On this same after- noon, horse drawn carriage rides were available to allow residents and visitors to take in the beauty of light displays and holiday decorations. Computer updating  Police Chief Patrick Monaghan reported that his laptop is in need of anti-virus updating. He added that he would like to seek out an additional computer with the ca- pability of storing body camera footage. He admits that his current laptop cannot handle this volume of additional information.   During this Yuletide season--as in others in thepast--this birth of Christ is being heralded with the sing-ing of the old and familiar Christmas carols. Joining inthis year with the various church groups which go carol-ing prior to the holidays was this group of Gowrie CubScouts, whose Den Mother is Mrs. Don Bruntlett. Theboys, who caroled on the streets of Gowrie on eveningafter school were: Anthony Bruntlett, Craig Fricke, BrentMonson, Tom Barkley, Dwayne Brundage and Shawn

Hanson. Mr. and Mrs. Ed Longworth  entertained ata Christmas party for the employees of the LongworthImplement company and their wives at the Holiday Inn inFort Dodge. 40 Years Ago...  Mr. and Mrs. Leon Kinsey and Miss Lily Pe-terson spent the Dec. 13 weekend in Davenport in theLowell Daasch home. A Christmas party was enjoyedwith Mr. and Mrs. Daasch, Bruce, 14 and Lynn, 16, andMrs. Milda Daasch on Saturday evening.  A Christmas party was held in the Paul Larsonhome in Ames on Sunday, Dec. 14, Those who shared in

the event were Mr. and Mrs. Skip Larson and family ofAltoona, Mr. and Mrs. Leonard Heitkamp of Duncombe,Mrs. Verna Larson and her mother, Mrs. Tell of Dayton,Judy Larson and Jim Ebarb of Des Moines, Mrs. AliceLarson and Eleanor Larson.  Mr. and Mrs. Robert Gross attended a pianorecital in the home of Mrs. Keith Altmier in Fort Dodgerecently. Their granddaughter, Kari Olson of Callender,took part. On Saturday, Dec. 13, Kari participated in theIowa Music Teachers’ Association Contest at the Com-munity College in Fort Dodge. She won a no. 1 rating inthe A level and will play the piano in the contest at DesMoines on Jan. 10.  Stanton Danielson, Doug and Michele Eliasonof Iowa city were visitors over the holidays in the homesof their parents.  Lori Palmquist, daughter of the WendellPalmquists was entered in the District Auditions of theIowa Music Teachers Association on Dec. 13. She per-formed four pieces and was awarded a Superior rating inthe F level of competition. Her teacher is Mrs. Jan Alte-meier of Fort Dodge.  Santa Claus  made a pre-Christmas visit toFarnhamville Saturday afternoon to hand out candy andvisit with youngsters of that community. A large crowdof Men, women, and children crowded into the newFarnhamville Fire Station for the annual Open houses ofthe Lions Club which featured the serving of free coffee

and doughnuts for the adults and pop for the kids.  Overnight guests  of Tracy Brandt on Fridaynight to help celebrate her 10th birthday were KriscindaHoover, Moorland, Heidi Bintz, Otho, Holly Fawcett andSara Bilstad, Callender, Denise hoover, Marsha Stubbsand Barbara Thompson, all of Gowrie.  Marlyn Benson of Gowrie and Rusty Jondleand John Field of Callender spent the past week in Mem-phis, Tenn. They were accompanied on their return byJudy Benson, who is now teaching at Memphis and willspend the holidays here at the home of her parents, Mr.and Mrs. Lee Benson.  Dr. Marilyn Dorsen of Baltimore, Md., a staffmember of the John Hopkins Memorial hospital, arrivedhere Sunday evening to spend the week at the homes ofher mother, Mrs. E. B. McFarland, and brother, Orin Mc-

Heavy rainfall lastweek raises areacreeks, ditches, riverGowrie area rainfall. . .

On Sunday and Monday of last week WebsterCounty, our area towns, and much of Iowa experienced avery heavy rainfall.  Our Gowrie-Farnhamville-Callendar area andsurrounding towns received between 3.5 inches to 5 inch-es of rain. We experienced many hours of consecutiverainfall which commenced Sunday night and continuedthrough Monday morning.  There was a brief period of snowflakes Mondaymorning but the snow quickly melted.

Area ditches, creeks and rivers were elevated asrainfall was heavy here but also very heavy north of us.Many fields had small ponds.

Our business familyis working together. . .

  Christmas has arrived and at this time we cel-ebrate the birth of Jesus. As Christians this is a glorioustime of the year. We enjoy Christmas programs, candle-light services, good food and fellowship. And we cel-ebrate with family, remembering that Mary and Josephstarted their family with the birth of Jesus in Bethlehem.  There are many types of families. We have ourfamilies by birth and we’ve nurtured our family relation-ships over the years. Many of us also enjoy “family”relationships within churches, businesses, organizations,and the like.  I am personally pleased that our business fam-

ily within our two newspapers has really blossomed thisyear. We have three key people who really work closelytogether: Tonya Harrison, graphic designer; Mary AnnYoung, clerical manager; and Jill Viles, writer. Tonyahas been with our newspapers in Gowrie and Dayton forfour years; Jill has been writing for us for about threeyears; and Mary Ann Young started in July.

Mary Ann Young is the newcomer and peoplewill be pleasantly surprised when they get to know her.She works with people very well and diligently works tosatisfy our readers and customers. Tonya works closelywith several businesses and groups also and she has deeproots in the Gowrie area. Jill skillfully handles local gov-ernmental meetings and feature stories.

About 10 years I ago I enjoyed a very good teamat the Dayton Review with Linda Hansen and Jonathon

Fehr. We were very close with one another. Jonathonwould later move to Texas to be with family and start anew career in graphic design. He was multi-talented anda great guy. Linda, who did so many things well, retired.There were good people who followed but the businesswas never the same.  Once again we have a team that works very goodtogether. We have some good talent, but more important-ly our people work so well together. Those special bondsin a business family are vitally important. Individuallythey are such nice, respectful people.

We have several other very important peoplewho contribute to our business each week. Sara Downshas written a great column, Down Memory Lane, for

any years. Dave Anderson has been our dependabledriver for four years; Mary Stufflebean has been our ad-

vertising sales representative for more than one year;Alice Johnson has written feature stories and more; andany others too numerous to mention have also contrib-

uted.  Our business family wishes you a very MerryChristmas. Share your Christmas joy with all families.

  The Southeast Valley Jaguar boys team demol-ished MansonNW 75-47 Tuesday, Dec. 15.  Junior Dakota Jaeschke led the team in scoringwith 24 on 11-16 shooting. All the points were made in

the paint and inside the arc.  The Jaguars dominated the entire game as theyled at the half, 39-22, and exploded in the third quarter,outscoring MansonNW 19-8.  Jaeschke also had 11 rebounds, including ateam-high three offensive boards.

“We had great team work,” said coach Gutshall.“We stressed team work the last couple days in practice.Team work, team work,” said Coach Gutshall.  Myles Davis contributed 15 points and he was3-4 from three-range.

The Jaguars were equally good on defense. TheJaguars had 14 steals with Logan Boerner leading theteam with four. Others with steals were Jaeschke, 2; AlexPliner, 1; Davis, 2; Conrad, 2; Keegan Goodwin, 1; NolanJohnson, 1; and Cade King, 1.

  “We just played so good together as a team,”said coach Gutstall. “I hope we can continue this teamwork for the season.”  Others with points were Conrad, 8; Caleb Jon-dle, 7; Cade King, 4; Johnson, 2; Goodwin, 3; Boerner, 4;Ryan Gustafson, 3; Tommy Lennon, 3; and Pliner, 2.  The team had an amazing 37 rebounds, showingtheir dominance on the boards. Getting rebounds for theJaguars were: Jaeschke, 11; Conner Conrad, 11; MylesDavis, 5; King, 2; Boerner, 2; Pliner, 2; Nolan Brand, 2;and one each for Goodwin and Lennon.

  Conrad was 3-4 from the line and Boerner was2-2. As a team the Jaguars were 15 of 26. The team was6-17 in threes and 27 of 51 in field goal attempts and thelatter statistic is very good.

  “You put all this together and we had a greatvictory,” said Gutshall.

SV Jag boys routWest Bend-Mallard

65-24; great defense  The Southeast Valley High School Jaguar boysrouted West Bend Mallard 65-24 Dec. 14.  The Jaguars dominated the entire game fromstart to finish. The Jags led at the half 34-9 and theyoutscored WB-M 25-4 in the third quarter.  “We played extremely good defense,” saidcoach Steve Gutshall. “We shut down their top players.”  The Jaguars had balanced scored with ConnerConrad having 15; Keegan Goodwin, 11; and Dakota Jae-schke, 11.  Jaesschke was 5-11 in shooting and had a team-high 15 rebounds. The Jags had 39 rebounds including15 offensive boards.

  The Jaguars had 15 steals which helped themdefensively. Cade King and Conner Conrad each hadfour steals to lead the team.  Other team members scoring points were: CadeKing, 7; Myles Davis, 6; Caleb Jondle, 5; Logan Boerner,4; Nolan Johnson, 2; Alex Pliner, 2; and Nolan Brand, 2.

Keegan Goodwin was 4-4 at the line and ConnerConrad was 4-5. Conrad also had two blocks.Pliner had seven boards.  Pliner, Conrad, Boerner, and Jondle had two as-sists apiece.

Southeast Valley FootballTeam earned Academic

Achievement AwardThe football team earned the IHSAA Distin-

guished in Academic Achievement Award for their firsttrimester GPA (Team GPA Between 3.24 – 4.00). TeamGPA was 3.264.  The following boys qualified for the IHSAAClass 2A Academic All-District 8 Team.(To earn thisaward you must have a cumulative GPA above 3.50, bea junior or senior & earn a varsity letter): Cameron An-derson, Logan Boerner, Conner Conrad , Zeke Miller,Owen Oeltjenbruns, Keegan Goodwin, Ryan Gustafsonand Aaron Swieter.  Congratulations to the boys on their academicachievements.

  By the time this is being read Christmas mayhave already come and gone for some of you, that is,you were too busy or otherwise preoccupied to sit downwith The News or Review and peruse the pages. But, Iam writing it midst the “busy” time of preparations formany of us. It is my hope that by the time this appearsin print we all will have “gotten our act together” andeverything we planned to do fell into place. Right now,however, my Christmas cards are partially addressed, thegreat grandkid gifts (25 of ‘em) are partially assembled,a couple more things to get to put in the annual “goodie”package of son who lives in Washington, packages to beassembled and mailed, a couple gift cards to get and acouple flowers to order and then I’ll be all set. Oops!When will I have the time and/or opportunity to makesome homemade fudge. Gotta do it. It’s an expected tra-dition. So I hope by the reading of this composition weall have accomplished and presented and celebrated ornearly celebrated according to our own traditions.  Ads on TV seemed to have been more downplayed than usual. Have people been counting on theads in the pre-thanksgiving and Sunday papers or per-haps searching “the web” as I understand that is quicklybecoming a favored “shopping trip”. I even noticed thatthe Chia Pet and Clapper ads were later in appearing andnot as frequent. Have those always at Christmastime fa-vorites diminished in popularity? Never had a Clapperthough often thought might be a handy item to have ifthey really worked so efficiently. Never had a Chia petbut long time ago bought the first out (that remembered)Chia head thinking my children would enjoy it but asoften the case, Mom was the one who soaked it down,spread the seeds and tended it. The fascination was shortlived. However this year I wished I had the $$$ re-sources to get the smaller great’s (by family) one forthe fun of it but then there were the others --- so let thatthought quickly evaporate.

 A Christmas Message...

  I, having no particular interest in the newestelectronics, games, phones, etc., have paid little atten-tion to visual or written enticements of the year. Uponoccasional curiosity about one of the gadgets, note theprices. As a behind the times great grandma I am a bittaken aback when I note those amounts and wonderwhat parent can or will decide to purchase it for theiroffspring, especially the very young. But – it is beingdone and the credit card companies are jumping for joythis time of year.  In all our preparation, whether in our kitchens,in stores, searching the internet, have we taken the timeto stop and think what the season is all about? Have weendeavored to teach our children the basics, the reallyimportant? In my own family, while they try to givetheir offspring “what other kids have”, I do believe theyare taught or shown that these things are not what makesthe season important. I hope the decorating and candyand cookie making include letting the children “help”.I hope they have heard of times past from parents andgrandparents and that they have heard the true Christmasstory over and over, not the movies repeated on TV orthe children’s fairy tale books (though they are okay) butthe one that comes from The Book. I hope they will havegotten to participate in a children’s program at a churchand tell the story in that simple childlike way we all en-

 joy seeing and hearing. I hope they have gotten to singall the songs both in homes and in church and Sundayschool.

But now as this appears in your mail boxes,time has dwindled and another Christmas will be or,in some cases, having been celebrated with family andfriends. I hope families are keeping their traditions andpassing on to the next generations. In the meantime, AMerry and Blessed Christmas and a Happy New Year toall.

  On December 17, the Jaguar Wrestling teamcapped off a successful night of wrestling in their finalhome dual of the season on Sr. Parent night by winningtwo out of three duals, beating Guthrie Center, 31-21 andPanorama, 43-42 on criteria. The Jags dropped their finaldual of the night to Ogden, 45-27. Coltan Klingson, TreyLawrence, Kyer Jondle, and Kaelan Lundberg went 3-0

for the night. Coledon Bethel and Zeke Miller finished2-1; Carter Fluckiger, Ivan Hudson, and Matt Ross fin-ished 1-2. Evan McCrady and Xavier Nichols went 0-3.

"The guys really wrestled hard, winning somematches late in the third period. Our young guys steppedup; Freshman Coledon Bethel won a close match at 106,Carter Fluckiger scored late back points to beat his Guth-rie Center opponent and Kyler Jondle scored a reversalwith back points in the last ten seconds of the match tobeat a real solid Ogden opponent." Lawrence, Lundberg Champs @ Roland Story Invite  On December 19th, the Jag wrestlers wrappedup the 2015 season at the solid Roland Story Invite. Atthe end of the day, sophomore 132 lbs. Trey Lawrencedominated his bracket once again by recording three fallscapturing his first Roland Story title, winning his second

tournament in a row running his record to 18-1 for theseason. Lawrence pinned senior Bill Joslin(1:07) of Ro-land Story in the finals. Jr. 170 pounder Kaelan Lund-berg(16-4) won his first tournament title of his career infashion by also pinning his way through the tournamentfield dominating East Marshall's Jake Dixon, recording afall in 1:17. Freshman 160 lbs Kyler Jondle(16-5) wres-tled all the way back to third after a tough opening roundloss by a point in a very tough 160 pound bracket. Fresh-man 106 pounder Coledon Bethel and sophomore 113lbs Colton Klingson placed fourth; senior 182 lbs. ZekeMiller placed fifth; Sophomore Heavyweight Matt Rossfinished sixth; Freshman 220 lbs Xavier Nichols placedseventh; freshman 120 lbs. Evan McCready & freshman138 lbs Carter Fluckiger placed eighth and Freshman 152lbs. Ivan Hudson did not place.

"In this tournament we were down to one seniorand one junior in our line up and the rest freshman andsophomore. Our young guys continue to improve but giveup big moves.   The Southeast Valley varsity girls defeatedWest Bend Mallard 49-31 as the Jag girls dominated inall phases of the game.  Defensively the Jags secured 44 rebounds, in-

cluding 29 defensive rebounds. In a real testament to theefficiency, the Jags also had 15 offensive rebounds. Theywouldn’t be denied.  Southeast Valley led 26-14 at the half and thenoutscored WBM 18-7 in the third quarter.  Defensively, the Jag girls were quick and skill-ful as they made 17 steals. Good defense has been atrademark for the Jaguar girls this season.  Erica Rittgers led the Jags in scoring with 17 on8-15 shooting. She also led in rebounds and steals withsix and five respectively. She was even one of two ofthree range.

Another player with a solid all-round perfor-mance was Josie Breitsprecher who had nine points, 5-6from the line, five rebounds and four assists (leading inthat category).

  “This team plays well together,” said one par-ent. “If they keep playing like this we’ll have a goodrecord and if we keep in improving I like our chances inthe playoffs.”  Also scoring points were Cassie Zinnel, 8; MadyJaeschke, 6; Carson Shipley, 4; Morgan Castenson, 3;Aaliyah Scott, 2.

  The SV Jag girls have had a very good seasonbut they did stumble Dec. 15 against MansonNW, losing51-36.  The 1st half was a close half with many leadchanges. By halftime, the score was 24-25 with the Cou-gars ahead by just one point. Unfortunately, the Jagscould not sustain their play for the second half. They gaveMNW too many easy baskets because of turnovers.  Erica Rittgers led the way for the Jags, scoring 9points. Cassie Zinnel hit a couple 3’s in the first half andended the game with 8 points. Josie Breitsprecher andAaliyah Scott both added 6 points to the effort. EmmaGraves chipped in 4 points and Morgan Castenson had 2points. Kasey Lundberg made a free throw to finish with1 point. Breitsprecher, Rittgers, and Graves each pulleddown 10 rebounds for SV. Scott grabbed 6 rebounds.

Rittgers had a very respectable four blockedshots.  The field goal shooting was down as the Jagsmade only two of 16 threes and 13-47 on field goal at-tempts.

“We did some things well. Our rebounding wasoutstanding,” said one parent. “We didn’t execute quiteas well in other phases of the game.”  The Southeast Valley Girls’ Basketball Teamfinished up the 2015 part of the season with a home gameagainst Clarion Goldfield. That game was held on Tues-day, December 22, at 6pm.

  Other top rebounders were Emma Graves, 6;Josie. 5; Mady Jaeschke, 5; Kearsten Hainzinger, 5; Scott,4; Carson, 3; Karissa Heisterman, 2; Morgan Castenson,1; Cassie Zinnel, 1; Sammy Alphs, 1; Kasey Lundberg, 1.

  Carson Shipley, coming off the bench, was 2-2on the line.  Others having assists were Riitgers, 1; Lund-berg, 1; Graves, 1; Zinnel, 1; Jaeschke, 1; and Castenson,1.  Others with steals were Castenson, 3; Jaeschke,2; Zinnel, 2; Breitsprecher, 2; Lundberg, 2; and Graves, 1.

SV 7th grade girlslose overtime thriller 

The Southeast Valley JH A Teams played theirfinal game before break at East Sac County Friday night.The 7th grade dropped a hard fought 37-36 overtimethriller however these young ladies left everything on thecourt and” I could not be more proud as a coach”.

Sydney Carlson had an outstanding overallgame and led the way with 20 points. Emily Hemesteadwas right behind with 8. The Jags received very solidpost play from the duo of Brielle Haub and Morgan Farn-ham.

The Jags also received outstanding hustle anddefense from the trio of Emily Jaseschke, Kiersten Fisherand Riley Nelson. The 7th grade is now 4-2 on the sea-son.8th grade girls win  The 8th grade came away with a dominating40-12 victory behind17 points from Mackenzie Cramp-ton and Delaney Conrad right behind with 13.

Maggie Anderlik played an outstanding gameoff the bench hitting the boards hard.

The Jags also got solid point guard play fromCassie Bergland and solid defense from the trio of ViatrisScott, Taegan Long and Jaynie Ferarri returning from andankle injury. The 8th grade is now 2-4 on the season.

Haileigh Patton, 11 years old, was cast as“Clara,” the main character in the story. “Clara” receivesa wooden nutcracker in the form of a soldier, then laterhas a wonderful dream that involves going to Candylandwith the prince. This was the 6th year that Haileigh hasbeen in the cast at Ames.  Madaline Patton, 14 years old, was cast in 4 dif-ferent roles. She was the ballerina doll that performed atthe Christmas party, then a graceful snowflake as Claraand the prince traveled to Candyland. In the second act,she performed as an Irish dancer who entertained Clara,as well as one of the four “flute” ballerinas. This was the8th year that Madaline enjoyed being in the popular bal-let.

High School held its Academic Assembly for 1st trimes-ter of the 2015-2016 school year. It was questioned whether the city is required to

ffer health insurance to city council. Terry Towne, a citi-en of Gowrie, explained that the health care reforms onlyandate employers with more than fifty employees pro-

ide coverage. However, she also clarified that the num-ber applies to part time and full time employees. Townexplained that Gowrie needs to carefully consider which

people are actually city employees. She pointed out thatup until recently, the fire fighters with the Gowrie Fire De-partment, had been considered city employees.

“I don’t think we need to entertain this now,” saidedman. “But I do believe we should take this up again in

It was discussed that the annual financial re-port is due December 1st. Several councilmembers hasoncerns and questions regarding a category defined as

“general obligation debt.” Gayle Redman suggested go-ng forward with this as it must be published in the Gowrieews before it may be approved. She suggested the an-

nual financial report be approved pending the clarificationf “general obligation debt.”

It was noted that approval to establish a curblongside the vineyard on Market Street had been ap-

proved via text message. However, the initiation of suchproject required a public vote of the council members.his was approved.ezoning

Towne raised concerns regarding the deci-ion of the council to approve matters of rezoning when

proper procedure had not been followed. This action in-olves changing the designation of residences along P-33rom agricultural to residential. Terry Towne informed theouncil that she had never received a letter advising her ofhis change.

“I have no problem with this change, but I wantake sure proper procedures are followed,” urged Towne.

Councilmembers, Redman and Willardson, re-inded the council they voted “no” to this at last month’seeting for this reason.

Willardson suggested the zoning committeeerved letters back in 2012, but did not follow properuidelines to have this proposal printed in the Gowrieews. He said numerous changes in appointments to the

ouncil, and difficulties in getting all members to meetingshave stalled the progress of this zoning change.

“I have every confidence that the zoning boardan solve this in an efficient manner,” said Redman.

Redman moved to rescind what the board ap-proved on this zoning issue last month.

Stokesbary objected by stating that if there wasno impact on taxes, the proposal to rescind was a “waste ofime.”

“I don’t feel following rules is a waste of time,”aid Redman.

“If you put this back to agricultural, you are in-roducing risk,” said Peterson.

Towne concurred and suggested that if a resi-dence is destroyed by fire, and the property rests on lesshan two acres, the city may not allow the construction ofnother house on this property.

It was noted that this change in designation fromgricultural to residential has already been changed on theap of Webster County.

“The Webster County map should match ourap,” suggested Willardson. “Why can’t we just use

heirs?”“All I’m asking is that you just send this back to

oning,” said Towne.“We will work on a new city map and get back to

ou on that. Is that sufficient?” inquired Redman.Towne agreed.

  Wade Sundell, a native of Boxholm, took thelead in the saddle bronc season standings with a second-place ride Friday night in the second round of the Na-tional Finals Rodeo in Las Vegas ealier this month.  Sundell scored 82.5 points on Tip Off afterwinning the opening round. He leads the standings with$151,641 and tops all NFR competitors with $56,962.  Sundell placed first in three of 10 rounds at theprestigious Wrangler National Finals Rodeo that invitesonly the top 15 riders from around the world. Each firstplace finish tacked on an additional $19,002.40 to Sun-dell’s total earnings, placing him 3rd in the final worldstandings for the year.

Wrangler National Finals Rodeo was heldThursday through Saturday, Dec. 4-13.

Wade Sundell’s larger than life personalityshows up every time he gets on a bucking horse accord-ing to one Vegas publication.  Full of humor and charisma, Wade has not justwon his way to the top of the ranks in the sport of rodeo;he’s won a legion of dedicated fans along the way.  Wade, who grew up in Iowa, began ridingroughstock as a kid getting on sheep and calves. He spent

many of his teen years focused on bull riding and highschool wrestling. Wade now concentrates on the event osaddle bronc riding like his dad, Doug, competed in.  Wade joined the PRCA in 2007. It turned outto be a good decision as he has amassed over $1 millionin lifetime earnings. He qualified for his first WranglerNational Finals Rodeo in 2009, and he’s been making thetrip to Las Vegas ever since.

That year he also won a Ram National CircuitFinals Championship and in recent years he has comeextremely close to a world championship several times,finishing third in the world twice and second in 2010 ina close match for the title with Cody Wright in the tenthround of the WNFR.  And in 2014, the first year of RFD-TV’s TheAmerican rodeo, Wade took home the win and a hefty$100,000 paycheck. He repeated that again this year. Healso had seven rodeo wins and two co-championships inthe PRCA that helped get him to the top of the standings,and he just won the Canadian Finals Rodeo.  No one has more fun riding saddle bronc horsesthan Wade. Expect to see him smiling a lot in the Thomasand Mack Center as he pursues his first world title.

North America based on storage capacity and have shut-tle-loading access on all seven major Iowa rail lines.

RESOLUTION APPROVING PROJECT IN THE WEBSTERCOUNTY REGIONAL URBAN RENEWAL AREA 

WHEREAS, the County of Webster, Iowa has established the WebsterCounty Regional Urban Renewal Area and has adopted an urban renewalplan and amendments thereto for undertaking urban renewal projects, asmore fully described on Exhibit A attached hereto, (the “Project”) within theUrban Renewal Area; and  WHEREAS, before approving an urban renewal project, it isnecessary to make certain findings under Chapter 403; and  WHEREAS, it is the intention of the County to certify the amountof funds advanced for reimbursement under Iowa Code Section 403.19before December 1, 2015; and

  WHEREAS, the amount of funds to be advanced for the Project iscurrently estimated at $527,500.  NOW, THEREFORE, IT IS RESOLVED by the Board of Supervisorsof the County of Webster, Iowa, as follows:  Section 1. Pursuant to Ordinance No. 48, there has been establishedthe Webster County Urban Renewal Area Tax Increment RevenueFund (the “Tax Increment Fund”), into which all incremental propertytax revenues received from the Urban Renewal Area, as amended, aredeposited. The Board finds the Project described on Exhibit A hereto to beUrban Renewal Projects as defined in Iowa Code Chapter 403, and furtherfinds that said Projects are included in the Plan, as amended, for the UrbanRenewal Area.  Section 2. It is hereby directed that the total costs for the Project beadvanced from time to time from the General Fund in order to pay thecosts of the Project. The advance shall be treated as an internal loan (the“Loan”) from the TIF Project Fund and the General Fund or applicable fundshall be reimbursed the total actual Project cost from the Tax IncrementFund.  Section 3. The Dakota Access Pipeline is coming to Iowa, to deliver

domestically extracted energy to our economy.

We’re in the final stages of preparation, with trade and

craft unions training skilled workers and suppliers staging

steel and other materials for construction.

And we’re signing easements with landowners to install

the pipeline.

This pipeline project is helping revitalize American

manufacturing and the regional economy in two key ways:

1) At least 50% of all labor will be sourced from union

halls in states along the route. We will also use

construction equipment from Iowa and Illinois-based

manufacturers. We do this because Dakota Access iscommitted to benefitting Midwestern communities.

2) Dakota Access will bring our country closer to energy

independence, a key step to a flourishing American

manufacturing industry. America’s energy renaissance

has created employment for millions of Americans,

and we are helping to ensure that continues.

It takes dedication, training and decades of experience to

safely source, construct and operate a buried pipeline.

companies and employing highly trained Americans from

various skilled craft unions throughout the United States —to do the job right.
