Red Line Objectives

Separate initiative being led by NCDOT, the Red Line Task Force (MTC), local governments, and CATS

call for a unified strategy to finance the implementation of the Red Line

catalyst for regional, dual-benefit economic development

Red Line Regional Rail ProjectJuly 1998 - 2025 Integrated Transit/Land Use Plan defined the major transit corridors in the Charlotte region.

November 1998 - The citizens of Mecklenburg County approved the levy of a one-half cent sales tax to be used to finance public transportation systems.

February 1999 - A Transit Governance Interlocal Agreement was negotiated, forming the Metropolitan Transit Commission (MTC).

2002 and 2006 - The MTC adopted the 2030 Transit Corridor System Plan, later updating the plan in 2006. CATS begins work on construction documents for the North Corridor (Red Line).

2010 –The Red Line Task Force (a sub-committee of the MTC) was created. The RLTF adopts a policy that the Red Line will primarily serve as an economic development initiative.

Late 2010 through 2011 – NCDOT and consultants work with the Red Line Task Force and MTC to evaluate potential financial and governance models for the Red Line.

Spring 2012 – NCDOT and local staff will present a consensus Business Plan for the Red Line Regional Rail project and ask for adoption by local governments by June 2012.

COMPREHENSIVE PLAN GOAL :Prioritize Infill and Mixed-Use Development Within or Near Already Developed Areas

Short-Term Recommendations: The town should establish the downtown and village area as the highest priority for infill, redevelopment and mixed use. The town should develop an incentive package to encourage this type of growth over the next ten years.

The Comprehensive Plan recommends that many of the estimated 2000 new households projected to come to Davidson by 2020 should be accommodated within the Village Center. The plan also recommends that of the over 2 million square feet of new projected commercial space in Davidson, the bulk should be placed within the Village Center.

“Growth will be mixed-use, allowing for a variety of live/work settings, unique retail businesses, vibrant public spaces, and additional civic uses.”

“Walkable streets will connect to surrounding neighborhoods and adequate parking will accommodate regional visitors.”
