2008Dear Readers,

This time, the supplement to the Czech Business and

Trade Magazine is devoted to machine tools and forming

machines, a sector responsible for an important part of

Czech engineering production.

The manufacture of machine tools in today’s Czech

Republic has a tradition of nearly 150 years. Trademarks

such as TOS, MAS, ŠKODA, ZPS, and ŽĎAS are known all

over the world. The Czech machine tool and forming

machine industry has successfully undergone

a transformation process, and it now ranks among the

top ten European countries in terms of the volume of

production. On the world scale, too, its position among

the world’s first fifteen manufacturers in the branch is an

undeniable success. The share of machine tool and

forming machine production in relation to the Czech

Republic’s GDP ranks this country among advanced

engineering economies. The tradition of the Czech

machine tool and forming machine industry is further

highlighted by superior quality, and in a number of cases

by unique design and construction.

EU Support for Machine Tool Research and Development

Luděk Hanáček, Deloitte Advisory s.r.o., e-mail: [email protected], www.deloitte.cz

Competitive engineering, an important partof which is the research and developmentof new machines, is one of seven long-termbasic priorities of the Czech Republic in thearea of research and development. Supportto private companies in the Czech Republicfor the research and development ofmachine tools from public funds is providedprimarily by the Ministry of Industry andTrade.

IMPULSE and TANDEMProgrammesTwo national programmes of support forindustrial research and development, named IMPULSE and TANDEM, to beterminated in 2010, were approved evenbefore the Czech Republic joined theEuropean Union. Benefiting under thesenational programmes, in addition tomachine tool manufacturers, were theirCzech partners participating in thedevelopment of new machines, such asresearch institutions, universities, etc. Theyear 2007 was the deadline forapplications to obtain subsidies underthese programmes for projects to becompleted in 2010. At the end of 2008,the Ministry of Industry and Trade willlaunch a new programme, Technologies,Innovation Systems, Products (TIP), whichwill replace the previous two programmes.Projects selected for financing under thenew programme can be started in 2009.Applications for subsidies may be filedevery year within the fixed deadline untilthe year 2014. The last projects will haveto be terminated by 2017. The maximumduration of the projects will be four yearsand the amount of the subsidy will bebased on current legislation regulating thegranting of subsidies for research anddevelopment (currently 25% to 100%).Judging by past experience, it is to beexpected that support will be given to theresearch and development of newproducts showing novel features andassuring practical results, i.e. an adequaterate of return on the subsidy granted.Subsidies are therefore likely to focus onoperating costs linked with research and

development (personnel costs, overheads, material, services, travelling expenses, etc.), although investment expenditurewill no doubt also be eligible for partialfinancial support (only in relation to theproject concerned and the use of thesubsidised investments for the solution ofthe project).

EU Structural FundsEU structural funds, from which entities inthe Czech Republic can draw moneythrough operating programmes, alsoprovide for subsidising the developmentof machine tools. In its Business andInnovation Operating Programme, theMinistry of Industry and Trade hasprepared and announced a sub-programme called POTENTIAL, underwhich support is given to the constructionor enlargement of the infrastructure(equipment, instruments, etc.) forindustrial development. In this case, thesubsidy is to help cover investment costs,so that the subsidised projects will make itpossible for enterprises to develop newproducts and technologies on thesubsidised equipment.

Support of Investment andOperating ProjectsA suitable combination of the twoprogrammes mentioned above will makeit possible to obtain subsidies fordevelopment projects in the area of bothinvestment and operation. In addition, other complementary programmes can beused, for example, for the development ortraining of research and developmentworkers. While the above-mentionedsupport programmes are managed by theMinistry of Industry and Trade andapplications can be filed by businessentities registered in the Czech Republic,Czech business entities also may seeksubsidies under EU programmes, wherean international research consortiumneeds to be set up to solve developmentprojects. The most useful Europeanprogrammes for the development ofmachine tools are the Seventh EUFramework Programme and the EUREKAprogramme. Both programmes havespecific rules and conditions governingthe granting of subsidies.

Engineering Attracts Investments

Jiří Sochor, Investment and Business Development Agency CzechInvest, e-mail: [email protected], www.czechinvest.org

Engineering is a promising sector forforeign investors wishing to invest in theCzech Republic. Thanks to the longengineering tradition in Bohemia, foreignas well as domestic investors can find inthis country experienced, highly skilledspecialists, capable of making maximumuse of the most advanced technologies. The resulting competitive advantagesoffered by the country are therefore betterquality of work, lower percentage of wasteand lower cost of additional training.

Through its history, CzechInvest hashelped to mediate 143 new engineeringenterprises for the Czech Republic.

Engineering Companies in the Czech RepublicMost Czech engineering companies aresmall and medium-sized enterprises. Theyoften have a similar history of theirinception. They came into being bybreaking away from the disintegratingengineering colossi in the early 1990s.There are some one thousand companiesengaged in engineering, in addition tosome fifty larger enterprises concernedwith the manufacture of engineering

equipment and accessories. They arescattered evenly throughout the CzechRepublic. Most enterprises make small-scale deliveries of a maximum of severalhundred pieces, marked by top quality.

Manufacture and Exports Are GrowingCzech engineering exports are dominatedby machines and transport equipment, which account for 54% of thesector’s total exports. It is much to thecredit of these exports that in 2007 theCzech Republic showed a record EUR 3.7billion foreign trade surplus. The mostimportant partner of the Czech Republic inengineering trade is Germany, which takes28% of Czech engineering production.Following next are Slovakia, Russia, andChina.

The Czech Republic exports about 80%of its output of machine tools and, interms of production and exports, it is theworld’s 14th largest manufacturer ofmachines and the seventh largest inEurope. Since 1994, Czech engineeringexports have been growing steadily, at anannual rate of around 12%.

Most Attractive Country for InvestorsThe Czech Republic is an open export-oriented economy and, owing to itsgeographic position in the very centre ofEurope, the country offers an idealhinterland for domestic and foreigninvestors. For example, according toa survey carried out by Ernst & Young, theCzech Republic is the world’s tenth mostattractive country for investors.

PricewaterhouseCoopers, in turn, forecasts that in the next few years theCzech Republic will experience the highestper capita flow in Central Europe of directforeign investment into the country. In2007, CzechInvest alone mediated 182investment projects for the Czech Republicto the total value of more than EUR 2.9bil l ion. More than 50% of theseinvestments are accounted for by theexpansion of companies already operatingin the Czech Republic. Among the largestin 2007 were the expansion of theFoxconn electronic company to KutnáHora, the Mora Aerospace company, based in the Olomouc region, whichmanufactures components for aircraftengines, and Aufeer Design, originallya Czech company, which is enlarging itsdesign centre for the automobile industryin Mladá Boleslav.

Investments in Research,Development, and StrategicCentresAbout 25% of all projects mediated byCzechInvest for the Czech Republic inrecent years are the most valuableinvestments into research anddevelopment or strategic business services.Altogether nineteen specialised centres forengineering have been set up in the CzechRepublic with CzechInvest’s support. Thoseestablished in 2007 include ZF Engineeringin Plzeň, APV Invensys in South Moraviaand Czech SOMA in Brno and Lanškroun.Engineering is one of the industrial sectorsthat attract the highest share ofinvestment into the development of newtechnologies or into service administrationin the Czech Republic.

Czech Students in International Co-operation

Tomáš Březina, Faculty of Mechanical Engineering, Brno University of Technology, e-mail: [email protected], www.vutbr.cz

The creation of the single Europeanmarket area opens up new opportunitiesfor the engineering profession. Thegrowing internationalisation of theclientele stimulates the establishment ofsubsidiaries in other countries, which isaccompanied by growing demand foruniversity-trained engineers having goodtechnical knowledge combined withintercultural competences, good languageskills, and the ability to become integratedinto international teams.

International Co-operationThe Faculty of Mechanical Engineering,Brno University of Technology, has fortwelve years co-operated intensively in thearea of machine tools and formingmachines, for example, with the ChemnitzUniversity of Technology, where a numberof its students have studied for at least oneyear. A quarter of them have mastered theGerman language so well that afterpassing the DSH (Deutsche Sprachprüfungfür den Hochschulzugang) language test, they could write and defend their thesis atthe Chemnitz University.

In 2008, the two universities will submita new joint study programme foraccreditation, with a double diploma inthe area of "Production Systems". Thismeans that during one course of studythey wil l be able to obtain twointernationally acknowledged diplomas onthe basis of just one thesis, which they willdefend before a joint Czech-Germancommission.

The Brno Faculty of MechanicalEngineering also co-operates with theUniversity in Chemnitz on a scientific andresearch programme. Its doctorandsattend courses at the Chemnitz TechnicalUniversity and the Fraunhofer InstitutWerkzeugmaschinen und Umformtechnikunder a research fellowship arrangement, and they participate in research work onprojects together with their Germancolleagues.

During the more than ten years of co-operation with a partner who enjoysworld renown in the development ofmachine tools and forming machines, academics, doctorands, and students fromBrno have exchanged valuableinformation and experience with their

German partners. Moreover, in 2008, theBrno Faculty of Mechanical Engineering, the only one in the Czech Republic, became a corporate member of theInternational Academy of ManufacturingEngineering known as CIRP (CollegeInternational pour la Recherche enProductique), which associates more than550 members from 41 countries.

Co-operation with PrivateCompaniesEqually important is the Faculty’sinvolvement in the development ofmanufacturing technologies, such as thedevelopment of technology for themanufacture of a new generation of

shearing, cutting, and pressing tools. Thishas created a firm basis for the Faculty’s co-operation with the private sector. Besidesconstruction and development work forthe private sector it has been engaged, since 2003, in the area of risk assessmentand safety of machine tools and formingmachines in the framework of theResearch Centre of ManufacturingTechnology. The Faculty’s researchers hadthe opportunity to compare their level ofknowledge with European standardsduring a course of study at TÜV ÖsterreichAkademie, at the end of which, afterpassing a certification examination, theywere awarded the "Ausbildung zum

Risikomanager" certificate. For theirindustrial partners they have madea number of construction projects andindependent risk and safety analyses, especially as regards machine tools.

What Are the Benefits of Co-operation with the Private Sector? One of the advantages of co-operationwith the private sector is that theFaculty’s laboratories are fitted with betterequipment. As a result, students now canuse the modern four-axes two-spindlemachining centre SPY 280CNC/Sinumerik840D with built-in Shopturn (MASKovosvit, a.s., Sezimovo Ústí). The

machine is intended for four-axescontinuous programming andmultioperation service (machining, milling, drilling, threading, etc.) using twosynchronised headstocks. They also havethe use of a CNC centre MCV 1210(TAJMAC-ZPS, a.s., Zlín), a basis forcontinuous five-axes CNC machining bymeans of the Sinumerik 840D system(Siemens s.r.o. A&D) and for themanufacture of different shapes – pumpand turbine blades, parts of aircraft, etc.

In addition to instruction and research, the holding of seminars and conferences, this equipment is also widely used in life-long education courses. ■

European Patent for Czech Machine Tool

Jaromír Houša, Research Centre of Manufacturing Technology, e-mail: [email protected], www.rcmt.cvut.cz

In 2007, the Research Centre ofManufacturing Technology (Výzkumnýústav pro strojírenskou výrobní technikua technologii – VCSVTT) continued itswork on the main project, "Research ofManufacturing Equipment", in which it

co-operates with member enterprises ofthe Associat ion of Engineer ingTechnology. The content and scope ofthe project is based on world trends and on co-operat ion with Czechmanufacturing enterprises. The projecthas three thematic branches, research ofhigh-performance, precision, reliableand ecologically friendly machines andtheir components, research of theproperties of machine tools, theirmeasuring, monitoring and evaluation, and research of forward-looking,efficient, and environmentally friendlymanufacturing machines (especiallymachine tools). Altogether 27 partialprojects are being addressed by thesethree branches. The Research Centrealso deals with projects supported byMinistry of Industry and Tradeand it participates in two projectsof the EU 6th frameworkprogramme.

Outcome of the MainProjectThe outcome of the main project,"Research of Manufacturing

Equipment", in 2007 is 118 publications,62 research reports, 57 studies forindustry, i.e. research and developmentwork and measuring, 14 prototypes, four utility designs, four seminars, andone course for industrial workers. The

Centre currently co-operates with aboutforty engineer ingenterprises, and thes ize of this co-operation, started in2003, is growing.

Examples of Co-OperationA specific example ofthe Centre’s successfulco-operat ion withindustry is the researchand development ofa new method ofprotecting of the twoaxes of a machinetool, which are movingsimultaneously. For

this development, the Centre has beenawarded a utility design and a Europeanpatent. A licence contract hasbeen signed between theCentre and HestegoVyškov for the useof the patent.Covers for theSpedTech machineof TOS Varnsdorfhave been madeunder the licence.Another example ofthe use of the

patent is the construction of the H 50Float machine in TAJMAC-ZPS, whereaxis Z is designed on the basis of thepatented "floating" principle. The axishas distinctly better properties, whichadds to the precision and quality of theworkpieces.

Engineering ProductionEquipmentTo support the broadening of co-operation between the Research Centre, universities, and industry, a branchgrouping, cal led "Engineer ingManufacturing Technology", has beencreated in the framework of the newCzech technological p latform,ENGINEERING (ČTPS), which co-operateswith the European technologicalplatform "Manufuture". The aim ofČTPS is to prepare the strategy of eightengineering sectors (one of which ismanufacturing technology) and researchprojects in those sectors for the periodup to 2015. This is expected to raise thecompetitiveness of Czech engineeringand to link it to European structures, especially in the area of research. ■
