Excelsior Correspondent LEH, Aug 25: EDP for PMEGP programme conducted by SBI Rural Self Employment Training Institute (SBI-RSETI), Leh concluded today at its premises. A large number of candi- dates from different areas of Leh participated in the programme. On this occasion, a small but impressive function was organ- ized in which certificates of par- ticipation were distributed by Director, SBI-RSETI, Leh, Yangchan Dolma. Madam Dolma also assured them that every possible help/guidance will be extended to them for addressing the diffi- culties faced by them in start- ing/running their business ven- tures. Gupta kick starts construction work Excelsior Correspondent UDHAMPUR, Aug 25: Minister of State for Finance and Information Technology, Pawan Kumar Gupta today vis- ited some areas of Udhampur town and kick started construc- tion work of lanes. On occasion, the Minister gave necessary instructions to the concerned department to gear up its men and machinery and complete the project within stipulated time frame. He said Government has resolved to create durable assets in the State. Mr. Gupta assured the people for the redressal of their other genuine development related problems. He said that every possible step would be taken for miti- gating their demands in a phased manner. He was addressing the gath- ering during the foundation stone laying ceremony for extension of ESI Hospital, Asansol, West Bengal. In order to provide social security benefits and for provid- ing the best medical services to the insured persons and their families of Asansol area, the ESI Corporation decided to extend this existing 100 bedded ESI Hospital to 150 bedded Hospital. After extension, this Hospital will have all the mod- ern amenities and equipped with state of the art equipments. It will be a multi-speciality hospi- tal which provides indoor, out- door, emergency and diagnostic services to the ESI beneficiar- ies. The construction cost for extension of the Hospital will be Rs 50 crore. Pertinent to mention that the Employees' State Insurance Corporation is a pioneer Social Security organization providing comprehensive social security benefits like complete Medical Care and a range of Cash Benefits in times of need such as employment injury, sickness, death etc. The ESI Act applies to premises/precincts where 10 or more persons are employed. The employees drawing wages up to Rs 15,000/- a month are entitled to Health insurance cover and other benefits, under the ESI Act. Addressing a press conference here, district president Rishikesh Rana, condemned the JU authori- tative stand of closing PG courses of Economics and Political Science in the mid-session leaving the students in utter dismay. "The students have completed first and second semester studies and they were about to take admission in third semester when order of clo- sure was issued by the Varsity authorities," he said. "It is the criminal negligence and ignorance on the part of University authorities particularly Coordinator of both the courses”. Who failed to prepare study mate- rial of the their respective courses and also to fulfill the criteria of University Grants Commission (UGC), he elaborated. The NSF demanded action against the erring Course Coordinators and adjustment of the students in the regular depart- ments of the University so that innocent won't suffer. DGP tells officers to restrict tobacco advertisements at point of sale Excelsior Correspondent SRINAGAR, Aug 25: Director General of Police (DGP) K Rajendra Kumar today directed all district police heads to restrict tobacco advertisements at the point of sales (POS) across the State. In an order issued here, the DGP directed all district police chiefs to implement the rules relat- ed to section 5 of COTPA (restric- tion of tobacco advertisements at point of sale), an official said here. The copy of the order has also been marked to all IGPs including Director Police Academy, all DIGs and other senior police officers, he said. "The order issued by the DGP has asked all district heads to col- late the violations for strengthening institutionalization of the mecha- nism and to forward the details on monthly basis to the Superintendents of Police of the Districts," the official said. "It has also been emphasized that violation of COTPA 2003 should be incorporated as one of the agenda items in the monthly crime review meetings at the dis- trict level," the order issued by the DGP further said. The move initiated by the police is aimed at strengthening the public health measure at the district and sub-district level, the official said, adding: "Importantly, COTPAAct 2003 says that the size of the board used for the advertise- ment of cigarettes and any other tobacco products displayed at the entrance of a warehouse or a shop where cigarettes or any other tobacco product is offered for sale shall not exceed sixty centimeters by forty-five centimeters." Meanwhile, the order issued by the police has been appreciated by J&K Voluntary Health Association, VHAI and members of civil society in the state and termed it a people friendly meas- ure. Est ablishment of T ribal Research Institute Zulfkar discusses modalities with academicians Excelsior Correspondent SRINAGAR, Aug 25: Minister for CA&PD and Tribal Affairs, Choudhary Zulfkar Ali today convened a meeting with Registrars of various universi- ties to workout modalities for establishment of Tribal Research Institute (TRI) in State. The meeting dwelt in detail on various aspects for establish- ment of the institute, its finan- cial implications and proposed faculties etc. Addressing the meeting, Zulfkar said the move is aimed at studying Tribal Culture, lan- guages holistically and to explore the possibilities for bet- ter economic growth of the trib- al communities. "Tribal Research Institute would study all aspects of tribals holistically so that quality inter- vention and sustainable devel- opment is ensured through dif- ferent Government initiatives'', the Minister added. Elaborating the features of the institute, the Minister said creation of TRI would play a significant role in the research on tribal issues besides synergiz- ing the efforts and activities of various departments and organi- zations on the subject of tribal affairs. He said the studies con- ducted by the institute would go a long way in guiding the policy makers while formulating any programs for the welfare of this underprivileged section of the society. Seeking Detailed Project Report (DPR) from all the uni- versities participating in the dis- cussion, the Minister said focus should be on intensive study of education, health, elimination of malnutrition, and generation of awareness by organizing work- shops, training programmes to ensure inclusive development at all levels Zulfkar said that although several initiatives have been taken at different levels for over- all emancipation and welfare of the community but need of the hour is to put extra efforts in implementation to plug any diversion so that only deserving get benefitted. He said require- ments and development needs of tribals living in different areas vary and conduction of such a research will help in delivering as per their requirements. Ganga reviews progress of industrial sector in Leh Excelsior Correspondent LEH, Aug 25: Minister for Industries and Commerce, Chander Parkash Ganga today reviewed the functioning of industrial units and allied Government departments in Leh district. Minister for Cooperative, Chering Dorjey, officers and entrepreneurs of small industrial units were also present in the meeting. Speaking on the occasion, the Minister said that Coalition Government is giving special attention to industrial sector and is in the process of bringing a new industrial policy very short- ly. He said all issues with respect to improving the facili- ties for setting up of industry in Leh will be addressed on priori- ty. Minister for Cooperative, Chering Dorjey said that due to inadequate supply of electricity, establishment of industrial units suffered in Leh. He said now the situation has vastly improved and it is expected that the indus- trial units will grow more. Earlier, the Industries and Commerce Minister along with the concerned officers visited industrial Estate Phyang, Oxygen Plant at Phyang, Kangri Floor Mill at Chushot and office of Manager SICOP at Leh. Later, the Minister held a meeting with Yoga Guru Baba Ramdev here and urged him to establish Patanjali industry in the State. Mr Ganga said that estab- lishment of industry will benefit the people of the State as besides providing the Ayurvedic medi- cines and food items to them, it can boost the economy of the people also as they can produce the raw material and sell it to the industry. Baba Ram Dev while accept- ing the suggestion said the deci- sion can boost the economy of local farmers as the State due to its climatic conditions has a lot of potential in producing the raw material for the industry. Baba Ramdev said that he is earnestly looking for the estab- lishment of industry and Government should take early decision regarding allotment of land for the same. He said this decision will also provide employment to a large number of youth in the State. Meanwhile, CEC, LAHDC, Leh Rigzin Spalbar today held a brief meeting with the Minister for Industries and discussed the issues related to industries in the district. During the meeting, CEC stressed on the need to provide power, water, road and fencing facilities for setting up of indus- tries on the lands already allot- ted to selected candidates which is lying waste in absence of these facilities. Emphasising on job creation and sustainable development in the region, Spalbar pointed out the need to engage youths in entrepreneurship considering the availability of rich resources and the need to do value addi- tion of the existing raw prod- ucts. For this, CEC urged the Minister to increase incentive, interest subsidy and to set a time frame for the banks to pay loan which is one of the biggest hur- dle for the youths to start with their job. JKEEGA seeks audience with Principal Secy PDD Excelsior Correspondent JAMMU, Aug 25: J&K Electrical Engineering Graduates' Association (JKEEGA) has accused the Principal Secretary to Government, Power Development Department, for not sparing some time for a meeting with the associ- ation, which time and again approached the officer. The association said that it is very unfortunate on the part of the administration which seems to be least concerned about the improvements to be made in the department and the problems faced by the engineers in the pres- ent scenario accordingly. In a reminder letter submitted to Principal Secretary, the associa- tion said that instead of solving the genuine matter of engineering fra- ternity like non-regularization of engineers and maintaining senior lists, the administrative depart- ment is busy in making transfers/postings of engineers and that too prematurely without adhering to the standing Government's transfer policy. The association further said that Department is turning blind eyes towards officers posted/deputed to other depart- ments even when posts are lying vacant in the PDD itself. "Now-a- days a new trend has been set up by the Administrative Department where officers are promoted on in charge basis but are not posted after the lapse of six months or even one year. If this is the sce- nario of planning from our top brass then what they can expect from their subordinates", it added. It further alleged that due to delayed decisions and scarcity of field staff, the power network sys- tem has deteriorated to such an extent that electrical accidents have become a routine matter and engineers are made scapegoats where they are kept at the mercy of the civil administration and general public. The association urged the offi- cer to spare some time for an early meeting so that various pending issues may be discussed and redressed as early as possible. Villager's dead body recovered Excelsior Correspondent RAJOURI, Aug 25: Mystery shrouds the death of a 50-year- old villager, whose dead body was recovered from the forest area near his house in Nowshera area today. The police identified the deceased as Wali Mohd, son of Abdul Aziz, resident of Baruti village. He went missing since Monday and the family members were searching for him. Today his dead body was recovered under mysterious circumstances from the nearby forest. The police party when came to know about the matter, rushed to the spot and shifted it to SDH Nowshera for postmortem. The police registered a case and started investigation. The police said that possibility of murder can not be ruled out.

DGP tells officers to restrict tobaccoadvertisements at point of sale

SRINAGAR, Aug 25: DirectorGeneral of Police (DGP) KRajendra Kumar today directed alldistrict police heads to restricttobacco advertisements at the pointof sales (POS) across the State.

In an order issued here, theDGP directed all district policechiefs to implement the rules relat-ed to section 5 of COTPA (restric-tion of tobacco advertisements atpoint of sale), an official said here.

The copy of the order has alsobeen marked to all IGPs includingDirector Police Academy, all DIGsand other senior police officers, hesaid.

"The order issued by the DGPhas asked all district heads to col-late the violations for strengtheninginstitutionalization of the mecha-nism and to forward the details onmonthly basis to theSuperintendents of Police of theDistricts," the official said.

"It has also been emphasized

that violation of COTPA 2003should be incorporated as one ofthe agenda items in the monthlycrime review meetings at the dis-trict level," the order issued by theDGP further said.

The move initiated by thepolice is aimed at strengthening thepublic health measure at the districtand sub-district level, the officialsaid, adding: "Importantly,COTPAAct 2003 says that the sizeof the board used for the advertise-ment of cigarettes and any othertobacco products displayed at theentrance of a warehouse or a shopwhere cigarettes or any othertobacco product is offered for saleshall not exceed sixty centimetersby forty-five centimeters."

Meanwhile, the order issued bythe police has been appreciated byJ&K Voluntary HealthAssociation, VHAI and membersof civil society in the state andtermed it a people friendly meas-ure.

Speaking on the occasion,the Minister said that CoalitionGovernment is giving specialattention to industrial sector andis in the process of bringing anew industrial policy very short-ly. He said all issues withrespect to improving the facili-ties for setting up of industry inLeh will be addressed on priori-ty.

Minister for Cooperative,Chering Dorjey said that due toinadequate supply of electricity,establishment of industrial unitssuffered in Leh. He said now thesituation has vastly improvedand it is expected that the indus-trial units will grow more.

Earlier, the Industries andCommerce Minister along withthe concerned officers visitedindustrial Estate Phyang,Oxygen Plant at Phyang, KangriFloor Mill at Chushot and officeof Manager SICOP at Leh.

Emphasising on job creationand sustainable development inthe region, Spalbar pointed outthe need to engage youths inentrepreneurship consideringthe availability of rich resourcesand the need to do value addi-tion of the existing raw prod-ucts. For this, CEC urged theMinister to increase incentive,interest subsidy and to set a timeframe for the banks to pay loanwhich is one of the biggest hur-dle for the youths to start withtheir job.

JKEEGA seeks audience withPrincipal Secy PDD

JAMMU, Aug 25: J&KElectrical Engineering Graduates'Association (JKEEGA) hasaccused the Principal Secretary toGovernment, Power DevelopmentDepartment, for not sparing sometime for a meeting with the associ-ation, which time and againapproached the officer.

The association said that it isvery unfortunate on the part of theadministration which seems to beleast concerned about theimprovements to be made in thedepartment and the problemsfaced by the engineers in the pres-ent scenario accordingly.

In a reminder letter submittedto Principal Secretary, the associa-tion said that instead of solving thegenuine matter of engineering fra-ternity like non-regularization ofengineers and maintaining seniorlists, the administrative depart-ment is busy in makingtransfers/postings of engineers andthat too prematurely withoutadhering to the standingGovernment's transfer policy.

The association further saidthat Department is turning blindeyes towards officersposted/deputed to other depart-ments even when posts are lyingvacant in the PDD itself. "Now-a-days a new trend has been set upby the Administrative Departmentwhere officers are promoted on incharge basis but are not postedafter the lapse of six months oreven one year. If this is the sce-nario of planning from our topbrass then what they can expectfrom their subordinates", it added.

It further alleged that due todelayed decisions and scarcity offield staff, the power network sys-tem has deteriorated to such anextent that electrical accidentshave become a routine matter andengineers are made scapegoatswhere they are kept at the mercyof the civil administration andgeneral public.

The association urged the offi-cer to spare some time for an earlymeeting so that various pendingissues may be discussed andredressed as early as possible.

Villager's dead body recovered Excelsior Correspondent

RAJOURI, Aug 25: Mystery shrouds the death of a 50-year-old villager, whose dead body was recovered from the forest areanear his house in Nowshera area today.

The police identified the deceased as Wali Mohd, son of AbdulAziz, resident of Baruti village. He went missing since Mondayand the family members were searching for him. Today his deadbody was recovered under mysterious circumstances from thenearby forest.

The police party when came to know about the matter, rushedto the spot and shifted it to SDH Nowshera for postmortem. Thepolice registered a case and started investigation. The police saidthat possibility of murder can not be ruled out.
