Summary of Key Features
• New Act “simplified clearance” under the current ‘64 Act. − Section 39B and new Rules – Simplified clearance (2 step processing). − Section 41 and updated Rules - Invoicing.
• Enhanced CUSDEC − New data field ‘Document Type’ – 3 new declaration types [RID, RPD, RSD]. − Activation of ‘invoice no. and date’ for exports. − Activation of ‘SUR’, duty tax type for security/surety. − MRN on RID/RPD to be reflected as ‘Original MRN’ on any successive clearance.
• Enhanced clearance process − Incomplete/Provisional clearance to be followed up by a supplementary clearance
within 7 calendar days. [RID/RPD + RSD = ‘Due Entry’(final entry)]. − Surety to be declared in lieu of duty and on the RID/RPD. − Regulatory permits applicable on RID/RPD. − RSD - to apply ‘assessment date’ of original RID/RPD. − RSD - duties to be paid. Surety to be uplifted /refunded. − Applicable for Imports and Exports, but limited to specific CPCs. − Excludes imported tobacco and liquor products.

for OGA. − Statuses 56 to 60 – to be introduced in next phase. − Status 61 – Accept Supplementary declaration.
• Operational Matters − Importers/Exporters to indicate preference for Incomplete/Provisional
clearance on a clearing instruction. − Declarants to maintain a record of reasons for which information is incomplete
(not available) or provisional. − SARS to monitor non-compliance – i.e. non-acquittal of RID/RPD clearances.

Identifying Priority Needs
• 2-Step Processing is voluntary, open to traders who may not have all the information available to them at time of clearance.
• As such, trade is in the best position to assist SARS in determining which procedures to provide 2-step processing.
• SARS will circulate a survey for importers, exporters and brokers to indicate their preference/s.
