Why Czech Post as an e-Government
partner for the Czech State?

or a post card and stamped it?
And MMS, e-mail?
And when did you send your last SMS?
Traditional post and its operations
By nature of its services the universal postal operations are
traditionally built as:
• Large, nationwide organizations
• With very robust physical presence
• Unprecedently dense coverage and logistic support
• With unified, and well structured processes and management governance

proper functioning and

On the other hand, the traditional postal
services (such as letters, postcards) are in
decline due to massive adoption of
electronic data interchange (being
replaced by e-mails, SMS, web portal
interfaces – banking, invoicing…)
Moreover all of these are considered as
free of charge (or with negligible costs)
State and its subjects (vassals or customers?)

Answer to most of these is “e “ .
• Thus the modern administration invests into e-
Government projects and concepts.
• To follow the overall trend of electronic
communication, expedition of processes and their
electronic execution
• Adoption to the expectations and comfort of the end
user, to ease up (or lift completely) the
administration burden
• The stage which we seek for eGovernment is
circulation of information and not that of citizens.
The purpose of modern state governance and its administration
is efficiency, cost optimization, expedition of processes and last
but not least the user friendly approach / interface towards the
final “customer” citizen.

Czech government decided to adopt and implement
Smart Administration principles.
Smart Administration is in an intersection of six factors:
citizens, legislation, organization, clerks, finance, and
information technology.
eGovernment is only
one sixth of Smart Administration,
but equally important as the other five ones.

Information System
and became the largest provider of Czech POINT services.

eGovernment for all citizens
eGON has been always built to provide services to every citizen. Czech POINT as a clerk assisted contact point of public administration is designed for the people who cannot, or do not wish to, interact with the government electronically. Data Mailbox Information System is designed for the people who want to interact with the government electronically.
Authorized conversion of documents between paper and electronic forms provide seamless connection between “paper” and “electronic” world and removes digital divide.

Legislation Foundation of eGON
• Czech POINT represents an implementation of an Act 365/200O Coll. About Information
systems of public administration, it has been launched on March, 2007.
• Česká pošta, s.p. is by this law one of providers of Czech POINT services.
• Outputs from Czech POINT have the same legal power as output provided by the original
administrator of the respective database or register.
• Data Mailbox Information System (DMIS) represents implementation of an Act
300/2008 Coll. on Electronic acts and authorized document conversion, which came to
an effect on July 1st, 2009.
• Česká pošta, s.p. has been empowered by this Act to become an Administrator of the
Data Mailbox Information System.
• Messages transferred by DMIS have the same legal power as those delivered as
registered mails into addressee hands.
• Authorized conversion of documents allows to convert documents from paper to digital
form and vice versa with the same legal power.
• Introduction of Czech POINT and DMIS really opened a new era in communication
between governmental agencies, between those and companies and citizens.

Data Mailbox Information System has been created with the vision of opening an alternative channel of delivering registered letters while using electronic form of communication.
The delivery is guaranteed by government, and delivered messages have the same legal power as if these were delivered in paper form.
The databox system from the implementation perspective is not an email system. It is trusted shared file space.

entities (companies, foundations, other bodies) by
DMIS ONLY!
The companies have to create the DMIS box at the
time of their registration as obligation.
Usage for citizens is voluntary.

All databoxes of mandatory users have been made active. (Regardless they have been activated before or not.)
Mandatory users spent huge efforts to cope with the new situation, but serious issues have not been recorded.
DMIS itself works without any non-scheduled downtime since the launch.

DMIS Building the
Ecosystem
Citizens and small businesses typically access their databox via internet browser (login page pictured), by using login name and password. Secure login options include CAPTCHA, using certificate, one-time password (mobile phone text message, software and hardware tokens.
Governmental agencies and large businesses access the Databox system from within document management applications while using published web services.
For such users DMIS behaves as a middleware.

DMIS Message
Databox messages are similar to letters in paper form (pictured).
Envelope includes information about sender and recipient. Several time stamps indicate when message has been sent, delivered and accessed.
Inside the envelope, allowed file format files can be inserted. Cumulative size of attachments is limited to 10MB.
Messages remain stored in the system for 90 days, then they are erased.

Message is delivered, when the mailbox is accessed by the recipient. In user interface (pictured) message envelop is displayed and time stamp information and sender information and subject of the message is shown.
In some legal situation, equally to the delivery of letters in paper form, message is delivered fictitiously. E.g. message is considered delivered despite of fact the recipient does not access its mailbox, after legally defined period of time (typically 10 after days).

Ecosystem
Independent software vendors manufacturing the document management systems customizing these systems to work with DMIS.
Over 100 independent system vendors deliver their customized systems to governmental agencies and business.
Enterprise class users sending and receiving over 10,000 messages (letters) daily.
Sent messages includes all types of legally binding documents, including administrative decisions, court sentences, invoices and others.
Building the Ecosystem
DMIS is primarily meant as a middleware
channel. Governmental agencies and
businesses using their document
management applications.
Instead of printing the letter, putting into
envelope, stamp it and send it, the “letter”
is gone instantly. This is economizing
clerks time and improves productivity.
