This session will explore the findings of Better Buying, Better Outcomes qualitative analysis of the pressure points in procurement and the key themes and recommendations resulting from the report. Better Buying, Better Outcomes looks at our industry’s impression of procurement bottlenecks and how they can be overcome to achieve better outcomes for our industry and public sector clients alike. The report notes in particular;
• To get the best outcomes, public sector clients should seek to build what the report calls a Positive Procurement Culture.• Decisions around infrastructure projects could be improved, by taking a wider range of considerations into account.

Of all the phases of a building’s life cycle, the operational phase carries the highest financial cost to the building owner and/or occupier. Yet there are many examples of decisions made during the design and construction phases that result in costly operational and maintenance challenges that could otherwise have been avoided.This presentation will examine the integration of FM expertise into the design and build phases of a building’s life cycle and aims to help participants understand:
• How facilities management (FM) can add value to design and construction processes• What barriers exist to an increased FM involvement• What needs to happen to make the change
Martin Leitch, FmScope

1.35pm What is Lean Construction and how can it be used to deliver benefit?
Lean practices in construction are driving change worldwide. Lean focusses the supply chain on improving customer satisfaction and the elimination of waste. While most organisations aspire to do this, lean organisations actively focus on measuring and demonstrating improvement towards these outcomes on a weekly basis. Recent analysis on a major project showed that labour productivity in the field improved by 20% once lean practices were adopted.
• Lean processes are used in design as well as construction.• Leading global clients are driving lean practices within their own processes and into their supply chains• Everybody benefits from improved productivity and improved customer relations
Marton will illustrate his talk with benefits realised on recent international case study projects.Marton Marosszeky, Marosszeky Associates

OR Workshop 1b: Project Governance – The Importance of Project Controls
Changing procurement behaviours, removing inefficiency, and improving strategic collaboration to deliver excellent projects, are critical to achieving good project outcomes.It is also clear that inadequate planning and monitoring plays is a major cause of project failures.Improved project governance and control drawing on good project practice are key ingredients to mitigate risk and minimise failures, and achieve project objectives.Whilst there is “no one size fits all solution to achieve optimal delivery of capital works and infrastructure projects, recognising the common characteristics of effective project delivery can significantly influence positive change.The aim of the workshop is to identify the key elements of good project controls, including a robust project plan, that provide a foundation for project-specific control systems, and point to the collaborative processes needed to put controls in place and use them effectively.John Taylor GAICD, Director, B A Taylor Pty Ltd
