MEANING Delegation is the assignment of authority and
responsibility to another person (normally from a
manager to a subordinate) to carry out specific
activities. It is one of the core concepts of
management leadership. However, the person who
delegated the work remains accountable for the
outcome of the delegated work. Delegation
empowers a subordinate to make decisions,
Delegation, if properly done, is not abdication. The
opposite of effective delegation is micromanagement,
where a manager provides too much input, direction,
and review of delegated work.
DELEGATION OF AUTHORITY
The term authority implies power derived from office or
character or prestige. The person or agency having
authority is powerful enough to do something since he has
been authorized by a competent agency to do a certain
job. Authority can also be defined as the sum of the
powers and rights entrusted to make possible the
performance of the work. Possession of authority means
responsible for action. Some attributes are associated with
authority. These are ability to give reward, inflict,
punishment, censor subordinates, use commands and the
like.
Delegation of Authority in Libraries Every library is a part of a larger organization or a parent
organization. The power and authority of the library are derived from
that larger or parent body. Public libraries derive the power and
authority from the government under library act and related regulation.
Academic libraries derive the power and authority from the academic
institution, they are attached to. The university library gets them from
the university executive council under the university act and
regulation. A college library gets it from the governing body of the
college. Special libraries get power and authority from the organization
they are related with. More or less the administrative patterns are
same in all types of libraries. The power and authority assign to the
library directly comes to the librarian.
PRINCIPLES OF DELEGATION OF AUTHORITY
Assignment of Duties in Term of Result
Expected
Delegation by result expected implies that goal or objectives have been
set and plans are made and are understood and accepted by the
subordinates, who must undertake and what result they must show, It will
enable them to know by the standreds Their perfomence will be judged.
Parity of Authority And Responsiblity
Authority and responsibality should bear logical relation to each other,
Authority can never be delegated equal to responsibality as they are who
different things. However authority should be delegated commensurate
with responsibality.
Clarification of Limit of Authority
Limits of authority must be clarified to the subardinates; so
that they may not assume excessive then desierd. Clear of
authority will develop themselves through freedom of action
and know their area of action.
Absoluteness of Accountabality
The superior cannot escape the responsibality for the activities
entrusted to him merely by delegating authority of his
subardinats. No doubt the delegate will account for delegated
authority to him, but the later will remain accountable to his
superior. Thus accountabality cannot be delegated, it alwys
moves upward.
Unity of Command
It states that accountabality is unitary. Each
person should be accountable only to one
superior for delegate authority as he cannot serve
two masters. If a person report to two superiors,
confusion and friction will result. He will find
himself ferquently receving conflicting
instructions. Therfore, as for as possible dual
subardination should be avoided.

DISADVANTAGES Managers lack the motivation or knowledge to delegate effectively.Many managers believe that "if you want it done right, you have to do it yourself”Lack of trust in subordinates, fear of being seen as lazy, reluctance to take risks, and fear of competition from subordinates.Improper delegation can cause a host of task, which may hurt the overall productivity of the of problems, primary of which is an incorrectly completed organization.

Delegation is a powerful tool when used correctly can create an effective and safe environment in which librarians and users work together to achieve positive outcomes.
