VISION PAPER OF DR. ROBERTO B. CORCINO
(for the University of the Philippines-Mindanao)
Being the premier State University in the Philippines, UP is regarded as the major site for
the production and advancement of knowledge through research in the country. Such knowledge
is disseminated through teaching and publishing as well as applying it for the development of the
society through extension services.
It has been emphasized in the 2008 UP Charter the idea and ideals of UP as research
university. In line with this, it is my vision for UP Mindanao to attain the research university
status. The following are the main elements of this vision:

To realize the above vision, the following specific objectives must be attained:
1. Institute/reinforce the Graduate Program Office (GPO);
2. Reinvigorate the Culture and Arts Program of UP Mindanao;
3. Institutionalize a “UP Mindanao Green Campus Policy”;
4. Forge stronger links with the Local Government Units (LGU) of Davao City through pro-
active and effective public service and community extension;
5. Improve the welfare of faculty, administrative staff and students through various
programs and projects;
6. Improve governance – one that is participatory, inclusive, transparent and responsive
management aiming to be more efficient and effective;
7. Recognize the individual achievements of faculty who contributed to the increased
trajectory of refereed, ISI, SCOPUS-indexed and IPA Publications as well as improved
teaching performance and effective extension work/public service;
8. Institute innovative academic programs that will reinforce and securely position UP
Mindanao’s niche/s;
9. Sustain and enhance the culture of research and innovation towards a research-intensive
university by (a) maintaining, consolidating and expanding the established research
centers and facilities, (b) increasing/enhancing the incentives for research and
publication productivity and for research dissemination through participation in national
and international academic conferences;
10. Strengthening extension and community services;
11. Diversifying external linkages;
12. Regularize and internationalize the official journal of UP Mindanao;
13. Establish international linkages by securing MOA/MOU with some international
