B. PROFESSIONAL EXPERIENCE

2009 - present Director, UNU-WIDER, Helsinki, Finland. The World Institute for

Development Economics Research (WIDER) is the first research and training

centre of the United Nations University (UNU), established in Helsinki,

Finland and operational from 1985. UNU-WIDER undertakes applied

research and policy analyses on global development and poverty issues. The

Director holds overall responsibility for the research and management of the

Institute, including the design and implementation of the research programme

within the policies and guidelines set out by the WIDER Board and the UNU

Council. Researchers include resident research staff, a global research

network, and a series of top-level international external project directors. For

2002 - present Professor of Development Economics, Department of Economics, University

of Copenhagen. Duties have included regular teaching and departmental tasks

in addition to research and research supervision as well as the organization of

international Ph.D. courses and seminars, international collaboration and

conferences, teaching, advisory work for Danida and other development

agencies, and coordination of the Development Economics Research Group

(DERG). International collaboration includes large scale field level activities

in Vietnam and Mozambique funded from a variety of bilateral and

multilateral sources. Duties involve frequent travel to these two and many

other developing countries. Other duties have included being a member of the

International and the Research Committees at the Department of Economics

and supervisor of a very large number of Ph.D. and M.Sc. students. Activities

at the University of Copenhagen are presently more limited due to the

assignment as Director of UNU-WIDER.

1996 - present Coordinator of the University of Copenhagen Development Economics

Research Group (DERG). DERG involves both permanent and temporary

staff and Ph.D. students at the Department of Economics at the University of

2000 - 2002 Visiting Professor, National Economics University (NEU), Hanoi, Vietnam

and Senior Economist/Project Coordinator at the Central Institute of

Economic Management (CIEM). Danida funded support project implemented

by the Nordic Institute of Asian Studies (NIAS) entitled “Strengthening the

development research and policy analysis capacity at CIEM”. Duties included

teaching at NEU, capacity building, research and advisory activities related to

research studies and reports prepared at CIEM as well as project management.

own research as well as curriculum development. The establishment and

coordination of the development economics unit of the Institute and a joint

programme of research with the International Food Policy Research Institute

(IFPRI) can also be referred to. Organized a series of internationally

recognized Ph.D. courses for Ph.D. students enrolled at Nordic universities

and elsewhere.

Other duties included: From 1991-94 secretary of the Board of the Institute of

Economics with a range of administrative and supervisory duties. From 1993-

2000 Head of the Computer (i.e., Information Technology) Committee, and

from 1994 a member of the International Committee. Also member of the

board of the University of Copenhagen Centre for African Studies (CAS) and

Head of CAS during a six-months interim period in 1992.

1988 - 1991 Assistant Professor in Development Economics, Institute of Economics,

University of Copenhagen, Denmark. Duties included teaching at under-

graduate and graduate level, thesis advice to graduate students, and own

doctoral research as well as curriculum development in the area of develop-

ment economics.

1987 - 1988 Macroeconomist/Agricultural Planner (Team Leader), FAO/Ministry of Agri-

culture, Maputo, Mozambique. UNDP/FAO project MOZ/86/007 - Support to

Agricultural Planning and Policy Analysis. Reporting directly to the National

Director of Agricultural Economics duties included assisting the Directorate in

the establishment and operation of a Macroeconomic and Policy Analysis Unit

and advising the Director on the following matters: agricultural sector

analysis, formulation and periodic review of agricultural sector strategies, agri-

cultural and rural development programmes, agricultural policy analysis and

the impact on agriculture of macroeconomic policy.

Other duties included responsibility for supervising and participating in the

preparation of a series of economic studies, screening candidates for study

fellowships and arranging their training, preparing terms of reference for

project consultants, in-service training of project counterpart staff, supervising

the work of international project staff and carrying out administrative duties

related to the condition of international Team Leader.

1986 - 1987 Project Coordinator/Planning Economist, FAO/Ministry of Agriculture,

Maputo, Mozambique. Project TCP/MOZ/4506 - Support to Project Identi-

fication, Analysis and Formulation. Reporting directly to the National Director

of Agricultural Economics, the following duties were carried out: coordination

and programming of all activities of the FAO project, support to the

organization and implementation of the work of the Directorate in the fields of

project identification, formulation, appraisal and evaluation, assessment of

longer term needs for technical cooperation in the field of agricultural project

planning, and training of national counterparts.

1981 - 1986 Programme Officer/Economist, Maputo, Mozambique. Reporting directly to

the FAO Representative for Mozambique and Swaziland responsible for

monitoring and analysing the economic and agricultural development of Mo-

zambique and Swaziland. This included the preparation of general economic

reports and agricultural sector studies, project identification, formulation, ap-

praisal and evaluation, collaborative work with visiting consultants and mis-

sions and other duties related to effective programme management such as the

drafting of correspondence of a day-to-day nature, the organization and

supervision of other staff in the FAO Office, including Associate Programme

Officers and Junior Professional Trainees.

In addition, deputizing for the FAO Representative on a continuing basis and

serving as Acting FAO Representative during his absence including several

2-3 months periods (totalling well over a year) were part of duties carried out.

This meant that high level negotiations with Government officials were

performed and that close relationships with UNDP and other UN and non-UN

bodies in the two countries of assignment, including members of the diploma-

tic corps and bilateral aid-missions, were maintained.

1980 - 1981 Economist (FAO Associate Expert), Maputo, Mozambique. Integrated in the

Planning Division of the State Forestry Enterprise Mademo, responsible for

the elaboration of the 1982 central plan, the training of national staff in general

statistical, and other duties. Subsequently transferred to the Planning Office of

the Forestry Department of the Ministry of Agriculture with responsibility for

reorganizing the office, formulating project documents, preparing economic

evaluations of projects, and producing a methodology for planning and control

of projects in the forestry sector, and training.

1978 - 1980 Programme Officer (FAO Associate Expert), Mbabane, Swaziland. Under the

overall supervision of the UNDP Resident Representative and the direct super-

vision of the Acting SAA/FAO C.R., a variety of duties were carried out

including monitoring and evaluating the FAO programme, project identifica-

tion and formulation, preparation of reports and sector studies for submission

to FAO HQ, and local professional support to visiting consultants. In addition,

the Acting SAA/FAO C.R. was assisted in his duties as Director of Research

and Planning and Chief Economist in the Ministry of Agriculture and

Cooperatives. Working in the UNDP Office, the report on Development

Assistance to Swaziland, 1978 was drafted.

From 1988 other activities have included: (i) giving numerous courses/public lectures outside

the university, (ii) participating in a large number of academic conferences, Ph.D. assessment

Netherlands, Ghana, Australia, the US, and the UK), seminars and briefing sessions, and (iii)

visiting/guest lecturing at many universities and development institutions as well as international

research organizations in numerous African countries across the whole continent, India,

Vietnam, Costa Rica, Nicaragua, Australia, the Netherlands, UK, Norway, Finland, Sweden,

Greenland, France, Germany, USA, and Japan.
