DATE: April 6, 2017 TO: San Joaquin Valley Special City Selection Committee FROM: Seyed Sadredin, Permanent Secretary and Executive Director/APCO RE: AGENDA ITEM #4: APPOINT CITY REPRESENTATIVES TO THE GOVERNING BOARD RECOMMENDATIONS: 1. Appoint Councilmember Christina Fugazi, City of Stockton, as the Large City Representative from San Joaquin County 2. Appoint Mayor Chris Vierra, City of Ceres, as the Small City Representative from Stanislaus County 3. Appoint Councilmember Monte Reyes, City of Porterville, as the Small City Representative from Tulare County BACKGROUND: The Special City Selection Committee adopted procedures to nominate and appoint city members to the District Governing Board in January, 2009 and a city rotation schedule in March, 2009. In September, 2014, the Special City Selection Committee amended those procedures allowing for the reappointment of city members to maintain institutional knowledge, provide more effective participation of city members of the District Governing Board, and to provide the option for the North and South Valley Chapters of the California League of Cities to nominate city council members for appointment to the District Governing Board. Alternatively, the appropriate chapter of the League of Cities can request that the District seek nominees to fill the vacant city seats. There are currently three city seat vacancies on the District Governing Board. The North and South Valley Chapters of the California League of Cities requested that the District seek nominees to fill the vacant city seats. Based upon the adopted procedures and rotation schedule, the Air Pollution Control Officer mailed applications to all eligible city council members, prepared and mailed ballots including application materials from all eligible applicants to the cities within counties that have open seats, and tallied the votes to determine the nominee from each county. The above recommendations reflect the nominees as voted by the cities within each county with an open seat based upon the rotation schedule.
