Accountability

Right now, CTE programs receiving federal support under the Perkins Act need to make a convincing case for funding. That starts by demonstrating how you are improving student outcomes. And there's no better data to demonstrate that than by identifying how many students are going on to postsecondary education and starting careers in the pathway they studied.

We should be able to look at every CTE program in your state and answer how many students graduate from high school and transition successfully into and complete at least one year of postsecondary education or training. If a program cannot deliver these outcomes or provide these data, then we should re-tool it.

Intent of Law

Perkins IV legislation represents a historic shift from a vocational education system that prepared a subset of students with narrow job skill preparation to a career and technical education delivery system that prepares all students for college and careers. The expectation in Perkins IV is that students may achieve a degree, certificate or credential and transition from high school to postsecondary education seamlessly.

Major themes in the law include: • an integrated academic and career and technical education performance accountability system that requires continuous student and program improvement • stronger academic and technical integration • connections between secondary and postsecondary

education systems • close association with business and industry

Plumbers, Pipelayers, Pipefitters, and Steamfitters

Nature of the Work

Most people are familiar with plumbers who come to their home to unclog a drain or fix a leaking toilet. Plumbers, pipelayers, pipefitters, and steamfitters install, maintain, and repair many different types of pipe systems. Some of these systems move water from reservoirs to municipal water treatment plants and then to residential, commercial, and public buildings. Other systems dispose of waste, supply gas to stoves and furnaces, or provide for heating and cooling needs. Pipe systems in powerplants carry the steam that powers huge turbines. Pipes also are used in manufacturing plants to move material through the production process. Specialized piping systems are very important in both pharmaceutical and computer-chip manufacturing.

Job prospects. Job opportunities are expected to be very good, with demand for skilled plumbers, pipelayers, pipefitters, and steamfitters expected to outpace the supply of well-trained workers in this craft. Some employers report difficulty finding workers with the right qualifications. In addition, many people currently working in these trades are expected to retire over the next 10 years, which will create additional job openings.

Education and training. Plumbers, pipelayers, pipefitters, and steamfitters enter into the occupation in a variety of ways. Most plumbers, pipefitters, and steamfitters get their training in jointly administered apprenticeships or in technical schools and community colleges.
