WASHINGTON: Blown away by
death of at least 18 children in one
of the deadliest school shooting in
American history, the US President
Barack Obama choked up several
times as he said "our hearts are bro-
ken today" before the White House
Press Corps.
"Our hearts are broken today for
the parents and grandparents, sisters
and brothers of these little children,
and for the families of the adults
who were lost," Obama said during
his brief appearance before the
White House Press last afternoon.
"Our hearts are broken for the
parents of the survivors, as well, for
as blessed as they are to have their
children home tonight, they know
that their children's innocence has
been torn away from them too early

JAMMU,DEC 15: In yet another ceasefire
violation, Pakistani troops fired on Indian posts
along the Indo-Pak border in Jammu and
Kashmir's Poonch district.
Pakistani troops fired on Indian forward
posts in Krishna Ghati sector along the Line of
Control (LoC) in Poonch late Friday night, a
defence spokesman said on Saturday. This is
the seventh ceasefire violation by Pakistani
troops along the LoC and international border
in Jammu and Kashmir in the month of
December. Firing continued for a brief period,
he said, adding that there was no loss of life or
injury in the firing. On December 08, Pakistani
troops had fired on Indian posts along the LoC
in Krishnagati forward belt in Poonch sector.
Pak rangers had also violated ceasefire for
three consecutive days from December 05 and
07. On December 05, firing had taken place in
two places.

visiting Pakistan Interior
Minister Rehman Malik said
he never compared the 26/11
attacks with the demolition.
"I was simply talking about
the ugly events such as
Mumbai and so many oth-
ers," Malik said in a press
conference, after his meeting
with Union Home Minister
Sushil Kumar Shinde.
On Friday night, Malikhad equated the 1992 demo-
lition of Babri Masjid in
Ayodhya with 26/11 terrorist
attack in Mumbai. "We do
not want any 9/11. We do not
want any Bombay blasts, we

Clarifying his Friday's remarks on Kalia, Malik
said he had been "totally misquoted" and that he did
not know "too much of the incident".
"I am not a master computer," Malik said.
Malik had created a furore yesterday by saying
that he wasn't sure whether Captain Kalia "waskilled by a Pakistani bullet, or the weather" during
the Kargil conflict in 1999.
"When the fight is going on the border, we really
don't know whether he was killed with a Pakistani
bullet or he died because of the weather," Malik had
told reporters here on arrival on a three-day visit.
"I have not examined this case, it has just come
to my notice very recently, but I will be very happy
to see the father of the soldier, and shake hands and
like to know what exactly happened," he added.
Giving clarifications, Malik said: "My full sym-
pathies are with the family... Since the matter con-
cerns the Ministry of Defence, I will take the infor-
mation and have it investigated... The cause of death
is not yet determined. If he was tortured, how could
you expect that we would give such a body (back),
knowing the reaction it would elicit."
Captain Kalia was captured by the Pakistan
Army in 1999 during the Kargil conflict, and his
badly tortured and mutilated body was later handed
over by Pakistan.
Captain Kalia's father NK Kalia recently movedthe Supreme Court seeking its direction to the gov-
ernment to raise his son's case at the International
Court of Justice at The Hague.
Sarabjit Singh's...

that she and Sarabjit's daughter Swapandeep had
appealed to Mr. Malik for his release.

Swapandeep told AIR that her request for visa to
Pakistan to meet her father had also been accepted
by Mr. Rehman Malik. She said the Minister told her
that they would get the visa soon after applying and
will stay in the neighbouring country as his guest.
Sarabjit Singh, a case of mistaken identity, is
undergoing imprisonment in Pakistan after being
convicted for his alleged involvement in a string of
bombings resulting in killing people, more than two
decades ago. His execution was indefinitely put off
in 2008 by Pakistan government.

on Wednesday had dismissed as "untrue" Modi's
claim that the Indian government was planning to
hand over Sir Creek to Pakistan.
He accused UPA of lacking courage to stand up
to Pakistani interior minister Rehman Malik's
remarks alluding Mumbai attacks to Babri demoli-
tion.
"The Union government in Delhi is so weak that
Malik comes to India and states authoritatively that
the 26/11 Mumbai terror attack is similar to the 1992
Babri Masjid demolition. The Babri Masjid demoli-
tion is an internal matter of India. If the Indian gov-
ernment had guts, it should have asked the visiting
delegation from Pakistan to say sorry for its com-
ments," Modi said while addressing an election rally
at Prantij here.
Dismissing Congress' allegation that he has raked
up the Sir Creek issue to drive political mileage dur-
ing Gujarat elections, Modi said, "If the Congress
party feels that I have raked up this issue to get more
votes, then postpone this elections. Let the polls be
held after six months. Elections will come and go.
But, I am more concerned about the security of the
country".He attacked Congress president Sonia Gandhi for
doubting his "patriotism".
"I am the son of this soil. I was born and grown
up here and fought on this soil. I don't require your
certificate of nationalism," he said referring to Sonia
Gandhi.

Reddy here.SERP is implementing Indira Kranthi
Patham (IKP), a statewide community driven rural
poverty reduction project to enable the poor to
improve their livelihoods and quality of life through
their own organizations.
Andhra Pradesh, which is leading in the women
Self-Help Group (SHG) movement in the country,
has already signed such MoUs with six states -
Chhattisgarh, Madhya Pradesh, Rajasthan, Assam,
Jharkhand and Maharashtra.
According to a statement from the chief minis-
ter's office, SERP would soon sign MoU with
Punjab.
SERP has been identified as national resource
organisation for providing support in social mobili-
sation and institution building. It trains and provide
community resource persons (CRPs), professional
Resource Persons (PRPs) services and training cum
field immersion assistance to the partner states.
The PRPs and CRPs, who are rural poor, are
earning Rs.24,000 and Rs.21,000 per month respec-
tively through the training and assistance pro-grammes. SERP plans to position nearly 300 PRPs
and 3,000 CRPs in next three years, taking their total
earnings to Rs.250 crore.
Ramesh said Andhra Pradesh women have gone
all the way to other states and now will go to
Kashmir and Haryana. "Through women SHGs, we
can bring peace and development to J&K," he said.
Kiran Kumar Reddy said women CRPs and PRPs
have made Andhra Pradesh proud. He said the SHG
movement in the state had won world acclaim.

we are praying for them, that the love they felt for
those they lost endures not just in their memories,
but also in ours," he said.
"We've endured too many of these tragedies in
the past few years. And each time I learn the news I
react not as a President, but as anybody else would
as a parent. And that was especially true today. I
know there's not a parent in America who doesn't
feel the same overwhelming grief that I do," he said.
"The majority of those who died today were chil-
dren - beautiful, little kids between the ages of 5 and
10 years old. They had their entire lives ahead of
them - birthdays, graduations, weddings, kids of
their own. Among the fallen were also teachers, men
and women who devoted their lives to helping our
children fulfill their dreams," Obama said.

the drivers of private vehicles shall start from 17-12-
2012 for their safety and the safety of their loved
ones. DIG further said that we will also focus on
stunt bikers who use roads and streets for perform-
ing stunts in moving Traffic. Since "Stunt biking" is
a major challenge as it possess imminent and grave
danger to the lives of the riders and those using the
road for normal passage. Moreover, since ware-
house has been declared one way and entry for the
warehouse shall be from Asia Hotel side and exit
from Bikram Chowk and no vehicle shall be allowed
to enter warehouse from Bikram chowk. The vehi-
cles owners who intend to visit warehouse from City
side shall take U-turn from Green Belt crossing and
will enter warehouse near Hotel Asia. This has been
done for the smooth regulation of Traffic at Bikram
Chowk and to release the pressure of heavy Traffic

would be tried by special court-
martial at Marine Corps Base
Camp Lejeune in North Carolina
on December 19," an official
statement said yesterday.
The incident took place during
a counter-insurgency operation in
the vicinity of Sandala, Musa Qala
District in Helmand Province of
Afghanistan, on July 27, 2011.
The video of this incident surfaced
on you tube early this year.
Staff Sgt Chamblin was also
charged with other alleged mis-
conduct that took place during the
same operation, to include being
derelict in his duties by failing to
properly supervise junior Marines,
failing to require junior Marines to
wear their personal protectiveequipment, failing to stop and
report the misconduct of junior
Marines, failing to report the neg-
ligent discharge of a grenade
launcher, and failing to stop the
indiscriminate firing of weapons.
The charges were referred to
court-martial by Lieutenant
General Richard P. Mills, the
Commanding General of Marine
Corps Combat Development
Command on Sept 21, 2012.
Chamblin is assigned to Third
Battalion, Second Marine
Regiment at Camp Lejeune.
In September this year,
Chamblin along with Staff
Sergeant Edward Deptola were
charged with misconduct that took
place during the operation.
Deptola is also charged with
failing to stop the unnecessary
damaging of Afghan compounds
and wrongfully and indiscrimi-
nately firing a recovered enemy
machine gun.
In August, three Marines were
punished for misconduct that
came to light during several inves-
tigations into the desecration and
filming of deceased Taliban,
shown in a video that became pub-
lic in January 2012.

was killed in an accidental firing
while another was critically
injured in a landmine explosion in
Uri sector of Baramulla district in
north Kashmir, official sources
said on Tuesday. Sepoy Ram
Prasad, posted with Seven
Rashtriya Rifles, was killed when
his service rifle accidentally went
off when he was cleaning it at
Rampur camp near Uri town, 90
kms from here, on Srinagar-
Muzaffarabad road last night, the
sources said. They said another
army jawan was injured when he
stepped on a mine laid outside his
camp at Silikote, 100 kms from
here, near the Line of Control
(LOC) on Tuesday afternoon.
The injured jawan, identified
as sepoy Arun Kumar, was shifted
to a military hospital in a critical
condition, the sources said.
MOSCOW: Russia's
Strategic Missile Force
plans to test-fire 11 inter-
continental ballistic mis-
siles (ICBM) in 2013, after
firing only five this year, its
commander said Friday.
"In 2013, we plan to fire
11 ICBMs, the main aim
being the life-extens ion of
existing missile systems
and state acceptance trials
of future systems," said
Col. Gen. Sergei
Karakayev.
A new automated battle
management system
(ASBU) is also being intro-
duced for the force which
will allow rapid re-targeting
of ICBMs, he said.
"The force is currently
undertaking introduction of
a fourth-generation auto-
mated battle management
system, which, while under-
taking the traditional role of
authentication of com-
mands, collating reports
and controlling launch sta-
tions, will also guarantee
automated alteration of
plans and operati onal re-
targeting of missiles," he
said. By 2020, the whole of
the force will be equipped
with modern digital com-
munications, he added.

JAMMU,DEC 15: Saying that PDP
is the creation of BJP with a sole objec-
tive to divide and disintegrate the peo-
ple of the State, Minister for Industries
and Commerce, Mr. S. S. Slathia today
cautioned the people about machina-
tion of this party.
Speaking at a public gathering at
Channi-Kartholi, Vijaypur today, Mr.
Slathia castigated PDP for its double
standard adding that the party leader-
ship wants to grab the power to satiate
their nefarious designs. He said coali-
tion government will not allow such
elements to succeed in their plans and
will jointly defeat their schemes to
divide the State on the basis of religion
and region. Mr. Slathia said that people
of the State have rejected both the par-
ties during elections which show peo-
ple are commitment towards secular-
ism and socialism. He said the coali-
tion partners will not allow anybody to
damage the secular fabric of the State,
a hallmark of its rich culture and ethos.

after he opened fire at officers at an Army base
in the state of Texas, a media report said.
Officers at Fort Hood found a suspicious
vehicle parked near the main gate of the base in
the early morning ,as per media reports
While officers approached the car, the sol-
dier sitting in the car shot at them and they
returned fire, said the media report. Officials
were quoted as saying that although officers
tried life-saving measures, the soldier died
before emergency medical personnel arrived.
No officers were injured. An investigation was
on. The 30-year-old soldier, whose name was
not immediately released, was assigned to the
1st Cavalry Division at Fort Hood, investiga-
tors said. On Nov 5, 2009, 13 soldiers and
civilians were killed and more than two dozen
others wounded when a gunman walked into
the Soldier Readiness Processing Center at Fort
Hood and opened fire.
Workshop on CivilRegistration System held

of India organized a workshop on Civil
Registration System at Reasi. Director

inaugurated the workshop. Speaking on the occa-
sion, Mr. Lachotra said that field functionaries
play an important role in the registration of Death
and Birth and stressed upon all the field func-
tionaries and registrars to check the registration
of each birth and death.

was held on various aspects of vital statistics,
such as births, live births, still births, deaths,
foetal deaths, besides issues regarding registra-
tion of births and deaths were also discussed in

JAMMU, DEC 15: More than
eight hundred water supply
schemes costing Rs. 1189 crore
are under execution in Jammu
province.
This was disclosed in a
review meeting of PHE, irriga-
tion and Flood Control sectors
chaired by Minister for PHE,
Irrigation & Flood Control, Mr.
Taj Mohi ud Din here today. The
meeting was told that 826 water
supply schemes under National
Rural Drinking Water
Programme are in various stages
of execution in Jammu province
costing Rs. 1189 crore.
The meeting was told that
692 hand pumps were drilled in
the province till November,
2012. Additionally, 322 schools
were covered under drinking
water supply during the year, the
meeting was told.
Addressing the meeting, the
Minister impressed upon engi-
neers to avoid cost overrun of
schemes by sticking to timeline
of schemes. He also directed
blacklisting of contractors who
fail to complete the works with-
in the scheduled timeline. Mr.
Taj directed the head of every
division to visit the respective
areas and personally supervise
the estimates and execution of
schemes.
He also asked them for
preparing a database of all the
schemes in operation in the
State.
The Minister also asked the
engineers to make good use of
the geological atlas developed
by the Department so that explo-
ration of sub surface and
groundwater becomes easy. In a
separate review meeting of
Irrigation & Flood Control
Departments, Mr. Taj asked the
engineers to undertake cleaning
of canals on priority basis so
that the water reaches tail ends.
He asked them to improve the
distributory network of canals in
view of the fact that additional
500 cusecs of water is available
for irrigation purposes this year.

The Minister said over a
period of time the value and

estimated because of the
wrong methodology used to

Mr. Mir said that a large
dose of commitment is need-
ed by various aiding agencies
to put their resources togeth-
er so that greater scientific
understanding of sustainable
agriculture can be achieved.
He said the policy makers are
still chasing after new tech-
nological miracles to feed the
world, whereas essential ele-
ments for both sustainability
and productivity already
exist and need to be rediscov-
ered through the indigenous
knowledge of farming com-
munities and the diversity of
the Nature's resource.
The Minister said that our
endeavour must also be to
preserve soil composition,
structure, natural bio-diversi-
ty and the sustainable food
production by moving the
crop production process clos-
er to that of natural vegeta-
tion. He said the outputs from
sustainable agriculture are
devoid of inorganic chemi-
cals such as pesticides and
insecticides as it uses only
the organic way of farming.
He said it helps us to produce
the products in more environ-
ment friendly manner and is
thus healthier for the con-
sumers to consume.
For strengthening the eco-
nomic condition of our farm-
ers, the Minister said that
there is need to encourage the
farmers to take up enterprises
like Bee-keeping, Mushroom
cultivation, Floriculture,
Protected vegetable cultiva-
tion to augment the farm
income. He said that present
dispensation has also ensured
that farmers get good price of
their wheat and rice produced
for which he said that gov-
ernment for the first time
introduced procurement of
these crops by Food
Corporation of India which
provided the farmers mini-
mum support price for the
produce and stopped dis-
tressed sale.
The Minister said the
Science Congress provides
an opportunity to the scien-
tists from different disci-
plines to come out with rec-
ommendations for drawing
the road map for enhancing
all round development of
agriculture and wished the
agriculture sector to grow for
overall profitability and pros-
perity of the farming commu-
nity.
Minister for Revenue, Mr.
Raman Bhalla who was
Guest of Honour on the occa-
sion, said that every effort
should be made to transfer
the technology from lab to
land for ensuring quality
agri- horticulture production.
Lauding the role of
research scientists for lunch-
ing farmer friendly pro-
grammes, the Minister hoped
that this would certainly help
to strength the socio-eco-

here today. Approximately 250 stu-
dents accompanied by 35 teachers
and support staff were part of the
programme.
This programme was an attempt
on part of the school to supplement
the initiative of the government to
install traffic lights at different traf-
fic junctions.
The programme was a reminder
to all Jammuites to follow the traffic
rules for smooth traffic flow and re-asserting the need for the same
because ignorance and sometimes
blatant disregard to traffic rules
claims hundreds of innocent lives
every year.
Students carried placards
explaining various rules of traffic
and the commuters were seen appre-
ciating the bubbly enthusiasm while
making a conscious effort to comply
with the traffic rules.
Traffic police, on duty, educated
the students about the technicalities
of regulating traffic flow and impor-
tance of adhering to the traffic rules.
This programme served the purpose
of mass awareness as well as self
education for the students. School

and the state government. "Jammu and
Kashmir police is scripting a saga of
valour and has met various challenges
successfully, especially in the fight
against terrorism", Wani said. The state
government has a focused attention on
strengthening the police department by
adding more man power, modern
equipments, besides establishment of
new police units, he said. Wani said the
state government during the past four
years has taken several steps to refur-
bish all round development of people,
besides bringing complete peace andnormalcy in the state.
State for Transport Shabir Ahmed
Khan inaugurated SDPO office at
Manjakote, Rajouri. Wani said opening
of SDPO Office at Manjakote was a
public demand which has been fulfilled
by the government. Wani endorsed the
demand for special recruitment of local
youth in police and said the issue would
be examined on priority and a decision
would be taken soon. Meanwhile,
Shabir Ahmed Khan Khan said opening
of new police stations in far flung and
remote areas for providing justice and
maintaining peace is included in the
priority list of the state government.
The government will consider special
police recruitment drive in all blocks of
the district, he said.
Kupwara doctor
facing similarcharge in J&K
SRINAGAR,DEC 15: The gynaecolo-
gist, who was arrested two days ago on
charges of murdering a new-born baby,
is also facing trial in a similar case in
Baramulla district.
Dr Shan-i-Alam of sub district hos-
pital Kupwara and part time sweepers
Naseema and Nazir Ahmad Mochi
were arrested on Wednesday after an
investigation pointed to their involve-
ment in the killing of a baby, whose
body was fished out from a stream on
October 10.
In 2009, the doctor was charged
under various sections including sec-
tion 304 RPC (causing death by negli-
gence) of a baby delivered under his
supervision to an unwed mother.
According to the charge sheet filed
in a trial court, the doctor had dumped
the child near a stream in Tangmarg
area, where he was running a private
clinic, causing death of the infant. Two
persons, who had assisted the doctor in
the crime three years ago, are also fac-
ing trial. The health department has
also initiated a departmental inquiry to
probe the activities of the doctor and
the other two employees of the hospital
who were arrested by police in the lat-
est case, sources in the department said.
Deputy Chief Medical Officer of the
Kupwara will conduct the inquiry
against the doctor and submit a report
to Chief Medical Officer Abdul Majid
within one week, the sources said.

ensure safety and security of passengers, it has been decided to
implement One Way Traffic on National Highway.
All kinds of passenger vehicles bound for Srinagar are
required to cross TCP Nagrota by 1100 Hrs and Udhampur by
1230 Hrs for onward journey towards Kashmir valley. While
cutting time for heavy vehicles shall be 1200 Hrs at Nagrota and
1400 Hrs at TCP Udhampur, beyond which no vehicle shall be
allowed to proceed for onward journey to Kashmir valley.
Similarly on alternate days, all kinds of passenger vehicles
bound for Jammu shall have to cross TCPPanthachowk by 0900
Hrs, Khanabal by 1100 Hrs and Qazigund by 1200 Hrs. The cut
off time for heavy vehicles shall be 1400 Hrs at Qazigund,
beyond which no vehicle shall be allowed to proceed towards

There is reason to cheer the
news that the Index of
Industrial Production has
grown at 8.2 per cent in
October when compared to
its performance the same
month in 2011. That this
should come after a contrac-
tion in September and be
way above the 5.4 per cent
growth that experts had esti-
mated, is even more exciting.
But it will be too early to
conclude that the country is
finally seeing a turnaround
from its slippery economic
growth over the last few
years. For one, the IIP only
measures industrial growth;
there are other parameters of
economic development
which are not included in the
exercise, and many of those
parameters are still gasping
for breath. Further, the
healthy figure we have
before us of the IIP has been
primarily driven by a decent
surge in manufacturing (9.6
per cent) and a remarkableincrease in the consumer
durables sector (16.5 per
cent). The large dependence
on these two segments
exposes the fault lines in our
economic growth and is akin
to putting too many eggs in
one basket. It must be point-
ed out that the automobile
sector, which usually reflects
in many ways the economic
health of the growing middle
class consumer, has actually
not done well. The sharp
increase of activity in the
consumer durable segment
has perhaps been more to do
with seasonal demand (the
festive Diwali season), and it
may thus not sustain in the
coming months.
While we have to wait
and see how the growth
plays out in the coming
months, the stock exchanges
at least do not seem to have
been much enthused, with
indices registering a drop
despite the encouraging
announcement about the IIP
increase. Of course, stock
indices had been falling for
days even before the
announcement came, yet the
fact that they did not rebound
following the IIP figure
clearly indicates that they
were lukewarm to the devel-
opment, and perhaps believe
that far more needs to be
achieved to gain their confi-
dence. Whenever new
growth figures are put into
the public domain, experts
begin speculating whether
the Reserve Bank of India
will be finally persuaded to
lower interest rates. It's no
different this time around. Of
late, even the fiscal measures
announced by the UPA
Government have not movedthe RBI to reconsider the
lending rates. On those occa-
sions, the RBI did not
believe that fiscal prudence
of the Government had
reached the levels which
merited a cut in interest
rates. This has led to much
heartburn in Government cir-
cles and the Union Ministry
of Finance in particular. It
remains to be seen, therefore,
whether the latest IIP figures
will convince our monetary
managers to make that cut.
With inflation remaining an
area of concern and the
Centre's so-called reform
measures not really taking
off, the RBI may not do the
needful, or it may do in a
very small measure.

The Union Government has been able to
defeat in both Houses of Parliament motions
opposing the Manmohan Singh dispensation's
decision to introduce 51 per cent FDI in multi-
brand retail. On December 5, it was able to
secure in the Lok Sabha a 253-218 majority
(with both the SPand BSP, the parties support-
ing the government from outside, walking out
just before the voting) while in the Rajya Sabha
the Opposition's motion was defeated by 14
votes, that is, 109 for and 123 against (here the
victory was significant as the ruling parties do
not enjoy a majority in the Upper House; the
UPAwas bailed out by the BSP voting with the
government and SP walking out of the House).
The nature of voting in both the Houses fol-
lowing threadbare discussions on the subject
under scrutiny has been interpreted by the rul-
ing parties as full endorsement by Parliament
of the government's policy announcement of
FDI in retail. However, a close examination of
the issue reveals the fallacy of such an asser-
tion. The Congress managers had worked over-
time to ensure that the government survives the
floor test but that did not automatically mean
that a majority of members in both the Houses
supported FDI in retail, howsoever much the
corporate-driven media seeks to give a differ-
ent spin to the whole affair. Both the SP and
BSP were and are still openly opposed to FDI
in retail. But their behaviour in the two Houses
to help the ruling alliance was not due to the
latter's ability to convincingly establish the
need for FDI in retail. Ostensibly the BSPwas
peeved because the Leader of the Opposition in
the Lok Sabha alluded to the Congress' misuse
of the CBI to get the pending investigations
into the allegations against the party supremo,
Mayawati, withdrawn.
Actually that was just an alibi. (In the case
of the SP there was not even the figleaf of such
an alibi!) The real reason behind the BSP's
mercurial behaviour in Parliament was the
clandestine deal that the Congress was able to
strike with it (of course, Mayawati will extract
her pound of flesh and it is for the Congress to
ponder over the cost of such an underhand
accord to bring her on board). The same applies
to the deal with Mulayam Singh Yadav's SP.
True, nothing succeeds like success. Yet one
nagging question remains unanswered: what
was the urgency to allow FDI in retail, espe-
cially when its disadvantages far outweigh its
advantages as projected by its votaries (this
fact has come out in bold relief in the parlia-
mentary debate)? This is precisely where the
issue of foreign pressure comes to the fore.
Last week in these columns the November 17
speech of Hillary Clinton, the outgoing US
Secretary of State, at Singapore's National
Management University was brought into
focus as she had pointed to the Government of
India having succumbed to the Western (main-
ly US) pressure to open up the Indian markets
for FDI in retail. Certain other disturbing
developments have now come to our notice.
For example, in a recent note circulated by
Gopal Krishna of ToxicWatch, it has been dis-
closed that MPs were invited to a closed-door
interactive meeting, meant exclusively for
Parliament Members, on FDI in retail on
December 4 just prior to the debate on the sub-
ject in Parliament. The invitation went from the
Policy Research Studies (PRS) Legislative
Research. This closed-door meeting with MPs,
according to Gopal Krishna's note, "appears to
be a manifest case of lobbying by the PRS
which is under the Union Home Ministry's
scanner for accessing fund from Wal-Mart,
eBay, Ford Foundation, Omidyar Network
etc.". It was mentioned in a write-up in the
New Indian Express last August that this year
the CPRS had applied for approval to the
Union Home Ministry to receive US $
8,55,000 from the Ford Foundation and $ 1
million from Omidyar Network that belongs to
eBay founder Pierre Omidyar respectively, to
run a Legislative Assistants to MPs (LAMP)
scheme. And the MoS for Home, Mullapally
Ramachandran, had categorically said: "The
government thinks that it is not desirable that
our legislators accept foreign support chan-
neled through an NGO for their parliamentary
research assistance" while refusing to entertain
the application.]
But now the same PRS Legislative
Research has been allowed to openly lobby
with MPs for FDI in retail!
Several newspapers have alluded to lobby-
ing by Ford Foundation, Wal-Mart and others,
and Gopal Krishna underlines in his note that
"there is a compelling logic for a parliamentary
probe into the goings-on that subverts the leg-
islative will of Parliament and compromises
the country's interests", adding: "Unsuspecting
MPs are being targeted by corporate lobbies."
These are a matter of serious concern. But
one apprehends that such exercises enjoy the
blessings of the topmost figures in the UPA
Government.
The Manmohan Singh dispensation is bend-
ing over backwards to convey to the Western
world in general and the US in particular that it
would leave no stone unturned to safeguard
and promote the foreign investors' interests. It
is this essential attribute of Manmohanomics
based on the World Bank's IMF-prescription
for progress which is antithetical to the project
of realising national regeneration on the solid
foundations of the Gandhi-Nehru paradigm of
growth with equity, and hence must be deci-
sively defeated in the coming days. The fight
against FDI in retail at the mass level is an inte-
gral part of this effort and needs to be resolute-
ly carried forward to build a popular movement
against the pernicious consequences of
Manmohanics staring us in the face.

UPA Wins in Parliament, but . . .

Human beings are joined in the most inti-
mate of relationships with the outside world
from the day they are born. The irony is that
very little time is spent thinking and caring
about one of the most important ones!
Obviously, I am talking about our connection
with the environment. This lack of attention is a
major cause of concern because rapidly growing
world population and the increased use of ener-
gy are placing unprecedented pressures on earth
and hence our environment. Solutions will have
to be found out which are truly global in scope.
The nation's youth have special responsibilities
in relation to protection of the environment. This
is mainly due to the fact that young people have
to live for an extended period with the deterio-
rating environment bequeathed by earlier gener-
ations and there are a lot of risks and health haz-
ards involved in this. Young people will be
forced to engage in improvised and effective
forms of action and activism; thereby generating
effective responses to ecological challenges.
Future generations will also be affected by
today's course of action because their future
depends on the extent to which they have
addressed concerns such as the depletion of
resources, the loss of biodiversity, and long-liv-
ing radioactive wastes. To represent the con-
cerns of future generations is difficult in the con-
text of policy-making at the present moment.
Environmental education is one way to equip
young people with the necessary cognitive skills
to recognize and withstand the pressures of the
advertising world. The kind of education that
needs to be imparted here involves providing
information about how the world's ecosystems
are under stress as well as proper guidance on
how to draw links between an advertiser's prod-
uct and its ecological consequences. As the cog-
nitive demands are very high and advertisers are
extremely skilled, they will always try to con-
vince you that their products and activities are
environmentally sound or beneficial. This is
commonly known as "green washing". In order
to turn your backs to such corporates, consumer
boycotts and protests can be the most effective,
eventually causing polluting companies to
rethink their corporate strategy. Apart from hav-
ing a greater stake in the more distant future,
young people are properly poised to promote
environmental awareness simply due to the fact
that they often have better access to information
about the environment than their elders. The
youth have lived all their lives in an era in which
environmental issues have loomed large. They
can introduce fresh ideas and outlook to envi-
ronment-related issues because anti-ecological
ways of thinking and behaving are not ingrained
in them. Amajor reason why the youth ought to
take the lead in protecting the environment is
stronger awareness of the issues and a greater
stake in long-term sustainability. They will obvi-
ously face challenges as pressures are brought to
bear in the opposite direction.
Commercialization in every aspect of life is
severely affecting the youth of today. In addition
to these effects, on the whole, technologies that
increasingly distance people from the environ-
mental effects of their consumption decisions
are growing with globalization, acting as an
impediment to environmental awareness.
Youth Participation In Effective Environmental Protection
KOLKATA: Bihar Chief
Minister Nitish Kumar on
Friday reiterated his demand
for granting special status to
the state, saying other finan-
cially backward states also
had "valid right" to seek
additional aid from the
Centre.
"Bihar will continue to
ask the Centre to grant spe-
cial status," Kumar told
reporters on the sidelines of
an event here.
Like Bihar, there were
other financially backward
states which also had the
valid right to seek additional
aid from the Centre, he said.
"The other states might
argue with the Centre on the
lines which Bihar had done
while seeking special status,"
Kumar added.
He said that the backward
states have problems which
were state-specific.
West Bengal Chief
Minister Mamata Banerjee
had also sought a financial
package from the Centre after
coming to power in May
2011 which was yet to arrive.
Kumar, who heads the
Bihar government as leader
of the NDA-constituent
JD(U), has linked his party's
support for the 2014 Lok
Sabha polls with special sta-
tus.

Nitish reiterates demand forspecial status to Bihar
CHANDIGARH: As much
as 15 lakh tonne of new stor-
age capacity is expected to
come up in storage-starved
Punjab by March 2013 even
as bidding process for setting
up 3.5 lakh tonne capacity of
modern silos may start next
month. Under Private
Entrepreneur Godown (PEG)
Scheme, Centre allocated 50
lakh tonne of new storage
capacity which was to be built
in Punjab for storing food-
grain and it also included 4
lakh tonne of modern silos.
"We expect 15 lakh tonne
of new storage capacity will
be ready by March which will
take new capacity built under
PEG scheme to 30 lakh tonne
in Punjab," an official of Food
Corporation of India said in
Chandigarh on Friday.
Already 15 lakh tonne of
new capacity has been built at
several places in Punjab, he
said, adding rest of 15 lakh
tonne would be built later in
next year. With regard to set-
ting up silos which will be
equipped with cleaning and
drying equipments, official
said the bidding process for
silos might start next month.
"The tenders for setting up
silos in Punjab is expected to
be floated next month, while
workshops are being held for
private parties to encourage
them to participate in the open
bidding for silos," he said.
The Centre had planned to
build 4 lakh tonne of silos
with 50,000 tonne capacity
each at eight locations in the
state including Barnala,
Amritsar, Patiala, Kila
Raipur, Jalalabad, Sangrur,
Dhuri and Batala. "Out of 4
lakh tonne of silo capacity,
50,000 tonne of capacity will
be built by Punjab State
Warehousing Corporation,"
he said. Punjab has total
godown capacity of 214 lakh
tone including 110 lakh tonne
of covered space and rest is
covered and plinths.
Meanwhile, the movement of
wheat and rice from Punjab to
other states is expected to be
higher in coming months
because of allocation of more
rakes by railway and higher
demand of rice from southern
states.
"We have seen improve-
ment in movement of wheat
and rice from Punjab through
rail in past few months. We
hope to evacuate about 17-18
lakh tonne of wheat and rice
during December against 13-14 lakh tonne of average
movement from the state,"
official added. However,
Punjab government has been
demanding from the Centre
that at least 20-25 lakh tonne
of wheat and rice should be
moved out of state per month
in a bid to evacuate "bulging"
foodgrain stock with shortage
of the storage space in the
state reaching alarming lev-
els. After factoring in new
storage capacity coming in
March, the agrarian state
faces space shortage of 40-45
lakh tonne of food grain
against the present capacity,
official sources said.

Punjab to get 15 lakh tone new storagecapacity by March next year
CHANDIGARH: The
Haryana Government on
Friday asked the Centre to
include five castes in the cate-
gory of Other Back Classes to
allow them the benefit of
reservation in Central govern-
ment jobs.
Haryana has asked the
Centre to include Jat, Jat Sikh,
Bishnoi, Ror and Tyagi castes
in the Central List of Haryana
State as Other Back Classes
(Special Backward Classes).
The request was made in a
written communication sent
to the Secretary of the Union
Ministry of Social Justice and
Empowerment Anil Goswani
by the Haryana Chief
Secretary P K Chaudhary, an
official release said in
Haryana on Friday.
The letter has been sent
following the recommenda-
tion made by the Haryana
Backward Classes
Commission two days ago for
providing reservation to mem-
bers of the five communities,
the release said.
The communication said,
"Haryana Council of
Ministers in its meeting held
on December 12, while
accepting the recommenda-
tions of the Haryana
Backward Classes
Commission, decided that the
recommendations of the
Commission regarding inclu-
sion of the Jat, Jat Sikh,
Bishnoi, Ror and Tyagi castes
in the Central List of Haryana
State may be taken up with the
Centre immediately so that
they can get the benefit of
reservation etc. in the jobs of
Government of India."
The state government has
also enclosed a copy of the
report of Haryana Backward
Classes Commission dated
December 12, for ready refer-
ence in its communication to
the Centre. The CS said also
said, "Government of
Haryana vide its notification
dated April 8, 2011 had recon-
stituted the Haryana
Backward Classes
Commission. The terms of
reference of this Commission
were to entertain, examine
and recommend request for
inclusion, and hear com-
plaints of over-inclusion and
under inclusion in the list of
Backward Classes."
The Haryana Backward
Classes Commission headed
by Justice K C Gupta (retd)
recommended, "(i)The State
Government may notify thecommunities of Jat, Jat Sikh,
Bishnoi, Ror and Tyagi as
Other Backward Classes
(Special Backward Classes)
and provide 10 percent reser-
vation to the said communi-
ties in exclusion to the com-
munities already notified as
Backward Classes.
The said communities
shall not be included in the 27
percent reservation provided
to the Backward Classes and
shall not claim any share in
the existing reservation for the
Backward Classes. So, the
reservation shall be mutually
exclusive, the Commission
had said.

Haryana urges Centre to include5 castes in OBC list
RAIPUR: The Chhattisgarh gov-
ernment will pass the Food
Security Bill during the current
winter session of the assembly,
Chief Minister Raman Singh on
Friday said.
On Tuesday, the assembly
passed the state government's sec-
ond supplementary budget for this
financial year amounting to Rs
1,509 crore.
Countering Opposition's
charges during the discussion on
supplementary budgets, he said,
"So far, the Centre has not been
able to enact Food Security Bill,
but the Chhattisgarh government
will pioneer it for downtrodden
families.
It will be introduced during the
ongoing winter session of the
house." With the second supple-
mentary, the total budget of the
state for the current financial
year has reached Rs 40,824 crore
from Rs 37,574 crore. He said,
youth development is the most
salient feature of this supplemen-
tary budget as Rs 20 crore of the
budget has been proposed for it.
Free laptops will be provided to
students studying in the final year
of medical and engineering cours-
es, he said. Detailing other salient
features of the state budget, he said
that the state government provides
rice at Rs 3 per kg to 35 lakh fam-
ilies living below poverty line and
they would also be provided with 2
kg of gram at reasonable rates.
For the gram distribution
scheme, Rs 31 crore has been pro-
posed in the suppl ementary budg-
et, he said. Under the
Mukhyamantri Tirath Yojana,
20,000 senior citizens will be sent
on pilgrimage annually, for which
Rs 36 crore has been provisioned,
he said.
Earlier, Opposition leader in the
Assembly Ravindra Choubey
alleged that despite the state gov-
ernment failing to spend the state
budget' s full amount, it had
deviced a second supplementary.
Also, crores of rupees were spent
in the state foundation ceremony,
despite deteriorating law and
order, he said.
CHHATTISGARH
Chhattisgarh to pass Food Security Bill during Winter Session
BHOPAL: Notwithstanding the recent death of four tigers in
Madhya Pradesh due to electrocution and poaching, the state
government is hopeful of winning back the 'tiger state' status
from Karnataka after the next census of the big cats.
Four tigers died recently in the state three due to electrocu-
tion and another one succumbed to its injuries after it was
allegedly trapped by poachers.
Though there was an increase in the number of tigers in
Madhya Pradesh by 43 in the last tiger census, the total num-
ber of the big cats found in the state was 257, whereas
Karnataka was ahead in the count as nearly 300 tigers were
spotted in the state. This resulted in Madhya Pradesh losing
the 'tiger state' title to Karnataka, which the former had carried
for several years.
However, Madhya Pradesh Forest Minister Sartaj Singh
says he is hopeful that the state would get back the coveted
'tiger state' from Karnataka in the next census. "I have been
saying that in the last tiger census, those responsible for count-
ing tigers have done so in a wrong manner, which we will rec-
tify next time and get back the coveted 'tiger state' status,"
Sartaj told reporters in Bhopal on Friday.
"We are hopeful that this time the tiger count would cross
the 300-mark," he said. Referring to the recent incidents of
electrocution of tigers, the minister said that members of a par-
ticular tribe indulged in poaching for their livelihood.
