1. Introduction    This deliverable summarises the discussions held during the Kick-off meeting of the STARS4ALL project, together with the set of initial decisions and goals defined for the coming months. The meeting took place at the School of Computer Science, at Universidad Politécnica de Madrid, in Boadilla del Monte, Madrid. The meeting was held from the 22nd to the 23rd of February 2016.

4. Minutes    The meeting began on time with a brief lunch where partners were able to get to know each other. Presentations started with a presentation from the STARS4ALL Coordinator, Oscar Corcho, where a brief overview of the project was given. The meeting continued with a presentation of each of the institutions involved in the project. The aim of these presentations was to know their background and see how the project can take advantage of their available resources and expertise. After these presentations, the meeting advanced with a review of each Work Package, describing objectives, tasks and deliverables. These presentation series did not only provide a systematic review of the work described in the technical annex, but they were also a good opportunity to have open discussions and decisions about the main lines of work to be considered during the project.

The following table summarises the main actions identified for each WP. WP2: Outreach and Dissemination

- Participation in the Festival of Light - Include as many NGOs as possible - Include artistic Citizen Actions to engage new citizens. - Collaboration with the LUCI (Light Urban Community International)

association. IGB-BERLIN will establish this contact - Make an analysis of where the light pollution community is active, in terms of

social networks. Identify ambassadors for the dissemination strategy (key persons working on light pollution), so that they can join the ECAT (External Citizen Activists Team).

- Identify economical opportunities like light companies, governments, tourism. Merchandising around the night skies could be a great opportunity.

- Partners will supply equipment (computers) for supporting the broadcasts. More details will be provided by IAC.

- The consortium should collaborate on the translation and dissemination of the press release for the Solar Eclipse from Indonesia. Responsibles for translations of press releases and contact points for media in each language were named.

- Study the inclusion of new events like meteor showers to increase engagement. It could show the difference from different places like from a city and a small village.

- For the quality seals, we will focus on small villages, and more than a seal, it will be a label that represents the quality of the sky.

WP3 Community Awareness & Engagement

- Reformulate KPIs described in the project for a better understanding of the project’s results.

- Use of different sources of data (social networks) to calculate new metrics. - Unlike other citizen science projects, we must encourage the participation of

children, with special activities for them. - Generation of templates for PhD students in order to use our tool to make their

research. - Share papers or documentation about how to set up a successful community

WP4 Citizen sensing & Gamification

- All technical deliverables should be delivered with a small report. - Celebration of hackathons where citizens can test our games and provide useful

data. We will start with a hackathon to identify streetlights. - Based on the game presented by CEFRIEL, Urbanopoly, a customization of the

game for the streetlight location game will be studied. - A document for gamifying Cities At Night (http:// www.citiesatnight.org/) will

be generated in the next weeks in collaboration between CEFRIEL and the creator of the project Alejandro Sánchez.

- Study how to integrate the data generated by the photometer network in regards to include them in the initial version of the Data Management Plan (M3).

WP5 Collective Awareness Platform

- Cooperation and periodical meetings to integrate the software developed in WP3-WP4-WP5.

- Use of PyBossa (http://www.pybossa.com) as a crowdsourcing activities tool (T5.2).

- Study in the next weeks the possibility of using PyBossa for developing games. - Generate a more clear description of the LPI incubation process: - Whom we

are looking for? Which communities?, - When?, - How can you contribute?, - What will we do with the contributions?, - Everything will be open

After the presentation of the WPs, a demonstration of Cities At Night was made by its creator, Alejandro Sanchez. One of our Light Pollution Initiatives will support this project. The results were presented, 163711 tasks done and more than 18.000 citizen involved in one of their sub-projects (Dark Skies ISS). After the presentation, the cooperation with CEFRIEL was agreed in order to implement the gamification of the project inside its Light Pollution Initiative.

The following day began with a coffee break and the presentation of the infrastructures of the project. This includes document and software repositories, mailing lists, and software servers. For further information about tools and infrastructure, consult D2.1 Project Website. Partners agree to:

• Celebrate a periodical phone conference each month to analyse the work done and the next milestones.

• UPM will create more mailing lists o One for press contacts inside and outside the project o One for external activists (ECAT1 members) o Another for Light Pollution researchers from LoNNe

• UPM will update the tasks, deliverables and milestones in the JIRA2 platform. • Use of Google Drive as working and storage platform. • Use of Figshare3 as platform to upload our results (videos, datasets, deliverables, etc…). All

material will have a DOI (Digital Object Identifier), so it will be able to be cited in the future. Besides, we will study the possibility of using Zenodo4.

The meeting resumed with a summary of the different LPIs. Many of them were already discussed in the WPs sessions and open demos. The main conclusions and actions are enumerated in the following list:

• In LPI3 STARS4ALL European Quality Seals, we agree to o Contact with the Starlight Foundation5 and receive input from them. o Change the concept seal for label similar to the energy labels. We will try to contact

with similar initiatives like Villes et Villages Étoilés6 to include them in the project. o Split the seals on categories and levels depending on targeting community

(government, enterprises, citizens, etc…). o Create a community of expert around them.

• In LPI4 Detecting Inefficient outside Lighting, we subscribe to: o Look for a data model for the description of street lighting in open data portals in

order to be used in the Open Data Day celebrated on March 5th. o Examine the app in developed by Alejandro Sánchez EpicCollect 7 to collect

information about streetlights. • In LPI5 Detecting Inefficient outside Lighting, we decide to:

o Focus on a very specific topic/problem, and focus more in the quality of the light instead in the light pollution problem.

o Analyse the current national law in France about using lights on commercial time. IGB-BERLIN will contact with a French association to consult its application in this country.

• In LPI2 European Sky Protection Initiative, we consider that maybe it will be difficult to get volunteers to write legislation, so this material should be done by a small committee of very committed and specialized individuals.

• In LPI6 European Photometer Network, we want to contact with European fab labs8 to stimulate the manufacturing of photometers.

• In LPI10 Loss of the Night, we decide to contact with Christopher Kyba, creator of Loss of the Night app through IGB-BERLIN, with the objective of helping him with the new features of its app using our future citizen toolbox.

• In the software session, the use of a platform like Pybossa was analysed, as well as other alternatives like Crowdflower. Until having a more detailed study of the new metrics, and the gamification process, an initial architecture was proposed in the session (see Figure 3).

• In the dissemination session, we agree to:

o Contact with the photographer Marcus Neustetter to check possibilities to involving him in some of the broadcasting activities.

o Create a list of events that may be interesting for STARS4ALL like LoNNe9 network, ALAN or ECSA (European Crowdsourcing Network)

o Create material for the Dagstuhl10 seminar proposal o Create short 1-minute self-recorded videos on why each of us in the consortium are

interested in the project.

Finally, in the wrap-up, we decide to:

• Generate a new press release for communication the launching of the project. • Send to media the solar eclipse broadcasting press release at the end of the next week. • Study the possibility to celebrate the next work meeting before the next ECSA Conference in

Berlin (19 – 21 May 2016). • Define a press contact person per language
