years. Heins also chaired the pivotal CTA Teacher Evaluation Workgroup, which adopted new guidelines in spring 2011 stressing that reforms for teacher assessments must focus on strengthening the teaching profession and improving student learning, not punishing educators. He was also an active member of CTA’s Elementary and Secondary Education Act Reauthorization Workgroup. In addition, he represented local Bay Area teachers for six years as a California member of the National Education Association Board of Directors. He is a past President of the Pittsburg Education Association and was bargaining chair for that chapter during its five-day strike in June 2000. He was chair of the CTA Alcosta Service Center Council. He also monitored education issues as CTA’s liaison to the State Board of Education and was on the steering committee of the California Safe Schools Coalition. Active on many human rights issues, Heins was a cadre trainer for GLBT leadership training and the “Breaking the Silence” workshops. He chaired the CTA Diversity Committee and served on the union’s Equity and Human Rights Conference Planning Committee. He holds a bachelor’s in music from Chapman College in Orange County. His master’s in language and literacy education and his reading specialist credential are from the University of California at Berkeley. Born in Amsterdam, he speaks fluent Dutch. Heins lives in Malibu.

ERIC C. HEINS – CTA PRESIDENT


CTA Vice President Dr. Theresa Montaño began her teaching career as a middle school paraeducator in Northeast Los Angeles. She later became a middle and high school Social Studies classroom teacher and taught for 15 years in Los Angeles, California and Denver, Colorado. She helped establish a program for teachers interested in securing their National Board certification and secure a stipend and retirement benefits for those teachers. In partnership with LAUSD, she engaged in developing program and curriculum for Dial-a-Teacher, Multilingual Teacher Academies, the New Teacher Academy and SB 1969/CLAD certification. As a member of United Teachers Los Angeles (UTLA), she also served on the Board of Directors, House of Representatives and CTA State Council. An active unionist, Montaño was also on the staff of United

Teachers Los Angeles (UTLA), where she worked in professional development and as an area representative for nine years. She was the first coordinator of the Helen Bernstein Professional Development Center. Her years of experience as a middle and high school teacher in Los Angeles, coupled with more than a decade in higher education, gives her a special understanding of issues facing educators in California’s public schools. Today, she is a professor of Chicana/o Studies with an emphasis in education at California State University, Northridge (CSUN). Theresa has served on the California Teachers Association Board of Directors representing her constituents in the California Faculty Association, California Community College Association and Student California Teachers Association. Montaño’s research interests include Teacher Activism, Chicana/o-Latino/a Educational Equity, Critical Multicultural Education and Bilingual/ELL education. Her publications include two co-edited books, Transforming Practices in Urban Education with William DelaTorre and Jacqueline Hughes and Assault on Kids: How Hyper-accountability, Corporatization and Deficit Ideologies are Destroying Our Schools with Roberta Ahlquist and Paul Gorski. She is also the author of several research publications, essays and curriculum units. Montaño believes that these are crucial times for public education and for CTA, we have an opportunity to work collectively for a public education system that will benefit the students, workers and faculty in every sector of public education, PK-higher education. Theresa is committed to building and maintaining a strong CTA, because it is essential not only to the survival of public education, but to the advancement of the entire labor movement. As such, Montaño seeks greater collaboration between CTA, other labor unions and ethnic minority communities in areas of mutual concern such as: privatization, fair taxation and access to education, health care and social services. She previously served for six years as an NEA Board Director, a member of NEA’s English Language Learners Culture and Equity Program and as the President of the National Council for Higher Education. She has also served as President of educational rights organizations such as the National Association for Multicultural Education and the California Association of Mexican-American Educators. She lives in Los Angeles.

DR. THERESA MONTAÑO – CTA VICE PRESIDENT


An educator for 17 years, CTA Secretary-Treasurer David Goldberg has spent most of his career as a bilingual teacher at Murchison Elementary in the Los Angeles Unified School District. He is fluent in both Spanish and Sign Language. David has a long history of union activism. In addition to serving two terms on the CTA Board, he also served as Treasurer of UTLA and was the youngest executive officer to ever hold office in that union. His CTA activism has included working on the budget committee of the CTA State Council of Education, as liaison to the Council’s Teacher Evaluation and Academic Freedom committee and taking part in CTA’s State of Emergency actions in 2011 (he spent a night in jail along with dozens of other educators who participated in civil disobedience at the State Capitol building to protest

funding cuts). He is also a leader in CTA’s Strategic Planning Workgroup. His many duties as Secretary-Treasurer include ensuring that CTA remains fiscally sound following years of cuts to California schools and to work with the CTA Budget Committee and State Council to ensure that CTA’s fiscal priorities align with the goals of its members and the Strategic Plan. David is from a family of education union leaders; his grandmother was an early member of UTLA and took part in the LAUSD strike in the 1970s that gave birth to the union. His aunt, Jackie Goldberg, was chair of the State Assembly Education Committee and also a leader in the education field. His wife, Karla Alvarado-Goldberg, is a middle school psychiatric social worker in LAUSD and a member of the CTA State Council of Education. He sees advocacy for a strong public education system as part of a larger struggle for social justice and knows that CTA continues to have an important role in that movement. Goldberg earned a bachelor’s in community studies from the University of California at Santa Cruz and, after a brief career as a professional basketball player, obtained his teaching credential through the intern program in Los Angeles Unified. He is a lifelong resident of the Echo Park neighborhood in Los Angeles, where he lives with his wife and their three children.

Ethnic Minority Affairs Forum Purpose: To allow CTA members the opportunity to share with EMAC issues of concern relative to ethnic minorities and how the organization can strengthen its programs internally and externally through member engagement. Location: Gold Room Date and Time: Saturday, November 14 5:15 – 6:15 pm GLBT Forum The CTA GLBT Issues Advisory Committee is excited to facilitate an open dialogue on issues affecting lesbians, gay, bisexual, transgender, questioning/queer, intersex, asexual/ally, pansexual, plus other minority sexual orientation and non-gender conforming identifiers. As with any other culture, the LGBTQIAP+ community is changing, however vocabulary, identifications, culture, definitions and inclusion is evolving at a faster pace than any other culture. Bigotry, misunderstandings, biases, stereotypes and fear all affect the achievement of students and the working conditions of CTA members. Please join us for a dialogue to surface, issues, experiences and a sharing of ideas as we continue to move towards addressing systems of oppression in public education.
