Gino Van Begin, Secretary General, ICLEI- Local Governments for Sustainability Aligning urban resilience efforts and the post-2015 global frameworks Local governments have been officially recognized in the he Sendai Framework for Disaster Risk Reduction (UNISDR) and the Paris Agreement (UNFCCC). What does this mean for local resilience efforts and governance structures? How can we build on existing programs and resources in support of the post-2015 targets? How can we connect these efforts to the implementation of Sustainable Development Goal 11 to “Make cities inclusive, safe, and resilient”? Making cities safe, inclusive, resilient and sustainable Following on from the introduction, speakers will then discuss two key themes related to SDG 11:
1) how achieve an equitable urban future through participatory, inclusive approaches; and 2) how to support capacity-building in local governments to prioritize investments, develop
bankable projects, and to secure and manage funding for resilience. Adaptation and resilience on the ground The plenary will conclude with examples of local resilience from Europe and Asia. Participants will hear findings from a new report launched at Open European Day on the state of adaptation in Europe. Next, local government representatives from Asia will reflect on resilience planning in their cities, providing a preview to the 2016 City in Focus and Reality Check Workshops.

Summary: The aim of this workshop is to present and discuss the emerging climate risk related issues in the coastal cities of Da Nang and Can Tho, Vietnam and to get input from cities facing similar challenges. Can Tho is currently facing the most severe drought and saline intrusion seriously impacting the city and the surrounding agricultural area that services the city. The combination of these two stresses threatens to exceed the ability of social-ecological systems to adapt, if there is no appropriate short and long term response regarding water management. Da Nang is vulnerable to acute shocks such as storms, floods and droughts. Intense and unpredictable typhoons, frequent floods and droughts are associated with substantial losses. Despite its achievements in urbanization, there remain problematic issues in urban planning, flood control and urban drainage in the city of Da Nang. Both cities had completed vulnerability assessments and developed their own Climate Change Adaptation Plans. However, up to this date, there is not enough knowledge on how to address slow-onset hazards, such as

Summary: This highly interactive panel and discussion session will focus on how to create an enabling environment for private sector as well as community and citizen-level engagement in climate-compatible development. Taking in a wide range of experience from CDKN and ICLEI projects in developing countries, panelists and audience members will explore some of the strategies that have been successfully deployed to forge Public Private Community Partnerships for renewable energy development, low carbon transport systems and sustainable coastal management. This session will draw upon the first-hand experience of CDKN, ICLEI, and city partners in coastal Belize; in Pakistan’s industrial heartland; and in Bogor, Indonesia. It will also share the findings of a comparative research project that looked at a range of incentive schemes for attracting private and community investment in energy efficiency, renewables and climate-proofing in cities. The Resilient Cities 2016 Financing Resilience Forum will also be the platform to follow up the Transformative Actions Program (TAP) launched in 2015 at the COP21 as the result of an inclusive and cooperative effort by networks of local and subnational governments to accelerate implementation of climate action of local and subnational governments. One of the program main aspects is to increase the capacity of cities to develop feasible, inclusive and bankable resilience proposals ranging from actions for climate change adaptation, disaster risk reduction, and pro-poor urban development. TAP also aims to increase the visibility of projects with potential funders and implementation partners, facilitating improved access to resilience finance and contributing to the elaboration of new finance mechanisms. Some of the TAP projects will be exhibited during the Resilient Cities 2016.

Summary: This workshop will share experiences and lessons learned from the 2011 flood management in Thailand by the Bangkok Metropolitan Administration (BMA), Pak Kret municipality and the Royal Irrigation Department. In addition, current efforts to mitigate drought effects in the area will also be shared by the Royal Irrigation Department. The conversation will focus on water management issues before, during, and after the 2011 extreme flood event in Thailand, as well as the current planning and policy measures carried out to cope with the 2015-2016 drought. Main findings and policy recommendations from the IDRC-TDRI research project entitled “Reforming Water Management Institutions in Chao Phraya river basin” will be presented. The discussion will also highlight what BMA, the Pak Kret municipality, and the Royal Irrigation Department are currently planning to enhance urban resilience in these areas. Investing in urban resilience: Making cities and the urban poor more resilient
Facilitator: Josef Leitmann, Team Leader, Urban Resilience, GFDRR/ World Bank, Washington DC, USA Summary: Presenting The World Bank's City Resilience Program. Stresses and shocks remain among the greatest threats to urban poverty reduction and shared prosperity. These risks include natural, technological and socio-economic hazards, and a single event alone has the ability to turn back decades of progress. Worse, with urbanization, these shocks and stresses can multiply through the physical, social and economic fabrics of society embedding the impacts in a city’s long-term opportunities for development. Reducing the social, economic and physical impacts of urban risks is at the core of the World Bank's new City Resilience Program and has increasingly become a primary component of development practitioners across the world.

A high level panel will discuss the Zero Level draft for Habitat III and preparations for the third and final preparatory meeting to be held in Indonesia at the end of July 2016. The discussion will incorporate inputs collected during the congress. Speakers will also consider changing and emerging risks such as migration and Loss and Damage that threaten our “urban future” and how these should influence the New Urban Agenda together with other local and global efforts to create resilient cities.
