y fellow Rotarians, people ask what is wrong with the world? A famous writer, G.K. MChesterton's answer was very short. He just

said, I am. The world is dangerous, not because of those who do harm, but, because of those who look at it, without doing anything. Are you ready to make a real difference, in the world around you?

The power to make a difference, lies within each one of us. If our faith is strong and constant, our effort to make a difference will be more than what we ever thought possible. To make a difference does not mean, making a bog splash or doing something, that makes people yell, “wow”. Some people proudly call it, “leaving a legacy.”

Making a difference, is doing things differently. Are you willing to help a needy child, overcome the obstacles of poverty through a sponsorship? Have you ever thought of providing education to those children who are still out of school? Have you ever considered about those children who die each year from curable diseases, such as polio, diarrhea, malaria, and tuberculosis?

Mother Teresa was once asked, what is the secret of your success? Is it hard work, dedication, ability or discipline? She smiled and said, it is hard to say, but one thing I know, I love to serve, I love to give, and if you give yourself, life will give you back something to cherish. You can make a difference in the world.

If we can share the tears of the lowly, we will soften our hearts, wash our eyes, and clear our vision. They in turn will witness our selfless desire to be of help. Most of the have-nots, are generally afraid, to put their faiths in the offers of help, because many of them, have an ulterior motive. They have selfish reasons to offer assistance. When they realize that Rotary is different, Rotary is serious, Rotary has no axe to grind, that Rotarians can share their tears and fears, then they would give total cooperation, untainted faith, and enthusiastic response. Therefore, never be afraid of the tears that you share with others. That is the best cleaning fluid ever.

Let us rise in the eyes of our communities, by sharing your time, energy, and resources and make them know, YES, Rotary is there. Rotary can make a difference in the world. Therefore, let your presence in the world, be one that shares and radiates love, and bring “Peace Through Service”.

SOME things creep into our lives so quietly that they seem to have been without beginning. From obscure and despised origin have come faiths that have lived

to lift the gates of empires from their hinges. Rotary has developed in less than a decade from a theory into the most important, practical business movement of the age.

And more and better - it is respected wherever known. If we could get far enough away to obtain a bird's-eye view of Rotary and take a moving picture of its growth, we would indeed say "wonderful."

If the success of the movement is due to one thing more than to any other, it is perhaps to the fact that Rotarians have always considered business as fit for society as society is fit for business and have always been of the opinion that the world could get along a good deal better without society than without business. I use the word society here in its narrow sense. Rotarians believe that business friends are as warm-hearted as social friends and often much truer; that business will mix with friendship, and that the best way to mix them is by elevating business to the plane of soulful friendship and not by lowering friendship to the plane of soulless business.

ellowship is the glue that holds Rotary Clubs together. Paul Harris knew this from Day 1. Some might consider Fit a selfish reason to join for the friendships, but having

friends is as important to one’s health as breathing. Harris rejoiced in the fellowship of Rotary, and he wanted every Rotarian to rejoice with him.

What better way to promote peace in the world than by finding the world’s next peace leader. The application is now available on line. If your district has never submitted a Rotary Peace Fellowship application, let us remind you that the fellowship is completely funded by Rotary and requires no District Designated Funds. Also districts are allowed to submit as many applications as they deem qualified. See the tip box below for recruitment ideas.

Dear fellow Rotarians,

In December, I spoke at the first of the three Rotary Global Peace Forums we have planned for this Rotary year. This first event, with the theme "Peace Without Borders," was held in Berlin, the home of the Berlin Peace Clock. The clock, intended as a piece of art, is 3 meters high and weighs over 2 tons. On its side are inscribed the words, Time bursts all walls asunder.

The clock was unveiled on 9 November 1989. That was the day the Berlin Wall fell. It was a wonderful coincidence that the moment the hands on the clock began to move, the orders were given to open the border to West Berlin. The words written on the side of the clock had come true.

In Rotary, we do not divide our work by nation, culture, or language. It does not matter what is printed in your passport. What matters is that you believe in Service Above Self. But even in Rotary, it is easy to think in terms of countries or communities. This project may help someone in my own community, or that project may help someone from Germany, or Kenya, or South Africa. Sometimes we think of different types of borders. This project, we think, helps the young. This helps the elderly. This helps people who are hungry, poor, or sick, or who have disabilities.

The truth is that Service Above Self does not know such borders. When we serve, the impact is not limited to our community, or the community we are helping. We are not only helping the young, or the elderly, or this school, or that orphanage. When we serve, we are helping all of humanity. The effects of what we do go on and on.

When we put Service Above Self, we are making a choice. We are choosing to put other people's needs ahead of our own desires. We are saying, "Your problems are my problems, and I care enough to help you."

Rotary brings peace by addressing the needs that cause conflict: the need for clean water, for nutrition, sanitation, and health care. When these needs are met, there is opportunity. And there is hope. Hope has no borders. It is the garden from which peace can grow.

Peace Through Service brings out the best in us. It makes us aware of the borders we set up around ourselves – and it helps us tear them down.

Help build peace in our world

otary was built upon the idea of a d v a n c i n g g o o d w i l l a n d Runderstanding – it's in our mission,

and part of everything we do. The Rotary Foundation has six areas of focus, each of which is important. But every one of them depends on peace in the world. We can't celebrate the World Day of Social Justice on 20 February unless we have peace. We can't really celebrate World Understanding and Peace Day on 23 February, which also marks Rotary's 108th year of existence, unless we can say that we are working for peace.

There are endless ways to help build peace in our world, through our clubs and through our Foundation. The polio eradication initiative, as the largest global public health initiative in history, is doing a tremendous amount to promote peace – by building partnerships between the public and private sectors, by improving health infrastructure and monitoring the poorest areas, and by making it clear to all that we cannot have a healthy world if even one child is forgotten.

Peace comes from sharing, and as many of you know, Rotary Shares is my personal answer to what each Rotarian should be doing. This month, which we celebrate in Rotary as World Understanding Month, the efforts of every district, club, and Rotarian should be directed toward doing something for peace.

fter 25 years of hard work, Rotary and its partners are on the brink of Aeradicating this tenacious disease,

but a strong push is needed now to root it out once and for all. It is a window of opportunity of historic proportions.

Reaching the ultimate goal of a polio-free world presents ongoing challenges, not the least of which is a hundreds of million dollar funding gap. Of course, Rotary alone can't fill this gap, but continued Rotarian advocacy for government support can help enormously.

As long as polio threatens even one child anywhere in the world, children everywhere remain at risk. The stakes are that high.Donate now to help Rotary achieve a polio-free world.

he very first All Philippines PETS and Philippines Rotary Concerns Forum Twere held in Cebu February 15 & 16 at

the Waterfront Cebu City Hotel. Some asked, “Why Cebu?” While your author was not on the planning committee, the answer appeared logical since it is one of the fastest growing areas of the Philippines with a metropolitan population of almost two million. Located in the geographical center of the Philippines, Cebu can be reached by land, sea, and air.

Cebu was founded by Magellan over 500 years ago, but the imprint of both the Spanish and Catholic culture continue; most notable is the Magellan's Cross and of course a statue of Lapu-Lapu, the victor over Magellan on Mactan island.

While this was not my first visit to Cebu, I was impressed with the many new buildings since my last visit only last year. Another noticeable change was the many PUV “trucknees” seen replacing jeepneys. Trucknees, my own term, is a PUV based on a light truck body instead of an extended jeep. Even the jeepneys did not show the smoke belching found elsewhere. The absence of tricycles on the main streets was noticed by others visiting Cebu for the first time. Also noticed by fellow Rotarians was the cleanliness of the city, and especially the friendly and rea-sonably priced taxis.

The country-wide PETS, combined with the Rotary Concerns Forum, appeared to be appreciated by the nearly 2,000 attendees. Some of the benefits of such a gathering were seen in both the quality of speakers and range of topics. Rotarians were able to hear RIPN Gary

Huang of Taiwan, Bro. Armin Luisto, Secretary for the Department of Education, RIDN Guiller Tumangan, RID John Boag, PRID Paing Hechanova, and of course our own, RPIC Chit Lijauco, RRFC Mac Hermoso, and RRC Oyan Villanueva.

PP Dr. Siva Anan-than's talks on both the 15th and 16th brought several re-marks from Rotarians. Silva, a PhD from Malaysia was able to combine education about Rotary in an entertaining manner that managed to capture both their mental thoughts while bringing large bouts of laughter from the audience.

The break-out sessions of PETS and PRCF held during the second day provided the 'nuts and bolts' of Rotary. The sessions were held in three levels of the hotel, but signs usually marked the rooms. However some registrants had difficulty and spent time locating the room intended for them where topics included “The Future Vision Plan,” “Protecting Our Environment,” ”Economic and Community Development,” “Connecting, Engaging and Serving,” “Filipino Health and Safety,” “Surviving Cancer,” “Leadership Development,” and many more. The districts then held special sessions to discuss items of unique interest or concern to their respective areas.

From the exciting opening of the Sinulog 2013 presentation, to RIDN Guiller's “My Dreams and Plans for Rotary,” to the Closing Presentation by the Loboc Youth Ambassadors, the first PETS & PRCF were a success. PP and Immediate Past District Secretary Jesse Tanchanco said it best, “I certainly enjoyed the fellowships, meeting of old acquaintances as well as making new ones.” And that's a big, “Me too; let's do it again in 2014.”

support to Rotarians around the world. Here are some suggestions for club officers who submit SAR dues:

1. Keep membership information current and accurate. Use Member Access or your local system to:

a. Update information at least twice a year, and no later than 1 June and 1 December.

b. Make sure that the names of all current officers are correctly entered in the system and that all future officers are named no later than 31 May.

c. Ensure that email addresses for all members, especially current and future officers, are current.

d. Set up a club email address that can be transitioned to future officers in order to help maintain a consistent flow of communications with Rotary.

2. Add Rotary email addresses to your contacts. To help ensure that email from Rotary is not rejected or filtered as spam, add rotary_international_sar@microdg .com and [email protected] to your email contacts.

3. Go paperless. Update your email preferences in Member Access to receive only the electronic copy of the SAR.

Ÿ Why do Rotarians and Rotaractors join Rotary? Why do they stay? According to the research, the top two reasons are (1) local community service and (2) friendship and fellowship. Further, these are the top two reasons cited by every age group.

Ÿ The vast majority (90%) of district leaders (governors, committee chairs, and so forth) from nonpilot districts say they support the Future Vision Plan.

Ÿ Strategic plans make a difference. Compared with clubs that don't have strategic plans, clubs with strategic plans are more likely to report significant improvement in the past three years in recruiting and retaining members, using social media, and maintaining a positive public image.

Ÿ New Generations participants are very interested in joining Rotary in the future. They say so at a rate of 80%!

Ÿ Clubs that are participating in the 2011-14 pilot programs (Associate Membership, Corporate Member-ship, Innovation and Flexibility, and Satellite Club) had greater overall membership growth in 2011-12 than they did the year before the pilot, 2010-11. Their growth was also far above RI 's 2011-12 overa l l membership growth rate.

Ÿ When writing new emails, do not type the TO or CC addresses at first. Enter the subject, write and review the email content. Read the email carefully. Only when you are ready to send the email, type the TO and CC addresses.

Ÿ Subject or title of the email is mandatory. The subject should clearly indicate the purpose of the email. Change the subject title when the subject changes.

Ÿ Do not attach files. Yahoogroups does not accept files.Ÿ Do not forward chain letters.Ÿ Avoid chat languageŸ Write emails in the language understood by the

recipient. Use simple words; do not make the recipient use a dictionary. Remember that English is a second language to many of your fellow Rotarians.

Ÿ Do not use fancy fonts in emails. Some fancy fonts are difficult to read or print. The recipient may not have the same fancy font you used for composing the email.

Ÿ Write one email per theme. Do not include various unrelated topics in the same email even if you are sending it to the same group. Stay focused.

Ÿ Never assume your e-mail messages are private or that they can be read by only yourself or the recipient.

Ÿ Do not use CAPITALS. Capital letters in emails indicate shouting at someone! Use initial capital for the subject.

Ÿ Try to quote from the original message where relevant. You can break the quoted message down into paragraphs and comment on them individually to make it clearer.

Ÿ Delete all but the last reply when referring back to a previous posting.

Ÿ Sign with name, club name, name of city of residence.Ÿ No commercial posts

Ÿ Do not send emails to individuals, via peacemaker/ changemaker, etc. They are GROUP lists. They are not intended for individual communication and should not display a name or individual's address.

PP Rey Abellada summed up the “problem” in Peacemakers facebook after the 1st historic MultiDistrict PETS held on 15-16 Feb 2013 in Cebu.

“It was a victorious travel and at the same time a very very frustrating one.

District 3790 were applauded that despite the odds we were confronted with, about 67 made it to Cebu. Originally, about 120 registered and paid, but sadly, they were not able to travel. I can feel the frustration of IG Linda and those who were not able to travel.

The excitement of those who registered was doused by the reality that the MRC travel agency engaged by incoming governor (IG) Linda did not deliver the prepaid travel packages resulting to the anger and frustration of those who were not allowed to board the plane to Cebu. I feel sorry for IG Linda who was the victim of the "scamlike" travel arrangement by PP Maris Cura, of MRC Travel. IG Linda wanted to arrange for the best travel package for her team but she ended up being the victim of glib tongued travel agency. I can imagine the nightmare IG Linda is going through. The frustrated members who were denied of the chance to be part of the First One Rotary Philippines MDPETS 2013 cannot help but be angry and expressed their disgust in very strong terms. I can't blame them. I just hope that when their angers have died down, they listen again to the explanation of IG Linda. If there is any one in the District 3790 who most wanted to bring PEs and Rotarians to MDPETS, it would have to be her. But she was taken for a ride by MRC Travel and it was too late when she realized that she was taken for a ride. She had sleepless nights trying to remedy the situation but she can only do so much. Some understood her plight and personally arranged for their own flight. Others were not informed and to their nightmare were not allowed to board the plane to Cebu. IG Linda updated her AGs on what is going on but the information did not trickle down to everyone. It was frustrating specially to those who went to the airport but denied entry. They have all the reason to be angry.

But Rotarians as they are - as we all are, we will in time put aside our anger and frustrations to look at this situation in a more understanding way. PEACE through Service will bind us stronger as we Engage Rotary and Change Lives.” - PP Rey Abellada.

In the plenary, RI president nominee Gary Huang expressed his regrets about 3790’s travel problem. Of course, every one knew that a Rotarian in D3790 scammed her fellow Rotarians. D3790 could have been the biggest delegation! The green shirts would have been a knock out!

How and what happened was a frantic talk among the 3790 tables (and perhaps other districts’ tables). Some of those who made it lamented that they had to fly through Manila instead of Clark.

On the 2nd day, each district held its own workshop. In the room of D3790, DGE Linda opened up the matter of “missed booking” after the regular speakers delivered their talks. Discussions ensued; clamor was raised that their fellow Rotarians who failed to make it be reimbursed; DGE Linda assured that she would pursue the matter to the roots,

The 3790 Rotarians went ahead to their next activity: photo shooting. The smiles came, every one agreed that it was a great event.

On the way back to Manila, PP Glo and AG Rey Mallari arranged a meeting between DGE Linda and PP Mariz Cura (RC Pampanga North) of MRC Travel. The meeting took place in Angeles City. The agent tearfully said she gave the money to her booker who failed to get the tickets. She promised to reimburse the unused tickets, hotel accommoda-tions and PETS registration fees.

After a day or so, the erring travel agent posted an apology letter to 3790 yahoogroups with a pledge to give back the money of the Rotarians. DGE Linda wrote her presidents-elect assuring them that “she would take the matter by heart and will make sure that those who paid and were not able to go to Cebu will be fully re-imbursed, and that the erring travel agency will be legally dealt with, and that an adequate PETS will be given to the affected Presidents Elect at no charge at all.”

The mayhem calmed down, and Rotarians went on their regular business.

It is now the 15th day. Unfortunately, the travel agent had not paid a single cent to DGE Linda or to any one concerned.

Sooner or later, the Rotarians in D3790 will be tested again when the promised post-PETS come. March 23. They are the ones who want their money back.

They are also Rotarians. In Rotary, we respect our peers. Whatever lies ahead, as Rotarian, let us we practice our gift of reason and understanding. Let us be the Peacemaker that this Rotary year’s theme wants us to embrace.
