In every newsletter for years, the eight committees have made a plea for new members. Deerfield Village is a unique subdivision in that it is run by committees and a Board of Trustees, not a Man-agement Company. The committees make decisions and policies that affect every resident based on Feedback from you and then it goes to the Board of Trustees for a final vote. The committees and the current Membership are included below. Deerfield is at a point that it is critical for everyone to step up and volunteer a small amount of time for your community. As you can see by the member-ship numbers, there are several committees that are in jeopardy. There are also 4 Board of Trustee

positions to be filled. As of today, Deeds is the only full committee. If we do not have members, committees will cease to exist. A couple of weeks ago, we had a water line break that required shutting off water service to a number of houses in the Patio homes. It appeared that the water would be shut off for some time because of the size of the break. So, I thought the people to be shut off would appreciate being apprised of the situation to prepare for the period they would be without water. I learned something disturbing when I attempted to call those affected. Out of about twenty houses, I ended up talking to only two people. Answering ma-chines reported that some were not home. That was expected. But the reason that most of the people were not contacted was that they were not listed in the Deerfield Directory. I'm sure glad the attempt to contact the people was to report something as simple as water break. I hate to think what would happen if the call was for something really serious and that it involved a lot more people. Based on my experi-ence, I appeal to everyone to get listed in the Directory. Short of that, call the office and give Lisa your number. You may be glad you did someday. I have another appeal. We need people to step up and serve on the Deerfield Board. There are four po-sitions to fill. If you have any questions as to what is involved, call me at 281-859-3358. I will be glad to answer them. Hey, if I could handle being on the Board, you certainly could. Gads, I could swear that December 1st. was only yesterday. Now, as I write this, Christmas is only a few days away. When I was a kid, the time between Thanksgiving and Christmas was an eternity. Time goes faster as you age. Tis true. Ask a kid how old they are and they usually give you the year but al-ways add, and a half. Older people never add the "and a half" because time goes so fast for them that between your question and their answer a year has almost gone by. As Geraldine always said; "and that's a fact". With that bit of wisdom, I will end this. As a Christian, I wish fellow Christians Merry Christmas. To oth-ers, I wish you the best on your special day. And, to everyone I wish you good fortune and good health in the coming year.

The Community Services Committee is trying to keep the Deerfield Village Web site current and relevant for all residents. Deed Restrictions Committee Meets the 1st Monday of the month @ 7PM

We hope that everyone had a Safe and Happy Holiday Season!

We would like to take this opportunity to THANK all those homeowners that kept

their properties looking great in 2009...THANK YOU, THANK YOU, THANK YOU!

Also, Thank You to all of the homeowners that fixed their violations in a timely manner. We would like to

share a recap of how many letters we have sent out in the last 6 months and how many homeowners

resolved their violations

Those letters cost residents over $200 just in postage (some have to be sent certified mail). Add to that

the money we spend paying the Office Manager to work on these letters. Just think how much money

we could save if Homeowners took care of their properties. In 2010 we would love to see that number

go down!!

Typically depending on the violation we send a Friendly Letter or a 1st Violation Notice the first month

that a violation is noticed or reported to the office. The following month if the violation was not resolved

we may go to a 2nd Violation Notice or a Demand/Timeline Notice. We may have to send several let-

ters to one homeowner over a few months to get the violation resolved. For those properties that we

cannot get resolved we will ask the Board to get our Lawyer involved. We had to refer 4 properties to an

attorney this past year. Please remember if you get a violation letter we are not picking on you.

Our job is to help enforce the Protective Covenants that we all agreed to live by when we purchased our

properties or leased them. All of us have a responsibility to keep Deerfield safe and attractive. If you

are interested in joining the Deeds Committee please fill out an application at the office. We are a com-

mittee of 11 homeowners that are committed to protecting all of our investments.

Architectural Approval is needed on all outdoor projects regardless if it can be seen from the street

(painting, pools, spas, roofs, windows, mailboxes, fences, additions...). It is extremely important to get

AA approval...it could save you time and money! We can ask you to cease and desist your project if you

did not get AA approval.

It has been brought to the Board of Trustees attention that letters have been mailed represent-ing DVCA and the Deeds Committee that were not sent out by the office or any committee member. The Deeds Committee does monthly inspections and letters are sent from the office once a month. Beginning in December, there will be a corporate impression on any letters

sent by Deerfield Village. If you feel that you have been targeted, please contact the office. Sending out letters, pretending to represent Deerfield Village is against the law.

Swimming Pool Committee

The Committee took December off, so there was no monthly meeting. Because of the holi-days, the next committee meeting will be January 11th, 7:00 PM at the Rec Center.

There will be a Polar Bear Swim on January 1st, Noon to 1PM. Come join the fun and freeze in the water! There will be hot choco-late for those daring the cold (?).

Last month, it was mentioned in the newsletter there was some thought on other uses of the pool area, uses that might align with changing neighborhood demographics. This was initiated by our view that the demographics of the neighborhood have been changing – we are an aging neighborhood with fewer volunteers. It appears some residents do read the newsletter, saw this comment and responded vigorously that the pool is needed as a pool. While the pool committee agrees with this view, the committee itself is aging and needs help managing the facility. So if you want to be heard, get involved, come join the committee.

We meet the second Monday of each month at 7:00 pm.

Did you know that Deerfield has one of the oldest swim teams in the Northwest Aquatic League? We are in our 33rd year, are 120 strong and are looking for more kids! The team is open to kids from Deerfield or any other sub- division that does not already have a team. The team is open to kids 4-18 and you do not have to be a proficient swimmer. The strokes and techniques will be taught. Be watching for registration information in March.

Cy Lakes class of 2011 parents has begun planning for Project Prom. Be part of the Project Prom Par-ent team!! GARBAGE COLLECTION

Beginning February 1st, the MUD Dis-trict will be taking over trash collection. You will see a charge on your MUD bill for this service. Allied will no longer be picking up trash for Deer-field beginning in February.

Recreation Committee

The December Children’s Christmas Party on Dec. 13th .was very successful. We had more snow, the children’s train, crafts, and treats. We also had a visit by Santa. The weather was not as accommodating as in past years so attendance was down slightly. We want to thank-Jennifer Wertz and her team for putting on the party. And thank you Walt Bohn for your special help. Jan. 22nd is our first Ladies’ Night Out at the Rec Center, showing a vintage movie—so ladies get with your BFF, and save the date. No charge, colas and light snacks provided. BYOB March 27th is the neighborhood garage sale for 2010. We will build on learnings of past years and once again try to further reduce traffic issues. We will also have a Music on the Green that evening and are planning on having crawfish again. Our idea of having a Superbowl party has faded due to lack of volunteers to put it on. Come on resi-dents, we need your to help to have fun! Come join the committee and help bring life to Deerfield. We are already planning events for 2010, and we need help. We have moved our meeting to 7:00 PM on the first Tuesday of the month to give us more planning time. If you can spare a few hours to help the community, come join us on the 1st Tuesday of the month at the Rec. Center! Teenagers need service hours? Call the Deerfield Office. We can use help on working the parties – make snow cones, run games, and just help us have a better neighborhood.

Residents are urged to program the Constable’s phone number 281-463-6666 into their cell phone and their home phone. It is critical that any suspicious activity be reported immediately.

Residents who will be out of their home for any extended period of time should contact the Consta-ble’s office at (281) 463-6666 to place a vacation watch on their home. The Constable’s office ad-vises that vacation watches be turned in at least three days prior to departure. The BGP office can-not arrange vacation watches.

December Check In

The holidays are upon us and along with the festivities we need to remember to be alert for crimi-nal activity and overall personal safety 1.Watch your surroundings when out shopping. If you see something that makes you uncomfort-

able when walking to your vehicle, go back to the store and request an employee or security guard to watch or walk you to your vehicle. 2. Do not leave packages in plain view in your vehicle this is an invitation for criminals.

3. Keep your keys and cell phones close by. 4. When shopping, watch your purse and bags, thieves watch for any opportunity to catch you un aware. 5. When at home, lock your doors and use your alarm systems.

6. If you are traveling put your home on vacation watch, have your paper and mail picked up. During cold weather remember to wrap your pipes if needed and remember your animals if they normally stay outside.

Call and report any suspicious activity, persons, or vehicles you see right away!

HCMUD 136 DECEMBER REPORT NEIL M. POLANSKY, PRESIDENT www.hcmud136.org

GARBAGE COLLECTION TO BE ASSUMED BY HCMUD 136: HCMUD 136 has entered into a new 3 year con-tract for solid waste services with Texas Trash. Beginning February 1, 2010 Texas Trash will handle both garbage collection and recycling, offering curbside services twice a week (Tuesdays and Fridays- recycling on Fridays). We’re excited that Texas Trash will be recycling plastics numbered #1-7 as well as most glass items. They will pro-vide us with new recycling bins, and you should be able to use your old refuse containers for garbage.

Beginning February 1, 2010 you will no longer receive a quarterly garbage collection bill from the DVCA/Allied, replaced instead by a monthly charge on your HCMUD 136 bill. The monthly contract amount for the first year of service is $11.90 for garbage and $3.15 for recycling, for a total of $15.05 per month (not includ-ing applicable taxes). This is a significant decrease from the current contract.

SURFACE WATER CONVERSION: As mentioned in a previous article, water costs associated with the state-mandated conversion to surface water are increasing. Although HCMUD 136 has spent nearly $450,000 on infra-structure improvements required to facilitate conversion to surface water (hopefully reimbursed at 100% to the dis-trict no later than April 2010) the West Harris County Regional Water Authority (www.whcrwa.com) is increasing its base rate for surface water to $1.25 per thousand gallons effective January 1, and that rate is headed upwards to $1.55 (2011) and $1.85 (2012) per thousand gallons. HCMUD 136 has no control over the rate WHCRWA charges for surface water, but we will be looking at our base water rates to see if money saved by not operating our water wells can translate to a reduction in our base fees.

ADVANCE REPAYMENT OF DISTRICT BONDS: We are studying the possibility of retiring our district’s debt 3 years ahead of schedule to save money on interest payments due. Directors are working with our financial advisor and attorneys to see if savings realized will exceed costs associated with the advance repayment.

GRAFFITI: If you notice graffiti on district facilities please contact a resident director and we’ll initiate steps to have it removed. We are working with Randalls on a plan to address the continuing graffiti on the wall adjacent to Barker Cypress @ Spellbrook. Although the wall is the western perimeter of our water well #1 access road, the wall is Randalls’ property. OUR REGULAR MEETING IS THE SECOND THURSDAY OF EACH MONTH @ 6PM IN THE DVCA RECREA-TION CENTER. THEY ARE OPEN TO THE PUBLIC.

BSA TROOP 120 FALL FUNDRAISER BEGINS DECEMBER 15!! Boy Scout Troop 120 (Deerfield Village) is sponsoring the 2010 Mulch and Fertilizer Fundraiser to bene-fit scouts in BSA Troop 120. Sales are December 8th through January 19th. Delivery is February 25th—27th.

This is a great opportunity for Scouts to learn salesmanship skills and gives them an opportunity to sell great lawn and garden products at good prices, DELIVERED FREE RIGHT TO YOUR DOOR. 2010 DVCA Trustee Elections

Position of Trustees:

Trustees must be Deerfield Village resident homeowners in good standing, i.e. no outstanding assess-

ments. Only one resident in the same family dwelling may be concurrently nominated to, or serve on, the Board.

The position of Trustee is for a period of three years. Trustees are responsible for the direction and

management of the affairs and assets of the Association. In addition to attending monthly Board meetings, each Trustee attends meetings of at least one Standing Committee as a non-voting representative to provide counsel regarding the Articles of Incorporation, By-laws, as well as other matters. Therefore, Trustees need to be familiar with these documents and a complete set will be given to those submitting applications.
