Local officials and their representatives showed all-out support to extend CARP, namely, Agusan del Norte governor Angelica Rosedell M. Amante; 1st district representative Lawrence Lemuel H. Fortun; 2nd district representative Erlpe John M. Amante and Butuan City mayor Ferdinand M. Amante, Jr.

Provincial Agrarian Reform Coordinating Committee (PARCCOM Chairman Greg Honteveros gives his views on the future of CARP and reiterated before the farmers that Agrarian Reform is needed to ensure social justice as it is mandated in the constitution.

The said event was organized by Federation of Agrarian Reform Community Cooperatives (FEDARCCO) who brought together farmers from different Agrarian Reform Communities (ARCs) in two cities and 11 municipalities in the province.

More than a thousand of Agusan del Norte Agrarian-farmers and their cooperative leaders gathered to participate the kick-off of the month-long 26th Anniversary Celebration of the Comprehensive Agrarian Reform Program (CARP) which highlighted with a thanksgiving mass, motorcade and Farmers’ Congress last June 10, 2014 at Brgy. Luz Village covered court, in this city.

FEDARCCO Board of Director Constancio Dalanon expounds to the farmers the three reasons to extend CARP as stipulated in the manifesto: (1) Sustaining Agrarian Reform Program which have genuineness and meaning only with continuing Land Acquisition and Distribution Component; (2.) Protection of Food Production Area which can be ensured only in the hands of empowered farmer-tillers; (3.) Direct control and supervision of Agricultural Lands under one Agency to handle agrarian reform, titling, survey, support services, regulation and management.

A manifesto was signed by the guests and farmer-leaders including Municipal Mayors in this province, DAR Caraga Regional Director Faisar A. Mambuay, PARPO Andre B. Atega and some Agrarian Reform Executives and Agrarian Reform stakeholders also signed the manifesto.

During the congress, farmers elicited support from local government officials to address their clamor to further extend the CARP Extension with Reforms, which expires this year. They manifested their standpoint to extend CARP for more years thru a signature campaign will be sent to the House of Representatives, to start the debate for further extension of CARP.

DAR AgNor Distributes land titles during CARP anniversary Celebration

were handed-over to 310 Agrarian Reform Beneficiaries by the Department of Agrarian Reform (DAR) in Agusan del Norte during the 26th Anniversary celebration of the Comprehensive Agrarian Reform Program (CARP) held at Brgy. Luz Village, Butuan City last June 10, 2014.

The awarding of Certificate of Land Ownership Awards (CLOAs) was graced by Regional Director Faisar A. Mambuay and DAR Asst. Regional Director Daylinda Narisma, assisted by PARPO II Andre B. Atega, City Mayor Ferdinand M. Amante, Jr. represented by Atty. Butch Itao, Governor Ma. Angelica Rosedell M. Amante-Matba represented by Atty. Aquino W. Gambe and PARCCOM Chairman Greg Honteveros.

The said landholdings are from

different Agrarian Reform Communities (ARCs) in this province that include 258 hectares handed-over to 126 ARBs in Barangay Maningalao and Consorcia of Las Nieves; 33.3168 hectares to 18 ARBs in Barangays Tagbuyacan and Poblacion of Santiago; and 250.6196 hectares distributed to 166 soil tillers from Barangays Antongalon, Anticala, Salvacion and Sumile of Butuan City.

As Republic Act 9700 or the CARP Extension with Reform (CARPer) Law expires this year, the Department of Agrarian Reform in this province has intensified efforts to acquire and distribute targetted lands to complete the 4,800 hectares balance, which is remarkably the highest and challenging target in the history of LAD in the CARP implementation of the province. •

The Department of Agrarian Reform in Agusan del Norte is facing a huge challenge

in distributing 4,800 hectares of agricultural lands to landless farmers this year.

Provincial Agrarian Reform Officer Andre B. Atega regards the target as “unprecedented” and said, meeting it, “requires a lot of hard work, commitment and determination.”

According to Atega, the land distribution target is “the highest and most challenging in the history of the Comprehensive Agrarian Reform Program in Agusan del Norte” for which efforts to acquire and distribute lands will be intensified.

Further he said, what makes LAD difficult in 2014 is we are trying to complete, meaning zero-out all lands

for distribution. But only closer than half can be distributed to the farmers. About two-third will be dropped from coverage as non-CARPable lands.

In 2013, Atega broke all land distribution records percentage-wise by delivering 3,091 hectares to soil tillers or 226 percent more than the annual projection of 1,370 hectares. During his unannounced visit to DAR-Caraga’s 2013 Christmas Party, Secretary de los Reyes recognized and lauded Atega’s feat to fast tract land delivery.

Beneficiaries were 126 farmers for

258 hectares in Barangay Maningalao and Consorcia, in Las Nieves town, 18 soil tillers for 33.3168 hectares in Barangay Tagbuyacan and Poblacion in the Municipality of Santiago, and 166 farmers covering 250.6196 hectares in Barangay Antongalon, Anticala, Salvacion and Sumili here.

DAR-Agusan Norte faces biggest test in 2014 land distrubution

Ang maong proyekto gipundohan sa Japan Bank International Cooperation (JBIC) ug local nga panggamhanan sa Jabonga ilawom sa liderato ni Hon. Mayor Jasmin F. Monton.

Ang naasoyng proyekto gi-implementar sa National Irrigation Adminstration (NIA) ug gitakda nga adunay kapin sa 115 ka Agrarian Reform Beneficiaries ang makapahimolos niini.

Sumala pa ni Provincial Agrarian Reform Program Officer Andre B. Atega, CESO V nga ang DAR-ARISP-III ug ang NIA nagtambayayong alang sa kaugmaran sa kinabuhi sa mga mag-uuma.

siya mipasalamat sa DAR sa proyekto nga ilang naangkon.
