WWI COMMEMORATIONS: ELHAM’S
PROGRAMME OF EVENTS
What a wonderful weekend of events to mark the end
of WW1. I am sure I am not alone in saying that I have
been overwhelmed by the efforts of Elham folk to mark
the occasion with such reverence and poignancy. To
thank individuals, associations and groups would be
inappropriate - everyone who has contributed knows
who they are! So on behalf of the organising committee
my heartfelt thanks go to you all. The retiring collection
after ‘The Landscape of Peace’ production raised
£320.00 which has been passed on to the Royal British
Legion Poppy Appeal.
The Big Switch On!
Join us on the Triangle at 5.30pm on Sunday 2nd
December for the great Xmas tree switch on. There will
be mulled wine, mince pies and music from the Snowden
Colliery Band. Everyone welcome!
The Railway Swing Band: Wednesday 5th
December 7.30pm For one night only in the
village hall! The fabulous Railway Swing Band will be
performing their Christmas programme. Come along

Final Ramblings from the outgoing Chairman, Elham Village Hall Association (EVHA)
Some readers may be aware that I stepped down from the Chairmanship of EVHA at the AGM held on November
29th, and that Jan Stanyon has taken over the reins to steer an even course for the Village Hall. Jan is a busy lady
and deserves and I am sure will get, all of our full support in this role.
If it were a weather forecast, a description of EVHA would be: set fair with sunny periods amongst clouds. For
clouds, the Trustees have concerns that the numbers of households that are Association members should be much
greater and that there is sometimes occasional lack of support for events. Those households that are members
show the level of support from the village. Recent fund raising through the Conker Bash, and the talk to raise
money for Christmas Trees and Illuminations has been disappointing. The latter is of particular concern since I
made a plea through this column for more support as we have to purchase new lighting this year. In the long-term
the viability of these events, from a purely business sense, is questionable. There are clouds also concerning
uncertainty over future hiring revenue.
On a sunnier note finances through bookings by regular hirers and large one-day events, continue to be good as is
support from some events such as the Spring & Autumn Quizzes (for the latter, a number of people attend from
outside the village). The sound financial basis enables us to maintain and improve the Hall thereby keeping it to a
high standard. This is achieved through the management committee of Trustees, and a small group of individuals
who help out occasionally. An increasing workload falls on the few. Appeals for more Trustees & working
specialists have not been successful. This is a national malaise for clubs and societies but for Elham is it our ever-
ageing population or is it indifference? Food for thought. Finally, I thank everyone who has helped through physical
labours and/or sound advice and wise counsel during my time as Chairman. It has been an enjoyable experience. I
look forward in my new role of Vice-Chairman to supporting fully Jan in her endeavors and assisting in ensuring
the long-term viability of our incredible resource at the Elham Village Hall.

News from Elham C of E Primary School
We wish you all a very Happy Christmas and a Wonderful New Year
Every life tells a story
We are now one third of the way through the school year and we always ask the children to
reflect on what they have learnt. Have they made progress towards a target that they or their
teacher may have set? At the start of each academic year, Mr File reminds them about the story
they are writing as they grow and move through life. If it were to be written in a book, then what
has been written so far since they started the new school year in September? What might you
want to edit and what will be written as we move into 2019???

During the first two terms of the academic year, the whole school
focussed learning time towards remembrance and particularly WW1.
It was our pleasure to open the school to visitors on Friday 9th
November so they could see how hard the children had been
working. Those that came were able to see poetry, prayers and
paintings by the children. Our oldest children made ceramic poppies
to represent the lives that were lost by people living in the village.
Two sculptures were made and these have been placed in our
memorial garden. We also had a whole school remembrance service
in St Mary’s Church where the children shared their thoughts and
feelings and shared their learning.
As part of our Forest School Learning, the children have been learning how to identify plants and trees. They have been
looking at how they change during the seasons. We are lucky to have a beautiful, spacious site that gives us plenty of
room to play and move around. It has also given us the chance to carry out some new planting to promote wildlife &
develop quiet areas.
On Saturday 8th December we will be having a planting party where the children and their families will have the chance
to help plant 850 new plants and trees. The planting session will be followed by hot chocolate and biscuits around our
Forest School fire. We look forward to watching the plants grow over the coming years!

A very big thank you to everyone who supported our production of ‘Glorious’ last
month. We have productions in the pipeline for next year so look out for more
news in the newsletters. Lyminge Dramatic Society would like to take this
opportunity to wish everyone a Merry Christmas and a happy New Year.
What a delightful, informative and humorous afternoon we all had on Thursday 8th November when
Eve Muggridge came to teach us all about stained glass. After spending four years at evening classes Eve
set about starting her own business making the most beautiful glass images from birds to angels from
dragonflies to Father Christmas! She described the different types of glass whether it was textured,
plain or opaque. Eve demonstrated how to cut and smooth the edges using a grinder and finished by fitting the
copper foil. She made us all laugh with her witty anecdotes and brought lots of beautiful wares for us to admire
and buy. All this was followed with tea, cake and biscuits yum yum!
The next meeting will be on January 10th and we hope to have Pam Ferris again. Lorri
The meeting on October 18th began at 7.00pm with an interval due to the
breadth of the subject. This worked well and a large audience enjoyed
Russell Bowes’ whizz through the life and achievements of Joseph Paxton. He was a remarkable man of
tremendous energy and a brain bursting with ideas for revolutionising garden design. His most famous works
were the gardens of Chatsworth and Tatton Park but his influence stretched far beyond these places. He began
as a humble gardener and ended as a Knight. A truly amazing, admirable and fascinating life - and an excellent and
enjoyable talk.
On 10th November, in the most beautifully decorated Village Hall, we held our Annual Dinner. A very successful
evening of excellent food, lots of chat and laughter and, after dinner, a short talk by Mr. Dan File, Headmaster of
the local school - and of course the Potty Raffle.
Don’t forget the AGM followed by the Christmas Party on 13th December. It’s always a jolly evening. Please
bring a small contribution of finger food to swell the buffet table.
The speaker on 17th January will be Philip Oostenbrink who will talk about Canterbury Cathedral Gardens.

Sylvia Scott was our speaker in October. She gave us an interesting insight into her
life as a nurse. Sylvia did her training in London, and then became a midwife and a
district nurse working locally, eventually becoming a senior manager in the NHS. The competition was won by
Pauline Hodder with Connie Burren 2nd, Diana Bennett 3rd and Margaret Chambers 4th. Our members'
Christmas party is being held on the 12th December at 2pm (please note date and time).
We will be having a Bring and Share tea and entertainment by the Lyminge Handbells. On the 23rd January we
hope to have lunch at the Coach & Horses, and on the 27th February Eileen Jennings will give us talk on a Walk
along the Saxon Way. We meet at Rhodes Minnis Village Hall (usually at 2.30pm) and visitors are very welcome
(1st visit free!). For further details please contact 862913. A happy Christmas and a healthy New Year to all our
members and friends.

More than 100 years of a great Boxing Day tradition
THE EAST KENT HUNT WITH WEST STREET

This year we will make a slight break with tradition to ensure that we host a family friendly occasion in a more
peaceful, calm and polite environment!
We will meet at kennels for 11am followed by a parade through the village
As always, we are extremely grateful for the loyal support from the Elham residents and all neighbouring rural
communities on this special day

Fortunately the bad weather stayed away just long enough so as not to affect this year’s Annual Spooky
Halloween Parade, for which we were grateful. As in previous years numerous artistically carved pumpkins lit
the route and many houses were decorated, some very creatively, including a few extra surprises! The
costumes worn get better each year and it was lovely to see so many parents dressing up too! Thank you to
the older children and adults who helped hand out sweets to the younger ones, our fabulous marshals for helping with the
safe passage across the main road, and everyone who contributed sweets prior to the event and along the route. Thanks also
to the King’s Arms for acting as drop-off point for the sweet donations. The collection buckets and glow sticks raised £97
which will go towards maintenance of the play park. We hope that everyone enjoyed the parade and the fabulous party in the
King’s Arms which followed.
This was the last parade that the three of us will be organising. If anyone is interested in continuing the tradition we would
love to hear from you ([email protected]).
Thank you as always for the support and donations from the community which help keep our lovely park open and ship-shape.

DRAFT MINUTES OF ORDINARY MEETING OF THE PARISH COUNCIL HELD ON
MONDAY 5th NOVEMBER 2018. STARTING AT 7.30PM.
To record those present and list of apologies
Those Present: Councillors: G Clements – Chairman, K Percival, B Swan, K Allen, C Johnson, K Lamb, J Worrall,
S Peall. Also present Cllr S Carey – County Councillor, 12 members of the public and Clerk. Apologies: Were
received from Mr G Harrison.
To note and agree the minutes of September meeting.
Resolved: The minutes were agreed and signed as a true record.
To consider any matters arising from the Minutes.
Flowering Cherries - The trees have been inspected and the replacement trees will be planted.
Community Assets - The Clerk is to compile a list of assets for discussion before the next meeting. The list is
to be reviewed in six months time.
Drain - The storm drain adjacent to Hubble Cottages has yet to be cleared. The Clerk is to email Pauline Rocket.
Recycle now plastics - Cllr Worrall and parishioners advised that they had not received leaflets regarding the
Recycle Now Plastics scheme. The leaflets will be delivered to all households. Folkestone and Hythe District
Council are looking at costings to supply stickers to go on the bins advising items suitable for recycling.
The Well - Cllr Clements would like to thank Mr Flanagan for the woodwork to the structure of the Well and Mr
Fagg for the painting in time for the Remembrance Parade.
Public Contributions - A member of the public requested confirmation that his email sent to the Clerk on 1st
October 2018 will be addressed under agenda item 196/18. The Clerk confirmed that it would be.
The members of the public would like it noted that that pre-approval application Y18/1065 – Exted Hill, which was
refused, received 35 letters of objection. This was a pre-approval application, the considerations with this type of
application are the siting, design and external appearance of the proposed building as the land is agricultural land
and therefore does not require planning permission to be used as a poultry farm.
The Council were asked if they had considered the installation of white village gateways to demark the boundary of
Elham. After a discussion about locations, contractors with public liability insurance, who would finance it,
maintenance, it was agreed that the Clerk would write to KCC Highways to ascertain the costings for gates and
where KCC Highways considered an appropriate position for the gates to be sited. Once the Council have
received a response from KCC Highways we can discuss further.
A member of the public raised their concern about the state of the pavements and gullies to The Avenue / New
Road and Vicarage Lane. The gullies are full, and the surface water is running down Vicarage Lane and the
pavement is slippery. There have been signs up advising the public of no parking due to gully cleaning on 28th
October, but as to date this has not happened. The Clerk is to email Cllr. Peall the locations of the pavements.
Cllr Carey will check that the gully cleaning noted on the no parking signs is in the system to be actioned. Cllr
Carey advised the meeting that members of the public need to report blocked drains / gullies to KCC Highways
either by telephoning or reporting online. The Clerk to report blocked gullies to the High Street and The Avenue /
New Road.

Draft Minutes of Elham Parish Council continued.
Resolved: The submitted draft budget was approved and accepted. It was suggested that the Clerk
includes footnotes regarding certain headings of expenditure. For the purpose of the budget we have
increased the precept requested by 3% on last year.
Update on the Gore - There has been no further correspondence received from the Trustees. The Council will
write to the Trustees in the hope to receive a response before the next Parish Meeting. The Clerk has received
two quotations for solicitors. Boys and Maughan in Margate, who were recommended by KALC, estimated costs of
£1300.00 + VAT and Whitehead Monkton in Canterbury estimated costs of £1000.00 + VAT, we are still waiting to
receive the third quote.
Churchyard Wall - The Churchyard wall requires a survey carried out by a Civil Engineer to establish the extent
of the works that are required.
Burial Ground - A working party for the burial ground tidy up was agreed for Sunday 25th November 10am-12
noon. This is to be advertised on the village notice board and social media to encourage volunteers from the village.

Y18/1227/FH- Charcoal Farm, Charcoal Lane, Bladblean. Resolved: No objections.

ballot vote. The votes were counted by the Clerk and a member of public. Resolved: Cllr Emily Arnold-Newing
becomes a member of Elham Parish Council.
Date for next meeting & Close - The next meeting will be on Monday 3rd December 2018, there being no
further business the meeting closed at 9.20pm.
The Council is aware that various groups within the parish wish to expand the range of recreational activities
available to them. In order to effect improvements, we would like to hear the views of parishioners as to exactly
what activities are thought to be most achievable and also might be realistically supported.
To this effect the Council are currently involved in discussions with the owners of The Gore to try to secure a
mutually beneficial access to the land in a way which is clearly defined unlike the ad-hoc arrangement which exists
right now. There are many who would like to see the restitution of football, for example, and a definitive
agreement with the landowners may help effect this. However, without input from parishioners no advance can be
made.
A questionnaire delivered to all houses within the parish two years ago achieved less than 20% response. Today
our appeal is for your ideas and suggestions, particularly from the younger generation. How will Elham evolve in
the coming years? How can the parish maintain its vitality?

I often write about the financial
challenge facing KCC so I’m delighted
that the 2018 Budget contained good
news for local government. We even
got an acknowledgement of our work. Chancellor Philip
Hammond said,
“Local government has made a significant contribution to
repairing the public finances.” In fact local government
has made the biggest contribution to the public sector
savings over the last 8 years and KCC, one of the largest
councils, has saved £640m.
The Chancellor went on to announce extra funding for
both social care and roads. KCC’s share of this amounts
to around £28m. We still need to make savings to
balance next year’s budget but we are no longer facing
the prospect of reducing or removing services that
would certainly be noticed. The extra funding for roads
will enable us to do more resurfacing and just as soon as
the weather allows this programme will begin next year.
By the time you read this, KCC should have launched a
consultation on library opening hours. Other parts of
the country have seen widespread closure of libraries
but in Kent we still have a network of 99 libraries, a
mobile library service, home delivery of books for the
housebound and an e-book lending service. We have
made savings through self service check in/out and
making more use of the library buildings for other
services such as the registrars. Now we are reviewing
the hours of opening so that they better match demand.
There will be copies of the consultation in the libraries
themselves and online or ask me for a copy. Age UK in
Lyminge serves the wider rural area and I am very
pleased to have been able to help them with a KCC
Member grant of £3,878 for chairs for their newly
opened dementia wing. Age UK receives considerable
support from Elham and has a whole range of services
available to people in their homes or at the Lyminge
centre. Do please make use of them.
As your County Councillor I serve as a trustee on the
Sir John Williams Charity which supports both Elham
Primary School and young people in the parish in their
studies. It was a real pleasure at our meeting on 30
October to read reports of so many of our youngsters
doing so well and to be able to award them grants. On 5
November I also attended the regular meeting of Elham
Parish Council. I’ve heard from many people how well
the Remembrance events went this year with the display
at Elham church much praised. It has been moving to see
the country come together for so many events to mark
the centenary of the end of World War I. I wish you all
a Merry Christmas and Happy New Year and at this
time of year it seems a good point to thank all those
who give their time serving the village on the parish
council, the church, the village hall, the school and pre-
school, the voluntary organisations and of course the
editors and deliverers of this newsletter. Your efforts
make us a community.

It is wonderful to be bearer of good news. It been said that the gospel is something that can be shouted across the
street, like: ‘The baby’s arrived!’ When we hear good news, we want to shout it out! How brilliant then to
announce the good news of peace to a world so long at war. ‘Peace at last!’ is an authentic gospel shout.
‘How beautiful upon the mountain are the feet of the messenger who announces peace.’ (Isaiah 52:7)
If we believe that Christ truly has made peace on the cross and reconciled all things to himself (Colossians1:20), the
least we can do is tell people about it and invite them into that reconciled space. How apt then this advent, as we
prepare for Christmas, will it be for us to shout; ‘The baby’s arrived!’ and invite people to our array of wonderful
services here in the Elham Valley, so that others might find for themselves; ‘Peace at Last!’

Elham Methodist Church hosts two prayer meetings in the Methodist Hall, open to all persons of any
denomination or none. On the first Thursday of each month at 7.30pm half to three quarters of an hour of
prayers, led by Rev Kevin Taylor & members of the church & including a cup of tea. On a Saturday morning, every
quarter, at 8 am half an hour of prayer led by various Ministers followed by breakfast (cereal, toast, juice & coffee
or tea-please let David Whitethread know if you are coming, for catering numbers- 840650) at 8.30. The next
Thursday meeting will be 6th December. The next Prayer Breakfast will be 1st December. All welcome, come
and join us.
PRAYERS FOR PEACE”. Every Friday morning at 9 o’clock, we hold a 15-minute time of corporate silent
prayer in St. Mary’s Elham. Please join us when you can especially at this time of increasing turmoil, division and
conflict in our world. In the Church there is also a simple leaflet of suggested prayers for various occasions.

Dementia Daybreak Now Open!
We are delighted to announce that our new Dementia unit is
