Dear Members,

Where has the summer gone? As I sit here in St. Louis looking out the window, resisting the urge to attend a Cardinals baseball game, I wonder about where I can find the time to plan, and then I really get baffled when I consider where I will find the time to actually finish all I strive to do. We are half way through the “MWEA” year and planning is gearing up for 2010. A few items that I want to point out for the remainder of this year and then put on your radar screen for next year follow.

The Executive Committee and Committee Chairs held their annual meeting and float trip on August 7 – 8. There was good attendance and great discussion about the Association’s business. We approved a memorandum of understanding with Mo. Section of AWWA to hold joint conferences in 2012, 2013 and 2014. The format works well and we have received great comments on the conference evaluation forms. We passed the budget after much discussion and an evaluation of our income and expenses. Unfortunately, due to increasing costs of the annual conference (better food, more activities, etc.), our revenue from the annual event was down in 2009, so we have less money going into 2010. (We have applied for stimulus funds and are awaiting a phone call from the White House with details on a bailout….) We still are financially sound, and we intend to remain sound, so Committee Chairs are encouraged to be thrifty where possible. We are also being cautious about spending reserves due to sponsorship of the Stockholm Junior Water Prize in St. Louis in June of 2010; more about that in a few paragraphs.

Our newsletter is one of our largest expense categories, other than the conference. A committee has been reconvened to evaluate options. We will be discussing several different ideas, but if you have an idea or suggestion that you would like us to consider, even if it is just that you enjoy the newsletter and we should leave it alone, please let me or Robert Neath know.

The Fall Technical Conference planning is in full swing. If you haven’t already made plans to attend, please do so right away. It will be November 5, 2009 at Stoney Creek Inn in Columbia once again; the agenda is packed with great speakers and meaty information.

WEFTEC is headed to Orlando, Florida. I am sure you have received much information from WEF regarding registration, but in case you have missed it, there are discounts available for utility registrants, regulators, and others. Check it out and get there if you can. The Missouri Delegation will be gathering at BB King’s

Blues Bar at 9101 International Drive #2230, at Pointe Orlando. Check it out at www.bbkingclubs.com. If you are in Orlando for WEFTEC, drop by Monday afternoon between 4 and 6.

2010 is shaping up to be a very good year with lots of activities. Our Committees are getting energized, new activities are being planned. A sponsorship of the Stockholm Junior Water Prize Competition that will be held in St. Louis in June of 2010 will require volunteers and donations of cash. WEF sponsors the event, but a large sponsor dropped out this year, so the shortfall needs to be made up. If you would like to donate, or have a company that you think you could convince to assist with a donation, please contact Danny Rowatt or Pam Schweitzer. Pam has set up a Google webgroup for the event; you can access it at http://groups.google.com/group/2010ussjwp. There is a link on the MWEA webpage for more information.

The 2010 annual conference will be March 28 – 31 at Tan-Tar-A. Please mark your calendars and put it in your budget to attend. There is no better way to stay up on new regulations, new products, new practices, and problem solutions than attending a conference with 500 – 700 of your peers. Of course, the operator certification hours are useful, too.

The first 6 months of my Presidency have been informative; I have found that what I have suspected for many years is true. There are simply no better people than wastewater people (I think you have to have a unique sense of humor to do the job) and I enjoy interacting with all of you. Volunteers have stepped forward (or been pushed…), opinions shared with respect, insight and historical information related, and all by volunteers who care that this great organization continues to thrive. It is an honor to serve. I have a favor to ask each of you; take the opportunity to get involved. It will be good for you, and good for us. Until next time, as Dad would say: “stay happy and healthy.”

EPA recently issued the proposed Mandatory Reporting of Greenhouse Gases regulations, which will require annual reporting of greenhouse gases (GHG) starting with the year 2010. The public comment period ended in early June 2009 and now EPA will be evaluating the submitted comments and prepare a set of final regulations for issuance. The regulations apply to industrial stationary sources, municipal landfills, and mobile transportation vehicles. Although domestic wastewater treatment plants are excluded from the reporting requirements under the proposed regulations, emissions from industrial wastewater treatment facilities are included as potential sources from industrial facilities..

Some of the significant requirements include:

1. Reportable GHGs include CO2, CH4, N2O, and various fluorinated compounds.

2. GHG emissions will be reported as equivalent CO2 (CO2e).

3. GHG emissions will be reported on an annual and facility basis.

4. Each facility must report GHG emissions if annual emissions are at least 25,000 metric tons.

5. Once a facility meets the reporting threshold, the facility must continue annual reporting even if the facility’s annual emissions drop below the reporting threshold.

6. Facility must develop a quality assurance project plan for data used in the reporting.

7. New facilities must begin reporting of emissions starting with the first month of operation.

In addition, EPA has proposed an endangerment finding for carbon dioxide, which has been controversial to say the least. Also, the US House of Representatives recently narrowly passed a bill to reduce carbon emissions and according to some politicians, jump-start our economy with mandates and subsidies to promote renewable energy sources. It will be interesting if the same is bill is passed by the US Senate.

MWEA WATERSHED MANAGEMENT ACHIEVEMENT AWARDS

The MWEA Watershed Management Committee recognizes the importance of a functional and well maintained watershed; and that a well maintained watershed requires a combined effort of local government and business owners, as well as community organizations and citizen groups. To recognize the efforts of these groups and individuals the WMC has established an annual awards program. The goal of the awards program is to promote innovative approaches to watershed challenges and encourage a culture of stewardship among Missouri watersheds.

The National CompetitionThe Stockholm Junior Water Prize was founded by the Stockholm Water Foundation in 1997. The Crown Princess of Sweden is the patron of the prize and presents the international award each year.

The U.S. has participated in this program since the prize was founded. The national program is managed by the Water Environment Federation (WEF) with support from ITT Corporation and Delta Air Lines. WEF member associations (MAs) select the state winners from hundreds of entries across the country. MAs also help organize the national competition.

The U.S. competition is open to all high school students with projects aimed at improving the quality of life through enhancement of water quality, water resources management, water protection or water and wastewater treatment.

The 2010 Competition in St. LouisThe Missouri Water Environment Association (MWEA) hasbeen selected by the Water Environment Federation (WEF) to host the Stockholm Junior Water Prize (SJWP) National Competition in the summer of 2010 in Saint Louis. MWEA is partnering with local organizations and companies to provide support for this prestigious national competition. Our goal is to make the event an educational and memorable experience for the competitors, their advisors, and their families.

It is anticipated that 45 or more state winners, accompanied by there their advisors and families, will join us in Saint Louis where we are planning three days of learning and fun activities. The national winner selected at this completion will go on to Stockholm, Sweden to compete in the international competition against students from more than 30 countries around the world.

Partnering OpportunitiesOur best minds and talent need to remain focused on the world’s aquatic environment and health-related water quality issues in the coming years. Here is a chance for your organization to really make a difference both locallyand globally! The students participating in this unique competition represent the brilliance of the future when itcomes to preserving and enhancing our global water environment.

The recession that took so long to be recognized as a recession is now universally acknowledged. The country and the whole of the world are caught up in it and there is no avoiding its consequences. For those of us in the association world, the outlook is not encouraging. We are often at the end of the service chain and for hard pressed companies, utilities, governments and individuals, we often constitute discretionary spending…spending that can be interrupted for a time until things get better.

Of course, that may or may not be the case. The best associations provide training, education and other services that are even more important in difficult times because they help our members’ weather rough roads, and when the recovery comes, as it will, the skills we sharpen will be more important still. But for now, we in the association world need to hone our services to the most essential, trim our expenses, improve our management and service while anticipating decreased revenues as we do so.

The dilemma is classic. Everything is connected. Crisis in the financial markets affects the availability of credit, credit restrictions effect investment and lending, companies cut back production and lay off workers in response to decreasing demand from consumers, and tax revenues from all sectors decrease because income and sales are down in the private sector economy. Even services like water and sanitation are not immune from global economic dislocations and neither are the associations that serve them.

This recession is not going to be like anything most of us have ever lived through. It will be longer, more severe and pervasive than anything since the 1930s and we need to understand and accept that. Hunkering down and waiting for it to pass us by will not work. Business as usual will not work because the usual isn’t any more. Everything has changed and it is unlikely that what we once thought “normal” will ever be again. We need to start thinking very differently about everything including the traditional linkages between members and their associations.

The Water Environment Association is looking ahead. Although we began our fiscal year with a record breaking WEFTEC in Chicago, have enviable cash flows and extensive financial reserves, we do not expect that this recession will pass us by either. We are trimming expenses in anticipation of revenue decreases; honing our services and doing all those things that well run organizations do in times of trial. But that is not enough.

The WEF Board of Trustees has adopted a set of financial and management guidelines we will use in managing WEF in the coming years. The guidelines set a very high standard on service, provide for continued investment in programs and services that address our core mission and the needs of our members.

They also dictate solid fiscal management regardless of other considerations. An organization that is not running in the “black” cannot have the resources to pay attention to its business nor can it fulfill its mission.

An important and critical underlying assumption to the guidelines is the understanding that what happens to our members also happens to WEF. The health of the community reflects itself in our membership numbers, attendance at conferences, exhibit and advertising sales and so on. The same is most certainly true for state and regional associations, but perhaps not in just the same way. Travel restrictions may work to the advantage of local organizations while overall spending cuts by companies and utilities curtail membership, exhibit and sponsorship fees.

Each of our organizations needs to take a close look at what we do, who we do it for and how we do it. Managing associations in time of crisis is always a dicey thing, but not undoable. We just have to be smarter, work more closely together, be willing to do things differently…and to take reasonable risks.

He is a career association executive with extensive experience in not-for-profit management of both public and private sector organizations, especially those with environmental infrastructure interests.

Bill has served as Executive Director of both the AmericanPublic Works Association and the Rebuild America Coalition, the latter a national organization of engineering, construction and government organizations dedicated to rebuilding America’s public infrastructure. He has also served as the Executive Director of the Society of Nuclear Medicine.

He has been Managing Director of the National Solid Wastes Management Association; and he has filled executive and management positions with both the International City Management Association and the National Association of Counties.

Bill has a B.S. degree in business administration and a M.S. of Public Administration degree in urban affairs.
