TITLE:

State of Good Operations Metrobus

PRESENTATION SUMMARY:

Approval to hold a public hearing on changes to Metrobus service needed to maintain a State of Good Operations, to discontinue bus service between the District and Dulles Airport, and on fare proposals.

PURPOSE:

Obtain Board of Directors approval to hold a public hearing on fare proposals and on Metrobus service changes to improve service effectiveness without increasing expenses or subsidy.Metro would also conduct public outreach in accordance with its Public Participation Plan (PPP) process.

DESCRIPTION:

Ideas and proposals for service adjustments come from many sources, including customer input, Priority Corridor Plans, Service Evaluation Studies, and ongoing staff evaluation of Bus Service Criteria measurements including cost effectiveness and service productivity. Holding public hearings and conducting public outreach presents opportunities for stakeholders to learn about service and fare proposals and provide feedback about them, in fulfillment of Federal Title VI requirements, the WMATA Compact, and Board adopted policy requiring a public hearing for major service and fare adjustments.

This action seeks approval to hold a public hearing in September 2015 to receive feedback on FY 2016 budget neutral service and fare alternatives, including: 1) 30 District, 24 Maryland, and 27 Virginia 'State of Good Operations' service proposals; 2) elimination of Metrobus service between Dulles Airport and the District of Columbia; 3) fare proposals to allow certain bus customers to travel free of charge between certain rail stations, and 4) to add the retail cost of a SmarTrip® card when making an online purchase of a Transit Link Card, which must be purchased monthly. Metro would also conduct additional outreach in August and September 2015 accordance with its Public Participation Plan process.

All proposals are outlined in detail in the attached resolution. All concepts were vetted withjurisdictional staff to insure compliance with local service objectives.

A final list of service and fare adjustments, incorporating public comment, will be presented to the Board for approval in October 2015.

Key Highlights:

The expected results from the State of Good Operations adjustments include:

• Increased ridership• Increased cost efficiency• Improved on-time performance• No change in the number of buses needed to provide the service• Using every resource wisely, with no impact on the current FY2016 budget

The changes would go into effect between December 2015 and August 2016.

Background and History:

2015 marks the sixth cycle of Metrobus State of Good Operations adjustments that was separated from budget discussions to ensure annual service adjustments.

The State of Good Operations program has yielded budget neutral service improvements, ridership increases and right-sizing of Metrobus service.

Discussion:

This action seeks approval to hold a public hearing in September 2015 to receive feedback on FY 2016 budget neutral service and fare alternatives, including: 1) 30 District, 24 Maryland, and 27 Virginia 'State of Good Operations' service proposals; 2) elimination of Metrobus service between Dulles Airport and the District of Columbia; 3) fare proposals to allow certain bus customers to travel free of charge between certain rail stations, and 4) to add the retail cost of a SmarTrip® card when making an online purchase of a Transit Link Card, which must be purchased monthly. All proposals are outlined in detail in the attached resolution. All concepts were vetted with jurisdictional staff to insure compliance with local service objectives. Following the hearings, a final list of adjustments, incorporating public comment, will be presented to the Board for approval in October 2015.

If approved, the changes would go into effect between December 2015 and August 2016. Improvements in Fiscal Year 2016 will be made only as a result of cost saving adjustments.

Prior State of Good Operations service adjustments have improved on-time performance and increased ridership. The FY2016 program aims to make similar improvements.

SUBJECT: APPROVAL FOR STATE OF GOOD OPERATIONS PUBLIC HEARING ON BUS SERVICE AND FARE CHANGES

RESOLUTION OF THE

BOARD OF DIRECTORS OF THE

WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY

WHEREAS, Metrobus has established criteria to determine service effectiveness, including average ridership per day, passengers per revenue trip, passengers per revenue mile, subsidy per passenger, and cost recovery; and

WHEREAS, Service adjustments to provide more efficient service are periodically needed, including additional trips on crowded routes, additional service to new markets, additional running time on trips that are consistently late, addressing underutilized or redundant routes or segments of bus routes and additional evening and weekend service; and

WHEREAS, In Attachment A to this Resolution, staff has identified State of Good Operations potential service adjustments, and now proposes realigning bus service capacity to more heavily utilized routes or segments of routes to improve capacity, provide more efficient service and increase customer satisfaction, including discontinuing Metrobus service between the District of Columbia to Dulles Airport; and

WHEREAS, The State of Good Operations service adjustments would not impact the Fiscal Year 2016 budget and not require additional buses beyond previously approved expansions, but would increase ridership, increase cost efficiency, and maintain or improve overall on-time performance and customer satisfaction; and

WHEREAS, The Board of Directors, in Board Resolution 2015-30, authorized the replacement of magnetic-strip paper fare cards as the fare media for the Transit Link card (TLC) pass with an alternative approach where the card distributer will affix a non-transferable, agency-specific label or sticker to a SmarTrip® card; and

WHEREAS, The alternative TLC fare media approach will require that a new SmarTrip® card be purchased monthly for each online TLC purchase; and

WHEREAS, Attachment A also includes State of Good Operations fare proposals, including the proposed changes to the TLC SmarTrip® purchase requirements and elimination of the rail fare between specific Metrorail stations for customers on identified bus lines who transfer from/to rail at those Metrorail stations; and

WHEREAS, In accordance with Section 62 of the Washington Metropolitan Area Transit Authority (WMATA) Compact, approval of the Board of Directors is necessary to authorize a public hearing on the proposed service adjustments and fare proposals; and

WHEREAS, The State of Good Operations service adjustments and fare proposals, as detailed in Attachment A of this Resolution, will be presented for customer input through public outreach as required by WMATA's Public Participation Plan; now, therefore be it

RESOLVED, That the Board of Directors authorizes staff to seek customer input on the State of Good Operations service adjustments, including the elimination of Metrobus service between the District of Columbia and Dulles Airport, and fare proposals, through a public hearing in accordance with Section 62 of the WMATA Compact and through public outreach as required by WMATA's Public Participation Plan; and be it further

RESOLVED, That the Board of Directors authorizes the General Manager and Chief Executive Officer to report on the findings on the public hearing and public outreach efforts, and the Board shall consider these findings and public comments in their deliberations on any proposed changes in bus service and fare changes; and be it finally

RESOLVED, That this Resolution shall be effective 30 days after its passage by the Board of Directors in accordance with§ 8(b) of the WMATA Compact.
